President Claudia Sheinbaum presented the review of the United States-Mexico-Canada Agreement (USMCA) as progress and a successful defense of the country’s position; however, the reality shows that the trade relationship with the United States continues to be marked by the imposition of tariffs, uncertainty, and, since July 1st—the date on which the ratification of the trade agreement was expected without changes to how it was originally signed—with annual reviews.

While the Report boasts record investment figures and a constructive bilateral dialogue based on the principle of “cooperation without subordination”, in reality the relationship with the White House is going through one of its most tense moments.

In her Second Government Report , Sheinbaum described the relationship with the United States as a bond that “has had its difficulties, but we have made the decision to always seek understanding,” and affirmed that in trade matters there is permanent dialogue with the northern neighbor.

The report positions the USMCA as one of Mexico’s main assets in the face of the complex trade scenario with the United States.

The document highlights the consultation process carried out between September and November 2025, the bilateral negotiations developed during 2026, and the permanence of the treaty until 2036 with annual reviews.

The uncertainty generated by the new provisions of the USMCA, based on annual evaluations, will impact the country’s trucking and logistics sectors, given that these sectors require investments in areas such as tractor-trailers, trailers, distribution centers, intermodal terminals, and technology.

In that sense, companies in the sector could postpone the acquisition of fleets , delay the construction of logistics parks and consider expanding cross-border operations.

Other consequences would include increased operating costs, constant process updates, and less long-term planning by logistics-related companies.

According to the Second Government Report, the Ministry of Economy (SE) conducted consultations in the 32 states and in 30 productive sectors; it received 573 responses; and 83% rated the impact of the agreement as “positive” or “very positive”.

Between March and May 2026, three rounds of bilateral discussions were held prior to the start of formal negotiations, alternating between Washington, DC and Mexico City, focused on strengthening rules of origin, reducing dependence on extra-regional imports and reinforcing the security of North American supply chains .

Since last May, Mexico and the United States have held three formal rounds of negotiations.

The report on the results of Sheinbaum’s second year in government also highlighted that 85% of steel, aluminum, and automobile exports to the United States remained tariff-free .

“It represented the best preferential treatment globally in the face of the tariff and trade measures imposed and maintained by that country on Mexican exports since 2025, under Section 232 of the Trade Expansion Act of 1962 and the International Emergency Economic Powers Act on Mexican exports,” he stressed.

Although this data seems encouraging, the truth is that the 25% tariffs on vehicles and auto parts, and the 50% tariffs on steel and aluminum have been in effect since 2025 and have not been removed despite months of negotiation.

According to the Report, Mexico’s trade policy in 2025 boosted the country’s trade, which reached a value of one trillion 328 billion 903 million dollars (USD), which meant an annual growth of 6% compared to 2024, when total trade stood at one trillion 253 billion 895 million USD.

According to the figures, from January to June 2026, exports reached $389.723 billion, a 24.6% increase compared to the same period last year. Meanwhile, imports totaled $379.866 billion, a 22% increase compared to the same period in 2025.

As a result of these trade flows, the trade balance showed a surplus of nine billion 857 million dollars , compared to the surplus of 1.433 billion dollars reported in the same period of the previous year.

With these figures, Mexican trade is one of the sectors that does offer a solid argument for Sheinbaum’s government and reflects a deep integration with the United States.

In June 2026, Mexico reaffirmed its leadership as the main supplier of goods to the United States and once again positioned itself as the largest buyer of goods from its northern neighbor.

According to figures from the United States Census Bureau , total trade between Mexico and the United States was $89,167.6 million in the sixth month of the year, a growth of 22.9% compared to June 2025.

This result demonstrates Mexico’s high trade dependence on the United States, as the U.S. accounts for a significant portion of its manufactured exports and is a fundamental component of its supply chains. The U.S., in turn, has shown its willingness to use this relationship to exert pressure on trade, economic, and immigration issues .

The Second Government Report presents a favorable picture of the USMCA, although the overall picture is somewhat less favorable: Mexico managed to maintain open access to the US market, but has not yet succeeded in transforming that relationship into long-term certainty. As long as its northern neighbor continues to use tariffs as a tool of pressure, the bilateral relationship will remain more of a permanent negotiation than the stable partnership that the treaty aimed to consolidate .

However, the Report focuses primarily on works, volumes mobilized and actions carried out, without offering sufficient indicators in these sections to measure how much this strategy has translated into improvements for the logistics operation, particularly in times, costs or efficiency in the movement of goods.

Thus, while the focus is on greater integration between roads, railways, ports, airports and customs, the challenge will be to ensure that this infrastructure and connectivity translates into measurable conditions for those who move cargo in the country daily.

Marcelo Ebrard, head of the Ministry of Economy (SE) , and Jamieson Greer, United States Trade Representative (USTR) , met this Monday, April 20, to continue with the second round of review of trade issues of the Treaty between Mexico, the United States and Canada (USMCA) , where various topics were discussed, such as rules of origin and the automotive and steel industries.

The agenda included a meeting between Mexican and U.S. authorities and representatives of the automotive industry, who discussed Section 232 (steel, aluminum, automobiles and auto parts) with Greer, although it was not specified whether they reached any agreement.

Participants from the automotive sector included Rogelio Garza, president of the Mexican Automotive Industry Association (AMIA) ; Francisco Garza, president of General Motors Mexico; Rodrigo Centeno, president of Nissan Mexicana; Klaus von Moltke, president of BMW Mexico; Miguel Barbeyto, president of Mazda Mexico, among others.

The automotive sector is one of the key industries in the trilateral trade agreement. In the period from January to March 2026, 969,294 cars were manufactured in Mexico , a 0.5% increase compared to the same period last year, according to data from the National Institute of Statistics and Geography (Inegi) .

During the same period, 795,631 vehicles were exported, a 2.5% year-over-year increase . The United States was the main buyer of cars manufactured in Mexican plants, accounting for 75.8%, or 602,887 units. Canada followed with 97,801 vehicles—12.3% of exports—reflecting the integration of this sector in the three countries that make up the USMCA.

Authorities from both countries also held a meeting with representatives of the steel sector , including Pedro Rivera González, CEO of Compañía Minera Autlán; Salvador Quesada Salinas, CEO of the National Chamber of the Iron and Steel Industry (Canacero) ; Máximo Vedoya, CEO of Ternium México; and Joseph Woldenberg, executive chairman of the Board of Directors of Tubacero, among others.

Ebrard indicated that representatives of that industry raised with Greer what is happening as a result of Section 232, without elaborating further on the matter.

Steel is one of the products on which Donald Trump, the President of the United States, imposed tariffs of 50%, so that sector will be a key issue in the review of the USMCA, scheduled for July 1.

Jamieson Greer also met with Mexican President Claudia Sheinbaum at the National Palace.

“It was a very cordial dialogue. Obviously, the meeting consisted of a very brief review of where we stand. We’re going to have conversations, and he explained the topics we’re going to discuss, from rules of origin to Mexican sugar exports . Many topics were covered because the Secretary of Agriculture (Julio Berdegué) was also present,” explained Marcelo Ebrard.

Other topics that were reviewed included intellectual property “and the main issues at that time. The treaty review process, I would say, is going very well.”

The Mexican official explained that there were two additional meetings. One was with the Business Coordinating Council (CCE) of Mexico, which stated that ideally the treaty should move forward.

The other meeting was with the American Chamber of Commerce , which indicated that it is important for Mexico and the United States to become more integrated. “We need to replace the things we import from Asia with domestic production between our two countries as soon as possible,” Ebrard said.

He specified that the second round of review could end next Wednesday “because there are many issues to review.”

He pointed out that after these two conversations, the first of which was last March in Washington DC, they would move on to the next phase, which is formal negotiations .

“We estimate that formal negotiations will begin the week of May 25th. To be on schedule, we will maintain very close communication, as we are doing now. And surely by the end of May, we will both be going to Washington and they will be coming to Mexico for the negotiations,” he emphasized.

It is worth remembering that the USMCA has a validity of 16 years, and article 34.7 – the so-called sunset clause – indicates that a review must be carried out six years after it was implemented, where the three countries will evaluate its functioning to see if it continues for another 16 years.

The Mexican government confirmed that Mexican airlines ceded takeoff and landing slots at Mexico City International Airport (AICM) to their US counterparts , while at AIFA they will seek improvements in cargo handling.

This was announced by Claudia Sheinbaum, President of Mexico, in response to the request made by her counterpart Donald Trump through the Department of Transportation (DOT), stemming from the alleged breach of the Air Transport Agreement signed between both countries in 2015, and the impact on US airlines due to the reduction of slots at Mexico City International Airport (AICM) and the relocation of cargo aircraft to Felipe Ángeles International Airport (AIFA) .

“For some weeks now, prior to that meeting, a distribution of slots was made, a new distribution, in which Mexican airlines cede their spaces to US airlines within a framework of competitiveness,” he said in his conference.

He specified that the above is being done after meetings with DOT authorities, however, he insisted that they will continue to promote both airports.

“It’s not a question of whether it’s AIFA versus Benito Juárez, or the cargo on one or the other, although there is a decree that must be respected, but rather the fact that it’s very important for them to recognize the importance of promoting both airports, also with their US airlines. So, that was the first thing we proposed, that they understand that it is the obligation of the Mexican government to promote both airports: Benito Juárez and Felipe Ángeles International Airport. And they were very receptive to that,” he said.

In this regard, he indicated that the Ministry of Infrastructure, Communications and Transportation (SICT) and the AICM authorities will announce how the schedules will be distributed.

He also commented that next year a more advanced digital system will come into operation, which will allow for sufficient competition and distribution among all airlines at this airport.

Regarding cargo airlines, he mentioned that he met with the companies to learn what’s needed for their operations at AIFA. “There are some customs procedures that need improvement , and they raised some other issues, and we’re going to support them in this process.
The National Chamber of Air Transport (Canaero) called for dialogue between Mexican and US authorities to reach a solution, following the cancellation of 13 scheduled routes to the United States from the Mexico City International Airport (AICM) and Felipe Ángeles Airport (AIFA) by the United States Department of Transportation (DOT) .

The organization noted that this decision impacts the operations of Mexican passenger and cargo airlines , and indicated that the Mexican aviation sector recognizes the importance of maintaining a bilateral relationship based on cooperation , certainty, and mutual benefit .

In response, he asked the Mexican government and its US counterparts to “strengthen the channels of dialogue that allow for solutions to be reached that restore the conditions of competition and connectivity between both countries as soon as possible.”

“The chamber reiterated its willingness to work in a coordinated manner with the various actors in the sector, in order to identify alternatives that mitigate the impact on passengers, companies and logistics chains, and that contribute to the continuity of air services for the benefit of trade, tourism and regional economic integration,” Canaero highlighted in a statement.

The organization expressed confidence that open and constructive dialogue will allow progress towards a framework of cooperation that preserves Mexico’s interests , strengthens the sustainable development of the national aviation sector, and safeguards the interests of passengers.

Meanwhile, Víctor Manuel Pérez Díaz, president of the Communications and Transportation Commission of the Chamber of Deputies , expressed his concern about the decision by the United States government to block 13 Mexican air routes, which he considered directly affects Mexico’s connectivity, economy, and international reputation .

“This decision has not only diplomatic implications, but also significant economic and labor implications: it is estimated that more than 15,000 direct and indirect jobs linked to the aeronautical industry —pilots, flight attendants, technicians, airport personnel, travel agencies and suppliers linked to AIFA— could be affected by the reduction in operations,” he explained.

The measure, he noted, could jeopardize foreign and domestic investment , especially in maintenance, infrastructure and air services, severely impacting the sector’s competitiveness.

“This creates uncertainty for international investment and confidence in the Mexican aeronautical sector, affecting an industry that represents around 2% of the national Gross Domestic Product (GDP) and employs more than 200,000 people throughout the country,” the federal legislator noted.

In that regard, he demanded an urgent and transparent explanation from the federal government regarding the circumstances that led to this sanction and the actions that will be taken to prevent further damage to Mexican commercial aviation.

It’s worth noting that the day before, the DOT announced the cancellation of 13 scheduled routes from Mexico to the United States operated by Mexican airlines from AIFA and AICM. According to the DOT, the measure was taken due to Mexico’s failure to comply with the Air Transport Agreement signed in 2015 .

In response, Mexican President Claudia Sheinbaum rejected the measure, calling it “unfounded” and suggesting it might be motivated by “political or business interests . “

In her morning press conference this Wednesday, Sheinbaum said that she instructed Juan Ramón de la Fuente, head of the Ministry of Foreign Affairs (SRE) , to request a meeting with the US Secretary of State, Marco Rubio, and the head of the DOT, Sean Duffy, to review the decision and demand formal explanations .

The Mexican president clarified that the decision to move cargo to AIFA was a sovereign one and related to civil protection, since AICM was at capacity , which put passengers at risk. “All the companies, including the American ones, are very happy with AIFA,” she emphasized.

Mexican President Claudia Sheinbaum said Monday that she had secured a new extension of “a few weeks” on the imposition of 30% tariffs proposed by her U.S. counterpart, Donald Trump, which would take effect on November 1. Sheinbaum did not specify whether the 25% tariffs on all medium and heavy trucks imported into the United States from other countries would remain in place.

At her morning press conference, Sheinbaum revealed that the agreement was the result of a call she had with the White House resident last Saturday.

“It was a very brief conversation because he was traveling, and we only spoke primarily about trade issues and agreed to continue working in that area. We’re going to give it a few more weeks to close the already well-advanced issue of the 54 non-tariff barriers that are pending,” he said.

Sheinbaum noted that in said communication, both leaders agreed to continue negotiations on tariff and trade issues, emphasizing that there will be no special tariff on November 1st . “We’re going to give it a few more weeks to close the issue,” she explained.

“I was interested in not getting to November without communicating and agreeing to keep the teams working. There’s no situation right now where a special tariff will be imposed on November 1st,” Sheinbaum stated, though she didn’t provide details on how long the new extension will last.

The new pause is a relief for the Mexican transportation and logistics sector, since if it had gone into effect, there would likely be a realignment of supply chains , with exports declining as a result of the imposition of the 30 percent tax.

As Carlos Martner, coordinator of Integrated Transportation and Logistics at the Mexican Institute of Transportation (IMT) , had already pointed out to T21 , cross-border land transportation would have been the segment most affected by the 30% tariffs, “and perhaps, in part, the railroad.”

“The trucking sector would be affected because there would be fewer exports, fewer export movements, and, to some extent, probably the railroad sector,” he explained.

It’s worth remembering that Donald Trump is seeking to impose a 25% tariff on all medium and heavy trucks imported by the United States from other countries . This tariff is planned to take effect on November 1, 2025. This has rekindled concerns in Mexico, where most of the production and export of heavy vehicles to the North American market is concentrated.
