Alstom won the bid to build 47  passenger trains that will be used on the Mexico-Queretaro, Queretaro-Irapuato and Saltillo-Nuevo Laredo routes .

According to the ruling published by the Railway Transport Regulatory Agency (ARTF) , the French company won with a proposal of 20 billion 171 million 045 thousand 505.47 pesos .

This offer was 17.2% lower than the one presented by CAF Mexico , which offered 24 billion 366 million 068 thousand 149.81 pesos.

Meanwhile,  CRRC Zhuzhou Locomotive , in a joint venture with Mexico Railway Transportation Equipment, registered a proposal of 23,911,769,552.72 pesos, 15.6% lower than that of the French-owned railway company.

“The proposal from bidder CRRC Zhuzhou is not considered a sound technical proposal, as it does not reach the minimum score to be evaluated economically,” ARTF stated.

Similarly, the agency pointed out that although all three companies complied with the national content requirement , Alstom “provided more arguments and evidence and, unlike the other competitors, even disclosed the medium and formula used to calculate its percentage compared to CRRC and CAF.” The French company proposed 72.4 percent.

The trains must be equipped with ERTMS (European Rail Traffic Management System), and will include commissioning, maintenance and workshop equipment.

Of the total fleet,  14 trains will be short-route  for the San Juan del Río–Celaya and Celaya–Irapuato sections, with the longest planned route length being 107 kilometers (km).

Meanwhile,  33 units will be long-distance trains for routes such as Buenavista–Irapuato and Buenavista–Querétaro Centro, among others. All trains will be diesel-electric self-propelled units (DMUs).

The capacity will be approximately 700 passengers (with a minimum of 315 seated users and the rest standing) for short-distance trains, and a minimum of 265 seated passengers for long-distance trains, depending on the car configuration established.

It is worth remembering that Alstom, in consortium with Bombardier Transportation Mexico, Gami Ingeniería e Instalaciones and Construcciones Urales , won the bid for the construction of the 42 trains of the Maya Train, with an offer of 36 billion 563 million 731 thousand 221 pesos and a 72.5% degree of national integration.

The Railway Transport Regulatory Agency (ARTF) reported that Alstom , CAF Mexico and CRRC Zhuzhou Locomotive submitted bids for the sale of 47 passenger trains for the Mexico-Queretaro, Queretaro-Irapuato and Saltillo-Nuevo Laredo sections.

According to the tender documents, Alstom Ferroviaria México submitted a proposal of 20 billion 171 million 045 thousand 505.47 pesos, while CAF México offered 24 billion 366 million 068 thousand 149.81 pesos.

For its part, CRRC Zhuzhou Locomotive, in a joint venture with Mexico Railway Transportation Equipment, registered a bid for 23 billion 911 million 769 thousand 552.72 pesos.

The amount of each proposal includes various actions, such as the supply, testing and commissioning of 14 trains equipped with ERTMS 2 (European Rail Traffic Management System), which will be used on short routes, as well as for the 33 long-distance trains.

It also includes the executive project, model, shipments, freight , implementation of 4% of the fleet’s value for repairs and everything necessary for its proper functioning.

In addition to equipment for inspection areas, maintenance workshops, comprehensive fleet maintenance for five years, among others.

ARTF specified that after the evaluation of the proposals, the winner of this competition will be announced on December 11 .

According to the tender decision, the company submitted a bid of 5.846 billion 410 thousand 431.88 pesos, against the subsidiary of the Spanish company Construcciones y Auxiliar de Ferrocarriles (CAF) México, which proposed 9.891 billion 248 thousand 072.39 pesos.

“The evaluations determined that CRRC Zhuzhou Locomotive, in a joint venture with Mexico Railway Transportation Equipment, obtained the highest score as a result of the analysis and evaluation of the technical and economic proposal, in addition to offering the lowest and most favorable prices for the Railway Transport Regulatory Agency (ARTF) ,” the agency stated.

For the equipment of maintenance workshops, which includes the design and preparation of the executive project, supply and installation of the proposed equipment for workshops, construction monitoring, construction and commissioning of the proposed equipment, training and guarantees, the budget is estimated at 559 million 916 thousand 825 pesos .

For the cost of comprehensive maintenance of the fleet for a period of five years, which includes service, necessary consumables, qualified personnel, technical documentation, tools, equipment and everything necessary, 560 million 673 thousand 293 pesos are projected .

It’s worth remembering that the ARTF specified that the construction of the 15 trains must have at least 50% national content in their manufacturing , which will be determined by taking into account labor, inputs for goods, and other aspects.

These units  will serve a demand of 100,000 passengers daily , on a one-hour-and-15-minute journey from Mexico City to Pachuca.

They will also run at a maximum speed of 130 kilometers per hour, will be 100 meters long, allowing for the coupling of two units, with capacity for more than 700 passengers and at least 315 ergonomic seats. They will also feature universal accessibility: level access and priority seating, ensuring safety and comfort.

CRRC Zhuzhou Locomotive and CAF México submitted proposals for the construction of 15 passenger trains for the AIFA–Pachuca route, while the French company Alstom declined to participate.

According to documents submitted by the Railway Transport Regulatory Agency (ARTF) , the winner of this tender will be announced on September 10 .

The agency specified that the subsidiary of the Spanish company Construcciones y Auxiliar de Ferrocarriles (CAF) submitted an offer of 5 billion 846 million 410 thousand 431.88 pesos, against the first Chinese company that proposed 9 billion 891 million 248 thousand 072.39 pesos.

The ARTF stated that Alstom submitted a letter of decline on Monday , following an analysis of the call for tenders.

“After a detailed analysis of the call for proposals, we have concluded that the circumstances do not allow us to submit a proposal that meets the established conditions,” said María Teresa Ramos Gómez, legal representative of Alstom Ferroviaria Mexicana.

It’s worth noting that, along with Bombardier Transportation México, Gami Ingeniería e Instalaciones , and Construcción Urales, Alstom won the tender for the acquisition of 42 Maya Train trains. It has also participated in other projects.

El cargo CRRC Zhuzhou Locomotive and CAF Mexico to supply trains for AIFA-Pachuca route apareció primero en T21.

The companies Alstom , CRRC Zhuzhou Locomotive , Mitsubish Electric de México and CAF México , expressed interest in participating in the tender to acquire 15 electric passenger trains for the Mexico City-Pachuca route.

According to the document published in ComprasMX , representatives of these international companies met on July 16 to visit the various sites designated for train unloading, garages, and major maintenance facilities.

“Conduct an on-site visit so bidders can understand the environmental conditions, as well as the characteristics related to the degree of difficulty of the work to be performed, its technical implications, complexity, and magnitude,” stated the Rail Transport Regulatory Agency (ARTF) .

He explained that the possible area for unloading trains, garages and major maintenance warehouse would be located in Pantaco , while the probable storage and conditioning of the first trains would be located in Lechería- AIFA , and an area in Pachuca for workshops.

He also reported that he received 403 questions regarding the contest through the platform from Alstom Ferroviaria Mexicana, CAF Mexico and CRRC .

On July 15, the ARTF launched the international tender for the acquisition of the 15 trains. Bidders must propose at least 50% domestic content in their manufacturing, which will be determined by taking into account labor, inputs, and other factors.

The agency specified that these passenger trains must be equipped with ERTMS (Emergency Management System), which includes commissioning, maintenance, and workshop equipment. The decision on this tender will be made on August 29th.
