<p><span dir="auto">Pressure to reduce emissions and accelerate operational efficiency has begun to shift the types of investments within Mexican ports. In Veracruz, </span><a href="https://hutchisonportsicave.com/es"><span dir="auto">Hutchison Ports ICAVE</span></a><span dir="auto"> decided to move in this direction with an investment of over 62.8 million pesos (US$3.6 million) aimed at </span><strong><span dir="auto">electrifying and automating</span></strong><span dir="auto"> some of its internal operations, a strategy that also reflects how port operators are seeking to meet greater logistical demands without losing competitiveness.</span></p>
<p><span dir="auto">The terminal has added six new </span><strong><span dir="auto">Autonomous Trucks</span></strong><span dir="auto"> for the horizontal transport of containers within the port area. These trucks join six other units already in operation, bringing the autonomous fleet to 12 driverless vehicles. The investment allocated exclusively to this expansion totaled approximately 32.5 million pesos (US$1.9 million).</span></p>
<blockquote><p><span dir="auto">Beyond the technological incorporation, the move also demonstrates the terminal&#8217;s commitment to automating processes considered critical within port operations, particularly those related to the </span><strong><span dir="auto">internal movement of containers</span></strong><span dir="auto"> , where operational continuity, maneuvering precision and the reduction of incidents are beginning to gain importance compared to traditional models intensive in diesel equipment and operational labor.</span></p></blockquote>
<p><span dir="auto">The strategy also included the acquisition of </span><strong><span dir="auto">three electric reach stackers</span></strong><span dir="auto"> for handling full containers and two electric flatbed trucks, machinery intended to replace conventional diesel equipment. The investment in the reach stackers exceeded 25 million pesos (US$1.4 million), while the flatbed trucks represented approximately 5.3 million pesos (US$290,000).</span></p>

<p><span dir="auto">The addition of this equipment comes at a time when ports face a double pressure: increasing capacity to handle larger foreign trade flows and, at the same time, </span><strong><span dir="auto">responding to</span></strong><span dir="auto"> increasingly strict environmental commitments driven by both global customers and international logistics chains.</span></p>
<blockquote><p><span dir="auto">“The incorporation of electric and autonomous equipment is part of a comprehensive transformation of our operation. We are not only seeking greater efficiency, but also moving towards </span><strong><span dir="auto">a cleaner, more innovative port model, prepared</span></strong><span dir="auto"> for the logistical and environmental challenges of the coming decades,” said Javier Rodríguez Miranda, general manager of Hutchison Ports ICAVE, quoted in a press release.</span></p></blockquote>
<p><span dir="auto">The executive announced that the new Autonomous Trucks will begin formal operations during June 2026 and that the terminal plans to later integrate them into </span><strong><span dir="auto">rail operations</span></strong><span dir="auto"> , a component that could expand the scope of automation within the port of Veracruz and strengthen the terminal&#8217;s intermodal connection.</span></p>
<p><span dir="auto">The company estimates that this technological transition will </span><strong><span dir="auto">reduce CO₂ emissions by approximately 58%</span></strong><span dir="auto"> compared to using conventional diesel equipment. According to the terminal&#8217;s operational calculations, six diesel tractor-trailers generate around 58.5 tons of CO₂, while six 100% electric Autonomous Trucks produce approximately 24.3 tons.</span></p>
<p><span dir="auto">The commitment is part of Hutchison Ports&#8217; global NET Zero strategy, which aims to reduce absolute Scope 1 and 2 </span><strong><span dir="auto">Greenhouse Gas (GHG)</span></strong><span dir="auto"> emissions by 54.6% by 2033, using 2021 levels as a baseline. The group has also set a goal of achieving net-zero emissions across its entire value chain by 2050.</span></p>
<p><span dir="auto">The operational context is also significant. According to figures from the </span><a href="https://www.puertodeveracruz.com.mx/"><span dir="auto">National Port System Administration (Asipona) Veracruz</span></a><span dir="auto"> , the port handled approximately </span><strong><span dir="auto">1.3 million TEUs (20-foot equivalent units)</span></strong><span dir="auto"> and over 30 million tons of cargo during 2025, solidifying its position as one of the country&#8217;s most important logistics hubs and the leading port in the Gulf of Mexico for container traffic.</span></p>

<p><span dir="auto">According to a statement issued by the Mexican Navy (Semar) on April 4, naval personnel conducted reconnaissance and cleanup operations after </span><strong><span dir="auto">detecting oil slicks and iridescent patterns on the water&#8217;s surface</span></strong><span dir="auto"> in the port of Veracruz. The hydrocarbons were contained within booms placed around the vessel—owned by the French company </span><a href="https://www.cma-cgm.com/"><span dir="auto">CMA CGM</span></a><span dir="auto"> —in an area of ​​approximately 20 by 30 meters, from which nearly 180 kilograms of contaminated material were collected.</span></p>

In this context, a source close to the incident investigation told T21 that a </span></strong><strong><span dir="auto">certified underwater inspection</span></strong><span dir="auto"> of the vessel will be carried out this Wednesday, April 8 , to verify whether or not there is a connection between the ship and the presence of the hydrocarbon.</span></p>
<p><span dir="auto">In contrast to the statement issued by the Navy on April 4, the </span><a href="https://www.puertodeveracruz.com.mx/"><span dir="auto">Veracruz Port Authority (Asipona)</span></a><span dir="auto"> has not yet published an official statement on the incident through its institutional channels, despite it occurring within the port area under its administration. This is particularly relevant considering the operational importance of the Port of Veracruz, which in 2025 ranked third nationally in container handling, </span><strong><span dir="auto">with 1,299,337 TEUs (twenty-foot equivalent units) moved</span></strong><span dir="auto"> , surpassed only by Manzanillo and Lázaro Cárdenas, according to data from the port authority itself.</span></p>
<blockquote><p><span dir="auto">For its part, </span><strong><span dir="auto">T21 sought out CMA CGM executives</span></strong><span dir="auto"> to learn their position after the events that occurred between March 27 and April 4; however, the shipping company declined to offer statements at this time.</span></p></blockquote>
<p><span dir="auto">A navigation specialist who requested anonymity told T21 that the ship&#8217;s captain may have requested the </span><strong><span dir="auto">cleaning of the vessel&#8217;s hull</span></strong><span dir="auto"> in anticipation of a possible denial of entry to its next ports of call due to hydrocarbon pollution, such as the port of Houston, Texas.</span></p>

<p><span dir="auto">The certification guarantees that accredited personnel meet the </span><strong><span dir="auto">highest levels of performance in critical port maneuvers</span></strong><span dir="auto"> , particularly in activities such as the application of slings in lifting maneuvers and the safe operation of specialized mobile equipment, including flatbed trucks, forklifts, </span><em><span dir="auto">empty handlers</span></em><span dir="auto"> and RTG cranes.</span></p>
<p><span dir="auto">Also included were middle management from areas such as dock, yard, CFS warehouse, pre-shipment and maintenance, who received certification in the slinging process for lifting maneuvers.</span></p>
<p><span dir="auto">The certification is part of Hutchison Ports ICAVE&#8217;s </span><strong><span dir="auto">ongoing strategy of modernization, operational safety and strengthening of human capital .</span></strong></p>

<p><span dir="auto">The process included theoretical classroom training and personalized practical sessions for mobile equipment operators, with the aim of ensuring mastery of the national competency standards endorsed by the </span><a href="https://conocer.gob.mx/"><span dir="auto">National Council for Standardization and Certification of Labor Competencies (Conocer)</span></a><span dir="auto"> , applicable to each type of equipment.</span></p>
<blockquote><p><span dir="auto">“This is a comprehensive process that includes the certification of all operators of all equipment. Previously, this type of certification focused on specific equipment, such as some cranes; today we are extending it to the entire operation,” added Enrique Campillo.</span></p></blockquote>
<p><span dir="auto">The program was made possible thanks to a strategic alliance between </span><strong><span dir="auto">Hutchison Ports ICAVE, Trainmar Mexico and the </span><a href="https://cmic.org/"><span dir="auto">Mexican Chamber of the Construction Industry (CMIC)</span></a></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The ceremony was held in the auditorium of the </span><a href="https://www.puertodeveracruz.com.mx/"><span dir="auto">National Port System Administration (Asipona) Veracruz</span></a><span dir="auto"> , and was attended by port authorities, representatives of sector organizations and directors of the institutions involved, including Darío Rodríguez, director of Trainmar Mexico, and Juan Antonio Pinilla Rodríguez, vice president of the energy sector of the CMIC port of Veracruz.</span></p>
<p><span dir="auto">The event marked the culmination of the first stage of the operator professionalization program. </span><strong><span dir="auto">The terminal is now preparing to implement a second phase</span></strong><span dir="auto"> that will include the rest of the mobile equipment staff.</span></p>

<p><a href="https://hutchisonportsicave.com/es"><span dir="auto">Hutchison Ports ICAVE</span></a><span dir="auto"> formalized an agreement with the </span><a href="https://www.puertodeveracruz.com.mx/wordpress/"><span dir="auto">Veracruz National Port System Administration (Asipona)</span></a><span dir="auto"> for the expansion of its Specialized Container Terminal (TEC). </span><strong><span dir="auto">This agreement marks the beginning of Phase II of its growth and modernization project at the port</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The agreement, signed on December 19, 2025, includes a new 350-meter-long berth and an additional 31 hectares of land. </span><strong><span dir="auto">With these expansions, the terminal will reach a total of 1,050 meters of dock space and an operational area of ​​72.4 hectares</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“This expansion is a direct response to the dynamism of foreign trade. By increasing our infrastructure and technology, we are not only enhancing the competitiveness of the Port of Veracruz, but also guaranteeing our clients a world-class logistics platform that is agile and prepared for global challenges,” said Javier Rodríguez Miranda, General Manager of Hutchison Ports ICAVE.</span></p></blockquote>
<p><span dir="auto">The </span><strong><span dir="auto">announced investment amounts to more than four billion five hundred million pesos (mdp)</span></strong><span dir="auto"> and will be allocated to the acquisition of technological equipment to strengthen the operational capacity and sustainability of operations at the port.</span></p>
<p><span dir="auto">The </span><strong><span dir="auto">plan includes three dockside container cranes (STS), 11 electric rail-to-ground cranes (RTG), video surveillance systems, automated access control</span></strong><span dir="auto"> , a new CFS warehouse and areas for authority inspection; aligned with the company&#8217;s decarbonization strategy.</span></p>
<p><span dir="auto">The expansion </span><strong><span dir="auto">will increase the projected capacity to 2.4 million twenty-foot equivalent units (TEUs) annually</span></strong><span dir="auto"> . The infrastructure will be able to handle up to three large vessels simultaneously, reducing waiting times and optimizing import and export logistics processes.</span></p>
<p><span dir="auto">The signing of the agreement was led by the general director of Asipona Veracruz, Abraham Eloy Caballero, and the general director of Hutchison Ports Mexico, Jorge Magno Lecona, who stressed that the agreement reaffirms the commitment to the port and consolidates a key logistics </span><em><span dir="auto">hub</span></em><span dir="auto"> for Mexico&#8217;s connectivity in the region.</span></p>
<p><strong><span dir="auto">Phase II also includes the transition to electric equipment to reduce carbon emissions</span></strong><span dir="auto"> . </span><a href="https://hutchisonports.com.mx/"><span dir="auto">Hutchison Ports</span></a><span dir="auto"> maintains its goal of reducing Scope 1 and 2 emissions by 54.6% by 2033 compared to the 2021 baseline, and achieving net-zero emissions by 2050. The terminal will maintain its ISO 9001, ISO 14001, and Clean Industry certifications, ensuring that growth remains aligned with environmental commitments.</span></p>

<p><span>The </span><a href="https://www.puertodeveracruz.com.mx/wordpress/"><span>National Port System Administration (Asipona) Veracruz</span></a><span> , the port authority, carried out the opening of the projects on May 14, resulting in the winning company being the Yucatecan company, which already has an operation in the northern bay of the port with a </span><strong><span>terminal specialized in mineral bulk</span></strong><span> , known as OPEVER.</span></p>
<p><span>On the occasion of its 30th anniversary as a port terminal operator, LOGRA publicly recognized the work of the </span><a href="https://www.gob.mx/semar"><span>Ministry of the Navy</span></a><span> , in coordination with the federal government, for its ongoing efforts to strengthen the infrastructure and competitiveness of the national port system. In particular, it highlighted the exemplary conduct of the recent bidding process.</span></p>

<p><span>The businessman celebrated the push for strategic projects such as the expansion of the Port of Progreso, convinced that, </span><strong><span>under a professional and transparent management model</span></strong><span> , Mexico will continue to consolidate itself as a world-class logistics leader.</span></p>
<p><span>This new automotive port infrastructure is projected to be one of the most important in the Gulf of Mexico and will be a </span><strong><span>strategic location to strengthen Mexico&#8217;s connection</span></strong><span> with the North American and European markets.</span></p>
<p><strong><span>The terminal has a space of 15.8 hectares</span></strong><span> , a warehouse with the possibility of remodeling, and three shared rail spurs; in addition, its static capacity is approximately 11,000 units.</span></p>
<blockquote><p><span>The port of Veracruz handles approximately 40% of the country&#8217;s automotive volume, ranking first nationwide in vehicle movement.</span></p></blockquote>
<p><span>By the first quarter of 2025, </span><strong><span>the port of Veracruz handled 140,282 vehicles</span></strong><span>for import and export services, a 24.9% decrease compared to the same period last year, according to data from the CGPMM (Central Transportation and Logistics Authority).</span></p>

But </span><strong><span>its significant exposure to the world doesn&#8217;t exempt it from facing the challenges</span></strong><span> of this new chapter in the era of late globalization, where stricter tariff policies are becoming a key bargaining chip in trade negotiations.</span></p>
<p><span>At the close of the first quarter of this year, </span><strong><span>maritime trade showed a negative trend.</span></strong><span> The port of Veracruz handled a total of 7,155,820 tons of merchandise during the period, representing a 10.1% drop compared to the same period last year, according to data from the port authority. All types of cargo, except general cargo, experienced declines.</span></p>
<p><span>Despite this environment, companies like </span><a href="https://home.grupocice.com/"><span>Grupo CICE</span></a><span> have invested in the port of Veracruz. </span><strong><span>Last month, the company inaugurated its semi-specialized container and project cargo terminal</span></strong><span> in the North Bay, a 22-hectare facility that will allow it to combine operations with its shunting services in the South Bay and reduce vessel wait times from seven to just two days.</span></p>
<blockquote><p><span>For shipping lines like </span><a href="https://www.zim.com/"><span>ZIM</span></a><span> , an Israeli company, this has become an opportunity due to the connections it has managed to develop with its services from the port of Veracruz. &#8220;We are increasingly growing in our various services, especially in exports. We have a service that touches Veracruz and goes to Brazil, we have a service that goes to the Mediterranean, and we also have a service that goes throughout Central America,&#8221; Nalina Sankar, general director of ZIM in Mexico, told T21.</span></p></blockquote>

<p><span>VERACRUZ, VER.- The mission has been accomplished. </span><strong><a href="https://home.grupocice.com/"><span>CICE Group</span></a><span> inaugurated yesterday the first phase of construction of its semi-specialized container and mixed cargo terminal</span></strong><span> in the northern bay of the port of Veracruz, expanding the installed capacity of this maritime </span><em><span>hub</span></em><span> .</span></p>
<p>&#8220;It was developed in perhaps record time: just over a year, with the highest quality standards,&#8221; said Fernando Con y Ledesma, Vice Chairman of the Board of Directors of Grupo CICE, during the formal event that brought together partners, local authorities, and the company&#8217;s clients.</p>
<p><span>This terminal, with a surface area of ​​just over 22 hectares, </span><strong><span>will have 550 linear meters of dock (of which 350 meters have been built), with a 15-meter draft, two berthing positions, a container yard with a static capacity of at least 13,000 20-foot containers (TEU) and dynamic capacity for handling more than 500,000 TEU</span></strong><span> ; it will also add an area for refrigerated containers and hazardous cargo, a warehouse of more than eight thousand square meters, a multimodal yard with 1,970 meters of railway track, and a wastewater treatment plant to protect the environment.</span></p>
<p><span>The second and final stage of construction is expected to be completed during the second half of this year.</span></p>
<blockquote><p><span>&#8220;It&#8217;s a Veracruz investment, by Veracruz residents with Mexican capital of seven billion pesos. <p><span>CICE is a Veracruz-based business group with 34 years of operations. It holds a concession to operate as a maneuvering center in the southern bay of the Port of Veracruz. </span><strong><span>Its investments have also led it to establish a presence in other ports, such as Tampico, where it has a mixed-cargo terminal</span></strong><span> , as well as warehouses and logistics parks in Veracruz, Mexico City, and Monterrey. Its service portfolio includes a land freight transportation division with its own units.</span></p>
<p><span>The company&#8217;s plans include continuing to expand its logistics footprint both in ports and throughout the country.</span></p>
<blockquote><p><span>“Mission accomplished, we&#8217;re ready,” said Fernando Con y Ledesema, one of the 116 shareholders that make up Grupo CICE.</span></p></blockquote>
<p><span>The port of Veracruz is positioned as </span><strong><span>a vital gateway for the entry and exit of goods</span></strong><span> from the Gulf of Mexico.</span></p>
<p><span>By the first quarter of this year, the port of Veracruz had handled a total of </span><strong><span>seven million 155 thousand 820 tons of merchandise</span></strong><span> , 10.1% less than the same period last year, according to statistics from the </span><a href="https://www.gob.mx/puertosymarinamercante"><span>General Coordination of Ports and Merchant Marine (CGPMM)</span></a><span> , an office of the </span><a href="https://www.gob.mx/semar"><span>Navy</span></a><span> .</span></p>
<p><span>In terms of containers, </span><strong><span>the port added 279,937 TEUs from January to March of this year</span></strong><span> , which also meant an annual decline of 12.2 percent.</span></p>

<p><strong><span>The port of Veracruz and its new projects</span></strong><span> have not gone unnoticed by Claudia Sheinbaum, president of Mexico.</span></p>
<p><span>Last weekend, </span><strong><span>the president met in the northern bay of the port of Veracruz</span></strong><span> , where she had the opportunity to speak with local port authorities, as well as the various concessionaires that operate there.</span></p>
<p><span>In this area of ​​the port, the construction of the new </span><strong><span>Semi-Specialized Container and Cargo Terminal , a </span></strong><a href="https://home.grupocice.com/"><span>CICE Group</span></a><span> Project , stands out, an ambitious project worth seven billion pesos, and which is set to begin operations in April 2025.</span></p>
<blockquote><p><span>&#8220;(The terminal) will contribute to increasing the port&#8217;s capacity, in addition to being a key point for maritime trade that will generate approximately 500 permanent direct jobs and more than 1,200 indirect jobs,&#8221; Grupo CICE said in a press release.</span></p></blockquote>
<p><span>She also highlighted that Claudia Sheinbaum&#8217;s visit is an opportunity to strengthen </span><strong><span>collaboration between authorities, the business sector and port operators</span></strong><span> , consolidating efforts around the growth of the port of Veracruz, the main port in Mexico, whose investment program will set a precedent in terms of innovation and modernization of the sector, while contributing to the sustained growth of trade and regional competitiveness.</span></p>
<p><span>Among other authorities present were Rocío Nahle García, </span><a href="https://www.veracruz.gob.mx/"><span>Governor of Veracruz</span></a><span> , Raymundo Pedro Morales Ángeles, Secretary of the Navy and Abraham Eloy Caballero Rosas, General Director of the </span><a href="https://www.puertodeveracruz.com.mx/wordpress/"><span>National Port System Administration (Asipona) Veracruz</span></a><span> .</span></p>
<p><span>At the end of 2024, the port of Veracruz, the main maritime point on the coast of the Gulf of Mexico, </span><strong><span>handled 32 million 905 thousand 033 tons of cargo</span></strong><span> , just 4.7% less than what was recorded a year earlier, according to official port statistics.</span></p>
<p><span>In terms of container handling, the port added </span><strong><span>1,301,470 20-foot containers (TEU)</span></strong><span> last year, 12.3% higher than the 2023 figure.</span></p>
<blockquote><p><span>Grupo CICE, a provider of port and logistics services, is in the final stages of construction of its Semi-Specialized Container and Cargo Terminal Project in the North Bay of the port of Veracruz.</span></p></blockquote>
<p><span>The new CICE terminal, </span><strong><span>awarded through a public tender</span></strong><span> , seeks to contribute to increasing the port&#8217;s capacity.</span></p>
<p><strong><span>On its 22 hectares of surface area, it will have 550 linear meters of dock with 15 meters of draft, two berthing positions, a container yard with a static capacity of 13 thousand TEU and a dynamic capacity for handling more than 500 thousand TEU</span></strong><span> , an area for refrigerated containers and dangerous cargo, a warehouse of eight thousand square meters (m2), a multimodal yard with 1,970 meters of railway spur and a wastewater treatment plant, among others.</span></p>
<p><strong><span>The project is financed with a syndicated loan for an amount of 4,150 million pesos</span></strong><span> , with the participation of Mexican banks, including BanBajío (as agent bank), Banorte, Multiva, Bancomext, Bx+ and Monex, with the support of FIRA; which represents one of the most ambitious construction projects in recent years in the state.</span></p>
<p><strong><span><span class="VIpgJd-yAWNEb-VIpgJd-fmcmS-sn54Q">Grupo CICE</span></span></strong><span><span class="VIpgJd-yAWNEb-VIpgJd-fmcmS-sn54Q"> , formed by a group of Mexican companies dedicated to the provision of port, logistics and land transportation services, </span></span><strong><span><span class="VIpgJd-yAWNEb-VIpgJd-fmcmS-sn54Q">was founded by 116 Mexican shareholders</span></span></strong><span><span class="VIpgJd-yAWNEb-VIpgJd-fmcmS-sn54Q"> , whose experience as customs agents, shipping agents and in the transportation sector allowed them to lay the foundations for the formation of the group in Veracruz, Mexico, more than 30 years ago, in 1991.</span></span></p>

<p class="p1"><span class="s1"><span>Zepeda stressed the importance of integrating different modes of transport, such as rail, and noted that flexibility in logistics is key.</span></span></p>
