<p data-start="711" data-end="957"><span dir="auto">The stability of these indicators does not represent an improvement, but rather </span><strong data-start="778" data-end="825"><span dir="auto">a sign of stagnation in the renewal process</span></strong><span dir="auto"> , where a lack of incentives and financing prevents the replacement of obsolete units with safer and less polluting models, according to specialists consulted by T21 on previous occasions.</span></p>
<p data-start="1460" data-end="1810"><span dir="auto">According to the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor Truck Producers (ANPACT)</span></a><span dir="auto"> , in its August 2025 report, cumulative wholesale sales of heavy vehicles fell </span><strong data-start="1712" data-end="1721"><span dir="auto">51.3%</span></strong><span dir="auto"> compared to the same period in 2024, while retail sales fell </span><strong data-start="1798" data-end="1807"><span dir="auto">26.5 percent</span></strong><span dir="auto"> .</span></p>

<p><span>By now, it&#8217;s no longer just about </span><strong><span>stolen merchandise</span></strong><span> or missing </span><strong><span>tractor-trailers</span></strong><span> . The true cost of </span><strong><span>freight theft</span></strong><span> is measured in fear: the fear of not getting there, of not returning, of being next.</span></p>
<p><strong><span>Every </span></strong><strong><span>47 minutes, a trucking operator is the victim of some type of attack on Mexican roads</span></strong><span> . These are shocking figures when they are mentioned, because they are not just about numbers; they are about human lives, about families affected, as Héctor Romero , CEO of <a href="https://circulologistico.org.mx/">Círculo Logístico</a> and member of the educational council of <a href="https://www.exposeguridadmexico.com/es-mx.html#/">Expo Seguridad</a> , expressed </span><strong><span>in an interview with T21 .</span></strong></p>
<blockquote><p><span>&#8220;It&#8217;s no longer just about robberies; the operators are being physically and mentally abused. They&#8217;re beaten, abandoned, and sometimes kidnapped,&#8221; he stressed.</span></p></blockquote>
<p><span>The </span><strong><span>red flags</span></strong><span> are clearly defined: State of Mexico, Puebla, Guanajuato, Jalisco, and Veracruz. The most dangerous routes are familiar to anyone who drives: the Mexico–Querétaro (57D), the Mexico–Puebla (150D), and the stretch from Chalco to San Martín Texmelucan.</span></p>

<div class="ads-text"><span>But knowing isn&#8217;t enough. Organized crime is no longer limited to ambushing trucks with electronics; now, what they steal most are groceries, cigarettes, basic food baskets, and food items that later reappear in informal markets for a fraction of their value.</span></div>

<p><span>The </span><strong><span>transporters</span></strong><span> themselves described how some of these robberies occur, which seem like fiction, but are real: pickup trucks or vehicles with tinted windows intercept the tractor-trailer, a car blocks it from behind while another passes it and forces it to stop. Within seconds, armed men surround it. The driver is pulled out, beaten, and/or intimidated.</span></p>
<blockquote><p><span>“One feels powerless and even tempted to take the law into one&#8217;s own hands,” one truck driver told T21.</span></p></blockquote>
<p><span>The </span><strong><span>economic impact</span></strong><span> is staggering: losses are estimated at </span><strong><span>seven billion pesos annually</span></strong><span> . But it&#8217;s not just monetary; it&#8217;s the human cost, the silent desertion of drivers who abandon the industry out of fear or migrate to the United States in search of safer conditions. There are reports of up to </span><strong><span>70,000 operators</span></strong><span> who have left the sector in recent years, Romero explained.</span></p>
<p><span>The consequences extend throughout the entire </span><strong><span>logistics chain</span></strong><span> . Rising operating costs force companies to hire security guards, invest in real-time monitoring, and strengthen their internal protocols, the executive noted.</span></p>
<p><span>Faced with losses, some insurers have stopped covering certain types of goods or simply canceled policies for high-risk businesses.</span></p>
<p><span>All of this directly affects cargo owners, logistics operators, and end consumers, with the impact reflected in delays, shortages, and higher prices.</span></p>
<p><span>However, on Monday, May 20, during the </span><strong><span>biweekly report of the security cabinet</span></strong><span> presented at the morning conference of the president of Mexico, </span><strong><span>Claudia Sheinbaum</span></strong><span> , the Major General of the General Staff, Hernán Cortés Hernández, commander of the </span><a href="https://www.gob.mx/guardianacional"><span>National Guard</span></a><span> , stated that “in just seven months, </span><strong><span>cargo</span></strong><span> theft was reduced by 28% , due to the Balam strategy and the operations deployed on 22 highway sections in 12 states.”</span></p>
<p><span>But that vision contrasts with what is happening on </span><strong><span>federal highways</span></strong><span> , where despite the announced progress, operators continue to face constant attacks.</span></p>
<p><span>The impact of road rage is also reflected in the mental and emotional health of road workers. Romero explained that many of them suffer physical and psychological abuse during robberies, which has affected their safety and well-being.</span></p>
<p><span>He noted that today, </span><strong><span>operators</span></strong><span> face dangerous and violent situations, which has even led some to leave the industry due to job insecurity.</span></p>
<p><span>Romero emphasized that they have worked with all three levels of government to promote joint actions. Among the measures promoted are conferences, technological tools, the development of protocols, and training processes. He indicated that these actions must be part of a comprehensive strategy that combines technology with manuals, processes, and the participation of human resources: operators, monitoring areas, and medical personnel.</span></p>
<p><span>He also warned that the high demand for stolen goods on the informal market continues to fuel crime. As long as society is willing to buy low-cost merchandise, regardless of its origin, the problem will persist.</span></p>
<p><span>This informality has a direct impact on the logistics chain, increases the prices of basic products, and contributes to rising inflation.</span></p>

<p><span>Looking ahead to 2030, the new administration headed by Mexican President Claudia Sheinbaum presented the National Strategy for Industrialization and Shared Prosperity, known as Plan Mexico, </span><strong><span>a project that, among other things, seeks to strengthen the country and its role in global value chains.</span></strong></p>
<blockquote><p><span>As Sheinbaum said, this is a comprehensive economic development policy that includes public and private investment for industrialization based on the development of all regions of the country, in accordance with their natural resources, promoting the global relocation of companies. “It is a long-term vision to replace imports and generate productive chains,” the president explained.</span></p></blockquote>
<p><span>The Mexico Plan sets out 11 goals to be achieved within a five-year period; among them, the focus has been on increasing foreign direct investment (FDI) and creating 1.5 million jobs in specialized manufacturing, </span><strong><span>as well as increasing the value of national content in global value chains, which, among others, include the automotive, electronics and semiconductor sectors</span></strong><span> .</span></p>
<p><span>It is worth noting that the time to complete an investment in the country is also being reduced, from a period of 2.6 to one year and with 50% fewer requirements. To this end, a one-stop shop for digital investments will be made available.</span></p>
<p><span>At the same time, the Mexico Plan determined that 150 thousand professionals and technicians will be developed annually, whose training will be continuous and aligned with strategic sectors. Investments with environmental, social and governance (ESG) practices will also be promoted, and </span><strong><span>access to financing will be provided to 30% of small and medium-sized enterprises (SMEs)</span></strong><span> .</span></p>

<p>In an interview for T21, Enrique González, president of CLYMGTO, explained that with the aim of training companies in a better way, the cluster has encouraged collaboration with the<a href="https://ibero.mx/"> </a>Universidad Iberoamericana , an institution that prepared a <strong>course focused on family protocols and corporate governance.</strong> .</p>
<blockquote><p>“In Mexico many of the companies are family-owned and it is sad that sometimes in the second or third generation they can begin to disappear. In response to this fact, the Ibero-American University teaches a six-month course with in-person and virtual classes to companies in the region, with the aim of guiding them in the transition,” the businessman explained.</p></blockquote>
<p>Likewise, the <a href="https://tec.mx/es">Institute of Technology and Higher Studies of Monterrey</a> , through its CIEN Technology Park, offers training so that transportation continues to become more professional. “We have to continue working hard on processes and strategic planning, this educational institution provides basic training (FoBa) to companies, the interests of growth as a company are shared, policies and procedures are also established, but analyzes of these are also carried out. topics. In short, they provide support to companies on how to establish processes,” González shared.</p>
<p>Likewise, the CLYMGTO received a visit from members of the<a href="https://ieca.guanajuato.gob.mx/ieca/"> </a>State Training Institute of the State of Guanajuato (IECA Guanajuato) , which is one of the most prominent driver training centers. González said that to date the educational center has trained more than 600 drivers. This becomes relevant since some freight trucking companies have already replicated the institute&#8217;s educational model, which is contributing to the <strong>professionalization of operators</strong> .</p>

<p>During the meeting, an agreement was also signed with the Bernardo Chávez Institute for students in careers related to logistics and transportation to do internships in motor transportation companies.</p>
<p>Likewise, González explained that the<a href="https://puertointerior.guanajuato.gob.mx/"> </a>Guanajuato Puerto Interior 2 project will be relevant for the development of the state and the sector. “ <strong>We continue working on logistics platforms</strong> , which is nothing more than an industrial park to enhance multimodal cargo.
