<p><span dir="auto">The </span><a href="https://www.amanac.org.mx/sitio2008/index.html"><span dir="auto">Mexican Association of Shipping Agents (Amanac)</span></a><span dir="auto"> began a new stage with the swearing-in of </span><strong><span dir="auto">Roberto Meillón Covarrubias as president of its Board of Directors</span></strong><span dir="auto"> for the period 2026-2028, in a context where the maritime sector faces increasing pressures to modernize its processes, strengthen the country&#8217;s logistical competitiveness and consolidate a stronger dialogue with the authorities and the industry.</span></p>
<p><span dir="auto">During his first address as head of the association, Meillón outlined an </span><strong><span dir="auto">agenda based on six strategic pillars</span></strong><span dir="auto"> aimed at making Amanac more institutional, technological, and inclusive. “Our mission is clear: to strengthen the unity of the industry, promote reorganization, and ensure that the voice of shipping agents is heard loud and clear and respected in all areas,” he stated before representatives of the maritime, logistics, and industrial sectors.</span></p>
<blockquote><p><span dir="auto">The new president of Amanac stated that one of the main challenges will be </span><strong><span dir="auto">strengthening internal governance</span></strong><span dir="auto"> through statutory reforms, working committees, and more robust financial mechanisms. In this regard, he announced plans to extend the presidential term from two to three years to ensure the continuity of strategic projects and accelerate institutional processes that, he acknowledged, require further development to become fully established.</span></p></blockquote>
<p><span dir="auto">Among the highlights was the </span><strong><span dir="auto">launch of the Amanac Institute</span></strong><span dir="auto"> , an initiative spearheaded by the outgoing administration and which, according to Meillón, will be a cornerstone of his administration. “Our task will be to transform it from a project into a living reality, with academic programs, specialized instructors, and students who represent the future of the profession,” he stated.</span></p>
<p><span dir="auto">Professionalization </span><strong><span dir="auto">of the sector</span></strong><span dir="auto"> emerged as one of the central themes of the event. Following this line of thought, Meillón also announced the start of the ISO 9001:2015 certification process for the association, as well as a </span><strong><span dir="auto">technological modernization</span></strong><span dir="auto"> strategy focused on digitizing processes and improving responsiveness to shipping members. “Digitalization is not a luxury; it is a necessity to respond quickly and effectively to an increasingly interconnected world,” he stated.</span></p>
<p><span dir="auto">Another key focus of his administration will be </span><strong><span dir="auto">promoting gender equality and female leadership</span></strong><span dir="auto"> within the maritime sector. The new president of Amanac announced mentorship and training programs to increase women&#8217;s participation in decision-making positions within the industry.</span></p>
<blockquote><p><span dir="auto">The economic agenda also featured prominently. Meillón noted that one of the main projects will be the </span><strong><span dir="auto">standardization of electronic rehabilitation fees</span></strong><span dir="auto"> for general cargo, a measure aimed at generating direct economic benefits for members, as well as strengthening training programs and agreements that reduce operating costs. “We want every member to feel that belonging to Amanac means obtaining concrete, measurable, and valuable advantages,” he stated.</span></p></blockquote>
<p><span dir="auto">Fernando Con y Ledesma, outgoing president of Amanac, also participated in the event, emphasizing the need to </span><strong><span dir="auto">maintain institutional continuity</span></strong><span dir="auto"> in the face of an increasingly complex maritime and port environment. “Strong institutions are those that evolve, renew themselves, and understand that each administration contributes an important part to the long-term collective effort,” he stated.</span></p>
<p><span dir="auto">The ceremony also revealed the support of other business and transportation organizations. Francisco Fabila, president of the </span><a href="https://amf.org.mx/"><span dir="auto">Mexican Association of Railroads (AMF)</span></a><span dir="auto"> and representative of the </span><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a><span dir="auto"> , stated that </span><strong><span dir="auto">shipping agents have become a strategic component for national competitiveness</span></strong><span dir="auto"> , particularly given the reconfiguration of global supply chains and Mexico&#8217;s repositioning within international trade.</span></p>
<blockquote><p><span dir="auto">“Shipping agents are a fundamental part of Mexico’s productive structure. </span><strong><span dir="auto">Without their work, goods don’t arrive, exports don’t leave, and value chains don’t function</span></strong><span dir="auto"> ,” stated Fabila, who also offered Concamin’s support for the agenda promoted by Amanac’s new leadership on issues such as port modernization, legal certainty, digitalization, and the training of specialized human capital.</span></p></blockquote>
<p><strong><span dir="auto">The association comprises approximately 70 shipping agencies</span></strong><span dir="auto"> that account for 95% of vessel calls, facilitating the movement of roughly 95% of cargo in Mexican ports. In the tourism sector, it collaborates closely with major cruise lines.</span></p>
<p><span dir="auto">The renewal of Amanac comes at a time when the Mexican maritime-port system faces simultaneous pressures: increased demand for logistical efficiency, more complex regulatory requirements, and the need to accelerate technological adoption to remain competitive with other international hubs. Under these circumstances, </span><strong><span dir="auto">the new administration will seek to position shipping agents</span></strong><span dir="auto"> not only as operators of maritime trade, but also as strategic players in the country&#8217;s logistical transformation.</span></p>

<p><span dir="auto">The national highway strike planned for Monday, April 6, is not only still on, but is also shaping up to be </span><strong><span dir="auto">“indefinite”</span></strong><span dir="auto"> and without consensus within the sector. While truckers and agricultural producers from the </span><a href="https://www.facebook.com/profile.php?id=100080299742134"><span dir="auto">National Association of Carriers (ANTAC)</span></a><span dir="auto"> and the </span><a href="https://www.facebook.com/FrenteNacionalparaelRescatedelCampoMexicanoFNRCM/"><span dir="auto">National Front for the Rescue of the Mexican Countryside (FNRCM)</span></a><span dir="auto"> are maintaining the call for the strike, business organizations and </span><strong><span dir="auto">authorities insist that the path forward should be dialogue, not the disruption of operations</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The plan includes </span><strong><span dir="auto">blockades on federal highways and freeways </span></strong><strong><span dir="auto">in at least 20 states</span></strong><span dir="auto"> , including strategic corridors such as Mexico-Queretaro, Mexico-Puebla, Mexico-Cuernavaca and Mexico-Pachuca, as well as sections in the Bajío, western and northern parts of the country.</span></p>

<p><span dir="auto">The movement responds to problems that have persisted in the sector: </span><strong><span dir="auto">insecurity on highways</span></strong><span dir="auto"> , </span><strong><span dir="auto">high operating costs, and a lack of progress</span></strong><span dir="auto"> on previously established agreements with federal authorities.</span></p>
<p><span dir="auto">However, the strike also highlighted </span><strong><span dir="auto">internal divisions within the industry</span></strong><span dir="auto"> . Following the withdrawal of several business organizations, ANTAC maintained that there is no </span><strong><span dir="auto">unity in the sector</span></strong><span dir="auto"> and questioned whether these groups represent interests far removed from the reality of owner-operators and truck drivers.</span></p>
<p><span dir="auto">In its statement, the organization indicated that, faced with a scenario of assaults, extortion and violence on highways, it is unacceptable to minimize the seriousness of the problem, while reiterating that the strike “is not a whim, it is a necessity.”</span></p>

<p><span dir="auto">Concamin stressed that these challenges must be addressed through </span><strong><span dir="auto">institutional dialogue, coordination with authorities, and the development of joint solutions</span></strong><span dir="auto"> , avoiding negative impacts on citizens, supply chains, and economic activity.</span></p>

<p><span dir="auto">He warned that </span><strong><span dir="auto">any disruption to road transport directly impacts supply</span></strong><span dir="auto"> , mobility, and economic stability, particularly during a period of increased flow of people and goods.</span></p>
<p data-start="1016" data-end="1351"><span dir="auto">Similarly, groups such as the </span><strong><span dir="auto">Honorable </span></strong><strong><span dir="auto">Mexican Alliance of Transport Organizations (Hamotac)</span></strong><span dir="auto"> and the </span><strong><span dir="auto">Mexican-American Federation of Transporters (Fematrac)</span></strong><span dir="auto"> reported that they will not participate in the strike, considering that this type of action does not represent organized transport and should be resolved through institutional channels.</span></p>
<p data-start="1353" data-end="1596"><span dir="auto">Even the Mexican Alliance of Carriers (AMTAC) stated that, while it recognizes the problems in the sector, it does not promote road blockades and is committed to maintaining working groups with authorities to address the demands.</span></p>
<p><span dir="auto">The context surrounding the strike explains some of the pressure. According to figures from the </span><a href="https://www.gob.mx/sesnsp?_amp=true"><span dir="auto">Executive Secretariat of the National Public Security System (SESNSP) , </span></a><strong><span dir="auto">6,263 investigations</span></strong><span dir="auto"> into cargo theft were registered in 2025 .</span></p>
<p><span dir="auto">In contrast, estimates from business organizations and firms specializing in logistics security indicate that the actual incidents could exceed 16,000 annually, considering unreported cases, with losses exceeding seven billion pesos.</span></p>
<p><span dir="auto">Furthermore, experts have warned that in Mexico, </span><strong><span dir="auto">a driver can be a victim of violence every 30 minutes</span></strong><span dir="auto"> . This is compounded by rising costs (particularly for diesel), deteriorating road infrastructure, and administrative processes that increase both time and expense.</span></p>
<blockquote><p><span dir="auto">Among the demands of the movement are a greater presence of the </span><strong><span dir="auto">National Guard</span></strong><span dir="auto"> on high-risk stretches of highway, the creation of safe rest stops, and actions against extortion and corruption at checkpoints.</span></p></blockquote>
<p><span dir="auto">Meanwhile, the federal government clarified its position regarding the protest. Through the </span><a href="https://www.gob.mx/segob"><span dir="auto">Ministry of the Interior (Segob)</span></a><span dir="auto"> , it stated that there is no reason to hold demonstrations on April 6, asserting that working groups have been meeting with agricultural and transportation organizations since late 2015 to address their demands.</span></p>

<p><span dir="auto">The federal agency indicated that </span><strong><span dir="auto">economic support has been implemented for producers</span></strong><span dir="auto"> , as well as specific agreements in some regions, in addition to meetings with transporters in which the National Guard has participated to address security issues on highways and procedures.</span></p>
<blockquote><p><span dir="auto">He also stated that most organizations have chosen not to mobilize and reiterated that the government remains open to dialogue, while warning that such actions can affect third parties and economic activity.</span></p></blockquote>
<p><strong><span dir="auto">In response to the statement from the Ministry of the Interior (Segob)</span></strong><span dir="auto"> , ANTAC reaffirmed its position:</span></p>

<p><span dir="auto">Upon assuming the presidency of the </span><a href="https://canaintex.org.mx/"><span dir="auto">National Chamber of the Textile Industry (Canaintex)</span></a><span dir="auto"> , Rafael Torre Lamuño set a clear path for the sector: </span><strong><span dir="auto">legality and the recovery of competitiveness will be the priorities, always under the &#8220;Made in Mexico&#8221; seal</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">During the IX National Meeting of the fiber-textile-clothing-footwear chain, Torre Lamuño made it clear that his administration will not be one of continuity, but of transformation.</span></p>
<blockquote><p><span dir="auto">“We are not here to manage inertia, we are here to recover competitiveness, to </span><strong><span dir="auto">demand a level playing field</span></strong><span dir="auto"> and to place the national textile industry back in the strategic place it deserves within the Mexican economy,” emphasized the director of the Providencia Textile Group.</span></p></blockquote>
<p><span dir="auto">In his speech, he indicated that the goal is not protectionism, but rather a market where the rule of law is respected so that businesses can generate more employment.</span></p>
<p><span dir="auto">Ahead of the review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , scheduled for July 1, he stressed that this process should be an opportunity to </span><strong><span dir="auto">curb unfair practices from other regions</span></strong><span dir="auto"> , especially Asia, and consolidate Mexico as the most reliable supplier in North America.</span></p>
<p><strong><span dir="auto">Torre Lamuño&#8217;s work plan is structured around four pillars:</span></strong><span dir="auto"> combating smuggling and illegal trade practices, reactivating the domestic market through the  </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> , strengthening regional integration &#8211; by assisting in the review of the USMCA &#8211; and promoting innovation, sustainability and formal employment.</span></p>
<p><span dir="auto">For his part, Alejandro Malagón, president of the </span><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a><span dir="auto"> , stressed the importance of the textile industry in job creation and the country&#8217;s economic growth.</span></p>
<blockquote><p><span dir="auto">“Few industries are as closely linked to employment as the textile industry; its value chain </span><strong><span dir="auto">is a sector that strongly impacts the regional economy and national content</span></strong><span dir="auto"> . Its work generates opportunities for progress because it means income for thousands of families and provides them with stability and, above all, prosperity. Therefore, the challenges of the sector are the challenges of the industry, its priorities are our priorities,” he emphasized.</span></p></blockquote>
<h4><strong><span dir="auto">Amendment to Annex 29, a respite for the sector</span></strong></h4>
<p><span dir="auto">During his speech, Rafael Marín Mollinedo, head of the </span><a href="https://www.anam.gob.mx/"><span dir="auto">National Customs Agency of Mexico (ANAM)</span></a><span dir="auto"> , announced that authorities will meet to discuss the modification of </span><strong><span dir="auto">Annex 29 of the General Rules of Foreign Trade</span></strong><span dir="auto"> , so that the handling of textiles and footwear is not allowed in the Strategic Fiscal Premises (RFE).</span></p>
<p><span dir="auto">According to the textile and footwear industry, under this regime textile imports are made, but they are not exported again, so they remain in the country without paying taxes. It&#8217;s worth noting that the federal government issued a decree in December 2024 to curb temporary imports of textiles, clothing, and footwear.</span></p>
<p><span dir="auto">In an interview with T21, Torre Lamuño explained that, after the decree, the entry of illegal merchandise into the country skyrocketed “ </span><span class="cursor-pointer group" title="Play from 5:02"><span class="group-hover:bg-base-200 rounded p-0.5 -m-0.5 bg-primary/25 transition-all duration-200" data-start="302140" data-end="307420" data-active=""><span dir="auto">more than 850% from 2024 to 2025”</span></span></span><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“ </span><span class="cursor-pointer group" title="Play from 4:39"><span class="group-hover:bg-base-200 rounded p-0.5 -m-0.5" data-start="279360" data-end="288760"><span dir="auto">When the decree was issued, which ended temporary imports of finished products, </span></span></span><span class="cursor-pointer group" title="Play from 4:50"><span class="group-hover:bg-base-200 rounded p-0.5 -m-0.5" data-start="290240" data-end="301640"><span dir="auto">we were very happy and a large part of the imports migrated to Strategic Fiscalized Areas or through these areas</span></span></span><span dir="auto"> ,” he said.</span></p></blockquote>
<p><span dir="auto">He also indicated that smuggling and </span><strong><span dir="auto">the entry of illegal products have put pressure on the market</span></strong><span dir="auto"> , placing merchandise below a fair price and limiting the ability of domestic producers to compete.</span></p>
<p><span dir="auto">Torre Lamuño called for </span><strong><span dir="auto">unity within the production chain</span></strong><span dir="auto"> and for the support of the authorities to restore the sector&#8217;s importance in the Mexican economy.</span></p>
<blockquote><p><span dir="auto">“We are here to restore the competitiveness of the industry and take it to its rightful place with Mexican hands, a Mexican heart and &#8216;Made in Mexico&#8217;,” he concluded.</span></p></blockquote>
<p><span dir="auto">According to Canaintex, from January to September 2025, total exports amounted to five billion 561 million dollars; 92% of textile and garment products were destined for the United States, reflecting the importance of this sector for foreign trade.</span></p>

<p><strong><span dir="auto">Road safety</span></strong><span dir="auto"> , modernization </span><strong><span dir="auto">of the vehicle fleet</span></strong><span dir="auto"> , and </span><strong><span dir="auto">logistical preparation for the 2026 FIFA World Cup</span></strong><span dir="auto"> are emerging as some of the issues that will shape the agenda for passenger and tourism transport in Mexico in the short and long term.</span></p>
<p><span dir="auto">That was the prevailing tone during the inauguration of </span><strong><span dir="auto">Expo Foro Movilidad 2026</span></strong><span dir="auto"> , the most important meeting of the sector in Latin America, organized by the </span><a href="https://canapat.org.mx/"><span dir="auto">National Chamber of Passenger and Tourism Transportation (Canapat)</span></a><span dir="auto"> , where authorities and representatives of the industry agreed that passenger transport is facing a moment of technological, regulatory and operational transformation.</span></p>
<p><span dir="auto">The business sector emphasized that mobility is not just about moving people, but is a central component of the country&#8217;s competitiveness. In this context, it was highlighted that passenger road transport </span><strong><span dir="auto">contributes approximately 2% to the Gross Domestic Product (GDP) and accounts for nearly 94% of passenger transport in the country</span></strong><span dir="auto"> , underscoring its importance to the national economy.</span></p>

<p><span dir="auto">Under this scenario, industrialists pointed out that </span><strong><span dir="auto">efficient mobility</span></strong><span dir="auto"> is essential for the functioning of production chains and the attraction of investments, by facilitating the movement of workers and the connection between urban centers, tourist destinations and industrial zones.</span></p>
<p><span dir="auto">During his participation, Alejandro Malagón Barragán, president of the </span><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a><span dir="auto"> , highlighted that passenger transport is a key component for the economic development and territorial integration of the country.</span></p>
<p><span dir="auto">Mobility, he stated, not only transports people, but also talent, productivity and opportunities, by allowing workers, tourists and communities to connect with economic activities and services.</span></p>
<p><span dir="auto">However, along with its economic importance, the sector also faces </span><strong><span dir="auto">structural challenges</span></strong><span dir="auto"> , including road safety, the presence of irregular transport, and the need to accelerate fleet renewal towards more efficient and sustainable technologies.</span></p>
<p><span dir="auto">The sector itself acknowledged that </span><strong><span dir="auto">modernizing the vehicle fleet</span></strong><span dir="auto"> is a priority to improve competitiveness, reduce polluting emissions, and raise safety standards in service.</span></p>
<p><span dir="auto">In that regard, Luis Antonio Zaldívar Sánchez, president of Canapat, pointed out that the industry is working on modernizing units, professionalizing the sector, and improving regulations, with the goal of strengthening transportation operations in the country.</span></p>
<p><span dir="auto">One of the factors that could accelerate these changes is the </span><strong><span dir="auto">2026 World Cup</span></strong><span dir="auto"> , an event for which Mexico is preparing as an international showcase in terms of mobility.</span></p>
<p><strong><span dir="auto">The passenger transport sector will play a central role in the logistics of the tournament</span></strong><span dir="auto"> , connecting airports, terminals, hotels, stadiums and tourist destinations for millions of domestic and foreign visitors.</span></p>
<p><span dir="auto">In addition to that challenge, federal authorities highlighted the importance of strengthening institutional coordination to improve road safety, digitize procedures, and modernize transportation-related infrastructure.</span></p>
<p><span dir="auto">Emphasis was also placed on the role of technology, intelligent fleet management, and the transition to cleaner vehicles as elements that will shape the future of passenger transport in the country.</span></p>
<blockquote><p><span dir="auto">With more than </span><strong><span dir="auto">650 affiliated companies and around 50,000 vehicles in operation</span></strong><span dir="auto"> , passenger and tourism transport maintains a central role in national connectivity and tourism activity.</span></p></blockquote>
<p><span dir="auto">In this context, Expo Foro Movilidad 2026 seeks to be a space to discuss technological innovation, sustainability, safety and new mobility models that will mark the evolution of the sector in the coming years.</span></p>

<p><span dir="auto">Industrial and business organizations called for promoting the country&#8217;s social and economic stability, while also reporting that they remain on alert for new acts that could generate chaos, following the operation carried out on February 22 by federal forces in Tapalpa, Jalisco, and the subsequent acts of violence in several states of the country, such as Baja California, Guanajuato and Nayarit, among others, due to the arrest of Rubén “N”, known as “El Mencho”, leader of the Jalisco New Generation Cartel, who later died while being transferred to Mexico City.</span></p>
<p><span dir="auto">In a statement, the </span><a href="https://index.org.mx/"><span dir="auto">National Council of the Maquiladora and Export Manufacturing Industry (Index)</span></a><span dir="auto"> indicated that </span><strong><span dir="auto">so far there are no reports of human or material damage in companies or facilities involving the 19 Index associations</span></strong><span dir="auto"> established in Mexican territory, as well as their membership.</span></p>
<p><span dir="auto">Index Nacional stated that it maintains </span><strong><span dir="auto">communication with federal authorities to monitor the security situation and receive alerts for any potential emergencies</span></strong><span dir="auto"> . The organization also condemned any acts of violence against the population, as well as against businesses and transportation routes, that seek to destabilize public order.</span></p>
<p><span dir="auto">For its part, the </span><a href="https://cce.org.mx/"><span dir="auto">Business Coordinating Council (CCE)</span></a><span dir="auto">  pointed out that </span><strong><span dir="auto">the violent events resulting from said operation have impacted mobility, the transport of goods and the functioning of businesses</span></strong><span dir="auto"> , and therefore rejected any type of violence that puts the integrity of the population at risk, as well as the burning of establishments, transport units and strategic roads.</span></p>
<blockquote><p><span dir="auto">“Protecting individuals and families, and ensuring the continuity of economic activity, are inseparable priorities. Mexico needs security and the rule of law to preserve employment, production chains, and confidence in the country,” the umbrella organization stated.</span></p></blockquote>
<p><span dir="auto">Meanwhile, the </span><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a><span dir="auto"> stated that it remains attentive to official reports on recent events in various regions of the country, which have affected </span><strong><span dir="auto">mobility, logistics operations, and the peace of mind of the people</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“The protection of people must always be the absolute priority and the foundation on which economic activity and social cohesion are based,” he added in a statement.</span></p></blockquote>
<p><span dir="auto">He emphasized that the chambers and associations affiliated with this organization will evaluate their operating conditions according to the particular situation of each region, prioritizing the safety of the staff and the orderly continuity of their activities.</span></p>
<p><span dir="auto">Index, the CCE, and Concamin reaffirmed their willingness to collaborate with federal authorities to strengthen security, certainty, and the rule of law, in order to boost investment, production, and employment.</span></p>

<p><strong><span dir="auto">Industrial investment is not canceled, but it is on hold pending further decisions</span></strong><span dir="auto"> , acknowledged Alejandro Malagón, president of the </span><strong><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a></strong><span dir="auto"> , noting that several projects remain paused while the sector evaluates the economic environment.</span></p>
<p><span dir="auto">In an interview with T21, Malagón explained that the industrial sector&#8217;s commitment is to increase its share of total investment.</span></p>
<blockquote><p><span dir="auto">“We should be contributing 20% ​​of that total investment. And currently we&#8217;ve been around 16% or 17%. We need to increase it,” he emphasized.</span></p></blockquote>
<p><span dir="auto">Despite this, he assured that the industry is ready to execute projects immediately.</span></p>
<blockquote><p><span dir="auto">“We have the desire to invest, we have the specialists, we have the quality, we know how to operate it and we can execute it starting from a day,” he emphasized.</span></p></blockquote>
<p><span dir="auto">However, the industry leader himself acknowledged that implementation depends on concrete signals. He emphasized that investment “has stalled,” admitting that the environment and factors such as the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> influence decisions. In this context, the industry, although prepared, awaits clear guidelines that will allow it to move forward with greater certainty.</span></p>
<p><span dir="auto">The USMCA is scheduled to be reviewed in July of this year, and it is shaping up to be a decisive process for North American trade integration, in an environment marked by US pressure against China&#8217;s advance in the region. Therefore, according to specialists, Mexico must capitalize on </span><strong><em><span dir="auto">nearshoring</span></em></strong><span dir="auto"> (relocation of production lines) and improve its internal capabilities to consolidate its strategic role in the area.</span></p>
<p><span dir="auto">Regarding </span><strong><span dir="auto">labor issues</span></strong><span dir="auto"> , Alejandro Malagón maintained that the approved changes must be understood within the broader global context. On the 40-hour workweek, he was clear: “That’s already in place. There’s nothing we can do about it. We have to work intelligently,” he stated.</span></p>
<p><span dir="auto">He added that companies are already making internal projections to adapt. “Of course, all companies are creating scenarios, running them to see,” he explained.</span></p>
<p><span dir="auto">On February 11, the </span><a href="https://senado.gob.mx/66/"><span dir="auto">Senate</span></a><span dir="auto"> approved the reform to Article 123 of the Political Constitution of the United Mexican States, to gradually reduce the workweek from 48 to 40 hours. The reform aims to improve the quality of life and balance work and personal life for employees; however, its implementation will depend on specific regulations, labor oversight, and adjustments in the various productive sectors.</span></p>

This was stated by Alejandro Malagón Barragán, president of the </span><a href="https://concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a><span dir="auto"> , who warned that investment requires legal certainty and the rule of law to sustain productive growth.</span></p>
<p><strong><span dir="auto">Mexican industry </span></strong><strong><span dir="auto">generates 53% of formal employment</span></strong><span dir="auto"> , contributes 42% of the Gross Domestic Product (GDP), and accounts for 90% of the country&#8217;s exports. Given this structural weight, the sector made it clear that it is not asking for privileges, but rather for </span><strong><span dir="auto">the right conditions to compete</span></strong><span dir="auto"> in a global environment marked by trade tensions, tariff pressures, and the reconfiguration of production chains.</span></p>
<blockquote><p><span dir="auto">“Our industry is not asking for privileges, it is demanding conditions to compete, grow and prosper,” Malagón said.</span></p></blockquote>
<p><span dir="auto">The statement was made during the organization&#8217;s </span><strong><span dir="auto">108th Ordinary General Assembly</span></strong><span dir="auto"> , where Malagón began his last year at the head of the confederation and reiterated that </span><strong><span dir="auto">investment</span></strong><span dir="auto"> requires the rule of law and legal certainty in a fragmented international scenario.</span></p>

<p><span dir="auto">He explained that the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> includes a horizontal industrial policy, focused on stability, credit and education, and also a territorial one, through Economic Development Poles for Well-being that promote production chains in regions with less integration.</span></p>
<blockquote><p><span dir="auto">Alejandro Malagón insisted that consolidating implies scaling up what has been built: strengthening production chains, promoting national content and more strongly promoting the &#8220;Made in Mexico&#8221; label.</span></p></blockquote>
<p><span dir="auto">The industry leader also noted that growth must be sustainable and inclusive.</span></p>

<p><span dir="auto">For her part, Alicia Bárcena Ibarra, head of the </span><a href="https://www.gob.mx/semarnat/es/"><span dir="auto">Ministry of Environment and Natural Resources (Semarnat)</span></a><span dir="auto"> , noted that </span><strong><span dir="auto">industry generates 25% </span></strong><strong><span dir="auto">of greenhouse gas emissions</span></strong><span dir="auto"> and called for progress on decarbonization and an emissions trading system. She also highlighted the unanimous approval of the General Law on Circular Economy.</span></p>

<p><span dir="auto">Within the framework of </span><strong><span dir="auto">Expo Transporte ANPACT 2025</span></strong><span dir="auto"> , which takes place from November 12 to 14 at Expo Guadalajara, Arzate also indicated that the goal is to implement cleaner, safer vehicles with the latest technology and innovation.</span></p>

<blockquote><p><span dir="auto">“It’s a force available to all industries under the Mexico Plan, and of course, the automotive sector has a huge share. Today, the combined activities of the transportation, logistics, and automotive sectors represent just over 28 billion pesos within Bancomext’s portfolio. In the case of Nacional Financiera, it’s just over 48 billion pesos. The difference corresponds to the fund that Bancomext provides to companies directly linked to exports, and in the case of Nacional Financiera, to the entire supply chain. This allows us to support companies of all sizes with credit,” he pointed out.</span></p></blockquote>
<p><span dir="auto">He specified that programs can be implemented to renew the vehicle fleet, particularly smaller fleets, for federal motor transport, with financing averaging two million pesos</span></p>
<blockquote><p><span dir="auto">“We can work with automotive sector suppliers with average financing of five million pesos, and thus we move further up the value chain to address all needs,” Vázquez emphasized during his participation in #ExpoTransporteANPACT 2025.</span></p></blockquote>

<p><span dir="auto">In this regard, Fernando Con, president of Amanac, indicated that </span><strong><span dir="auto">shipping agents are more committed than ever to addressing the challenges posed by maritime freight transport</span></strong><span dir="auto"> , such as digitalization to streamline processes, as well as sustainability in maritime activities that seek to reduce the carbon footprint.</span></p>
<blockquote><p><span dir="auto">&#8220;This evolution (of the maritime-port sector) is an example of our ability to adapt and innovate,&#8221; said Fernando Con in his inaugural address.</span></p></blockquote>
<p><span dir="auto">For her part, Rocío Nahle, governor of Veracruz, </span><strong><span dir="auto">highlighted the importance of maritime transport</span></strong><span dir="auto"> in large-scale public projects, such as the construction of the Dos Bocas refinery, which she led in recent years during her tenure as head of the Ministry of Energy during the six-year term of Andrés Manuel López Obrador.</span></p>
<p><span dir="auto">In his turn, Alejandro Malagón, president of the </span><a href="https://www.concamin.org.mx/"><span dir="auto">Confederation of Industrial Chambers (Concamin)</span></a><span dir="auto"> , indicated that although customs in Mexico require continuous improvement, he highlighted the work that the current head of the </span><a href="https://anam.gob.mx/"><span dir="auto">National Customs Agency of Mexico (ANAM)</span></a><span dir="auto"> , Rafael Marín Mollinedo, has been doing to modernize its processes.</span></p>
<blockquote><p><span dir="auto">&#8220;They&#8217;ve had collapses that may bother us, but they&#8217;re revamping themselves. Customs must become the strongest link in the value chain,&#8221; he stated.</span></p></blockquote>
<p><strong><span dir="auto">The 29th Amanac Annual Congress</span></strong><span dir="auto"> will be held in Veracruz from October 8 to 11, 2025 , under the motto “Maritime transport in an interconnected economy.”</span></p>
<p><strong><span dir="auto">The event brings together leading business leaders, port terminal leaders, shipping company representatives, authorities, and academics</span></strong><span dir="auto"> to discuss the challenges and prospects of maritime trade and logistics in a complex global environment.</span></p>
