<p data-start="787" data-end="1115"><span dir="auto">It was barely dawn, around 6:30 a.m., when a businessman in the </span><strong><span dir="auto">hydrocarbon transportation</span></strong><span dir="auto"> sector received a message from one of his drivers: he had been robbed in the </span><strong><span dir="auto">Esperanza-Amozoc area of ​​Puebla</span></strong><span dir="auto"> . What happened next highlighted the magnitude of the problem faced by those traveling along that corridor.</span></p>

<p data-start="1117" data-end="1475"><span dir="auto">“The theft of our vehicle was undoubtedly regrettable, but what is worrying is that in the following two hours four more thefts took place in the same area, and the worst part is that no authority ever showed up, even though the situation was reported from the first theft,” the transporter, who asked to keep his identity confidential, told </span><strong data-start="1404" data-end="1411"><span dir="auto">T21 .</span></strong></p>
</blockquote>
<p data-start="1477" data-end="1926"><span dir="auto">The testimony takes on another dimension after </span><strong><span dir="auto">Operation &#8220;Swarm</span></strong><span dir="auto"> ,&#8221; carried out on September 7, which resulted in the arrest of Isaac &#8220;N,&#8221; the Morena party mayor of Esperanza, Puebla; as well as Abigail &#8220;N,&#8221; former director of municipal Public Security, and Manuel &#8220;N,&#8221; the mayor&#8217;s brother, allegedly linked to a criminal structure connected to cargo truck theft, extortion, kidnapping, and other high-impact crimes on the Puebla-Veracruz highway.</span></p>
<blockquote>
<p data-start="1928" data-end="2266"><span dir="auto">For carriers consulted by </span><strong data-start="1964" data-end="1971"><span dir="auto">T21</span></strong><span dir="auto"> , the intervention represents a positive sign, but it also brings back to the table a concern that has plagued the sector for years: </span><strong data-start="2122" data-end="2266"><span dir="auto">what happens when networks linked to cargo theft reach or find protection within the very structures of authority</span></strong><span dir="auto"> .</span></p>

<p data-start="2268" data-end="2590"><span dir="auto">Federal and state authorities executed </span><strong data-start="2317" data-end="2340"><span dir="auto">23 search warrants</span></strong><span dir="auto"> in the municipality as part of the operation.</span></p>
<h4 data-section-id="tjq1zg" data-start="2592" data-end="2623"><strong><span role="text"><span dir="auto">Hope, under scrutiny</span></span></strong></h4>
<p data-start="2625" data-end="2747"><span dir="auto">The relevance of the actions for the road transport sector is related to a problem that precedes the arrests.</span></p>
<p data-start="2749" data-end="3108"><span dir="auto">Luis Enrique Villatoro Martínez, president of the </span><a href="https://anerpv.mx/"><span dir="auto">National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span dir="auto"> , reported that, between January and July 2026, 133 cases were recorded in Puebla, representing an approximate decrease of 40% compared to the same period in 2025.</span></p>
<p data-start="3110" data-end="3272"><span dir="auto">Despite that reduction, </span><strong data-start="3132" data-end="3190"><span dir="auto">Esperanza continued to be one of the focal points of attention</span></strong><span dir="auto"> , along with the metropolitan area of ​​Puebla.</span></p>

<p data-start="3274" data-end="3537"><span dir="auto">“With the dismantling of these criminal hotspots or this criminal network that was established in this municipality, we believe that the crime rate will decrease in this area,” Villatoro said.</span></p>

<p data-start="3539" data-end="3814"><span dir="auto">The corridor&#8217;s records also illustrate the scale of the problem. During 2026, the </span><strong data-start="3633" data-end="3695"><span dir="auto">Amozoc–Esperanza section registered 184 cargo truck robberies</span></strong><span dir="auto"> , compared to 632 cases in 2025 and 672 in 2024, according to information from the </span><strong><span dir="auto">Puebla Public Security Secretariat</span></strong><span dir="auto"> .</span></p>
<h4 data-section-id="1gwvhx8" data-start="3816" data-end="3858"><strong><span role="text"><span dir="auto">“We have suffered through that stretch of road for years.”</span></span></strong></h4>
<p data-start="3860" data-end="4142"><span dir="auto">Edgar Martínez Chavero, of </span><strong><span dir="auto">Transportes Hernie</span></strong><span dir="auto"> and technical secretary of the Bajío region of the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> , stressed that the arrests are good news for those who travel through a region that for years has represented a risk</span></p>

<p data-start="4144" data-end="4324"><span dir="auto">“This is excellent news […] we as transporters have suffered for years and years from cargo theft on that stretch of highway,” he stated.</span></p>
</blockquote>
<p data-start="4326" data-end="4719"><span dir="auto">Martínez Chavero went even further when referring to what, from the perspective of the transporters, was happening around this criminal activity: he spoke of the </span><strong data-start="4488" data-end="4617"><span dir="auto">involvement of authorities and a dynamic in which part of the stolen merchandise ended up among inhabitants of the area</span></strong><span dir="auto"> , generating benefits that contributed to normalizing the phenomenon.</span></p>
<p data-start="4721" data-end="5042"><span dir="auto">However, the businessman avoided making the accusations partisan. </span><strong data-start="4800" data-end="4889"><span dir="auto">“Personally, I wouldn’t label the mayor based on his party affiliation</span></strong><span dir="auto"> ,” he said, maintaining that the important thing is that federal authorities have taken action against the investigated organization.</span></p>
<p data-start="5044" data-end="5191"><span dir="auto">For Martínez Chavero, it will now be necessary to prevent the blow to this structure from simply causing the displacement of criminal activity.</span></p>

<h4 data-section-id="k6duuq" data-start="5596" data-end="5640"><strong><span role="text"><span dir="auto">Dismantle the networks from the root</span></span></strong></h4>
<p data-start="5642" data-end="5934"><span dir="auto">Villatoro agreed that the scope of the strategy must extend beyond arrests. According to the president of ANERPV, it is necessary to combat not only those directly involved in the crimes, but also the </span><strong data-start="5869" data-end="5907"><span dir="auto">networks of collaboration and protection</span></strong><span dir="auto"> that enable their operation.</span></p>
<p data-start="5936" data-end="6131"><span dir="auto">The specialist emphasized that coordination between federal and state authorities, intelligence sharing, and public-private collaboration can contribute to attacking these structures.</span></p>

The most concentrated peak times occurred from 3:00 AM to 7:00 AM (25%) and from 6:00 PM to 10:00 PM (27%).</span></p>
<blockquote><p><span dir="auto">The main modus operandi recorded in Mexico during Q2 2026 was the interception of vehicles in transit, representing 58.8% of cases (a decrease of 6.2 percentage points compared to Q2 2025). Theft of parked vehicles was the second most common modality, accounting for 39.3% of incidents (+5.3 percentage points compared to Q2 2025).</span></p></blockquote>

<p><strong><span dir="auto">Five states accounted for 75% of the total theft:</span></strong><span dir="auto"> Veracruz 25%, Puebla 25%, Michoacán 8%, Hidalgo 8% and Guanajuato 8 percent.</span></p>

<p><span dir="auto">Having more eyes on the roads can help, but for carriers the challenge begins after detecting a vehicle or receiving an alert: </span><strong><span dir="auto">how quickly can the authorities react and what happens to the information gathered</span></strong><span dir="auto"> .</span></p>
<p class="isSelectedEnd"><span dir="auto">Under this premise, the sector welcomes the </span><strong><span dir="auto">C4 Highway Command Center</span></strong><span dir="auto"> , which will begin operations on </span><strong><span dir="auto">September 1st</span></strong><span dir="auto"> . Announced by the </span><a href="https://www.gob.mx/"><strong><span dir="auto">federal government</span></strong> </a><span dir="auto">to strengthen the fight against cargo theft, this system includes the installation of more than </span><strong><span dir="auto">three thousand cameras and 120 smart checkpoints on federal highways</span></strong><span dir="auto"> , among other measures.</span></p>
<p class="isSelectedEnd"><span dir="auto">Technology and optimistic announcements, however, do not dispel the sector&#8217;s doubts on their own. Carriers consulted by T21 acknowledge that the strategy can contribute to improved safety, but they highlight three key elements: </span><strong><span dir="auto">responsiveness, coordination between authorities, and coverage</span></strong><span dir="auto"> .</span></p>
<p class="isSelectedEnd"><span dir="auto">According to </span><strong><span dir="auto">Gerardo Aguilar, Security Manager of </span><a href="https://www.linkedin.com/company/grupo-express-del-norte/?originalSubdomain=mx"><span dir="auto">Grupo Express del Norte</span></a></strong><span dir="auto"> , the new scheme will first need to be given a chance and we will have to see how it works once it is operational.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">“I believe that, like everything else, we have to give it a chance, to see what kind of actions will be implemented and to cooperate as transporters,” Aguilar explained.</span></p>
</blockquote>
<p class="isSelectedEnd"><span dir="auto">He also believes the choice of the initial corridors is appropriate, as he asserted that they are among the routes most affected by insecurity. He cautioned that the next challenge will be anticipating a possible shift in crime patterns as surveillance increases.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">“The challenge here will be to see how people react when all the arches and cameras begin to be installed, to see where the criminal gangs are going to move, so they must be prepared to know where they are going to move,” he said.</span></p>
</blockquote>
<h4><strong><span dir="auto">Seeing is not enough, we must react</span></strong></h4>
<p class="isSelectedEnd"><span dir="auto">This raises one of the main questions in the sector: </span><strong><span dir="auto">not only detecting a theft, but also having the ability to act when it is happening</span></strong><span dir="auto"> .</span></p>
<p class="isSelectedEnd"><span dir="auto">According to Martín González Márquez, commercial manager of  </span><strong><a href="https://www.tmartin.mx/"><span dir="auto">Transport Martin</span></a></strong><span dir="auto"> , installing more surveillance infrastructure </span><strong><span dir="auto">loses effectiveness</span></strong><span dir="auto"> if the existing tools are not accompanied by a timely response.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">“There are already many cameras installed, and they’ve never helped us. We give them truck locations, we give them everything, and it turns out a truck can go faster than a patrol car. So I don’t know why install more cameras if the ones we have aren’t being used properly,” he said.</span></p>
</blockquote>
<p class="isSelectedEnd"><span dir="auto">González acknowledged that technological advancements in security systems are positive, but he believes the problem requires actions that go beyond devices.</span></p>
<p class="isSelectedEnd"><span dir="auto">In addition, he stated that they have noticed a reduction in robberies, although the problem persists.</span></p>
<p class="isSelectedEnd"><span dir="auto">Based on his experience on the road, he identified the following priority areas: </span><strong><span dir="auto">Mexico-Puebla, Mexico-Queretaro, Mexico-Leon, Guadalajara-Leon and Guadalajara-Mexico through the Morelia area</span></strong><span dir="auto"> .</span></p>
<p class="isSelectedEnd"><span dir="auto">Coordination is another element that business leaders consider essential. Carlos Pérez Zavaleta, CEO of </span><a href="https://www.gli-zim.com/"><span dir="auto">Transportes GLI-ZIM</span></a><span dir="auto"> , described the announcement as positive, but maintained that greater participation from all three levels of government will be necessary to make it work.</span></p>
<p class="isSelectedEnd"><span dir="auto">He pointed particularly to the need to strengthen the connection between the </span><strong><span dir="auto">National Guard, the Public Security Secretariat and the C4 centers of the different municipalities</span></strong><span dir="auto"> .</span></p>
<p class="isSelectedEnd"><span dir="auto">And when it comes to defining where to reinforce surveillance, his experience leads him to other points on the map: </span><strong><span dir="auto">Cumbres de Maltrata, Huamantla, Cantona, and the Arco Norte</span></strong><span dir="auto"> . These are areas where, he believes, greater security and coordination between the Navy, the National Guard, and the Ministry of National Defense are needed.</span></p>
<h4><strong><span dir="auto">The information must also be protected</span></strong></h4>
<p class="isSelectedEnd"><span dir="auto">But while the C4 Carretero system seeks to expand its surveillance of the roads, another concern arises among transport operators: </span><strong><span dir="auto">what will happen to all the information that the system collects</span></strong><span dir="auto"> ?</span></p>
<p class="isSelectedEnd"><span dir="auto">A </span><strong><span dir="auto">transport businessman who spoke to T21 on condition of anonymity</span></strong><span dir="auto"> warned about the risk that this data and images could be compromised or misused.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">&#8220;The strategy seems appropriate, the risk we have is knowing whether the information concentrated there will not be compromised and whether that data and images will be misused, and whether we will have more risk than benefits.&#8221;</span></p>
</blockquote>
<p class="isSelectedEnd"><span dir="auto">He pointed out the need for the cameras and arches not to remain solely in the announced corridors.</span></p>
<blockquote>
<p class="isSelectedEnd"><span dir="auto">“The important thing is that we can continue to expand the coverage of cameras and arches beyond the announced corridors. It’s good that the highest-risk areas are being addressed, but the goal should be to cover the entire country with the aim of dismantling criminal gangs,” commented the transport businessman.</span></p>
</blockquote>
<p><span dir="auto">The C4 Road system will thus undergo its first test when it begins operating in September. For haulers, </span><strong><span dir="auto">the number of cameras or gantry scanners will only be part of the equation</span></strong><span dir="auto"> ; the other part will be what happens after one of them detects a problem on the road.</span></p>

<p><span dir="auto">The </span><a href="https://www.gob.mx/"><span dir="auto">Federal Government,</span></a><span dir="auto"> through Commander Guillermo Briseño Lobera, head of the National Guard, confirmed that in the January-June 2026 period there was a 19.4% decrease in cargo theft, which is a result of programs such as the </span><strong><span dir="auto">&#8220;Balam&#8221; Strategy</span></strong><span dir="auto"> and the </span><strong><span dir="auto">&#8220;Zero Cargo Theft&#8221; Plan.</span></strong></p>
<blockquote><p><span dir="auto">Comparing the months of January to June of 2025 with the months of January to June of 2026, we have a downward trend of -19.41 percent, which represents 607 fewer robberies, explained Commander Briseño.</span></p></blockquote>
<p><span dir="auto">As a way to address this situation, José Esteva, head of the </span><a href="https://www.gob.mx/sict"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT),</span></a><span dir="auto"> stated that, in coordination with the </span><a href="https://www.gob.mx/guardianacional"><span dir="auto">National Guard</span></a><span dir="auto"> and the </span><a href="https://www.gob.mx/sspc"><span dir="auto">Ministry of Security and Citizen Protection</span></a><span dir="auto"> , 806 unauthorized highway access points have been closed </span><strong><span dir="auto">.</span></strong><span dir="auto"> “These were points where vehicles could be diverted in the event of an incident,” he explained.</span></p>
<p><span dir="auto">Regarding the </span><strong><span dir="auto">highway arches</span></strong><span dir="auto"> , the head of the SICT confirmed that two have been installed </span><strong><span dir="auto">on the Mexico-Queretaro highway and two more on the Mexico-Puebla highway.</span></strong></p>
<p><span dir="auto">The ones that will be installed are on the Puebla – Cordoba route, according to </span><a href="https://www.over-haul.com/es"><span dir="auto">Overhaul</span></a><span dir="auto"> , one of the routes with the highest crime incidence; Mexico-Ojo Caliente, which are wallets 45, 140.</span></p>
<p><span dir="auto">Also considered are the routes Mexicali – Tijuana, La Tinaja – Cosoleacaque, Libramiento Poniente de Tampico, Querétaro – Irapuato, Libramiento Noreste de Querétaro and Aguascalientes-Zacatecas.</span></p>
<blockquote><p><span dir="auto">“These smart arches are linked to the C4 and allow us to identify license plates, dimensions, and vehicle speed,” Esteva added.</span></p></blockquote>
<p><span dir="auto">As for the safe rest stops, the first of a group of 15 will be inaugurated on August 20 in Majalca, Chihuahua; while the second will be in the Palmillas area.</span></p>
<h4><span dir="auto">3,000 cameras will monitor the roads</span></h4>
<p><span dir="auto">In a project initiated in 2015 by the Secretariat of Security and Citizen Protection with the design and construction of the Highway C4 Center, operations will begin this September in some designated corridors.</span><br />
<span dir="auto">This center will integrate video surveillance, radio communications, geolocation, information analysis, and </span><strong><span dir="auto">coordination with the National Guard and the state C4 and C5 centers to improve security, civil protection, and incident response on highways</span></strong><span dir="auto"> , explained Juan Manuel García Ortegón, Head of the Infrastructure, Information Technology, and Technological Liaison Unit.</span></p>
<p><span dir="auto">As for the </span><strong><span dir="auto">C4 Carretero</span></strong><span dir="auto"> facility , it is equipped with </span><strong><span dir="auto">88 monitoring and dispatch stations</span></strong><span dir="auto"> , as well as spaces and offices equipped to receive representatives from different institutions and agencies in charge of attending to these events.</span></p>
<blockquote><p><span dir="auto">This initiative will have a video monitoring and automatic vehicle identification network, covering a total of 1,407 kilometers of federal highways, with 1,005 monitoring points, with a total of 3,015 cameras, as well as 120 arches for automatic license plate detection and reading of the Repuve hologram.</span></p></blockquote>
<p><span dir="auto">This infrastructure will be distributed across </span><strong><span dir="auto">four corridors,</span></strong><span dir="auto"> in a total of </span><strong><span dir="auto">six road sections:</span></strong><span dir="auto"> Mexico-Puebla-Veracruz, Mexico-Acapulco, Mexico-Queretaro, Culiacan-Mazatlan-Durango.</span></p>
<p><span dir="auto">Based on the report for the first quarter of 2026, </span><strong><span dir="auto">82% of robberies are concentrated in the following 10 states</span></strong><span dir="auto"> : State of Mexico, Puebla, Guanajuato, Michoacán, Jalisco, Veracruz, San Luis Potosí, Hidalgo, Guerrero and Tlaxcala.</span></p>

The survey &#8220;Impact of Insecurity on Freight Transportation in Mexico,&#8221; conducted by </span><strong><span dir="auto">T21 Business Intelligence</span></strong><span dir="auto"> , reveals that 100% of the companies surveyed suffered at least one robbery in the first quarter of 2026, and that the insecurity perception index reached 8.65 out of 10.</span></span></p>

<p data-start="484" data-end="796"><span dir="auto">Experts agreed that </span><strong><span dir="auto">prevention</span></strong><span dir="auto"> , </span><strong><span dir="auto">data analysis</span></strong><span dir="auto"> , and </span><strong><span dir="auto">logistics planning</span></strong><span dir="auto"> allow companies to anticipate risks and reduce the impact of factors such as road blockades, mechanical failures, operator shortages, or security problems that can disrupt the distribution of goods.</span></p>
<p data-start="798" data-end="1084"><span dir="auto">According to </span><a href="https://global.lockton.com/mx/es"><span dir="auto">Lockton Mexico</span></a><span dir="auto"> , among the factors that currently increase exposure to risk are </span><strong><span dir="auto">accidents</span></strong><span dir="auto"> , </span><strong><span dir="auto">cargo theft</span></strong><span dir="auto"> , </span><strong><span dir="auto">road blockades</span></strong><span dir="auto"> , road saturation, maintenance failures, lack of trained operators, and insufficient logistics planning.</span></p>
<p data-start="1086" data-end="1509"><span dir="auto">One of the factors that also increases operational complexity is periods of high demand, such as major sporting events or peak consumption seasons, when the movement of goods increases and pressure on supply chains grows. However, the firm believes that risk management should be an integral part of companies&#8217; ongoing strategies and not limited to addressing extraordinary events.</span></p>

<p data-start="1513" data-end="1755"><span dir="auto">“Risk management is not tied to a specific event. The event may increase certain variables, but risk management should be an ongoing process,” explained Javier Chávez, director of Automotive Placement at Lockton Mexico.</span></p>
</blockquote>
<p data-start="1757" data-end="1965"><span dir="auto">The specialist added that, depending on the type of merchandise, logistics planning can begin several months in advance to define suppliers, routes, delivery times and operational capacity.</span></p>
<h3 data-section-id="f3taz2" data-start="1967" data-end="2030"><span dir="auto">Cargo theft continues to put pressure on logistics chains</span></h3>
<p data-start="2032" data-end="2479"><span dir="auto">In addition to accidents, cargo theft remains one of the main challenges for the sector. According to the report </span><em data-start="2170" data-end="2226"><span dir="auto">&#8220;Mexico: Q1-2026 Cargo Theft Report</span></em><span dir="auto"> ,&#8221; prepared by </span><a href="https://www.over-haul.com/es"><span dir="auto">Overhaul</span></a><span dir="auto"> , food and beverages accounted for 26% of reported thefts during the first quarter of the year, followed by cars and auto parts (12%), fuel (10%), miscellaneous goods (9%), and construction and industrial materials (8%).</span></p>
<p data-start="2481" data-end="2654"><span dir="auto">The same report indicates that 79% of </span><strong><span dir="auto">robberies against transporters</span></strong><span dir="auto"> occurred with some level of violence and that 75% of these crimes were concentrated in the Central and Bajío regions.</span></p>
<p data-start="2656" data-end="2812"><span dir="auto">For Lockton Mexico, in addition to immediate economic losses, these events can affect contract compliance and customer relationships.</span></p>

<p data-start="2816" data-end="3040"><span dir="auto">“There are factors that cannot always be measured economically at first glance, such as reputational impact. However, they can affect the possibility of maintaining or winning contracts with clients in the future,” Chávez commented.</span></p>

<h3 data-section-id="fkeyil" data-start="3042" data-end="3093"><span dir="auto">Data and prevention to strengthen operations</span></h3>
<p data-start="3095" data-end="3296"><span dir="auto">The company stated that reducing costs does not necessarily imply decreasing insurance coverage, but rather understanding the operation of each fleet in greater detail to identify the most relevant risks.</span></p>
<p data-start="3298" data-end="3530"><span dir="auto">In that regard, he emphasized that </span><strong><span dir="auto">information analysis</span></strong><span dir="auto"> allows for the detection of areas with a higher incidence of robberies, recurring types of incidents, operating patterns, and opportunities to adjust prevention and protection strategies.</span></p>
<p data-start="3967" data-end="4343"><strong><span dir="auto">Preventive measures</span></strong><span dir="auto"> that can help reduce risk exposure include the use of telemetry tools, satellite monitoring, preventive maintenance programs, operator training, supplier evaluation, and safety protocols, as well as insurance schemes tailored to the characteristics of each operation.</span></p>

The driver, fearing for his safety, managed to evade the roadblock they were setting up and reached the nearest tollbooth to request assistance from the state police. Incredibly, the criminals fled, but the driver was detained. Videos—in T21&#8217;s possession—show public security officers searching the inside of the semi-truck and even blocking the dashcam to prevent their actions from being recorded.</span></p></blockquote>
<p><span dir="auto">Given the reality of insecurity experienced by the freight transport sector in the country, and the coercion exerted by the federal government to prevent private organizations from updating their information, </span><a href="https://t21.com.mx/"><span dir="auto">T21 Business Intelligence </span></a><strong><span dir="auto">will conduct a quarterly survey with various transport companies</span></strong><span dir="auto">  to gain firsthand knowledge of the reality on national roads, beyond the official narrative.</span></p>

<p><span dir="auto">One finding identified by the </span><a href="https://t21.com.mx/"><span dir="auto">T21 Business Intelligence</span></a><span dir="auto"> exercise is that, of the companies that participated in this survey, </span><strong><span dir="auto">95% of the resignations of their operators are linked to the insecurity situation they face.</span></strong></p>
<p><span dir="auto">When asked about the types of incidents they experienced, the highest percentages were assault on the operator with 80% of the responses, while total theft of the unit was recorded by 70 percent.</span></p>
<p><span dir="auto">Regarding the routes and states where the highest incidence is faced, the data coincides with that presented by various institutions such as </span><a href="https://www.over-haul.com/es"><span dir="auto">Overhaul</span></a><span dir="auto"> , identifying </span><strong><span dir="auto">the most dangerous routes as Puebla–Veracruz, Mexico–Queretaro, Arco Norte, Circuito Exterior Mexiquense, Celaya–Leon, Tinaja–Cosamaloapan and Puebla–Esperanza.</span></strong></p>
<blockquote><p><span dir="auto">When inferring the impact of insecurity on businesses, 45% of respondents identified an impact ranging from two to 10 million pesos (mdp) annually, while 15% considered that it exceeds 10 million pesos, and only 10% reported that the impact was less than 500,000 pesos.</span></p></blockquote>
<p><span dir="auto">The above scenario leads to </span><strong><span dir="auto">30% of companies reporting that they have increased rates in order to cope with losses,</span></strong><span dir="auto"> while 50% say they are in the process of implementing the increase.</span></p>
<p><span dir="auto">Regarding operational implications, </span><strong><span dir="auto">70% of respondents reported an increase in</span></strong><span dir="auto"> operating costs exceeding 6 percent.</span></p>

<p><span dir="auto">In response to this scenario, </span><a href="https://www.samsara.com/mx?utm_source=chatgpt.com"><span dir="auto">Samsara</span></a><span dir="auto"> presented its new </span><strong><span dir="auto">Incident Center</span></strong><span dir="auto"> in Mexico , a platform powered by </span><strong><span dir="auto">artificial intelligence (AI)</span></strong><span dir="auto"> that seeks to streamline the detection and handling of operational and asset security risks from a single system, the company reported in a statement.</span></p>
<blockquote><p><span dir="auto">The solution centralizes real-time monitoring, data analysis, and coordination of security teams on a single operational panel, with the goal of reducing reaction times to events such as fuel theft, GPS jamming </span><em><span dir="auto">,</span></em><span dir="auto"> accidents, misuse of units, activation of panic buttons, or abnormal stops.</span></p></blockquote>
<p><span dir="auto">Key features of the platform include </span><strong><span dir="auto">proactive alerts</span></strong><span dir="auto"> , </span><strong><span dir="auto">the visualization of operators</span></strong><span dir="auto"> , </span><strong><span dir="auto">vehicles, and assets on a single map</span></strong><span dir="auto"> , and workflow automation to accelerate response protocols and improve coordination between teams. It also incorporates post-incident analysis tools to detect recurring patterns and evaluate the effectiveness of implemented actions.</span></p>
<p><span dir="auto">Luis Larrea, Sales Engineering Manager at Samsara in Mexico, explained that one of the main challenges for companies is the fragmentation of systems during an emergency, which delays decision-making at critical moments.</span></p>
<blockquote><p><span dir="auto">“Unlike traditional protocols, where security teams must follow several steps or even switch between multiple platforms, this solution consolidates all critical information into a single dashboard to contact the operator, immobilize the unit, or escalate the case in real time,” he said.</span></p></blockquote>
<p><span dir="auto">The company noted that, in many cases, </span><strong><span dir="auto">monitoring areas</span></strong><span dir="auto"> still rely on intermittent GPS signals, manual calls, and various platforms disconnected from each other, complicating the immediate response to a theft or operational incident.</span></p>

Faced with this situation, coordination between authorities and the private sector has become the cornerstone of efforts to contain the problem.</span></p>
<p data-start="781" data-end="1065"><span dir="auto">From the state delegation of the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> , the work is coordinated through </span><strong><span dir="auto">monthly inter-institutional meetings</span></strong><span dir="auto"> where the </span><a href="https://www.gob.mx/guardianacional/en"><span dir="auto">National Guard</span></a><span dir="auto"> , state authorities, C-5 centers, as well as representatives of the transportation sector participate.</span></p>
<p data-start="1067" data-end="1595"><span dir="auto">The timely monitoring of incidents and the exchange of operational information are part of these meetings, which also seek to resolve one of the main obstacles: the fragmentation between federal and local levels, which often dilutes responsibilities in addressing crimes.</span></p>

<p data-start="1067" data-end="1595"><span dir="auto">“We often find that if it’s a federal section, or if it’s a local section, then we seek that cooperation,” explained Paulina Montserrat Muñoz, delegate of Canacar in the State of Mexico.</span></p>
</blockquote>
<p data-start="1597" data-end="1906"><span dir="auto">In this context, strengthening </span><strong><span dir="auto">institutional communication and ensuring the continuity of these spaces</span></strong><span dir="auto"> are emerging as key elements for advancing the security strategy. The close relationship with the authorities, he affirmed, is the result of sustained work over the years, not isolated actions.</span></p>
<p data-start="1908" data-end="2416"><span dir="auto">At the same time, the organization is working on developing a more precise diagnosis of crime hotspots in the state. To this end, it is preparing a </span><strong><span dir="auto">data collection effort that will be presented to the authorities</span></strong><span dir="auto"> , based on records from Canacar&#8217;s national </span><em><span dir="auto">call center</span></em><span dir="auto"> .</span></p>

<p data-start="1908" data-end="2416"><span dir="auto">“We are preparing the information through the </span><em><span dir="auto">call center</span></em><span dir="auto"> and once we have it, the authorities told us: &#8216;present what you have and we will work with that&#8217;,” Muñoz explained.</span></p>

<p data-start="2418" data-end="3217"><span dir="auto">This approach becomes more relevant when considering the geographical concentration of crime.</span></p>
<p data-start="2418" data-end="3217"><span dir="auto">According to information from </span><a href="https://www.over-haul.com/es"><span dir="auto">Overhaul</span></a><span dir="auto"> , 68% of the incidence of cargo theft of food and beverages is concentrated in the central (37%) and Bajío (31%) regions, while 65% of these events are registered in six entities, including the </span><strong><span dir="auto">State of Mexico, </span></strong><strong><span dir="auto">which concentrates the largest number of cases with 18 percent</span></strong><span dir="auto"> .</span></p>

<p data-start="2418" data-end="3217"><span dir="auto">At the highway level, incidents are concentrated on strategic corridors such as the Mexico City–Saltillo highway (MEX-57D) with 14% of the events, followed by the Mexico City–Veracruz highway (MEX-150D) and the Guadalajara–San Luis Potosí highway (MEX-80D), both with 5%. Furthermore, the main target of criminals is heavy vehicles, particularly tractor-trailers (58%), box trucks (18%), and cargo vans (16%).</span></p>

Criminal gangs operate with </span><strong><span dir="auto">greater organization</span></strong><span dir="auto"> , </span><strong><span dir="auto">change routes</span></strong><span dir="auto"> , </span><strong><span dir="auto">use signal jammers, and adjust their tactics in response to police operations , forcing companies to rethink their security strategy practically in real time, Ángeles Useche, commercial director of </span></strong><a href="https://home.totalprotect.mx/Login"><span dir="auto">Total Protect</span></a><span dir="auto"> , told T21 .</span></p>
<p><span dir="auto">But the biggest obstacle isn&#8217;t always external. It&#8217;s also internal. Despite this scenario, a portion of the sector continues to operate with </span><strong><span dir="auto">traditional methods</span></strong><span dir="auto"> : calls to the operator, Excel spreadsheets, or reactive decision-making. Resistance to adopting technology remains one of the main hurdles, even though more accessible models exist today, the specialist explained.</span></p>
<p><span dir="auto">The change, in reality, is one of mindset. </span><strong><span dir="auto">Safety has ceased to be an expense and has become a condition of operation</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">From the technological front, the evolution points to building layers. GPS alone is no longer enough. The approach now integrates video surveillance, engine immobilizers, sensors, and predictive analytics to anticipate risks, said Useche. That&#8217;s the turning point: moving from reacting to predicting.</span></p></blockquote>
<p><span dir="auto">In practice, the numbers illustrate the scale of the challenge. Among the company&#8217;s clients, </span><strong><span dir="auto">four to five cargo thefts are recorded weekly</span></strong><span dir="auto"> . However, when technology and monitoring are integrated, </span><strong><span dir="auto">recovery rates can exceed 97%</span></strong><span dir="auto"> , a difference that lies not in the event itself, but in the response capacity, he indicated.</span></p>

Identifying schedules, routes, and risk patterns allows for decisions to be made before the incident occurs, not after.</span></p>
<p><span dir="auto">This is complemented by coordination with authorities and monitoring centers such as C4 and C5, as well as specialized response teams, which increase the chances of recovery and reduce the operational impact.</span></p>
<p><span dir="auto">In a context where crime does not stop, security is no longer an add-on, it is part of the business.</span></p>
