<p><strong><span dir="auto">The </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> published this Monday the decree that reforms, adds and repeals various provisions of the Regulations of the Customs Law</span></strong><span dir="auto"> , with the objective of strengthening technological control, digitizing processes and modernizing the operation of the Mexican customs system.</span></p>
<p><span dir="auto">The update, signed by Mexico&#8217;s President Claudia Sheinbaum, introduces significant changes in how foreign trade procedures are applied, particularly in terms of digitization, supervision, and traceability.</span></p>
<p><span dir="auto">One of the central changes of the decree is the </span><strong><span dir="auto">strengthening of the Electronic Customs System</span></strong><span dir="auto"> as the axis of all operations.</span></p>
<blockquote><p><span dir="auto">The new regulations stipulate that individuals and legal entities carrying out customs procedures must have a valid electronic signature, digital seals or technological means authorized by the </span><a href="https://www.sat.gob.mx/portal/public/home"><span dir="auto">Tax Administration Service (SAT)</span></a><span dir="auto"> , in addition to keeping their Federal Taxpayer Registry (RFC), tax domicile and electronic records up to date.</span></p></blockquote>
<p><span dir="auto">Likewise, the information and documentation transmitted must match the electronic records, which strengthens the traceability of operations and reduces the possibility of irregularities.</span></p>
<p><strong><span dir="auto">The decree also tightens the obligations for companies that provide customs pre-validation services</span></strong><span dir="auto"> , which will now have to verify not only technical and structural aspects, but also regulatory criteria and the authenticity of digital seals.</span></p>
<blockquote><p><span dir="auto">Authorities may require additional validation criteria at any time, which strengthens preventive control before customs clearance.</span></p></blockquote>
<p><strong><span dir="auto">Another relevant change is the consolidation of the role of the </span><a href="https://www.anam.gob.mx/"><span dir="auto">National Customs Agency of Mexico (ANAM)</span></a><span dir="auto"> , which obtains greater powers of technical supervision</span></strong><span dir="auto"> , verification and cancellation of authorizations.</span></p>
<p><span dir="auto">In addition, the creation of the Customs Council is formalized, a collegiate body that will participate in strategic decisions, such as the evaluation of concessions and projects related to customs infrastructure.</span></p>
<h4><strong><span dir="auto">New rules for customs and logistics agencies</span></strong></h4>
<p><span dir="auto">The regulation incorporates a specific chapter for customs agencies, establishing clearer rules on their authorization, operation and responsibilities, in line with the objective of professionalizing the sector.</span></p>
<p><strong><span dir="auto">The obligations for electronic transmission of information for maritime, air, rail and courier transport companies are</span></strong><span dir="auto"> also being strengthened , including digital manifests and advance cargo and passenger data.</span></p>
<p><span dir="auto">Among the new developments, the regulation of electronic locks for containers and cargo vehicles stands out, which must meet technical, financial and interoperability requirements with customs systems.</span></p>
<p><span dir="auto">In addition, </span><strong><span dir="auto">stricter controls are being introduced for courier and parcel delivery companies</span></strong><span dir="auto"> , especially regarding tax matters and simplified customs clearance.</span></p>
<p><span dir="auto">The reform is part of the government&#8217;s strategy to move toward a more technologically advanced, integrated, and efficient customs model within the context of international trade. The decree specifies that it will take effect this Tuesday, February 24.</span></p>

<p><span dir="auto">Foreign Direct Investment  </span><strong><span dir="auto">(FDI) in the transportation, postal and storage sector in Mexico during the third quarter of 2025 (3Q25) registered a drop of 20.1%</span></strong><span dir="auto"> compared to the same period in 2024 (3Q24), according to data from the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">From July to September of this year, FDI focused on this industry totaled </span><strong><span dir="auto">$1.9456 billion</span></strong><span dir="auto"> , representing </span><strong><span dir="auto">4.7% of the total accumulated FDI</span></strong><span dir="auto"> . In the same period of 2024, this sector registered $2.4374 billion, according to SE statistics.</span></p>
<p><span dir="auto">So far this year, FDI inflows in the transport and logistics sector totaled $3,038.8 million, compared to $6,212.8 million in the first nine months of 2024, representing a decrease of 51 percent.</span></p>
<p><span dir="auto">It is worth remembering that </span><strong><span dir="auto">Mexico attracted $40.906 billion in FDI in Q3 2025</span></strong><span dir="auto"> , a 15% increase compared to the same period in 2024, according to the federal agency.</span></p>

<p><span dir="auto">According to the SE, the </span><strong><span dir="auto">air transport subsector</span></strong><span dir="auto"> reached $20.7 million in the third quarter of 2025, which meant a decrease of 69% compared to 3Q24, when it was $66.8 million.</span></p>
<p><span dir="auto">During the reporting period, </span><strong><span dir="auto">rail transport</span></strong><span dir="auto"> showed a negative performance in terms of attracting FDI, which amounted to -$3.3 million. This subsector did not register any FDI during Q3 2024.</span></p>
<p><strong><span dir="auto">Water transport</span></strong><span dir="auto"> also declined. In the July-September period of this year, FDI attracted by this subsector was seven million dollars, a 54% decrease compared to the same period in 2024, when it totaled 15.2 million dollars.</span></p>
<p><span dir="auto">During the cycle, </span><strong><span dir="auto">pipeline transportation</span></strong><span dir="auto"> registered foreign capital flows of 1,615.9 million dollars, which represented a drop of 15.6% compared to the same period last year, when it reached 1,916.2 million dollars.</span></p>
<p><strong><span dir="auto">Transportation-related services</span></strong><span dir="auto"> also experienced a slowdown in attracting FDI. In Q3 2025, this subsector totaled $299.5 million, a 1.3% decrease from the $303.6 million it received in Q3 2024.</span></p>
<p><span dir="auto">Meanwhile, FDI in </span><strong><span dir="auto">courier and parcel services</span></strong><span dir="auto"> attracted $6.5 million compared to $132.9 million in the third quarter of 2024, representing a 95 percent reduction.</span></p>
<p><span dir="auto">Other subsectors, such as  </span><strong><span dir="auto">freight transport and postal services, </span></strong><strong><span dir="auto">registered zero FDI inflows in Q3 2025, while warehousing services</span></strong><span dir="auto"> attracted $1.9 million during the cycle.</span></p>

<p><span dir="auto">Despite the decline in FDI inflows recorded in the transport, postal and warehousing sector in Mexico in the third quarter of 2025, </span><strong><span dir="auto">the country&#8217;s logistics industry remains resilient</span></strong><span dir="auto"> , and has faced challenges such as road blockades and new tariff rates.</span></p>
<p><span dir="auto">This sector facilitates the movement of goods, both within and outside the country, and helps companies to optimize processes, reduce costs, and increase efficiency.</span></p>
<p><span dir="auto">According to the consulting firm </span><a href="https://www.expertmarketresearch.com/"><span dir="auto">Expert Market Research</span></a><span dir="auto"> , the logistics market in Mexico is estimated to grow at a compound annual growth rate of 10.2% between 2025 and 2034, reaching a value of </span><strong><span dir="auto">$3,044.59 million</span></strong><span dir="auto"> in 2034.</span></p>

<p><span>The </span><a href="https://www.inegi.org.mx/"><span>National Institute of Statistics and Geography (Inegi)</span></a><span> announced the results of the </span><strong><span>Annual Transport Survey (EAT)</span></strong><span> , in which the logistics sector showed dynamism during 2023. In the contribution to the total value of income from the supply of goods and services, intermediation for cargo transport, with </span><strong><span>21.8%</span></strong><span> , and </span><strong><span>general cargo road transport,</span></strong><span> with </span><strong><span>14.8%,</span></strong><span> had the largest share.</span></p>
<p><span>According to the report, scheduled air transport had a share of </span><strong><span>14.5%</span></strong><span> and non-scheduled air transport 1.2%. Meanwhile, </span><strong><span>specialized cargo road transport</span></strong><span> had a share of </span><strong><span>13.1%</span></strong><span>  and </span><strong><span>rail transport</span></strong><span> 6 </span><strong><span>%</span></strong><span> .</span></p>
<p><strong><span>In the same category, services related to road transport</span></strong><span> followed with </span><strong><span>2.7%</span></strong><span> , </span><strong><span>water transport</span></strong><span> with </span><strong><span>2.9%</span></strong><span> , </span><strong><span>foreign courier and parcel services</span></strong><span> with a share of </span><strong><span>4.3%</span></strong><span> , and </span><strong><span>storage</span></strong><span> with </span><strong><span>4 percent</span></strong><span> .</span></p>
<p><span>In 2023, </span><strong><span>general cargo transportation obtained 95.5% of its income from its cargo modality</span></strong><span> , while specialized cargo transportation received up to </span><strong><span>98.2 percent</span></strong><span> of its income from the same modality.</span></p>
<p><span>Regular air transport did so with the same modality with </span><strong><span>5.3%</span></strong><span> , and non-regular air transport with </span><strong><span>15.8%;</span></strong><span> the highest income from both was from passenger transport, with </span><strong><span>84.9%</span></strong><span> and </span><strong><span>79.5%</span></strong><span> , respectively. Rail transport obtained </span><strong><span>97%</span></strong><span> of its income from cargo transport, and water transport </span><strong><span>91.3%</span></strong><span> of its income was from the provision of services.</span></p>
<p><span>In turn, foreign courier and parcel services received up to </span><strong><span>95.3%</span></strong><span> for their own activities and </span><strong><span>1.7%</span></strong><span> for cargo transportation; meanwhile, storage obtained </span><strong><span>96.8%</span></strong><span> of its income from the provision of services.</span></p>

<p><span>The survey indicated that during 2023, the average participation of </span><strong><span>employed personnel in the transport sector</span></strong><span> and related services was </span><strong><span>20.8%</span></strong><span> for women and </span><strong><span>79.2%</span></strong><span> for men. Meanwhile, total remunerations were distributed in the order of 22.3% for women and 77.7% for men.</span></p>
<p><span>According to </span><a href="https://www.mordorintelligence.com/"><span>Mordor Intelligence</span></a><span> , Mexico&#8217;s freight and logistics market size is estimated at  </span><strong><span>$136.11 billion</span></strong><span>  in 2024, and is expected to reach  </span><strong><span>$171.40 billion</span></strong><span>  by 2029, growing at a CAGR of  </span><strong><span>4.72%</span></strong><span>  during this period.</span></p>
