With the aim of preventing any type of accident or injury during the construction of passenger trains and the risk involved with the operation of freight trains, the Railway Transport Regulatory Agency (ARTF) is preparing a decree to establish the guidelines that construction companies and concessionaires must follow as minimum safety measures.

Currently there is no regulatory framework that establishes such actions, mainly for the personnel of construction companies, who are left exposed, noted the ARTF, which indicated that the execution time of the projects themselves may be extended.

“The lack of regulation not only endangers lives, but also causes delays, disruptions, and cascading effects within transportation activities. Today we face a double problem: insufficient protection and training for those involved in the construction of our infrastructure, as well as the impact on the efficient operation of railway projects,” the organization stated.

According to the document Guidelines for safety in passenger train works coexisting with freight trains , it will be possible to implement and operate the minimum safety measures for the people involved in each of the construction processes, generating tangible and immediate benefits not only for them, but also for the operation and functioning of these tracks.

ARTF specified that the regulatory proposal will generate costs, by establishing training and specific requirements that construction companies must meet, which range from 28,000 to 45,000 pesos per person as established in working meetings by concessionaires such as Ferromex , and training entities such as Calidad Mexicana en Desarrollo Ferroviario .

Furthermore, it is estimated that approximately 10 to 15 people per company would be affected, with costs ranging from 45,000 to 2,700,000 pesos . Meanwhile, the costs of hospitalization for minor injuries, including surgery and rehabilitation sessions, would amount to 98,558 pesos. Similarly, the costs associated with the worker’s death could be at least 1,666,650 pesos.

“Between 2016 and September 2025, 1,199 accidents resulting in death or injury were reported. It is estimated that 16 of these involved railway personnel—with an estimated monthly salary—and the cost amounts to 1,576,928 pesos for injuries and 26,666,400 pesos for deaths. Therefore, the benefits outweigh the costs generated from the implementation of these guidelines,” he explained.

However, ARTF stressed that the objective is to preserve and guarantee the safety of the railway service, as well as the construction of passenger trains through the personnel who operate or assist in compliance.

“By establishing the technical and administrative bases that guarantee its purpose, the functions that the security personnel must fulfill in passenger train works coexisting with freight trains will be set, as well as the process that must be followed to train and designate individuals as Security Coordination Personnel, and the basic security measures that are mandatory for the company or person responsible for the construction and all personnel participating in the works,” he specified.

However, to date, six additional facilities have been built , increasing capacity by 240,000 tons, so that the cargo terminal currently has a total capacity of 810,000 tons per year with 22 facilities and warehouses.

Apron capacity is also being expanded to accommodate more aircraft simultaneously. Currently, five larger aircraft can be accommodated on the apron, and with the expansion, which will be completed in January 2026, there will be four additional positions for aircraft of the same type, such as the Boeing 747-8F, for a total of nine positions.

“The projects described above are financed with our own resources; furthermore, the growth momentum is expected to continue and consolidate over the next five years, which will require beginning work on planning for the second phase of the AIFA Master Development Program,” the document stated.

The Ministry of Defense asserted that air cargo transportation is a strength that will be consolidated in less time than projected , so it will be necessary to accelerate the required investment “to expand the infrastructure at the cargo terminal as quickly as possible and meet the demand that will arise.”

He emphasized that the development of the northern part of the Valley of Mexico to create a development hub through an industrial logistics corridor, from the city of Pachuca to the northern part of Mexico City, will make AIFA a “center of gravity.”

“The scenario described above is an opportunity that AIFA will seize to establish another commercial strategy for the development of the Airport City, which will allow for orderly growth, in accordance with the land uses designated in the Master Development Plan for that space, which includes health services, shopping centers, parking lots, corporate buildings, aviation-related schools, and a ground transportation terminal,” he said.

Currently, 43 airlines operate freight transport through the AIFA : 17 scheduled cargo airlines, 26 charter airlines, and three mixed airlines (passenger and cargo), transporting a total of more than 633,000 tons.

By 2050, the Ministry of Defense has projected the maximum development of the AIFA , with the following characteristics:

Three runways . For this stage of the project, the airport’s new north runway will be built, which will be used primarily for cargo handling.

Two interconnected terminal buildings with a capacity of 85 million passengers . A second passenger terminal building will be built, and the connection building between the two passenger terminals will be completed, along with the expansion of Terminals 1 and 2 to increase the number of connecting positions.

A cargo terminal with a capacity for three million tons per year . With the construction of the third runway, the airport’s cargo vocation is consolidated, with the construction of new facilities for this purpose, achieving the capacity to handle up to three million tons per year.

A fuel terminal with a capacity of 80 million liters of jet fuel . The fuel terminal will also be expanded to meet fuel needs resulting from increased operations, with a capacity of up to 85 million liters.

Control tower . The control tower was built from the ground up with the necessary and sufficient capacity to continue providing its services efficiently until the airport’s maximum development.

Additionally, he specified that a major challenge lies in developing a commercial and marketing strategy that will allow international airlines from Europe, Asia, and North America to be brought in , thereby boosting demand for flights to the airport.

July was once again a difficult month for the wholesale marketing of heavy vehicles , the industry faced a 62.4% drop compared to the same month in 2024, placing two thousand 045 units compared to five thousand 441 the previous year, according to the monthly report of the National Association of Bus, Truck and Tractor Producers (ANPACT) .

Both freight and passenger sales recorded sharp declines, although the greatest impact was in the passenger segment, with a 69.5% drop, while freight fell 61.1%.

Within the cargo segment, fifth-wheel tractor units plummeted 69.8% in July, dropping from 2,513 units in 2024 to just 760 in 2025.

Classes 4, 6, and 8 also reported declines of more than 40%, reflecting slowed demand and possibly adjustments to fleet renewal plans.

Source: ANPACT.

The outlook for the January-July period of this year was also discouraging. Wholesale sales in the cargo segment totaled 13,890 units, 49.8% less than in the same period in 2024.

The cumulative volume reflects a profound slowdown, with cargo losing almost half of its volume, but passengers were the hardest hit.

“The definition of the number of flights at AICM and AIFA is determined technically; it’s not a subjective decision; it’s a technical decision based on the safety and proper functioning of both airports, along with Toluca. Therefore, the decisions are technical,” Sheinbaum asserted.

He maintained that there is no basis for what the United States Department of Transportation (DOT) mentioned in terms of these changes having been against any American airline, ” the decision was for safety and for the good operation of the airports and any change has to be a technical decision; it cannot be a decision just like that.”

It should be remembered that due to the saturation of the AICM , in 2022 the government authorized a reduction during the winter season , from 61 to 52 operations per hour during the saturated schedules of 7:00 a.m. to 10:59 p.m. While starting in January 2024, when a decree was imposed, the reduction from 52 to 43 takeoff and landing operations per hour was ruled out, ruling out international flights. Although it was recently increased to 44 operations.

This decision was made after an analysis conducted by the Mexican Air Navigation Services (Seneam) and the airport itself.

By 2023, by presidential decree, the designated cargo was moved from the AICM to the Felipe Ángeles Airport, under the same argument: the saturation of this infrastructure, “therefore, in order to safeguard the safety of air operations and the safety of users, it is necessary to transfer the cargo to the airport network available in the country,” the government stated at the time. The destination: AIFA.

Sheinbaum reiterated that they will continue making changes at both airports because it’s something that “has worked well,” and they will continue with the adjustments to customs and fiscal areas.

According to data from the Federal Civil Aviation Agency (AFAC) , air cargo transported in Mexico last year showed an annual growth rate of 5.6%, with 1,263,585.6 tons, or 67,497 tons more than in 2023, AIFA led the top 10 of the airports that handled the most products.

The President of Mexico detailed that various works are being carried out at the AICM, such as that of Terminal 2 (T2), the remodeling of the facades for the 2026 World Cup. These works will be carried out by the Navy and will be completed between April and May 2026, with an investment of 8 billion pesos.

He stated that they have not received any formal notification from the DOT so far, but emphasized that the decisions made regarding the AICM and AIFA were based on technical studies .

“Mexico is sovereign. There’s no reason to impose any sanctions related to this matter. What was prioritized? Security, and we’ve already heard that the airport (AIFA) is doing very well. This December it will receive new international flights, cargo is also performing very well, fiscal areas and customs are being strengthened to make cargo exits even more efficient, and we’ll be able to maintain communication. The decision to build the airport in Santa Lucía was a very good one. Imagine what would have happened if they had continued with the airport in Texcoco,” he explained.

Meanwhile, the National Chamber of Air Transport (Canaero) called for technical and constructive dialogue , as the measures announced by the U.S. government represent a significant impact on the airline industry, with potential repercussions on connectivity, trade flows, and the competitiveness of the sector between the two nations.

“We consider it essential to move toward joint solutions based on dialogue and cooperation. We recognize that the actions taken by the Mexican government have responded to criteria of security, operational efficiency, and improvement of metropolitan airport infrastructure, as part of a comprehensive strategy to guarantee the development of the sector,” the organization stated in a statement.

Therefore, he indicated that communication , technical, and institutional coordination mechanisms are needed to address the concerns raised by the United States government, preserving bilateral cooperation and avoiding further impacts on the industry.

He also reiterated his commitment and collaboration to strengthening a modern, efficient, and functional civil aviation system that guarantees equitable conditions, operational continuity, and sustainable development for the airline industry.

For their part, Aeroméxico and Delta reported that they are continuing to review the DOT order and will submit a joint response in the coming days.

On July 19, the U.S. Department of Transportation (DOT) announced it will impose measures on Mexico for alleged noncompliance with the 2015 Air Transport Agreement and its continued anticompetitive behavior beginning in 2022.

In this regard, Mexican airlines will be required to submit applications to the DOT for all their operations in the United States. Prior approval is also required for any charter flights of large passenger or cargo aircraft to or from the United States. The Antitrust Immunity (ATI) between Delta and Aeroméxico will also be waived, thereby taking corrective measures to address competitive issues in the market.

Given this scenario, the International Air Transport Association (IATA) urged both governments to engage in direct dialogue to resolve the current problems related to the bilateral air services agreement between the two countries.

“The aviation market between the United States and Mexico is one of the largest in the world between neighboring countries and a key driver for both economies. We hope both parties will engage in direct government-to-government dialogue to seek balanced and constructive solutions for all involved,” stated Peter Cerdá, IATA’s Regional Vice President for the Americas.

He pointed out that the agency has maintained contact with Mexican authorities for many years, promoting adherence to the globally accepted World Airport Schedule Guidelines (WASG) . “This work remains a priority, given that several airports in the country, especially AICM, continue to face capacity constraints.”

Juan Antonio José, an independent aviation analyst, considered the aviation policy decisions of the previous six-year term to be a “blow” to the agreement, and gave “genuine and legitimate reasons to Donald Trump, president of the United States, to complain about the country.”

In an interview with T21, he explained that the measures will limit the expansion of Mexican airlines into the United States , increase bureaucracy, as well as the deterioration of finances in Mexican operators, and seriously jeopardize the strategic alliance between Delta and Aeroméxico .

“The risks we face are that Aeroméxico loses its antitrust immunity, that the United States denounces the bilateral agreement and says it’s withdrawing from the civil aviation agreement, and then sets its own rules. There’s also a potential audit by the FAA (Federal Aviation Administration) that could demote Mexico again. This will prevent Mexican airlines from growing in the US market, which will be more restricted in terms of processing with the DOT (United States Department of Transportation) ,” he said.

It should be recalled that then-President Andrés Manuel López Obrador decreed the move of dedicated freighters from Mexico City International Airport (AICM) to Felipe Ángeles International Airport (AIFA) in 2023, citing the saturation of the former, in addition to the reduction in operations for the same infrastructure from 61 to 49 per hour.

Juan Antonio José said that in terms of air cargo, those affected by the 2023 cargo decree were DHL , UPS and Atlas Air .

For his part, Ricardo Dadoo, president of Logistics Dadoo , indicated that a disadvantage of sending the freighters to AIFA was the impact on the package integrator UPS , as the only American carrier forced to relocate, since FedEx operates from a third airport, Toluca.

He explained that UPS had “ideal time slots” from 7:00 a.m. to 7:30 p.m. at AICM, schedules that had to be substantially shortened after the move to Felipe Ángeles , while costs increased as the distances for ground transfer feeders grew, in addition, customs intermediation became slower, adding that it now subcontracts warehousing instead of operating the concessionaire at the capital’s airport, and where it made a considerable investment in equipment and automation “until the unwanted movement.”

“What’s wrong is that air cargo logistics is different from that of small express packages, and the local government didn’t take this into account. It didn’t distinguish, perhaps due to a lack of understanding between the two business models (starting with short D2D times plus air volume density), with the misconception that all cargo planes are the same. UPS presented its case in vain. The AIFA has benefited the former to the detriment of the latter,” he said.

However, he explained that international air cargo tonnage has grown by almost 50%, from 440,000 tons to 640,000 tons LTM by March 2025, including the volume collected by the AICM and AIFA.

“Thanks to the first-world infrastructure and the 24/7 availability of the slots offered at AIFA, Mexico City now ranks second in Latin America in tonnage. Gradually, its volume from Central and South America to Asia has reduced transit times by one or two days without going through Los Angeles. A feat impossible within AICM’s cargo infrastructure,” he said.

New actions by the US

Last Saturday, U.S. Transportation Secretary Sean Duffy announced a series of measures against Mexico’s alleged abuse of the bilateral aviation agreement.

He indicated that Mexico abruptly rescinded slots ( takeoff and landing times) at the AICM and forced U.S. cargo carriers to relocate their operations as part of the effort to alleviate congestion. This has not materialized three years later, causing cost increases for U.S. airlines.

“That ends today. Let these actions serve as a warning to any country that thinks it can take advantage of the United States, our operators, and our market. America First means fighting for the fundamental principle of fairness,” he said in a statement.

Therefore, it imposed three actions: Mexican airlines must submit applications to the DOT for all their operations in the United States, in addition to requiring prior approval for any charter flight of large passenger or cargo aircraft to or from this country , and the withdrawal of antitrust immunity (ATI) between Delta and Aeroméxico, thus taking corrective measures to address competitive problems in the market.

“Mexico’s actions harm airlines seeking to enter the market, existing competing airlines, consumers of air travel and products that depend on time-sensitive air cargo shipments traded between the two countries, and other stakeholders in the U.S. economy,” he stated.

The U.S. agency stated that it “reserves the right to reject flight requests from Mexico if the country does not take corrective measures.”

Against this backdrop, the Ministry of Infrastructure, Communications, and Transportation (SICT) stated that the actions it has taken at AICM and AIFA have served to strengthen the airport system in the Valley of Mexico. “Measures have been implemented to improve the safety, efficiency, and competitiveness of the aviation sector.”

During the first months of 2025, a year in which freight and passenger transport has shown signs of contraction, with falls of up to 28.6% , according to figures shared by Daniela Bastida, CEO of Grupo TAB , this company has managed to remain firm .

In fact, the most recent official data from the Ministry of Infrastructure, Communications and Transportation (SICT) already anticipated this trend: in 2024, the total volume transported by federal trucking was 539.2 million tons , which represented an annual decrease of 1.5% compared to 2023.

In the case of passenger transport, 2.847 million people traveled , a 2.9% reduction , which demonstrated a sustained slowdown in the sector.

For Bastida, the key is a well-established diversification strategy built over more than two decades, a genuine closeness to customers, and a passion that permeates every corner of its operations.

“In this context, the truth is that we have good news at Grupo TAB because we have grown in the passenger segment, for example; we grew 35% in sales compared to the previous year,” Bastida explained in an interview with T21.

And he has reason to say so: while the passenger segment fell nationwide, the TAB Group managed to grow sales there by 35% during the first five months of 2025.

In terms of load , although the drop was inevitable, the decrease was only 4%, he commented.

The executive attributes these results to a strategy focused on serving not only large fleets , but also small and medium-sized enterprises (SMEs).

“Diversification allows us to compensate: when one client slows down, another advances,” he explained.

2024 was a record year for the group. With nearly 1,000 units sold and a growth of over 140% in spare parts, the company reached a point of consolidation as an authorized Daimler distributor .

But 2025 brought new challenges: economic contraction, tariff uncertainty, lower private investment, and growing insecurity, especially in the Bajío region. Added to this are the delays in automotive production and exports to the United States, which have affected related industries.

“The situation requires being very close to the client, understanding their reality and what they can do to continue operating,” he said.

Faced with this situation, the TAB Group has intensified its focus on after-sales services. With the slowdown in fleet renewal, strategies have been reoriented toward keeping the units already in circulation operational.

“Many transporters have part of their fleet idle. That’s why we offer comprehensive packages, partial repairs, remanufactured products, and maintenance contracts that allow them to continue operating without having to pay for a new unit,” Bastida explained.

In addition, they have strengthened their response capacity with mobile workshops , which allow them to perform on-site services or assist with road rescues without compromising the customer’s operations.

“I have to go where the client’s needs are,” he explained.

In their areas of influence, especially the State of Mexico and the Bajío region, they observe disparate realities, but with one common thread: the economic challenge.

In the Bajío region, he commented that insecurity has slowed investment. However, Bastida insists that these times also bring opportunities.

“We have to constantly reinvent ourselves, and we can’t offer what we offered five years ago,” he stressed.

Aware of the change represented by the technological transition established in NOM 044 , which regulates emissions from heavy vehicles, Grupo TAB decided to get ahead of the curve with a well-calculated strategy: making a planned purchase of Euro 5 units, while preparing the ground for the gradual adoption of Euro 6 standards.

The group doesn’t foresee an immediate market recovery. The company’s internal outlook is that the improvement won’t begin until the second quarter of 2026 .

Meanwhile, they will continue to operate with efficiency and financial responsibility, maintaining cash flow, adjusting expenses, and adapting to real-world customer conditions. “Today, more than ever, financial solutions that accurately read the market are needed,” he stated.

But beyond the numbers, there’s one element that defines Grupo TAB’s philosophy: customer proximity . For Bastida, simply attending trade shows and industry events isn’t enough.

“We have to be very close to the client, sit down with them, see what their reality is and what they can do to continue operating,” he commented.

And that closeness translates into concrete actions. He explained that growth will come not only from more territory, but from more solutions.

Today, the group is considering diversifying into complementary products such as boxes and imported used items to meet new market demands.

This transformative vision is also reflected internally. Bastida commented that Grupo TAB was a pioneer in the inclusion of women in key areas: 80% of its management team is made up of women, many of them in workshops, parts, and technical support.

“It’s not about meeting quotas, it’s because they’re the best,” he proudly emphasized.

Her leadership was recognized by Daimler. She commented that, at first, many customers turned to her husband (also part of the company), unaware that she was the one making the decisions.

When asked for one word to define his path at the head of the TAB Group, he doesn’t hesitate: Passion .

“That’s what I try to instill in the entire team. And I think we’ve achieved it,” he said.

That passion, combined with innovation, closeness, and discipline, has allowed the group to not only survive but also grow in a challenging environment. “We are in a time of many challenges, but also many opportunities,” he concluded.

“Transportation in logistics gives meaning to life itself, without transport there is nothing,” with this phrase Jorge Bandera , CEO of 11-33 Logistics Solutions and now director of Trebantra , said in an interview with T21 about the birth of this new transport company.

In the transportation industry, not all paths begin with an inherited tractor-trailer or decades of family work. Some are born out of curiosity, the daily wear and tear of logistics chains, and a question that both bothers and transforms: what if we did it ourselves? A question that came to Bandera’s mind when he saw the immense demand for freight transport.

Jorge Bandera never imagined running a transportation company. He comes from the customs world, where precision and documentation are paramount. But after a decade in logistics and a jolt of reality on the ground, he understood that transportation isn’t just another link: it’s the backbone of the entire system. Thus, Trebantra was born. Without romanticism or legacy, but with passion.

“Some clients had asked us, but no one in my family came from the transportation industry. We had never seen it as a business option,” Jorge recalled.

For now, the plan is clear: to stay within the “light and medium load” range , with “rabón” type units . This is where they’ve set their sights, focusing on a manageable, local operation with direct control over each trip.

The first real contact came with the T21 Young People event , where he was a member of the ranking and began to understand the language, codes, and faces of the industry. But the turning point came at ETYL 2024 , another T21 Group event , during a conversation with industry colleagues.

Jorge Bandera, director of Trebantra.

“That’s when we decided: we’re going to pivot the company and incorporate transportation into our activities,” he explained, highlighting the importance of networking at T21-branded events.

The name Trebantra encapsulates its origins: three founders (him, his father, and his brother), his surname Bandera, and his passion for transportation.

But the beginning wasn’t poetic. The first steps were dealing with the lack of credit as a young company, the purchase of the first unit with its own resources, and the long and arduous process of entering a sector with rules that are rarely written down.

“This was decided in November, and we already had the unit, but the first trip didn’t take place until the first week of February. It’s easy to say ‘I want to do it,’ but that’s where the challenges come from,” he commented.

And barely had they started when they encountered violence . An attempted robbery on one of their first 15 trips made it clear to them that this business is often played out behind closed doors and with people on edge.

“We equip the units with tracking and panic buttons. But when crime is so close, technology isn’t enough,” he said, without drama, but with the voice of someone who has already understood one of the challenges facing trucking: highway insecurity.

In March 2025, the National Association of Vehicle Tracking and Protection Companies (ANERPV) reported 300 thefts of GPS-monitored vehicles , an 11% increase compared to the average for the same month in 2024, which was 269 cases.

Additionally, every 47 minutes a trucking operator is the victim of some type of assault on Mexican roads, according to Héctor Romero, CEO of Círculo Logístico and a member of the Expo Seguridad educational council .

Another challenge , Bandera said, is facing long wait times at some charging stations, where there is sometimes no immediate access to basic services.

“We only operate what we can control. We don’t outsource. If we can’t deliver, we don’t take the trip. That’s how we take care of ourselves and those who trust us,” he explained.

For him, transportation is no longer just a logistics service: it’s a way of understanding the country, of confronting its contradictions, and also of finding community.

His leadership style is direct, sometimes paternalistic, but always humane. “I want the people who work here to see this company as a path to achieving their own goals, not just mine,” he emphasized.

He said Trebantra isn’t looking to revolutionize the industry or sell a grandiose idea. Its differentiator is “punctuality ,” Bandera explained.

He just wants to stay on an honest path. His focus is on the day-to-day: arriving on time, operating only what’s under his control, and taking care of every detail. Jorge sums it up this way:

“If the customer orders the unit at eight o’clock, it’ll be there at six o’clock. We don’t work with third parties because we prefer to deliver rather than overpromise,” he said.

Their story is just beginning, but it already reflects the contrasts and decisions that define those who choose to build from scratch.

Tick, tock… the clock ticks, and as each minute ticks by, a unit is ambushed , a driver is robbed, a load disappears. On Mexican roads, time isn’t just precious; it can mean the difference between recovering or losing everything.

“Today, Puebla has surpassed the State of Mexico in robberies against transporters. A few years ago, it didn’t even appear on heat maps. Now, it accounts for 27% of the incidents,” said Ricardo Bustamante , former president and current board member of the Mexican Association of Private Security Companies and the Satellite Industry (Amesis) .

During the association’s assembly, which marked the change of presidency at Amesis, Bustamante revealed that in April 2025 alone, 124 thefts were recorded from cargo vehicles affiliated with the organization. The figure represented a 20% increase compared to the same period the previous year . However, he also shared a reassuring statistic: 96% of those cases were successfully resolved .

How? With technology, but also with speed. Amesis boasted a national average of 45 minutes for vehicle recovery , and in the center of the country, that figure dropped to 37 minutes . But none of that is worth it, Bustamante warned, if the authorities don’t arrive in time.

“We depend heavily on the authorities arriving at the scene of the incident,” he insisted.

The map of violence has been redrawn. In addition to Puebla (27%), the State of Mexico (20%) and San Luis Potosí (10%) remain hotspots.

Guanajuato, Querétaro, Michoacán, and Veracruz follow. The Mexico-Querétaro , Querétaro-San Luis , and Mexico-Puebla highways top the list of the country’s most dangerous highways. In Celaya and some municipalities in Puebla, the risk is constant.

Criminals don’t distinguish between day and night. But they do know the clock. 7:00 a.m. and 9:00 p.m. are the peak times for crime, according to the specialist.

They attack with “jammers,” signal-inhibiting devices, which deactivate systems and disappear in seconds. Forty-three percent of stolen vehicles are tractor-trailers , followed by trucks, trailers, and pickups, Bustamante said. The most coveted merchandise is groceries, pharmaceuticals, food, and liquor.

“Organized crime is increasingly turning to transportation as a source of income. This isn’t paranoia: it’s a reality confirmed by figures and testimonies. Hydrocarbon trafficking, the financing of illicit activities, the use of routes for other crimes—everything is intertwined,” Bustamante warned.

For his part, Raymundo Mancera , who assumed the presidency of Amesis, during his first message in office emphasized that companies must take an active role in the face of insecurity:

“Everything revolves around the level of risk and the probability of occurrence. Investment is needed to minimize the impact of crime,” he noted. He also acknowledged that authorities are making significant efforts, but insisted that the work must be joint and ongoing. “We need to strengthen this collaboration to close the loop on prevention and effective response,” he commented.

Mancera assumed the presidency of Amesis with the commitment to strengthen collaboration with authorities and promote investments that strengthen the sector. His administration, he said, will seek to translate experience into tangible solutions.
