<p><span dir="auto">GUADALAJARA, JAL. – Mexico&#8217;s leading role in the heavy vehicle industry, being the main exporter of tractor-trailers and </span><strong><span dir="auto">the 4th largest producer of this type of unit, is the result of decades of investment, constant work and coordination with the government</span></strong><span dir="auto"> , as well as excellence in competitiveness, commented Rogelio Arzate, president of the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">At the inauguration of </span><strong><span dir="auto">Expo Transporte ANPACT 2025</span></strong><span dir="auto"> , Arzate stated that this event demonstrates that the industry drives investment and that the companies participating in it are committed to &#8220;Made in Mexico&#8221;.</span></p>
<blockquote><p><span dir="auto">This 21st edition of </span><a href="https://expotransporte.com/"><span dir="auto">Expo Transporte ANPACT</span></a><span dir="auto"> will feature the presence of 35 countries, with more than 640 brands represented in a space of 70,000 square meters, making it the largest exhibition of all time.</span></p></blockquote>
<p><span dir="auto">Alejandro Malagón, president of the </span><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin),</span></a><span dir="auto"> acknowledged in his speech that </span><strong><span dir="auto">this industry faces challenges such as the imposition of tariffs and the decrease in sales in the domestic market;</span></strong><span dir="auto"> however, he stated that they will continue working with ANPACT to find real solutions, in conjunction with the Ministry of Economy (SE), as well as with the negotiations of the United States-Mexico-Canada Agreement (USMCA).</span></p>

<p><span dir="auto">During the inauguration of #ExpoTransporteANPACT 2025, Alejandro Malagón, president of CONCAMIN, acknowledged that the sector faces new challenges due to US tariff pressures.</span><br />
<strong><span dir="auto">“We are working hand in hand with the Ministry of Economy; our goal is to continue growing and competing in international markets,” he stated.</span></strong></p>
<p><span dir="auto">The leader of the industrialists emphasized the importance of the industry, which contributes </span><strong><span dir="auto">about 6% of the Gross Domestic Product (GDP) and generates about two million jobs</span></strong><span dir="auto"> , having an impact on the economy and economic development.</span></p>
<p><span dir="auto">In support of this industry, Rogelio Arzate celebrated the recent agreement reached with the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> and the Ministry </span><a href="https://www.gob.mx/semarnat"><span dir="auto">of Environment and Natural Resources (Semarnat)</span></a><span dir="auto"> , to limit the age of imported vehicles to 10 years, so that this industry can be boosted.</span></p>
<p><span dir="auto">Altagracias Gómez, coordinator of the Advisory Council for Regional Economic Development and Relocation (CADERR), described how </span><strong><span dir="auto">consolidating Mexico as the most important producer of tractor-trailer trucks has taken 30 years</span></strong><span dir="auto"> , and has an impact on sustainable economic development, and the generation of local suppliers with an impact on national and foreign SMEs.</span></p>
<blockquote><p><span dir="auto">“The future of transportation is built on investment and talent, with infrastructure, education, and by choosing the best drivers. More than 36 countries are coming to learn about this expo and the future we are proposing, a future that is not intimidated by tariffs,” stated the official, who has a family connection to Dina, the founding company of ANPACT.</span></p></blockquote>
<p><span dir="auto">The </span><a href="https://jalisco.gob.mx/inicio"><span dir="auto">governor of Jalisco</span></a><span dir="auto"> , Pablo Lemus, speaking at the inauguration of Expo Transporte ANPACT, described three actions that his government is implementing to promote the development of transportation.</span></p>
<p><strong><span dir="auto">The first is the rehabilitation of state highways</span></strong><span dir="auto"> , where there is a change in strategy and now a maintenance policy has been added to keep them in good condition.</span></p>
<p><strong><span dir="auto">The second action is linked to the works on the road to Chapala</span></strong><span dir="auto"> , aimed at improving mobility in the city, especially in anticipation of the World Cup in 2026.</span></p>
<p><span dir="auto">And finally, </span><strong><span dir="auto">Lemus outlined the development of the State Highway Police</span></strong><span dir="auto"> , which aims to improve the climate of insecurity experienced nationwide, and where the coordination with the National Guard will be leveraged.</span></p>
<p><span dir="auto">Verónica Delgadillo, mayor of Guadalajara, emphasized that this industry supports municipalities in providing better services at the municipal, state, and even national levels, </span><strong><span dir="auto">“they are allies of good governments.”</span></strong></p>
<blockquote><p><span dir="auto">“Expo Transporte is a space to do great business, a space to reflect, to find the trucking industry as an ally in the climate emergency,” Delgadillo asserted.</span></p></blockquote>
<p><span dir="auto">Along these lines, the mayor announced that industry, government, and private individuals share a common challenge: </span><strong><span dir="auto">to ensure that by 2030, 11% of vehicles in Guadalajara,</span></strong><span dir="auto"> both public and private, are electric, although she did not specify the ecosystem that would contribute to this goal.</span></p>

<p><span>Rafael Ortiz Pacheco, president of the </span><a href="https://amotac.org.mx/"><span>Mexican Alliance of Transportation Organizations (AMOTAC)</span></a><span> , launched his first &#8220;defensive blow,&#8221; harshly criticizing the authorities for their lack of </span><strong><span>concrete action.</span></strong><span> He noted that, although various problems in the sector have been discussed, the &#8220;truly urgent&#8221; issues have not been addressed with real solutions.</span></p>
<blockquote><p><span>&#8220;Everyone comes to light their own fires. But what about the National Guard? Until when will they enforce the regulations, Rule 012, which address overloading and speeding of vehicles?&#8221; Ortiz Pacheco questioned.</span></p></blockquote>

<p><span>The transportation leader reported that cargo theft continues to occur brazenly in areas such as La Esperanza, Puebla, and that in some cases members of the National Guard have even participated.</span></p>
<blockquote><p><span>“The Northern Arch is large, but there are critical areas, such as La Esperanza in Puebla, where trucks are being blatantly stolen. This is even with the support of some members of the National Guard. They&#8217;ve been identified, videos have been sent, and there have been no results,” Ortiz Pacheco stated.</span></p></blockquote>
<p><span>In a calmer tone, Representative Víctor Manuel Pérez Díaz (PAN), chairman of the Communications and Transportation Committee, emphasized that this is a problem that has been addressed </span><strong><span>without political overtones</span></strong><span> , but rather with a focus on ensuring the peace of mind of citizens and the stability of commerce.</span></p>

<p><span>He stated that </span><strong><span>for several years, initiatives have been promoted</span></strong><span> , including amendments to Article 19 of the Constitution regarding freight transportation, and tougher measures have been taken regarding highway toll booths, which are masked by freedom of expression, as well as the blocking of railways, among others.</span></p>
<h4><strong><span>Round 2, Data Insecurity! </span></strong></h4>
<p><span>Among the main challenges discussed at the forum, </span><strong><span>cargo theft</span></strong><span> and </span><strong><span>corruption at security checkpoints</span></strong><span> were the most highlighted points.</span></p>
<p><span>According to data presented by </span><strong><span>Luis Villatoro Martínez</span></strong><span> , president of the </span><a href="https://anerpv.mx/"><span>National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span> , </span><strong><span>68% of cargo thefts occur in 12 regions</span></strong><span> , with </span><strong><span>Puebla and the State of Mexico</span></strong><span> as the most affected states.</span></p>
<p><span>Furthermore, </span><strong><span>76% of these crimes target heavy vehicles</span></strong><span> , which seriously affects logistics and trade in the country.</span></p>
<p><span>For his part, </span><strong><span>General Cruz Isaac Muñoz Navarro</span></strong><span> , Director of Highway and Facility Security of the </span><a href="https://www.gob.mx/guardianacional"><span>National Guard (GN)</span></a><span> , reported that, although robberies have decreased from </span><strong><span>13,068 in 2018 to 7,968 in 2024</span></strong><span> , there is still much work to be done. He invited citizens to report acts of corruption within the security force, assuring that the GN seeks </span><strong><span>to eradicate impunity among its members</span></strong><span> .</span></p>
<p><span>In this regard, Carlos García Álvarez, vice president of AMOTAC, mentioned that one of the most serious problems they face is that </span><strong><span>state and municipal police detain transporters and plant drugs on them.</span></strong></p>
<blockquote><p><span>&#8220;On highways or federal highways, state or municipal police come and arrest us, planting the famous cocaine, crystal meth, and all those drugs on us, and then they plant it, and it&#8217;s cost us money. So, I think there are many issues regarding security, and our operators also need a guarantee to make their work easier,&#8221; García explained.</span></p></blockquote>
<p><span>Furthermore, Representative </span><strong><span>Emilio Manzanilla Téllez (PT)</span></strong><span> pointed out that corruption is the central problem of road </span><strong><span>safety . He proposed strengthening </span></strong><strong><span>police oversight</span></strong><span> mechanisms at the municipal, state, and federal levels to prevent abuses against transporters.</span></p>
<h4><strong><span>More people are coming into the ring! </span></strong></h4>
<p><span>The transportation and business sectors agreed on the need to establish </span><strong><span>clear legal reforms and public policies</span></strong><span> to guarantee the safety and competitiveness of transportation in Mexico.</span></p>
<p><strong><span>Elim Luviano Heredia</span></strong><span> , president of the </span><a href="https://t21-com-mx.translate.goog/en-el-ring-de-la-camara-de-diputados-transportistas-exigen-un-nocaut-a-la-delincuencia-en-carreteras/Comisi%C3%B3n%20de%20Transporte%20de%20la%20Confederaci%C3%B3n%20de%20C%C3%A1maras%20Industriales%20(CONCAMIN)?_x_tr_sl=en&amp;_x_tr_tl=es&amp;_x_tr_hl=es&amp;_x_tr_pto=wapp"><span>Transportation Commission of the Confederation of Industrial Chambers (Concamin)</span></a><span> , stressed the urgent need </span><strong><span>to provide certainty to investment in the sector</span></strong><span> , promote the </span><strong><span>right to mobility</span></strong><span> , and facilitate the </span><strong><span>renewal of the vehicle fleet</span></strong><span> .</span></p>
<p><span>He emphasized that property and legal insecurity not only affects transporters but also impacts the cost of products, increasing the cost of the national economy.</span></p>
<p><span>In the same corner of the ring, </span><strong><span>Leonardo Gómez Vargas</span></strong><span> , executive president of the </span><a href="https://translate.google.com/website?sl=en&amp;tl=es&amp;hl=es&amp;client=webapp&amp;u=https://www.antp.org.mx/"><span>National Association of Private Transportation (ANTP)</span></a><span> , emphasized that </span><strong><span>road insecurity increases logistics costs</span></strong><span> , affecting investment and consumer well-being. He proposed strengthening strategies for </span><strong><span>crime prevention and rebuilding the social fabric</span></strong><span> .</span></p>
<p><span>For his part, </span><strong><span>Marco Antonio Frías Galván</span></strong><span> , director of the </span><a href="https://translate.google.com/website?sl=en&amp;tl=es&amp;hl=es&amp;client=webapp&amp;u=https://amciv.mx/"><span>Mexican Association of Road Infrastructure Concessionaires</span></a><span> , proposed that the </span><strong><span>private sector should assume greater responsibility for road safety</span></strong><span> , collaborating with the three levels of government to improve coordination and the use of technology.</span></p>
