<p data-start="406" data-end="728"><span dir="auto">In light of the review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement </span></strong><strong><span dir="auto">(USMCA)</span></strong><span dir="auto"> , the </span><a href="http://anapsa.org/"><span dir="auto">National Agency of Automotive Sector Suppliers (Anapsa)</span></a><span dir="auto"> raised the need for Mexico to promote the </span><strong><span dir="auto">signing of &#8220;parallel letters&#8221;</span></strong><span dir="auto"> that would protect heavy and light vehicles and auto parts from possible </span><strong><span dir="auto">tariff measures</span></strong><span dir="auto"> by the United States.</span></p>
<p data-start="730" data-end="965"><span dir="auto">Alberto Bustamante, president of Anapsa, explained that the </span><strong><span dir="auto">automotive industry</span></strong><span dir="auto"> is once again at the center of North American trade discussions due to its importance in the trade between Mexico and the United States.</span></p>
<p data-start="967" data-end="1263"><span dir="auto">The executive noted that the sector represents approximately 5% of the national Gross Domestic Product (GDP) and 24% of the manufacturing GDP, so any </span><strong><span dir="auto">modification to trade rules</span></strong><span dir="auto"> would have significant repercussions for the Mexican economy.</span></p>

<p data-start="1411" data-end="1712"><strong><span dir="auto">Although Anapsa has already presented the proposal to the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> , Bustamante indicated that so far they have not received a response regarding the possibility of incorporating parallel letters</span></strong><span dir="auto"> or a similar scheme that would help protect the industry from potential tariff measures by the United States.</span></p>
<p data-start="1954" data-end="2265"><span dir="auto">He also warned that one of the proposals currently under discussion includes raising the </span><strong><span dir="auto">&#8220;regional content value of vehicles</span></strong><span dir="auto"> ,&#8221; as well as incorporating a requirement that 50% of said content must come from the United States.</span></p>
<p data-start="1954" data-end="2265"><span dir="auto">Bustamante explained that the </span><strong><span dir="auto">regional content value</span></strong><span dir="auto"> corresponds to the percentage of components, materials and manufacturing processes that a vehicle incorporates from North America to access the tariff benefits of the USMCA.</span></p>
<p data-start="1954" data-end="2265"><span dir="auto">Currently the requirement is 75%, but the proposal would raise that percentage to 85% and add a specific minimum share of content produced in the United States.</span></p>

<p data-start="2267" data-end="2419"><span dir="auto">“There is an increase in the value of regional content, which now includes US content that is not currently available,” he commented.</span></p>
</blockquote>
<p data-start="2421" data-end="2764"><span dir="auto">The representative of Anapsa indicated that the organization stated that it is a priority to avoid establishing mandatory percentages of national content for any of the three member countries of the trade agreement, considering that this could alter the productive integration that currently exists in the region.</span></p>
<p data-start="2766" data-end="3053"><span dir="auto">He argued that the review of the </span><strong><span dir="auto">USMCA</span></strong><span dir="auto"> is taking place in a different context than originally planned and that, in practice, it has evolved into a renegotiation driven by the trade policies of the administration of Donald Trump, President of the United States.</span></p>
<p data-start="3055" data-end="3375"><span dir="auto">According to the business leader, the outcome of the negotiations will be decisive for an industry that currently produces around 4.2 million light vehicles per year in Mexico and whose auto parts chain exceeds 120 billion dollars in annual production.</span></p>

<p data-start="2780" data-end="3109"><span dir="auto">During a discussion organized by </span><a href="https://mundi.io/"><span dir="auto">Mundi</span></a><span dir="auto"> (a fintech company specializing in financing and working capital solutions for exporting and importing companies in Mexico), representatives from the </span><strong><span dir="auto">manufacturing</span></strong><span dir="auto"> , </span><strong><span dir="auto">financial, and export</span></strong><span dir="auto"> industries agreed that manufacturing will continue to play a key role in the Mexican economy, particularly due to its contribution to exports and productive integration with North America.</span></p>

<p data-start="3111" data-end="3394"><span dir="auto">Paulina Anciola, deputy director of Economic Studies at </span><a href="https://www.banamex.com/"><span dir="auto">Banamex</span></a><span dir="auto"> , pointed out that exports were the main factor that prevented a deeper </span><strong><span dir="auto">economic downturn last year and considered that manufacturing will continue to be a relevant element for the country&#8217;s economic performance.</span></strong></p>

<p data-start="3396" data-end="3577"><span dir="auto">“The manufacturing sector will be key to growth, especially considering that exports are what&#8217;s saving us from GDP declines,” he said.</span></p>
</blockquote>
<p data-start="3579" data-end="3886"><span dir="auto">The specialist explained that, despite the contraction observed in some indicators during the first quarter of 2026, </span><strong><span dir="auto">Banamex maintains an economic growth expectation of 1.3%</span></strong><span dir="auto"> for this year, supported by a gradual recovery of productive and export activity.</span></p>
<p data-start="3888" data-end="4271"><span dir="auto">From the perspective of the automotive industry, Alberto Bustamante, president of the </span><a href="https://anapsa.org/"><span dir="auto">National Agency of Suppliers of the Automotive Sector (ANAPSA)</span></a><span dir="auto"> , highlighted that the </span><strong><span dir="auto">automotive sector</span></strong><span dir="auto"> represents the second most important pillar of the Mexican economy, contributing about 5% of the national Gross Domestic Product (GDP) and 24% of the manufacturing GDP.</span></p>
<p data-start="4273" data-end="4477"><span dir="auto">He added that strengthening </span><strong><span dir="auto">regional supply chains</span></strong><span dir="auto"> and increasing domestic content will be key factors in maintaining Mexico&#8217;s competitiveness against other markets.</span></p>
<p data-start="4479" data-end="4867"><span dir="auto">For his part, Israel Morales, national director of the Mexico-United States Relations and International Affairs Committee of the </span><a href="https://index.org.mx/"><span dir="auto">National Council of the Export Manufacturing Industry (Index)</span></a><span dir="auto"> , described export </span><strong><span dir="auto">manufacturing</span></strong><span dir="auto"> as a success story that has demonstrated the ability to adapt to economic crises, changes in global supply chains and periods of trade uncertainty.</span></p>
<p data-start="4869" data-end="5176"><span dir="auto">He considered that </span><strong><span dir="auto">regional integration will continue to be one of Mexico&#8217;s main assets</span></strong><span dir="auto"> , although he warned that it will be necessary to strengthen productivity, talent development and the participation of the private sector in the construction of industrial policies.</span></p>
<p data-start="5178" data-end="5469"><span dir="auto">Similarly, Flor González, general director of the </span><a href="https://anafapyt.com/"><span dir="auto">National Association of Paint and Ink Manufacturers (ANAFAPYT)</span></a><span dir="auto"> , maintained that </span><strong><span dir="auto">the country&#8217;s economic future will depend on strengthening national manufacturing</span></strong><span dir="auto"> , technological innovation, and the training of specialized talent.</span></p>

<p data-start="5471" data-end="5663"><span dir="auto">“The future of the Mexican economy will not be built solely with more trade; it will be built with manufacturing and Mexican talent,” he said.</span></p>

<p data-start="5665" data-end="6008"><span dir="auto">Participants agreed that manufacturing growth will require greater coordination between government and private sector to improve infrastructure, facilitate investment, strengthen domestic supply chains, and enhance the competitiveness of production chains established in Mexico.</span></p>
<p data-start="5665" data-end="6008"><span dir="auto">The importance of manufacturing is also reflected in employment. According to ANAPSA, the automotive sector generates more than </span><strong><span dir="auto">1.2 million direct jobs and nearly five million indirect jobs</span></strong><span dir="auto"> , in addition to impacting 252 economic sectors related to the country&#8217;s productive activity.</span></p>

<p class="p1"><span class="s1"><span dir="auto">During the conference </span></span><strong><span class="s3"><span dir="auto">&#8220;State of the Mexican Automotive Sector: USMCA, Tariffs and Statistics&#8221;</span></span></strong><span class="s1"><span dir="auto"> , </span></span><span class="s2"><span dir="auto">Alberto Bustamante </span></span><span class="s1"><span dir="auto">, president of the </span><a href="https://anapsa.org/"><span dir="auto">National Agency of Suppliers of the Automotive Sector (Anapsa)</span></a><span dir="auto"> , outlined a scenario in which US tariff pressure, the tightening of trade rules and, at the same time, a window of opportunity to consolidate Mexico as a global power converge.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">The starting point was that </span><strong><span dir="auto">Mexico is no longer a secondary player</span></strong><span dir="auto"> . With exports to more than 100 countries and a production of around 4.2 million vehicles per year, the country has consolidated its position as the second largest manufacturer in North America, surpassing Canada, whose market share has been steadily declining.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">For Bustamante, this change is not a coincidence, but the direct result of trade integration since 1994.</span></span></p>

<p class="p1"><span class="s1"><span dir="auto">“The only winner has been Mexico,” he stated.</span></span></p>
</blockquote>
<p class="p1"><span class="s1"><span dir="auto">However, the sector&#8217;s importance is not limited to production volume. The automotive industry accounts for approximately </span><strong><span dir="auto">22% of the country&#8217;s manufacturing employment</span></strong><span dir="auto"> and has built a supply network that provides over 900,000 direct jobs in auto parts.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">This ecosystem not only supports the assembly plants, but also multiplies the economic impact, so that for every job in an assembly plant, multiple positions are generated in the supply chain.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">The true weight of the sector is reflected in its trade balance. With a </span><strong><span dir="auto">surplus of nearly $108 billion</span></strong><span dir="auto"> , the automotive industry surpasses, even combined, industries such as remittances, tourism, and oil.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">This strength is largely explained by </span><strong><span dir="auto">Mexico&#8217;s strategic role</span></strong><span dir="auto"> as a supplier of auto parts to the United States. Today, </span><strong><span dir="auto">43% of U.S. imports in this sector come from Mexico</span></strong><span dir="auto"> , an advantage that places the country well ahead of other partners like Canada.</span></span></p>

<p class="p1"><span class="s1"><span dir="auto">This interdependence has generated a stark reality: no internal combustion engine vehicle in the United States can be manufactured without Mexican components.</span></span></p>

<h4 class="p1"><strong><span class="s1"><span dir="auto">Heading towards the USMCA review</span></span></strong></h4>
<p class="p1"><span class="s1"><span dir="auto">Ahead of the trade agreement review, the United States is seeking to tighten the rules of the game. The proposal includes </span><strong><span dir="auto">raising </span></strong><strong><span dir="auto">the regional content requirement for vehicles from 75% to 85%</span></strong><span dir="auto"> , requiring that at least half of the components come directly from U.S. territory, and strengthening labor provisions.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">This is in addition to a broader strategy aimed at reducing dependence on Asia, particularly China.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Meanwhile, the tariff environment has become more aggressive. Although the USMCA allows for exports with preferential rates, various measures implemented by Washington have resulted in tariffs of up to 25% for certain vehicles and components, especially those with high steel, aluminum, or copper content.</span></span></p>

<p class="p1"><span class="s1"><span dir="auto">However, the industry has expressed concerns when these measures affect essential raw materials for manufacturing, such as plastic, which could increase the cost of local production.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In this context, the upcoming review of the USMCA, which will formally begin in July, is shaping up to be a turning point. Anapsa is calling for ensuring conditions of certainty and protecting the sector from unilateral measures.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Among the proposals, the signing of parallel agreements to </span><strong><span dir="auto">protect the automotive industry</span></strong><span dir="auto"> from new tariffs stands out, as well as the strengthening of the rule of law and security, factors that directly affect competitiveness.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">Despite the adverse environment, the diagnosis is not pessimistic; on the contrary, Bustamante anticipated that Mexico is heading towards a new stage of expansion.</span></span></p>
<p class="p1"><span class="s1"><span dir="auto">In the coming years, </span><strong><span dir="auto">the country could position itself as the world&#8217;s fourth largest producer of light vehicles</span></strong><span dir="auto"> and the third largest in auto parts, driven by greater regional integration and new investments, many of which, he assured, are already taking place, although with less public visibility.</span></span></p>

The capital will be used to strengthen advanced manufacturing operations within the state and is expected to create 300 new direct jobs in the region.</span></p>

This investment not only expands our production capacity, but also strengthens our position to support our customers in their transition to more digital, sustainable, and resilient industries,” emphasized Alejandro Preinfalk, CEO of Siemens Mexico, Central America, and the Caribbean.</span></p></blockquote>

<p><span dir="auto">Siemens&#8217; operations in the state are focused on manufacturing technological solutions for industrial electrification. </span><strong><span dir="auto">Its main activities include the production of panels and control systems for low- and medium-voltage applications</span></strong><span dir="auto"> , components that supply the demand of industrial sectors such as automotive and food and beverage.</span></p>
<p><strong><span dir="auto">Siemens Group reported global revenues of €78.9 billion</span></strong><span dir="auto"> for fiscal year 2025, which ended September 30 of last year, and net profit of €10.4 billion for the same period. <p><span dir="auto">Mexico&#8217;s export sector is experiencing financial relief after the </span><a href="https://www.supremecourt.gov/"><span dir="auto">U.S. Supreme Court</span></a><span dir="auto"> declared unconstitutional the tariffs imposed in 2025 by President Donald Trump under the </span><strong><span dir="auto">International Emergency Economic Powers Act (IEEPA)</span></strong><span dir="auto"> . The Court&#8217;s decision, issued on February 20, represents </span><strong><span dir="auto">a respite for supply chains</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">In an interview with T21, Arturo Gómez Marín, senior manager of Customs and Foreign Trade at </span><a href="https://cgaconsultoria.com/"><span dir="auto">CGA Customs Consulting</span></a><span dir="auto"> , explained that </span><strong><span dir="auto">the IEEPA tariffs severely impacted the cash flow and logistics planning of key industries such as automotive, steel and aluminum</span></strong><span dir="auto"> for more than a year.</span></p>
<p><span dir="auto">The specialist explained that the prior uncertainty generated operating cost overruns of between 25% and 35%, as well as a halt in the flow of goods at the northern border, which </span><strong><span dir="auto">affected profit margins</span></strong><span dir="auto"> . He indicated that the return, a consequence of the ruling, is a good opportunity to improve workflow.</span></p>

<blockquote><p><span dir="auto">“In Mexico, it’s very common to have tariff recovery processes, I would say even more so than in the United States. Some say: whatever is lost is already a gain. Excuse the expression, but </span><strong><span dir="auto">there are companies that were depleted of capital by these tariffs</span></strong><span dir="auto"> , so the opportunity to recover them is a source of work,” he emphasized.</span></p></blockquote>
<p><span dir="auto">To manage the returns, Gómez Marín explained that the </span><a href="https://www.cbp.gov/"><span dir="auto">United States Customs and Border Protection (CBP)</span></a><span dir="auto"> will implement an automated </span><em><span dir="auto">web</span></em><span dir="auto"> portal for importers and customs brokers.</span></p>
<p><span dir="auto">He estimated that </span><strong><span dir="auto">the amount in dispute totals 166 billion dollars (USD)</span></strong><span dir="auto"> , corresponding to payments actually made during the period of validity of the IEEPA tariffs, that is, from February 1, 2025 to February 20, 2026.</span></p>

<p><span dir="auto">He noted that the validation process will be rigorous, so he believes that </span><strong><span dir="auto">companies requesting a refund must accurately demonstrate the origin of their goods</span></strong><span dir="auto"> and the integrity of their manufacturing records.</span></p>
<blockquote><p><span dir="auto">“Their files must be thoroughly reviewed, they must be very sure of the origin of the raw materials, and I would even say packaging, packing, labor, energy and all associated costs, so that they are very sure that they will be able to recover the tariff,” he warned.</span></p></blockquote>
<p><span dir="auto">He indicated that the success of the claims will depend on whether the tariffs have been paid and whether </span><strong><span dir="auto">they are under suspension or temporary regimes</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“CBP estimates approximately 300,000 simultaneous applications because that’s a lot. We have to consider that it’s roughly a year of operation, and we also have to remember that the United States is one of Mexico’s main trading partners,” he added.</span></p></blockquote>
<p><span dir="auto">In this process of tariff refunds, Gómez Marín recommended that companies seek external technical and legal advice to correctly integrate the required documentation given the complexity of the procedure.</span></p>
<p><span dir="auto">It is worth remembering that on February 20, the United States Supreme Court ruled, with six votes in favor and three against, that the tariffs imposed through IEEPA were unconstitutional, considering that Trump exceeded his powers.</span></p>
<p><span dir="auto">According to the U.S. Constitution, </span><strong><span dir="auto">the power to regulate foreign trade belongs to Congress</span></strong><span dir="auto"> , so the Executive branch can only exercise powers in this matter to the extent that they have been delegated to it by legislation.</span></p>

<p><span dir="auto">The </span><a href="https://comce.org.mx/"><span dir="auto">Mexican Business Council for Foreign Trade, Investment and Technology (Comce)</span></a><span dir="auto"> indicated that Mexico&#8217;s exports reached a historic performance in 2025, </span><strong><span dir="auto">registering a record of 664 billion 837 million dollars (USD), representing an increase of 7.6% compared to the accumulated total for 2024</span></strong><span dir="auto"> , according to figures from the </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto"> . Therefore, it suggested that this strength could translate into opportunities to boost greater domestic economic growth.</span></p>
<blockquote><p><span dir="auto">“Mexico is an exporting powerhouse that holds leading roles globally and is the United States’ main trading partner. It exports more than $1.26 million per minute. Furthermore, the country ranks among the world’s most open economies, with foreign trade now equivalent to 75% of its Gross Domestic Product (GDP), reflecting a high level of integration into global value chains,” highlighted Sergio Contreras, executive president of COMCE.</span></p></blockquote>
<p><span dir="auto">The organization specified that, despite the performance of the external sector, </span><strong><span dir="auto">GDP growth in 2025 was only 0.39%, reflecting a gap between export volume and its impact on the domestic economy</span></strong><span dir="auto"> . In response, Contreras proposed strengthening domestic content and production chains to generate greater added value in exports.</span></p>
<p><span dir="auto">According to figures from INEGI, </span><strong><span dir="auto">over 90% of Mexican exports are manufactured goods, totaling US$608.818 billion, primarily in the automotive and electronics sectors</span></strong><span dir="auto"> . However, a significant portion of the inputs are imported, which limits the multiplier effect of foreign trade on domestic growth.</span></p>
<p><span dir="auto">Comce noted that sectors such as automotive, aerospace, medical devices, advanced electronics and specialized machinery offer opportunities to increase national content and expand regional productive integration, with the goal of </span><strong><span dir="auto">turning export leadership into an engine of sustained growth</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Contreras concluded that  </span><strong><span dir="auto">strengthening the correlation between exports and economic growth will allow</span></strong><span dir="auto">  Mexico to translate its commercial strength into long-term well-being and development.</span></p>
<p><span dir="auto">In the context of the review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , scheduled for this year, the Comce called for coordinated efforts between authorities and the private sector to evolve towards a more integrated and competitive production model.</span></p>

<p class="p1"><span class="s2"><span dir="auto">The meeting, held within the framework of the </span></span><span class="s1"><span dir="auto">XXXI Mexican Foreign Trade Congress </span></span><span class="s2"><span dir="auto">, organized by the  </span><a href="https://www.comce.org.mx/"><span dir="auto">Mexican Business Council for Foreign Trade, Investment and Technology (Comce Nacional)</span></a><span dir="auto"> ,</span></span><span dir="auto"> put on the table the issues that will mark the Mexican trade agenda towards 2026: </span><strong><span dir="auto">subnational diplomacy, tariff policy, regional competitiveness, talent and technological transition</span></strong><span dir="auto"> .</span></p>
<h4 class="p1"><strong><span class="s1"><span dir="auto">States, key in the USMCA review</span></span></strong></h4>
<p class="p1"><span class="s2"><span dir="auto">Marco Antonio Del Prete Tercero, head of the  </span><a href="https://www.queretaro.gob.mx/web/sedesu/sedesu"><span dir="auto">Secretariat of Sustainable Development of Querétaro</span></a><span dir="auto"> , stressed that state governments play a strategic role in strengthening production chains and economic diplomacy.</span></span></p>
<blockquote>
<p class="p1"><span class="s2"><span dir="auto">“We are promoting regional integration in eight areas of the country, the development of suppliers, and the professionalization of public officials in foreign trade,” he emphasized.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">The official recalled that the 32 heads of economic development recently met at the invitation of the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy</span></a><span dir="auto"> , headed by Marcelo Ebrard, to define state contributions in preparation for the treaty review.</span></span></p>
<blockquote>
<p class="p1"><span class="s2"><span dir="auto">“Each state must contribute what makes it strong; the country is diverse, and in that diversity lies our strength,” he stated.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">For his part, </span></span><span class="s1"><span dir="auto">Kenneth Smith </span></span><span class="s2"><span dir="auto">, president of the Mexico-United States Bilateral Business Committee of Comce and partner of </span><a href="https://agon.mx/"><span dir="auto">AGON</span></a><span dir="auto"> , warned that, although the USMCA does not automatically contemplate a renegotiation, there are clear signs from Washington that point towards a deep review under the new US administration.</span></span></p>
<blockquote>
<p class="p1"><span class="s2"><span dir="auto">“Mexico must be ready for an administrative review or even a partial renegotiation. The private sector can support the government with information and proposals in bilateral consultations,” he explained.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">Smith considered it would be </span><strong><span dir="auto">“ideal to reach the review process in 2026 without tariff pressures”</span></strong><span dir="auto"> and acknowledged the importance of aligning trade and security policies to maintain the principle of free trade.</span></span></p>

<p class="p1"><span class="s2"><span dir="auto">“Mexico’s position must be clear: to maintain free and competitive trade that strengthens North American production chains in the face of China,” he stressed.</span></span></p>
</blockquote>
<h4 class="p1"><strong><span class="s1"><span dir="auto">Automotive sector: an example of regional success</span></span></strong></h4>
<p class="p1"><span class="s2"><span dir="auto">For </span></span><span class="s1"><span dir="auto">Francisco González Díaz </span></span><span class="s2"><span dir="auto">, executive president of the </span></span><a href="https://ina.com.mx/"><span class="s1"><span dir="auto">National Auto Parts Industry (INA)</span></span></a><span class="s2"><span dir="auto"> , the auto parts sector is the best reflection of the success of integration in North America.</span></span></p>
<blockquote>
<p class="p1"><span class="s2"><span dir="auto">“The future of the sector is extraordinary. Electromobility, artificial intelligence, and added value will redefine automotive manufacturing, and Mexico is ready to lead that transition,” he stated.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">González revealed that INA works with the </span></span><a href="https://www.bancomundial.org/ext/es/home"><span class="s1"><span dir="auto">World Bank</span></span></a><span class="s2"><span dir="auto"> , </span></span><a href="https://www.bancomext.com/"><span class="s1"><span dir="auto">Bancomext</span></span></a><span class="s2"><span dir="auto"> and the </span><a href="https://www.ampip.org.mx/"><span dir="auto">Mexican Association of Private Industrial Parks (AMPIP)</span></a></span><span class="s2"><span dir="auto">  to train suppliers and certify companies, with an emphasis on technical talent and micro-credentials.</span></span></p>

<p class="p1"><span class="s2"><span dir="auto">“It’s no longer just about assembling, but about designing and developing technologies. Today, Mexico is part of the global innovation ecosystem,” he noted.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">For his part, Del Prete maintained that education is the foundation of economic development.</span></span></p>
<blockquote>
<p class="p1"><span class="s2"><span dir="auto">“We train more than five thousand engineers a year in Querétaro. The challenge is to move from &#8216;pressing the button&#8217; to designing it. Only then will we be competitive,” he commented.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">The official highlighted that Querétaro is committed to </span><strong><span dir="auto">new industries, such as aerospace, data centers and space</span></strong><span dir="auto"> , with a focus on sustainability and technological innovation.</span></span></p>

<p class="p1"><span class="s2"><span dir="auto">“We want innovation, logistics, supplier development and environmental care to be part of a new stage: moving from local pride to global leadership,” he added.</span></span></p>
</blockquote>
<p class="p1"><span class="s2"><span dir="auto">Regarding tariff policy, </span></span><span class="s1"><span dir="auto">Kenneth Smith </span></span><span class="s2"><span dir="auto">warned that raising generalized tariffs can cause more harm than good.</span></span></p>
<blockquote>
<p class="p1"><span class="s2"><span dir="auto">“We must use precision-firing tools – such as </span><em><span dir="auto">anti-dumping</span></em><span dir="auto"> measures – and not a &#8216;shotgun blast&#8217; that affects allied countries like Korea or Brazil,” he explained.</span></span></p>

<p class="p1"><span class="s2"><span dir="auto">He also proposed moving towards a </span><strong><span dir="auto">trilateral trade defense policy</span></strong><span dir="auto"> and regulatory convergence to address unfair practices in a coordinated manner.</span></span></p>
<h4 class="p1"><strong><span class="s1"><span dir="auto">Proactive agenda for USMCA 2.0</span></span></strong></h4>
<p class="p1"><span class="s2"><span dir="auto">Smith outlined four strategic lines that Mexico could promote during the review:</span></span></p>
<ol>
<li class="p1"><span class="s1"><span dir="auto">Sectoral trilateral cooperation </span></span><span class="s2"><span dir="auto">in areas such as food, medical equipment and ICT.</span></span></li>
<li class="p1"><span class="s1"><span dir="auto">Joint regulation in artificial intelligence.</span></span></li>
<li class="p1"><span class="s1"><span dir="auto">Acceleration of renewable energies.</span></span></li>
<li class="p1"><span class="s1"><span dir="auto">Real boost to small and medium-sized enterprises (SMEs) </span></span><span class="s2"><span dir="auto">through mirror financing in the three countries.</span></span></li>
</ol>
<p class="p1"><span class="s2"><span dir="auto">González Díaz, in turn, warned that although the term </span></span><em><span class="s3"><span dir="auto">nearshoring</span></span></em><span class="s2"><span dir="auto"> has lost prominence, it will return when there is political and regulatory certainty.</span></span></p>

<p class="p1"><span class="s2"><span dir="auto">“We must prepare ourselves with talent, infrastructure, energy, and legal certainty. If we achieve that, Mexico will be the big winner of this industrial reconfiguration,” he asserted.</span></span></p>

<p class="p1"><span class="s2"><span dir="auto">The panel made it clear that Mexico faces a crucial juncture: </span><strong><span dir="auto">shifting from a defensive stance to a proactive agenda</span></strong><span dir="auto"> that solidifies its role as a strategic partner in North America. <p><span dir="auto">In 2010, when the company began operations with </span><strong><span dir="auto">three units</span></strong><span dir="auto"> , the word &#8220;impossible&#8221; was not in its vocabulary. Martínez—a mechanical engineer and second-generation entrepreneur—decided to venture into a business he barely knew.</span></p>
<blockquote><p><span dir="auto">“My first trip was to Playa del Carmen and they paid me half the fare; that&#8217;s when I understood that transportation rewards precision and punishes improvisation.” That first lesson defined the course: professionalization would be the key.</span></p></blockquote>
<p><span dir="auto">Since then, MyM Express has gone through </span><strong><span dir="auto">three stages</span></strong><span dir="auto"> . The first five years were a race against time to learn, with sleepless nights and moments of doubt.</span></p>
<p><span dir="auto">In the following years, the operation fluctuated between advances and setbacks until it reached consolidation with a philosophy that defines them today: &#8220;Small changes, big differences,&#8221; explained Martínez.</span></p>
<p><span dir="auto">Over time, Martínez understood that growing up doesn&#8217;t always mean having more, but rather doing things better. &#8220;I always had to think about how to do a lot with a little,&#8221; he acknowledged.</span></p>
<p><span dir="auto">In a business where large fleets set the pace, that philosophy became their greatest advantage: </span><strong><span dir="auto">optimizing resources, reducing waste, and transforming efficiency into a form of respect for the customer</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The strategy was to grow without losing its essence. </span><strong><span dir="auto">More than 120 units, 53 employees</span></strong><span dir="auto"> , and a network connecting </span><strong><span dir="auto">Guadalajara, Monterrey, and the Bajío region</span></strong><span dir="auto"> solidify the operation.</span></p>
<blockquote><p><span dir="auto">But the main driving force remains the same: people. “It may seem like a machinery business, but it’s a profoundly human business,” Martínez asserted.</span></p></blockquote>
<p><span dir="auto">That&#8217;s why he implemented flexible schedules, trust, and empathy. &#8220;My responsibility is to ensure the staff is doing well; if the team is doing well, the company is doing well too,&#8221; he said.</span></p>
<p><span dir="auto">At first, his style caused bewilderment. In an environment accustomed to pressure and shouting, his kindness seemed suspicious: “I spoke to them respectfully, and they thought I was hiding something,” he recalled.</span></p>
<p><span dir="auto">Over time, consistency and example transformed that doubt into trust, and respect became an internal hallmark of the company.</span></p>
<p><span dir="auto">The company&#8217;s services focus on </span><strong><span dir="auto">domestic transport using trailers and 53-foot dry vans</span></strong><span dir="auto"> , with its </span><strong><span dir="auto">own fleet</span></strong><span dir="auto"> &#8220;guaranteeing speed and safety.&#8221; This presence has allowed them to offer </span><strong><span dir="auto">response times of between two and three hours</span></strong><span dir="auto"> , especially in the </span><strong><span dir="auto">automotive sector</span></strong><span dir="auto"> , where punctuality and control make all the difference.</span></p>
<blockquote><p><span dir="auto">“The client doesn’t want promises, he wants results,” he explained.</span></p></blockquote>
<p><span dir="auto">The process hasn&#8217;t been straightforward. Martínez acknowledged that there have been tears, stress, and moments when he thought about giving up. “I&#8217;ve been close to throwing in the towel, but this business doesn&#8217;t stop. It&#8217;s a stubbornness that I&#8217;m proud of.” Today, his mantra remains: </span><strong><span dir="auto">“Trust the process and enjoy the result</span></strong><span dir="auto"> . ”</span></p>
<p><span dir="auto">When asked what word defines his leadership, he answers without hesitation: </span><strong><span dir="auto">humanization</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“Transportation has given me everything, even in my worst economic times. I was able to eat thanks to this job, that&#8217;s why I defend it: the roads are the veins, the products are the blood, and transportation is the heart that makes everything work. If that heart stops, the country stops too,” he emphasized.</span></p></blockquote>
<p data-start="1652" data-end="1932"><span dir="auto">For the coming years, the goal is not to multiply routes or add units aimlessly, but to consolidate what they have built: </span><strong><span dir="auto">a stable, humane, and reliable operation</span></strong><span dir="auto"> . Martínez summed it up without triumphalism: advance step by step, with the same tenacity that has brought them this far.</span></p>
<p><span dir="auto">With that vision, MyM Express moves forward steadily but surely, sustaining an operation that is measured in kilometers of consistency rather than promises.</span></p>

<p><span dir="auto">Given the trade uncertainty caused by the United States&#8217; tariff policies and the upcoming review of the United States-Mexico-Canada Agreement (USMCA), the </span><a href="https://clauz.mx/"><span dir="auto">Central Zone Automotive Cluster (CLAUZ) </span></a><strong><span dir="auto">is committed to strengthening the regional capabilities of the automotive sector in Puebla and Tlaxcala</span></strong><span dir="auto"> . Furthermore, it seeks to promote infrastructure development and human capital development as a strategy to attract new investments.</span></p>
<p><span dir="auto">Regarding the USMCA, </span><strong><span dir="auto">one of the cluster&#8217;s main objectives is to position the region as a reliable partner</span></strong><span dir="auto"> , especially in the auto parts sector, said Mónica Doger, general director of CLAUZ, in an interview with T21.</span></p>
<blockquote><p><span dir="auto">“The most important thing is to strengthen local and regional capacities. To help companies understand the scope of the USMCA and align efforts in public policy and investment to consolidate the region as a reliable partner, especially in auto parts,” he said.</span></p></blockquote>
<p><span dir="auto">Doger emphasized that the main concerns surrounding the USMCA negotiations center on </span><strong><span dir="auto">the tightening of rules of origin, environmental regulations, customs procedures, and labor compliance</span></strong><span dir="auto"> . In this last area, Mexico&#8217;s automotive industry is among the best prepared, and the cluster is responsible for keeping it up-to-date.</span></p>
<p><span dir="auto">Regarding rules of origin, he suggested strengthening the supplier base, especially in Tier 2 and Tier 3, since they are required to comply with international certifications and standards.</span></p>
<blockquote><p><span dir="auto">“We need to create, together with the federal and state governments, a program to develop local suppliers that will allow them to comply with the new rules of origin,” he emphasized.</span></p></blockquote>

<h4><strong><span dir="auto">Puebla aims to recover investments</span></strong></h4>
<p><span dir="auto">Following the report by the </span><a href="https://canacintrapuebla.org.mx/"><span dir="auto">National Chamber of the Transformation Industry (Canacintra) Puebla</span></a><span dir="auto"> on a 62% drop in foreign investment in the state, </span><strong><span dir="auto">Doger pointed out that this situation is not recent, but a trend that has been maintained for years, which motivated the cluster to take some actions</span></strong><span dir="auto"> , such as carrying out a specialized study to attract new capital for the automotive sector.</span></p>
<p><span dir="auto">The director indicated that the study was funded by the local business sector and identifies key needs for Puebla and Tlaxcala to become more competitive. This analysis was delivered to the governments of both states and </span><strong><span dir="auto">outlines a precise roadmap for attracting investment focused on import substitution and developing local capabilities</span></strong><span dir="auto"> .</span></p>

<blockquote><p><span dir="auto">“We have an industry with more than 60 years of experience, internationally certified auto parts companies and highly trained talent, but we need better conditions to be more attractive,” Doger said.</span></p></blockquote>
<p><span dir="auto">One of the most significant findings of the study was the need to </span><strong><span dir="auto">strengthen industrial parks</span></strong><span dir="auto"> . In this regard, it was noted that although Puebla has an Economic Development Hub for Well-being, it competes with states that have up to 80 industrial parks and 20 more under construction, many of them meeting high standards. Therefore, it was considered that </span><strong><span dir="auto">without a solid industrial strategy, attracting significant investments will be difficult</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The specialist specified that the human talent available in the region must be improved, and reported that in collaboration with the </span><a href="https://www.iadb.org/es"><span dir="auto">Inter-American Development Bank (IDB)</span></a><span dir="auto"> , </span><strong><span dir="auto">CLAUZ developed a training strategy that includes 107 training packages in the form of micro-credentials</span></strong><span dir="auto"> , which are designed to prepare local talent for the challenges of automation, Artificial Intelligence (AI), electric vehicles and the Internet of Things (IoT).</span></p>
<blockquote><p><span dir="auto">“It’s not about inventing new careers, but about filling the knowledge gaps that exist today so that our staff can be more competitive,” he stressed.</span></p></blockquote>
<p><span dir="auto">Puebla generated a production value of auto parts of </span><strong><span dir="auto">three thousand 869.5 million dollars in the first half of 2025</span></strong><span dir="auto"> , which placed the state in seventh place in value generated, according to data from the </span><a href="https://ina.com.mx/"><span dir="auto">National Auto Parts Industry (INA)</span></a><span dir="auto"> .</span></p>
