<p><span dir="auto">As part of a one billion dollar (USD) investment, </span><strong><a href="https://www.gm.com.mx/es/home.html"><span dir="auto">General Motors (GM)</span></a><span dir="auto"> will manufacture the Aveo and Groove models at its Ramos Arizpe, Coahuila complex,</span></strong><span dir="auto"> which will be destined for the domestic market, announced Francisco Garza, president and CEO of the automaker in the country.</span></p>
<blockquote><p><span dir="auto">“We will start in 2027 with Chevrolet Groove and later add our beloved Chevrolet Aveo, currently the best-selling vehicle in the Mexican market,” the executive highlighted.</span></p></blockquote>
<p><span dir="auto">During the event “General Motors of Mexico’s New Project for Mexico,” held in Toluca, State of Mexico, Garza highlighted that this new project is part of the </span><strong><span dir="auto">one billion dollar investment announced last January</span></strong><span dir="auto"> for the operations of the US-based firm in the country and is aligned with the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“It is a project conceived in Mexico for Mexico, which strengthens the national industry, takes advantage of the installed capacity in our country and contributes to reducing dependence on foreign countries, promoting sustainable industrial development in line with the objectives of the Mexico Plan,” he emphasized.</span></p></blockquote>
<p><span dir="auto">The executive indicated that starting next year they will begin local assembly of units for the national market, </span><strong><span dir="auto">with the goal of reaching an approximate capacity of 80,000 vehicles per year by 2030</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">This announcement comes in a context where Mexico imposed, since January 1, 2026, tariffs of up to 50% on 1,463 tariff classifications for countries with which it does not have a trade agreement, including China, Singapore, Indonesia, the Philippines, India, Thailand, Malaysia and others, in order to protect the country&#8217;s industrial sectors such as textiles and clothing, automotive and steel.</span></p>

<p><span dir="auto">In his remarks, Marcelo Ebrard, head of the </span><a href="https://www.gob.mx/se/"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> , said that 80,000 vehicles that are being imported from Asia to Mexico, which do not have Mexican parts, nor are they assembled here, will begin to be produced in the country.</span></p>
<blockquote><p><span dir="auto">“Those 80,000 vehicles represent a very big impact for General Motors to preserve, maintain and grow its manufacturing platform in our country, protect jobs, the plants they have, and it will mean a cost, an investment, because it was cheaper to do it elsewhere, but what must be acknowledged about General Motors is the decision made by its director, its global CEO, Mary Barra, to invest one billion dollars for now, plus whatever comes later,” he said.</span></p></blockquote>
<p><span dir="auto">Similarly, Ebrard indicated that these vehicles will be manufactured with more parts and components made in Mexico.</span></p>
<p><span dir="auto">For his part, Francisco Garza pointed out that the Ramos Arizpe complex comprises five plants and employs more than 5,000 people, making it a benchmark for the country&#8217;s industrial transformation. He noted that with the projected 80,000 units, &#8220;we will be exceeding our vision of increasing vehicle production for the domestic market by 10% by 2030.&#8221;</span></p>
<p><span dir="auto">With this project, GM is setting a precedent in the automotive industry at a time when the policy of Donald Trump, President of the United States, seeks the return of these companies to the United States.</span></p>
<p><span dir="auto">According to data from the </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> , </span><strong><span dir="auto">GM manufactured 291,031 light vehicles in Mexican plants during the period January-April 2026</span></strong><span dir="auto"> , which meant a growth of 2.9% compared to the same cycle of 2025.</span></p>
<p><span dir="auto">In the same period, </span><strong><span dir="auto">the brand exported 263,159 units</span></strong><span dir="auto"> , a growth of 0.1% compared to the first four months of last year.</span></p>

<p><strong><span dir="auto">The future of the automotive industry in Mexico will be closely linked to the political and commercial environment of 2026</span></strong><span dir="auto"> , according to Pedro Tello Villagrán, economist and business advisor, who considered that the sector will face a scenario of high uncertainty, derived, mainly, from the negotiation style of the President of the United States, Donald Trump, and the review process of the </span><strong><span dir="auto">Treaty between Mexico, United States and Canada (USMCA)</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The specialist recalled that, while in 2020 Trump described the USMCA as the most important trade agreement signed by the United States, at the beginning of 2026 he publicly declared that the treaty is &#8220;irrelevant&#8221; and that the northern neighbor &#8220;does not need cars made in Mexico&#8221;.</span></p>
<p><span dir="auto">This contradiction, Tello pointed out, shows how trade and the automotive industry are being used as political instruments in a key election year for the United States, in which the composition of Congress will be renewed and, in some states, governors will be elected.</span></p>
<p><span dir="auto">According to the economist, this stance represents a </span><strong><span dir="auto">direct risk</span></strong><span dir="auto"> for Mexico , given its heavy reliance on a single market and the decisions of a single president. The automotive industry, a pillar of Mexico&#8217;s export sector, could be affected by tariff threats, changes in rules of origin, or pressure to relocate production to the United States.</span></p>
<p><span dir="auto">At the close of 2025, the automotive industry in Mexico registered a slight contraction in both vehicle production and exports, amidst global adjustments. According to figures from the </span><a href="https://www.amia.com.mx/"><span dir="auto">Mexican Automotive Industry Association (AMIA)</span></a><span dir="auto"> , approximately 3.95 million vehicles were produced during the year, while exports decreased by 2.7% year-on-year.</span></p>
<p><span dir="auto">However, AMIA highlighted that dependence on the US market remains high, as </span><strong data-start="785" data-end="863"><span dir="auto">78.4% of vehicles produced in Mexico were exported to the United States</span></strong><span dir="auto"> , and together with Canada they accounted for around </span><strong data-start="911" data-end="947"><span dir="auto">90% of total exports</span></strong><span dir="auto"> , which reaffirms the strong integration and complementarity of the Mexican automotive sector with the North American region.</span></p>

<p><span dir="auto">During the virtual conference &#8221;  </span><em><span dir="auto">Mexico 2026: A Year of Challenges for the Economy and Businesses</span></em><span dir="auto"> ,&#8221; organized by the  </span><a href="https://anerpv.mx/"><span dir="auto">National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span dir="auto"> , Tello Villagrán emphasized that </span><strong><span dir="auto">the review of the USMCA will be crucial for the sector</span></strong><span dir="auto"> , not only because of the agreement&#8217;s technical content, but also because of the need to restore certainty. In his view, Mexico must come to the </span><strong><span dir="auto">negotiating table</span></strong><span dir="auto"> with a firm position that prioritizes clear rules, compliance with agreements, and productive integration based on real competitive advantages.</span></p>
<blockquote><p><span dir="auto">Beyond the treaty, he argued that the Mexican automotive industry must rethink its long-term strategy. Relying exclusively on the U.S. market increases the sector&#8217;s vulnerability to political shocks and unilateral decisions. Therefore, he emphasized the need to strengthen domestic production capacity, diversify markets, and move toward a model that reduces exposure to external volatility.</span></p></blockquote>
<p><span dir="auto">In that sense, the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> was identified as a tool that, although it has fallen short of initial expectations, remains the only available strategy to promote </span><strong><span dir="auto">national content</span></strong><span dir="auto"> , productive investment, and the development of stronger value chains within the country.</span></p>
<p><span dir="auto">In 2026, the Mexican automotive industry will move between </span><strong><span dir="auto">caution and adaptation</span></strong><span dir="auto"> , Tello considered.</span></p>
<blockquote><p><span dir="auto">“I believe that the path the Mexican government will follow is to align itself with the United States’ decision to build a wall against Chinese imports in order to strengthen regional economic integration,” he stressed.</span></p></blockquote>
<p><strong><span dir="auto">Exporting companies</span></strong><span dir="auto"> will maintain reasonable operations and profitability levels, but expansion and investment decisions will continue to be contingent on the outcome of the USMCA and the political environment in the United States. For Mexico, he said, the challenge will be to use this year not only to withstand external pressure, but also to redefine the course of one of its strategic sectors.</span></p>

<p><span dir="auto">Sergio Gutiérrez, Director of Operations </span><a href="https://www.glovisusa.com/"><span dir="auto">at Glovis America</span></a><span dir="auto"> , indicated that technology is important because it allows for predictability and solutions to anticipate issues </span><strong><span dir="auto">such as congestion, lack of capacity, and others.</span></strong></p>
<blockquote><p><span dir="auto">“If we don’t have this, we’re not in the game. Today we’re worried about how much we’re going to invest in technology, but now the challenge is whether that will be a driver for an impact on work, whether it will reduce the presence of humans in decision-making. What we see is that it’s meant to make better, faster decisions, not to replace jobs,” he said.</span></p></blockquote>
<p><span dir="auto">In the panel </span><em><span dir="auto">&#8220;Adapt to Change: Increased Flexibility in Vehicle Logistics&#8221;</span></em><span dir="auto"> held within the framework of Automotive Logistics &amp; Supply Chain, Carlos Augusto Eudave, head of Logistics </span><a href="https://www.chirey.mx/"><span dir="auto">at Chirey Mexico,</span></a><span dir="auto"> explained that technology will be in the processes and only Artificial Intelligence will be integrated into the system.</span></p>
<blockquote><p><span dir="auto">“We use Artificial Intelligence in the process in China, and that is helping us to be faster in the face of fluctuations in production. We are looking at what the next steps are in synchronizing logistics processes,” he said.</span></p></blockquote>
<p><span dir="auto">He reiterated that the use of </span><strong><span dir="auto">this tool provides a solution;</span></strong><span dir="auto"> however, the final decision will be made by a human. He also commented that flexibility must consider the impact on quality and cost, and adapt processes as much as possible.</span></p>
<p><span dir="auto">Similarly, he mentioned that through </span><strong><span dir="auto">innovation they are aware of market trends</span></strong><span dir="auto"> in each of their distribution centers regarding models or colors, &#8220;we analyze and place the order with China and that is what we are going to sell in that region of the country, with this we are reducing costs.&#8221;</span></p>
<p><span dir="auto">Bernardo Múzquiz Pezino ( </span><em><span dir="auto">a member of the 21 T21 Young Leaders in 2020</span></em><span dir="auto"> ), Director of Logistics for Finished Vehicles </span><a href="https://www.gmc.com.mx/"><span dir="auto">at General Motors of Mexico</span></a><span dir="auto"> , highlighted that the country is one of the main exporters of vehicles, while the company is the third largest, so </span><strong><span dir="auto">&#8220;we have to be efficient in how we make decisions</span></strong><span dir="auto"> in our export strategy, otherwise we wouldn&#8217;t meet our monthly goals.&#8221;</span></p>
<blockquote><p><span dir="auto">“GM doesn’t want to adapt but to create change, and we invite our partners to work together towards innovation so that we can achieve this by next year,” he said.</span></p></blockquote>

<blockquote><p><span dir="auto">“We see a more stable industry, without regulations, and customers in the United States will continue to have more affordable options to buy, which is somewhat balancing the effect of uncertainty with gasoline and hybrid vehicles,” he explained.</span></p></blockquote>
<p><span dir="auto">He mentioned that in Canada </span><strong><span dir="auto">there are also repercussions from US policies</span></strong><span dir="auto"> , which have affected consumer confidence in that country.</span></p>
<p><span dir="auto">Furthermore, there is an uncertain outlook for zero-emission vehicles given what the United States is doing on this issue.</span></p>
<blockquote><p><span dir="auto">“As the United States contracts its supply and production of electric vehicles, it&#8217;s having implications for the Canadian industry. Incentives will no longer be available starting in January, impacting electrification efforts, which are being reduced or eliminated. Furthermore, automakers are realizing how difficult it will be to bring electric vehicles to this country and are changing their strategy to have a more diverse portfolio, but it&#8217;s uncertain,” he emphasized.</span></p></blockquote>
<p><span dir="auto">In that regard, he stated that despite the end of incentives in Canada, electrification will continue, but it will be more gradual and will shift towards gasoline-powered vehicles, hybrids, and plug-in hybrids.</span></p>
<p><span dir="auto">He pointed out that </span><strong><span dir="auto">in Mexico this alternative is progressing more slowly</span></strong><span dir="auto"> , and Chinese brands are pushing the change, but &#8220;that path to electrification will take time,&#8221; and there are few regulations for this segment and no incentives, only tax deductibility.</span></p>
<blockquote><p><span dir="auto">“We have seen in the industry how Chinese vehicles have disrupted the established pattern of a stable industry. In less than five years, we have seen more than 20 brands enter Mexico. Regarding consumer availability and the openness to buying a new vehicle, we see accessibility with low payment options,” he noted.</span></p></blockquote>
<p><span dir="auto">He recalled that during 2019 there was a </span><em><span dir="auto">market share</span></em><span dir="auto"> of Chinese brands of 0.8%, while during the pandemic, due to their availability, even more began to arrive so that by August of this year the share was </span><strong><span dir="auto">16.9%, surpassing other companies of the same origin</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“Without a regulatory framework and without incentives for electrification, Mexico will lag behind North America’s growth in electric vehicles; vehicle accessibility will be determined by the use of gasoline, and we project a 5% market share for the country in this segment by 2030, while Chinese vehicles will be the preferred option,” he explained.</span></p></blockquote>

<p><span dir="auto">Francisco Bravo Gómez, Senior Director of Supply Chain at </span><a href="https://www.audi.com.mx/"><span dir="auto">Audi Mexico,</span></a><span dir="auto"> commented that they are testing AI tools with an anticipatory and evaluative approach to foresee any disruptions in their logistics</span></p>
<p><span dir="auto">In the panel &#8221; </span><em><span dir="auto">Boosting Productivity: Creating High-Performance Logistics Networks</span></em><span dir="auto"> within the Automotive Logistics &amp; Supply Chain Framework,&#8221; he explained that with pre-established scenarios, one can react quickly to any disruption.</span></p>
<blockquote><p><span dir="auto">&#8220;This long-term risk management effort provides flexibility, and you learn and create an organization to manage, decide, and react when disruptions occur,&#8221; he said.</span></p></blockquote>
<p><span dir="auto">David D&#8217;Annunzio, Global Vice President, Vertical Leader – Automotive at </span><a href="https://www.dpworld.com/es/mexico"><span dir="auto">DP World</span></a><span dir="auto"> , explained that the use of technology and innovation allows for improved operations.</span></p>
<blockquote><p><span dir="auto">&#8220;We share best practices. When there are disruptions, you need immediate attention, which we didn&#8217;t have before, to make decisions to protect the supply chain,&#8221; he indicated.</span></p></blockquote>
<p><span dir="auto">Therefore, he commented that </span><strong><span dir="auto">sharing adequate information among customs, partners, government, ports,</span></strong><span dir="auto"> service providers, among others, are the most important challenges in the coming years</span></p>
<p><span dir="auto">Víctor Monroy, general manager for Mexico and Central America at </span><a href="https://www.msc.com/es"><span dir="auto">MSC</span></a><span dir="auto"> , mentioned that agility in decision-making is required, and recalled how the change in containers for vehicle transport benefited, where this modification resulted in </span><strong><span dir="auto">1.3 million cars being moved in 2024</span></strong><span dir="auto"> , thus increasing productivity and improving results in delivery to the end customer</span></p>

<p><span dir="auto">Regarding the third quarter, </span><strong><span dir="auto">GMXT indicated that total revenues were just over $871 million, 8.9% higher</span></strong><span dir="auto"> than in the same period last year and an EBITDA of $359 million, 8.1% year-on-year.</span></p>
<p><span dir="auto">Transported volumes were 4.1% higher in ton-kilometers and the number of cars moved totaled 499,605, barely a 0.2% growth.</span></p>

<p><span dir="auto">The growth in cargo is mainly due to </span><strong><span dir="auto">the Automotive, Agricultural and Intermodal segments;</span></strong><span dir="auto"> the first saw an increase as a result of additional volume on longer routes and an increase in production, the second due to imports that increased to compensate for the decrease in local harvests, while the last due to the cross-border volume that has steadily increased and the increase in volume in Florida.</span></p>
<p><span dir="auto">GMXT specified that the decreases occurred in segments such as Metals and Cement, which were affected by a market downturn and a slowdown in construction in the country.</span></p>

<p><strong><span dir="auto">The Mexican automotive sector is the backbone of Mexican manufacturing and exports</span></strong><span dir="auto"> , which is why its participation in the revision of the United States-Mexico-Canada Agreement (USMCA) is &#8220;essential&#8221; to </span><strong><span dir="auto">preserve regional competitiveness, said Elisa Crespo</span></strong><span dir="auto"> , executive president of the </span><a href="https://clautmetropolitano.mx/"><span dir="auto">Metropolitan Automotive Cluster (CLAUT)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">Crespo warned that failure to consider the industry&#8217;s proposals in the review of the trilateral trade agreement, scheduled for July 2026, could lead to strategic and structural risks, such as a loss of regional competitiveness, fragmentation of North American value chains, negative economic and labor impacts, and geopolitical uncertainty.</span></p>

<blockquote><p><span dir="auto">“Failure to address the automotive sector&#8217;s proposals in the USMCA review could compromise Mexico&#8217;s strategic position within the world&#8217;s most dynamic trading bloc. The industry requires a framework that combines certainty, competitiveness, and flexibility to address the sector&#8217;s technological and energy transformation. Therefore, incorporating its leadership into the negotiations is ideal and essential,” he said in an interview with T21.</span></p></blockquote>
<p><span dir="auto">The specialist indicated that CLAUT&#8217;s participation in the open dialogue on the USMCA will allow for a &#8220;snapshot of the concerns and vulnerability&#8221; in the sector, and said that the State of Mexico is highly productive for this industry, with the presence of key automakers such as </span><a href="https://www.gm.com.mx/es/home.html"><span dir="auto">General Motors</span></a><span dir="auto"> , </span><a href="https://www.ford.mx/"><span dir="auto">Ford</span></a><span dir="auto"> , </span><a href="https://www.stellantis.com/en"><span dir="auto">Stellantis</span></a><span dir="auto"> , and heavy vehicle manufacturers such as </span><a href="https://www.daimlertruck-financialservices.mx/Inicio"><span dir="auto">Daimler</span></a><span dir="auto"> and </span><a href="https://www.volvobuses.com/mx/"><span dir="auto">Volvo Buses</span></a><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The USMCA review represents a &#8220;great opportunity&#8221; to align efforts and </span><strong><span dir="auto">criteria that strengthen the productive and competitive integration of North America</span></strong><span dir="auto"> , he emphasized.</span></p></blockquote>
<p><span dir="auto">He added that </span><strong><span dir="auto">the proposals the cluster will present aim to anticipate opportunities and promptly address critical issues in the treaty</span></strong><span dir="auto"> . Among the main points to be addressed are tariffs, rules of origin, customs procedures, investment and labor conditions, as well as energy and development subsidies.</span></p>

<div class="ads-wrapper align-center ">Furthermore, the aim is to harmonize the different interests within the cluster and the production chain. A key issue is reconciling positions regarding concerns shared by Mexico and the United States, such as China&#8217;s role in industrial development, the trade deficit, and direct job creation.</div>

<p><span dir="auto">He also indicated that CLAUT collaborates closely with the country&#8217;s leading business organizations and welcomed the &#8220;open dialogue&#8221; it maintains with the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">The cluster plays an important role as an articulator, analyst, and technical and strategic interlocutor with companies, with the aim of </span><strong><span dir="auto">contributing to the construction of a common position as a country</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Elisa Crespo shared that the formal participation mechanism in the USMCA consultations consists of a consultation with companies, guided by specialists with experience in previous negotiations. The results will be presented in writing, although in-person dialogue with the authorities will be prioritized.</span></p>
<p><span dir="auto">Crespo called on industry leaders to assume their responsibility and actively participate in the process, and expressed his full confidence in the ability of Mexico&#8217;s representatives during the USMCA review to defend the agreement and this industry.</span></p>
<p><span dir="auto">It&#8217;s worth remembering that </span><strong><span dir="auto">the Mexican automotive industry has had its ups and downs so far this year</span></strong><span dir="auto"> . In September 2025 alone, both production and exports registered negative figures in their annual measurement.</span></p>
<p><span dir="auto">According to the  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (INEGI)</span></a><span dir="auto"> , </span><strong><span dir="auto">automobile manufacturing</span></strong><span dir="auto"> in Mexico totaled 355,525 units in the ninth month of the year, a 6.1% drop compared to the same period in 2024; while </span><strong><span dir="auto">exports of light vehicles</span></strong><span dir="auto"> manufactured in the country totaled 314,656 units, representing a 0.3% decline in annual growth.</span></p>

<p><strong><span dir="auto">Guanajuato</span></strong><span dir="auto"> reaffirms its position as one of the country&#8217;s most dynamic economies by strengthening its industrial ecosystem with a strategy focused on </span><strong><span dir="auto">diversification</span></strong><span dir="auto"> , </span><strong><span dir="auto">innovation</span></strong><span dir="auto"> , and </span><strong><span dir="auto">sustainability</span></strong><span dir="auto"> , according to Cristina Villaseñor Aguilar, head of the state&#8217;s </span><a href="https://sde.guanajuato.gob.mx/sdes/"><span dir="auto">Ministry of Economy .</span></a></p>
<p><span dir="auto">In an interview with T21, Villaseñor explained that the state currently ranks fifth nationally in economic performance and first among non-border states in terms of exports.</span></p>
<p><span dir="auto">In 2024, it recorded a </span><strong><span dir="auto">record automotive production output of more than 896,000 vehicles</span></strong><span dir="auto"> and an installed capacity exceeding one million units. This year, a new record high is expected, with production reaching between 900,000 and 920,000 units.</span></p>
<p><span dir="auto">In the </span><strong><span dir="auto">manufacturing</span></strong><span dir="auto"> sector , Guanajuato ranks </span><strong><span dir="auto">second nationwide</span></strong><span dir="auto"> , with a value of 1.2 trillion pesos. This result is due to a policy of economic certainty, stability, and adaptation to global changes, said Villaseñor.</span></p>
<p><span dir="auto">The goal of attracting foreign direct investment (FDI) for the six-year term amounts to eight billion dollars, of which 38% has already been realized in just one year, equivalent to three billion dollars, he explained.</span></p>
<blockquote><p><span dir="auto">&#8220;My economic strategy is complementary, sustainable, and responsible investment; it&#8217;s not just about attracting investment, but also attracting investment that contributes to the value chain,&#8221; the official stated.</span></p></blockquote>

<p><span dir="auto">These investments ( </span><strong><span dir="auto">which have generated more than </span></strong><strong><span dir="auto">8,400 jobs</span></strong><span dir="auto"> ) are distributed among municipalities in the industrial corridor and also in regions such as Guanajuato capital, San José Iturbide, Apaseo el Grande, Villagrán, San Miguel de Allende, Abasolo, Irapuato, León, Celaya, Silao and Romita, he commented.</span></p>
<p><span dir="auto">In addition, it seeks to attract diversified projects in sectors such as </span><strong><span dir="auto">plastics</span></strong><span dir="auto"> , </span><strong><span dir="auto">services</span></strong><span dir="auto"> , </span><strong><span dir="auto">technologies</span></strong><span dir="auto"> , </span><strong><span dir="auto">pharmaceuticals and cosmetics</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The official highlighted that the state has </span><strong><span dir="auto">12 consolidated productive sectors</span></strong><span dir="auto"> , including fashion (textile, leather goods, and footwear), chemicals, logistics and mobility, aerospace, ceramics, information technology, construction, mining, and medical devices. Japan, the United States, Germany, Italy, France, England, Canada, Spain, Austria, Korea, Switzerland, and Mexico remain the main trading partners.</span></p>
<blockquote><p><span dir="auto">“In Guanajuato, we&#8217;re not just an automotive and agri-food industry. We have 12 outstanding sectors: fashion, chemicals, logistics, aerospace, ceramics, information technology, construction, mining, and medical devices,” Villaseñor added.</span></p></blockquote>
<p><span dir="auto">By </span><strong><span dir="auto">2026 and 2027</span></strong><span dir="auto"> , the state agency plans to complete </span><strong><span dir="auto">25 additional projects</span></strong><span dir="auto"> with a potential investment exceeding </span><strong><span dir="auto">US$1.5 billion</span></strong><span dir="auto"> , which would allow it to reach half of the six-year goal. Among the newly interested countries are Argentina, India, Taiwan, and Germany.</span></p>
<p><strong><span dir="auto">The state has also demonstrated resilience in the face of economic crises and global geopolitical shifts</span></strong><span dir="auto"> . </span><strong><span dir="auto">The automotive industry represents 20% of the state&#8217;s Gross Domestic Product (GDP)</span></strong><span dir="auto"> , generates more than 213,000 direct and indirect jobs, and accounts for 72% of exports, equivalent to $26 billion in 2024.</span></p>
<p><span dir="auto">The </span><strong><span dir="auto">Guanajuato Automotive Cluster</span></strong><span dir="auto"> —considered the most important in Latin America—brings together more than 700 Tier 1, 2, and 3 companies, distributed across 23 municipalities and supported by 7,600 economic units linked to the productive ecosystem, Villaseñor explained.</span></p>
<p><span dir="auto">From 1992 to 2025, Guanajuato has accumulated more than $25.5 billion in FDI, with a significant presence in sectors such as metalworking, plastics, rubber, glass, chemicals, electrical, specialized leather, textiles, logistics, and transportation.</span></p>
<p><span dir="auto">The city was recently designated as </span><strong><span dir="auto">a Wellness Hub for the Bajío Logistics Gateway</span></strong><span dir="auto"> , which will strengthen its role as an industrial hub and hub for land, air, and rail mobility.</span></p>
<p><span dir="auto">According to </span><strong><span dir="auto">Cristina Villaseñor</span></strong><span dir="auto"> , the state government is also promoting training and strengthening programs for local suppliers to consolidate the value chain, &#8220;generating ecosystems of prosperity that build peace.&#8221;</span></p>

<p><span dir="auto">The State of Mexico has established itself as one of the country&#8217;s and the region&#8217;s leading economic and industrial powers, with a decisive role in transportation equipment, becoming a hub for integration with international value chains.</span></p>
<p><span dir="auto">In context, the state was positioned as the </span><strong><span dir="auto">second economy in the country</span></strong><span dir="auto"> , contributing </span><strong><span dir="auto">9% of the national gross domestic product (GDP)</span></strong><span dir="auto"> in 2023, only behind Mexico City (15.3%), in addition, globally it occupies </span><strong><span dir="auto">place 59,</span></strong><span dir="auto"> with an estimated value of 162 thousand 718 million dollars (mdd), according to economic indicators of the Government of the State of Mexico, published by the </span><a href="https://desarrolloeconomico.edomex.gob.mx/indicadores_economicos"><span dir="auto">Ministry of Economic Development (Sedeco)</span></a><span dir="auto"> on its official website.</span></p>
<p><span dir="auto">Its productive structure is marked by the predominance of the </span><strong><span dir="auto">tertiary sector</span></strong><span dir="auto"> , which represents </span><strong><span dir="auto">66.8% of the state&#8217;s GDP</span></strong><span dir="auto"> , although it is in the </span><strong><span dir="auto">manufacturing industry</span></strong><span dir="auto"> where it concentrates its greatest dynamism.</span></p>
<h3><strong><span dir="auto">Labor market and productive dynamism</span></strong></h3>
<p><span dir="auto">The Mexican labor market exceeds </span><strong><span dir="auto">8.4 million people</span></strong><span dir="auto"> , of which </span><strong><span dir="auto">1.9 million are formally employed by the </span></strong><a href="https://www.imss.gob.mx/"><span dir="auto">Mexican Social Security Institute (IMSS)</span></a><span dir="auto"> , equivalent to 8.8% of the national total.</span></p>
<p><span dir="auto">Between August 2024 and August 2025 alone, </span><strong><span dir="auto">102,249 new formal jobs</span></strong><span dir="auto"> were created , the highest number in the country, according to the most recent data. Edomex is home to more than </span><strong><span dir="auto">2,800 companies</span></strong><span dir="auto"> in strategic sectors such as automotive, chemicals, plastics, and food.</span></p>
<p><span dir="auto">Furthermore, the State concentrates more than </span><strong><span dir="auto">817 thousand economic units</span></strong><span dir="auto"> , of which </span><strong><span dir="auto">99.7% are micro, small and medium-sized enterprises (MSMEs)</span></strong><span dir="auto"> , confirming its role as a breeding ground for businesses and an essential link in supply chains.</span></p>

<h3><strong><span dir="auto">Foreign investment and trade</span></strong></h3>
<p><span dir="auto">In terms of investment, the State of Mexico ranked second nationwide in attracting </span><strong><em><span dir="auto">Foreign Direct Investment (FDI)</span></em></strong><span dir="auto"> between 2023 and 2025, with an inflow of </span><strong><span dir="auto">$5.343 billion</span></strong><span dir="auto"> , equivalent to 7.2% of the national total. More than half of this investment went to the </span><strong><span dir="auto">manufacturing industry</span></strong><span dir="auto"> , with the United States being the main source of capital.</span></p>
<p><span dir="auto">In recent years, the State of Mexico has maintained a steady flow of </span><strong><span dir="auto">FDI</span></strong><span dir="auto"> . In 2023 alone, it attracted just over $1.9 billion, a figure that increased to more than $2.6 billion in 2024.</span></p>
<p><span dir="auto">During the first half of 2025, the state has already accumulated more than $2.2 billion, consolidating its position as one of the main destinations for foreign capital in the country. <h3><strong><span dir="auto">The Metropolitan Automotive Cluster: anchor of development</span></strong></h3>
<p><span dir="auto">With a presence in </span><strong><span dir="auto">125 municipalities</span></strong><span dir="auto"> and its epicenter in </span><strong><span dir="auto">Tlalnepantla, Cuautitlán Izcalli, Toluca, Tultitlán, and Ecatepec</span></strong><span dir="auto"> , the </span><strong><a href="https://clautmetropolitano.mx/"><span dir="auto">Metropolitan Automotive Cluster (CLAUT)</span></a></strong><span dir="auto"> has a workforce of </span><strong><span dir="auto">7.8 million people</span></strong><span dir="auto"> and an export value of more than </span><strong><span dir="auto">$5.908 billion.</span></strong></p>
<p><span dir="auto">According to </span><strong><span dir="auto">Elisa Crespo</span></strong><span dir="auto"> , executive president of CLAUT, the challenges for the region lie in the </span><strong><span dir="auto">logistics and security</span></strong><span dir="auto"> of transporting goods, as well as the </span><strong><span dir="auto">reconfiguration of supply chains</span></strong><span dir="auto"> in the face of tariffs and the replacement of parts from Asia.</span></p>
<blockquote><p><span dir="auto">&#8220;Companies are redirecting their strategies to continue investing in Mexico and replacing components from the country, mainly from China,&#8221; he noted.</span></p></blockquote>
<p><span dir="auto">He highlighted the process of </span><strong><span dir="auto">modernization in new production lines</span></strong><span dir="auto"> , focused on </span><strong><span dir="auto">more efficient electric, hybrid, and internal combustion vehicles</span></strong><span dir="auto"> , which requires innovation and cost reduction to maintain competitiveness.</span></p>

<p><span dir="auto">With </span><strong><span dir="auto">seven billion 520 million dollars (mdd) worth of merchandise exported in the first quarter of 2025</span></strong><span dir="auto"> , Guanajuato ranks </span><strong><span dir="auto">seventh nationwide</span></strong><span dir="auto"> , with a </span><strong><span dir="auto">5.63% share of total national shipments abroad.</span></strong><span dir="auto"> Its historical engine, the </span><strong><span dir="auto">manufacturing of transportation equipment</span></strong><span dir="auto"> , contributed </span><strong><span dir="auto">five billion </span></strong><strong><span dir="auto">094 million dollars</span></strong><span dir="auto"> , although with a contraction of </span><strong><span dir="auto">-20.6%</span></strong><span dir="auto"> compared to the same period of the previous year, according to figures from the  </span><a href="https://cofoce.guanajuato.gob.mx/"><span dir="auto">Coordinator for the Promotion of Foreign Trade (Cofoce)</span></a><span dir="auto"> .</span></p>

<p><span dir="auto">Guanajuato&#8217;s exports are largely concentrated in industry, which in the first quarter of 2025 accounted for </span><strong data-start="223" data-end="242"><span dir="auto">89.2% of the total</span></strong><span dir="auto"> , with a value of </span><strong><span dir="auto">$8.299 billion</span></strong><span dir="auto"> , albeit a </span><strong data-start="299" data-end="308"><span dir="auto">-7.7%</span></strong><span dir="auto"> drop compared to the previous year. In contrast, </span><strong><span dir="auto">agrifood products grew 5%</span></strong><span dir="auto"> , reaching </span><strong data-start="396" data-end="407"><span dir="auto">$697 million</span></strong><span dir="auto"> and accounting for </span><strong data-start="422" data-end="430"><span dir="auto">7.5%</span></strong><span dir="auto"> , confirming the diversification of the export market.</span></p>
<p><span dir="auto">Sectors such as </span><strong data-start="507" data-end="522"><span dir="auto">fashion (2.6%)</span></strong><span dir="auto"> , </span><strong data-start="524" data-end="547"><span dir="auto">construction (0.4%)</span></strong><span dir="auto"> and </span><strong data-start="550" data-end="581"><span dir="auto">decoration and furniture (0.3%)</span></strong><span dir="auto"> maintain smaller shares, but showed positive variations, especially construction with an advance of </span><strong data-start="708" data-end="717"><span dir="auto">16.2 percent.</span></strong></p>

<p><span dir="auto">On the other hand, the </span><strong><span dir="auto">plastic and rubber industry</span></strong><span dir="auto"> fell </span><strong><span dir="auto">-28.7%</span></strong><span dir="auto"> , with </span><strong><span dir="auto">392 million dollars</span></strong><span dir="auto"> , while the </span><strong><span dir="auto">manufacturing of textile inputs</span></strong><span dir="auto"> registered </span><strong><span dir="auto">16.6 million dollars</span></strong><span dir="auto"> , with a decrease of </span><strong><span dir="auto">-13.5%</span></strong><span dir="auto"> , although it maintains </span><strong><span dir="auto">7.66% of the national total</span></strong><span dir="auto"> .</span></p>

<p><span dir="auto">In the case of food, </span><strong><span dir="auto">Guanajuato appears to be a direct competitor to states like Nuevo León and Veracruz</span></strong><span dir="auto"> , consolidating the agroindustry as a sector with room for growth.</span></p>
<p><span dir="auto">Faced with this scenario, the state government is seeking to expand its horizons with the </span><strong data-start="4554" data-end="4613"><span dir="auto">Bajío Logistics Gateway Economic Development Hub</span></strong><span dir="auto"> , located south of Celaya.</span></p>
<p><span dir="auto">With an area of </span><strong data-start="4663" data-end="4679"><span dir="auto">​​52 hectares</span></strong><span dir="auto"> and a public-private investment of </span><strong><span dir="auto">two thousand 500 million pesos</span></strong><span dir="auto"> , the project plans to generate </span><strong><span dir="auto">three thousand direct and indirect jobs</span></strong><span dir="auto"> , in addition to attracting capital to key sectors such as </span><strong data-start="4876" data-end="4937"><span dir="auto">automotive, agro-industrial, </span><em><span dir="auto">retail</span></em><span dir="auto"> , plastics and logistics</span></strong><span dir="auto"> , explained Claudia Cristina Villaseñor Aguilar, Secretary of Economy of Guanajuato.</span></p>
<p data-start="5029" data-end="5484"><span dir="auto">The official highlighted that the infrastructure makes this hub a strategic node: rail access with </span><strong data-start="5144" data-end="5163"><a href="https://ferromex.mx/"><span dir="auto">Ferromex</span></a><span dir="auto"> and </span><a href="https://www.cpkcr.com/en"><span dir="auto">CPKC</span></a></strong><span dir="auto"> , highways </span><strong data-start="5176" data-end="5187"><span dir="auto">45 and 57</span></strong><span dir="auto"> that connect with the ports of </span><strong data-start="5220" data-end="5262"><span dir="auto">Lázaro Cárdenas, Manzanillo and Altamira</span></strong><span dir="auto"> , as well as with the borders of </span><strong data-start="5294" data-end="5326"><span dir="auto">Nuevo Laredo and Ciudad Juárez</span></strong><span dir="auto"> .</span></p>
<p data-start="5029" data-end="5484"><span dir="auto">Added to this is the proximity to the international airports of </span><strong data-start="5394" data-end="5415"><span dir="auto">Querétaro (81 km)</span></strong><span dir="auto"> and </span><strong data-start="5418" data-end="5436"><span dir="auto">Silao (101 km)</span></strong><span dir="auto"> , reinforcing the multimodal vocation of the Bajío, Villaseñor told T21.</span></p>
<p data-start="5486" data-end="5848"><span dir="auto">Within the framework of the United States-Mexico-Canada Agreement (USMCA), the Bajío Logistics Gateway will be integrated into North American corridors, adopting international standards and technologies to streamline the supply chain.</span></p>
<p data-start="5486" data-end="5848"><span dir="auto">The goal is to &#8220;guarantee competitiveness, attract investment, and consolidate Guanajuato as a strategic hub for regional trade,&#8221; Villaseñor said.</span></p>
<p data-start="5850" data-end="6208"><span dir="auto">The development will be carried out under criteria of </span><strong data-start="5890" data-end="5930"><span dir="auto">sustainability and orderly planning</span></strong><span dir="auto"> , aligned with environmental regulations and inter-institutional coordination.</span></p>

<p data-start="206" data-end="594"><span dir="auto">Dependence on the automotive sector requires accelerating the consolidation of new sectors such as agrifood and textiles, while ensuring a competitive environment compared to other exporting countries.</span></p>
<p data-start="596" data-end="972"><strong data-start="600" data-end="633"><span dir="auto">Economic development hubs</span></strong><span dir="auto"> , such as the Bajío Logistics Gateway, are a long-term commitment to balancing the state&#8217;s productive balance.</span></p>
<p data-start="596" data-end="972"><span dir="auto">Its success will depend not only on attracting investment, but also on its ability to retain it based on criteria of sustainability, innovation, and business confidence in an increasingly uncertain global environment.</span></p>
<p data-start="596" data-end="972"><span dir="auto">In addition, Guanajuato&#8217;s export map maintains </span><strong data-start="128" data-end="168"><span dir="auto">North America as its natural destination</span></strong><span dir="auto"> , concentrating </span><strong data-start="186" data-end="209"><span dir="auto">94.4% of shipments</span></strong><span dir="auto"> in the first quarter of 2025. The United States absorbed </span><strong data-start="269" data-end="276"><span dir="auto">84%</span></strong><span dir="auto"> of sales with </span><strong><span dir="auto">seven thousand 815 million dollars</span></strong><span dir="auto"> , although with a fall of </span><strong data-start="334" data-end="343"><span dir="auto">-9.3%</span></strong><span dir="auto"> , while Canada showed an upturn of </span><strong data-start="386" data-end="395"><span dir="auto">38.9%</span></strong><span dir="auto"> , adding </span><strong data-start="406" data-end="417"><span dir="auto">975 million dollars</span></strong><span dir="auto"> and consolidating itself as the second trading partner.</span></p>
