<p><span dir="auto">During the </span><a href="https://clam.lat/"><span dir="auto">Latin American Automotive Congress (CLAM)</span></a><span dir="auto"> 2026, held in Quito, Ecuador, the </span><a href="https://www.amda.mx/"><span dir="auto">Mexican Association of Automotive Distributors (AMDA)</span></a><span dir="auto"> , the </span><a href="https://www.amia.com.mx/"><span dir="auto">Mexican Association of the Automotive Industry (AMIA)</span></a><span dir="auto"> and the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Producers of Buses, Trucks and Tractor-Trailers (ANPACT)</span></a><span dir="auto"> signed the so-called Quito Declaration, promoted by the </span><a href="http://aladda.lat/"><span dir="auto">Latin American Association of Automotive Distributors (ALADDA)</span></a><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">The agreement seeks to consolidate a regional agenda focused on generating sectoral information, exchanging best practices, and promoting public policies related to trade, formalizing the sector, and sustainable mobility in Latin America.</span></p></blockquote>
<p><span dir="auto">Among the points included in the declaration, </span><strong><span dir="auto">the organizations recognized that trade integration between Latin American countries will be a key factor for the competitiveness of the automotive industry in the face of changes in global trade</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">In that regard, they proposed moving towards </span><strong><span dir="auto">reducing tariffs and eliminating trade barriers that limit formal exchange between nations</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The document also warns about the effects of practices considered unfair within the <strong>automotive </strong></span><strong><span dir="auto">market</span></strong> <span dir="auto">, such as the entry of <strong>used vehicles and the importation of new units </strong><strong>without official brand representation</strong> , noting that they can affect road safety, environmental commitments and the competitiveness of the formal industry.</span></p>
<blockquote><p><span dir="auto">Likewise, the Quito Declaration proposes that the tax regimes applicable to vehicles in the region be &#8220;reasonable, coherent and predictable&#8221;, aligned with objectives of economic growth, formalization and renewal of the vehicle fleet.</span></p></blockquote>
<p><span dir="auto">The document argues that an </span><strong><span dir="auto">excessive tax burden</span></strong><span dir="auto"> limits the population&#8217;s access to vehicles with more advanced technologies and lower polluting emissions.</span></p>
<p><span dir="auto">Another point agreed upon was to support public policies aimed at renewing the </span><strong><span dir="auto">vehicle fleet through tax and financial incentives for the purchase of new vehicles</span></strong><span dir="auto"> with higher safety standards and lower emissions. In addition, the promotion of formal end-of-life vehicle disposal programs was proposed.</span></p>
<blockquote><p><span dir="auto">The declaration also promotes formal, low-emission public transport systems, integrated with individual and urban mobility schemes.</span></p></blockquote>
<p><span dir="auto">The document was signed by Guillermo Rosales, executive president of AMDA; Odracir Barquera, general director of AMIA; and Alejandro Osorio, director of Public Affairs and Communication of ANPACT.</span></p>

<p data-start="514" data-end="822"><span dir="auto">During the monthly industry results press conference, Guillermo Rosales, executive president of the </span><a href="https://www.amda.mx/"><span dir="auto">Mexican Association of Automotive Distributors (AMDA)</span></a><span dir="auto"> , explained that the decline in the domestic market is due to a combination of internal and external factors.</span></p>
<p data-start="824" data-end="1076"><span dir="auto">Among them, he pointed to the slower economic growth, the uncertainty surrounding the review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , and the saturation of the secondary market resulting from the influx of used vehicles from the United States.</span></p>
<blockquote>
<p data-start="1078" data-end="1313"><span dir="auto">“To this we must add the uncertainty surrounding the trade relationship with the United States, the renegotiation process, and the review process that the USMCA is currently undergoing,” Rosales commented.</span></p>
</blockquote>
<p data-start="1315" data-end="1541"><span dir="auto">The executive added that the </span><strong><span dir="auto">importation of</span></strong><span dir="auto"> used trucks continues to affect the profitability of the sector and distort the national market due to tax evasion and avoidance practices.</span></p>
<p data-start="1543" data-end="1764"><span dir="auto">According to Rosales, domestic sales of heavy vehicles closed 2025 with a drop of 32% and, at the end of the first four months of 2026, maintain a decrease of close to 29% (with nine thousand 845 units placed).</span></p>
<p data-start="1766" data-end="1969"><span dir="auto">Despite this, he maintained that </span><strong><span dir="auto">the sector expects a gradual recovery during the coming months</span></strong><span dir="auto"> , driven by measures implemented together with the federal government to encourage vehicle renewal.</span></p>
<p data-start="1971" data-end="2287"><span dir="auto">Among the actions mentioned were support programs to facilitate the acquisition of new units, including schemes that allow amortizing up to 85% of the cost of a truck in a single fiscal year, in addition to credit guarantees backed by </span><a href="https://www.nafin.com/portalnf/content/home/home.html"><span dir="auto">Nacional Financiera (Nafin)</span></a><span dir="auto"> .</span></p>
<blockquote>
<p data-start="2289" data-end="2538"><span dir="auto">“We expect that in the following months from now until December we will recover ground,” said Rosales, who indicated that the sector&#8217;s expectation is to close 2026 with a slight growth of 1% compared to 2025.</span></p>
</blockquote>
<p data-start="2540" data-end="2719"><span dir="auto">However, he acknowledged that even reaching that favorable scenario, the industry would still be far from the record levels recorded in 2024.</span></p>
<p data-start="2721" data-end="3156"><span dir="auto">For his part, Alejandro Osorio, director of Public Affairs and Communication of the </span><a href="https://www.anpact.com.mx/index.php/informacion#comercioestadistica"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT)</span></a><span dir="auto"> , highlighted that the immediate attention program announced by the federal government seeks to revitalize the domestic market and accelerate fleet renewal, particularly among owner-operators and micro and small transport companies.</span></p>
<blockquote>
<p data-start="3158" data-end="3415"><span dir="auto">The executive stressed that modernizing the fleet is key to increasing the competitiveness of the trucking industry and the national economy, noting that approximately 86% of goods in Mexico are transported by road.</span></p>
</blockquote>
<p data-start="3417" data-end="3694"><span dir="auto">Furthermore, he warned that the sector faces accelerated growth in </span><strong><span dir="auto">imports of vehicles and components from China</span></strong><span dir="auto"> , a situation which, he said, presents challenges for national suppliers and for value creation in Mexico.</span></p>
<p data-start="3696" data-end="3990"><span dir="auto">Osorio pointed out that, in addition to curbing the importation of used vehicles from the United States, it is also necessary to strengthen customs supervision and compliance with official Mexican standards regarding safety, emissions, and technical performance.</span></p>
<p data-start="3992" data-end="4244"><span dir="auto">At the same time, he acknowledged that the market downturn has impacted employment in the industry. He explained that approximately 20% of the production workforce lost jobs following the slowdown in the sector.</span></p>

<p data-start="4246" data-end="4423"><span dir="auto">“It is essential that, in addition to productivity and maintaining investment conditions, employment is also maintained,” he said.</span></p>

<p data-start="238" data-end="691"><span dir="auto">The </span><strong><span dir="auto">heavy vehicle industry in Mexico</span></strong><span dir="auto"> began to show signs of recovery in April 2016, after more than a year marked by declining sales and market volatility. </span><strong><span dir="auto">Production and exports</span></strong><span dir="auto"> registered double-digit increases, while the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck, and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> reiterated its concern about the influx of used vehicles from the United States.</span></p>
<p data-start="693" data-end="996"><span dir="auto">Alejandro Osorio, director of Public Affairs and Communication at ANPACT, noted that April brought &#8220;signs of recovery&#8221; for the industry, after several months of negative results.</span></p>
<p data-start="998" data-end="1263"><span dir="auto">In terms of </span><strong><span dir="auto">production</span></strong><span dir="auto"> , Mexico manufactured 12,306 heavy vehicles during April, of which 12,056 were cargo vehicles and 250 were passenger vehicles. This represented an 8.7% increase compared to the same month in 2015.</span></p>
<p data-start="1265" data-end="1438"><span dir="auto">According to Osorio, the positive behavior of this indicator is relevant because of the weight that the industry has in the country&#8217;s </span><strong><span dir="auto">economic and manufacturing development</span></strong><span dir="auto"> .</span></p>

<p data-start="1440" data-end="1743"><span dir="auto">He also highlighted that the manufacture of heavy vehicles generates employment and activity for supply chains made up of micro, small and medium-sized enterprises.</span></p>
<p data-start="1745" data-end="1935"><span dir="auto">In terms of </span><strong><span dir="auto">exports</span></strong><span dir="auto"> , 10,042 cargo units were sent abroad during April, an increase of 12% compared to the same month last year.</span></p>
<p data-start="1937" data-end="2403"><strong><span dir="auto">The United States</span></strong><span dir="auto"> remained the main export destination for Mexican heavy vehicles, accounting for 31,035 units between January and April, although with a decrease of 23.9% compared to the same period in 2025.</span></p>
<p data-start="1937" data-end="2403"><strong><span dir="auto">Canada</span></strong><span dir="auto"> came in second place with 1,610 units exported and a growth of 11.8%, while Colombia registered one of the largest increases, with a rise of 145.7% in the year to date.</span></p>

<p data-start="2405" data-end="2824"><span dir="auto">Between January and April 2026, </span><strong><span dir="auto">cumulative heavy vehicle production in Mexico</span></strong><span dir="auto"> reached 41,071 units, a 22% drop compared to the same period last year. Exports totaled 33,592 units, 21.5% less than in 2025, reflecting that, although April showed signs of recovery, the industry is still operating below the levels of the previous year.</span></p>
<p data-start="2826" data-end="3095"><span dir="auto">Osorio noted that the heavy vehicle industry in Mexico maintains a strong export orientation and reiterated the importance of the United States-Mexico-Canada Agreement (USMCA) to preserve regional competitiveness.</span></p>
<blockquote>
<p data-start="3097" data-end="3346"><span dir="auto">“It is very important that this framework of certainty, this commercial framework, is maintained in order to continue to keep Mexico as one of the leaders in the export and production of heavy vehicles,” he stated.</span></p>
</blockquote>
<p data-start="3348" data-end="3691"><span dir="auto">However, one of the issues that continues to put pressure on the domestic market is the </span><strong><span dir="auto">importation of used heavy vehicles from the United States</span></strong><span dir="auto"> . Although these transactions decreased by 32.3% between January and March 2026 compared to the same period in 2025, the executive warned that the volume remains high.</span></p>
<p data-start="3693" data-end="3898"><span dir="auto">According to figures presented by ANPACT, for </span><strong><span dir="auto">every 100 new vehicles sold in Mexico, an additional 58.1 used units are imported from the United States</span></strong><span dir="auto"> .</span></p>

<p data-start="3900" data-end="4164"><span dir="auto">In the first quarter of the year, 4,231 used heavy vehicles entered the country, a figure lower than the 8,210 units registered in 2024 and the 6,249 in 2025, but which continues to impact the national market.</span></p>
<p data-start="4166" data-end="4345"><span dir="auto">Osorio stated that these units affect both the secondary market and the marketing of new vehicles, in addition to representing environmental and road safety risks.</span></p>

<p data-start="4347" data-end="4538"><span dir="auto">“Many of them have already passed their useful life; they are vehicles that are no longer in circulation in the United States and are now entering the country,” he said.</span></p>

<p data-start="78" data-end="424"><strong><span dir="auto">The heavy vehicle</span></strong><span dir="auto"> market appeared to offer a slight respite in April 2026, with monthly sales managing to grow in some segments. This performance was not enough to alter the year-to-date figures, which maintain a negative trend, particularly in tractor-trailers and long-distance buses, two of the most significant categories within the industry.</span></p>
<p data-start="426" data-end="917"><span dir="auto">According to the most recent statistical bulletin of the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT)</span></a><span dir="auto"> , </span><strong><span dir="auto">wholesale sales</span></strong><span dir="auto"> reached 2,323 units in April 2026, a growth of 20.1% compared to the 1,934 sold in the same month of the previous year.</span></p>
<p data-start="426" data-end="917"><span dir="auto">In cumulative figures from January to April, sales total 8,708 units, a </span><strong><span dir="auto">decrease of 10.1%</span></strong><span dir="auto"> compared to the same period in 2025.</span></p>
<p data-start="919" data-end="1249"><span dir="auto">The cargo segment was the main driver of the monthly result. In April, it sold 1,960 units wholesale, a 20% year-over-year increase. Within this segment , </span><strong><span dir="auto">Class 8</span></strong><span dir="auto"> stood out with 32% growth, as did </span><strong><span dir="auto">Classes 4 and 5</span></strong><span dir="auto"> , which advanced 72.5% and 126.4%, respectively.</span></p>
<p data-start="1251" data-end="1560"><span dir="auto">Overall </span><strong><span dir="auto">, pressure continues to be felt in some of the</span></strong><span dir="auto"> most important categories for the trucking industry. </span><strong><span dir="auto">Fifth-wheel tractor-trailers</span></strong><span dir="auto"> have seen a 37.5% drop in the January-April period, falling from 5,163 units in 2025 to 3,229 in 2026.</span></p>

<p data-start="1920" data-end="2236"><span dir="auto">In </span><strong><span dir="auto">retail</span></strong><span dir="auto"> , 2,715 units were sold in April, a decrease of 5.6% compared to the same month in 2025. </span><strong><span dir="auto">The year-to-date figure reflects a more pronounced drop of 29.1%, with 9,845 units sold between January and April 2026</span></strong><span dir="auto"> .</span></p>
<p data-start="2238" data-end="2507"><span dir="auto">Within the retail sector, </span><strong><span dir="auto">freight remained virtually unchanged in April</span></strong><span dir="auto"> , with slight growth of 1.3%. </span><strong><span dir="auto">Class 8 trucks advanced 47.7%, although </span></strong><strong><span dir="auto">fifth-wheel</span></strong><span dir="auto"> tractors declined 21.8%, maintaining pressure on the market.</span></p>
<p data-start="2509" data-end="2758"><span dir="auto">In contrast, the passenger segment saw a significant drop in retail sales during April, with a decrease of 36.2%. Intercity buses declined by 52.3%, while Class 8 buses fell by 89.5%.</span></p>

<p><strong><span dir="auto">The decline in heavy vehicle sales continued in March 2026</span></strong><span dir="auto"> , although less pronounced than at the beginning of the year. Without a fundamental recovery, the market continues to reflect caution in fleet renewal and pressure on demand.</span></p>
<p><span dir="auto">During the third month of the year, </span><strong><span dir="auto">wholesale sales totaled 2,696 units</span></strong><span dir="auto"> , a decrease of 2.1% compared to the </span><strong><span dir="auto">2,755 registered in the same month of 2025</span></strong><span dir="auto"> , according to figures from the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Producers of Buses, Trucks and Tractor-Trailers (ANPACT)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">Performance within the market was uneven. The cargo segment, which accounts for the largest volume, registered a 2.9% growth, with </span><strong><span dir="auto">2,276 units</span></strong><span dir="auto"> sold . This increase was primarily driven by the Class 8, which jumped from 393 to 855 units sold during the period.</span></p>
<p><span dir="auto">However, not all segments followed this trend. Fifth-wheel tractors, one of the main drivers of the market, remained under pressure, falling 31.3%, with 919 units sold in March 2026 compared to 1,338 in March 2025.</span></p>

<p><span dir="auto">In contrast, other classes showed increases, such as </span><strong><span dir="auto">Class 6, which grew 70.2%</span></strong><span dir="auto"> , and Class 5 with an increase of 24.7%, although with a smaller share within the total.</span></p>
<p><span dir="auto">Beyond the monthly results, the first-quarter figures confirm that the adjustment continues. Between January and March 2026, </span><strong><span dir="auto">wholesale sales totaled 6,159 units</span></strong><span dir="auto"> , representing a </span><strong><span dir="auto">20.5% decrease</span></strong><span dir="auto"> compared to the 7,752 units sold during the same period in 2025.</span></p>
<p data-start="191" data-end="489"><span dir="auto">In the </span><strong><span dir="auto">retail</span></strong><span dir="auto"> channel , the performance was more negative than in wholesale. During March 2026 , </span><strong><span dir="auto">2,699 vehicles were sold</span></strong><span dir="auto"> , a 23.3% drop compared to the 3,517 registered in the same month of 2025, according to figures from ANPACT.</span></p>
<p data-start="491" data-end="818"><span dir="auto">By segment, cargo accounted for the largest share of the volume, with </span><strong><span dir="auto">2,298 units sold</span></strong><span dir="auto"> , although this represents a 21.4% year-over-year decrease. Within this segment, fifth-wheel tractors again showed the greatest pressure, with a 39.1% drop, while Class 8 trucks grew by 16.7%, but this was not enough to offset the overall decline in the segment.</span></p>

<p data-start="1127" data-end="1382"><span dir="auto">In the first quarter, the retail channel deepened the negative trend. </span><strong><span dir="auto">Between January and March 2026, 7,001 units were sold</span></strong><span dir="auto"> , representing a 36.4% decrease compared to the 11,010 vehicles sold during the same period in 2025.</span></p>
<p data-start="193" data-end="571"><span data-teams="true"><span dir="auto">The Class 2 and 3 cargo segments showed distinct performance in March 2026. In the retail channel, these categories increased their sales by 60.9% compared to the same month in 2025, rising from 363 to 584 units. Within this segment, Class 2 registered growth of 84.0%, while Class 3 advanced by 34.3%.</span></span></p>

<p><span dir="auto">The renewal of the </span><strong><span dir="auto">trucking fleet</span></strong><span dir="auto"> has returned to the forefront of the public agenda. Amidst pressure from operating costs, an aging fleet, and environmental regulations, the </span><strong><span dir="auto">federal government </span></strong><strong><span dir="auto">presented an </span></strong><strong><span dir="auto">immediate action plan to protect the heavy vehicle industry in Mexico</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The plan aims at a dual objective: </span><strong><span dir="auto">to boost domestic production of vehicles and improve the sector&#8217;s operating conditions</span></strong><span dir="auto"> , while also making progress in reducing emissions and improving road safety, commented Marcelo Ebrard, head of the </span><a href="https://www.gob.mx/se/?s"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">In Thursday&#8217;s morning press conference, Ebrard explained that </span><strong><span dir="auto">the program is structured around four pillars:</span></strong><span dir="auto"> tax incentives from the </span><strong><span dir="auto">Mexico Plan</span></strong><span dir="auto"> , reactivation of the guarantee scheme, a new Official Mexican Standard on safety, and the updating of estimated prices for the importation of used heavy vehicles. </span></p>
<p><span dir="auto">Beyond the instruments themselves, the message was also reflected in the composition of the panel. The presence of Elías Dip, president of the </span><a href="https://www.conatram.mx/"><span dir="auto">National Confederation of Mexican Carriers (Conatram)</span></a><span dir="auto"> , along with Augusto Ramos, president of the </span><a href="https://canacar.com.mx/"><span dir="auto">National Chamber of Freight Transportation (Canacar)</span></a><span dir="auto"> ; Virginia Olalde, executive director of the </span><a href="https://canapat.org.mx/"><span dir="auto">National Chamber of Passenger and Tourism Transportation (Canapat)</span></a><span dir="auto"> ; Guillermo Rosales Zárate, executive president of the  </span><a href="https://www.amda.mx/"><span dir="auto">Mexican Association of Automotive Distributors (AMDA)</span></a><span dir="auto"> ; and Rogelio Arzate, executive president of the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck, and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , demonstrated that </span><strong><span dir="auto">the program&#8217;s scope seeks to cover the entire spectrum of the transportation industry</span></strong><span dir="auto"> , not just one segment of the sector.</span></p>
<p><span dir="auto">This integration also pointed to a necessary coordination to advance in the renewal of the vehicle fleet.</span></p>
<h4><strong><span dir="auto">Incentives, financing and regulation: the package</span></strong></h4>
<p><span dir="auto">The tax component is presented as one of the main drivers. The program will allow </span><strong><span dir="auto">companies to deduct the investment in the purchase of heavy vehicles </span></strong><strong><span dir="auto">in a single year</span></strong><span dir="auto"> , instead of over a period of up to four years, which immediately improves cash flow for businesses.</span></p>
<p><span dir="auto">To this end, </span><strong><span dir="auto">two </span></strong><strong><span dir="auto">billion pesos (MXN)</span></strong><span dir="auto"> will be allocated to incentivize the purchase of vehicles produced or assembled in Mexico. In the example presented, the purchase of a vehicle valued at three million pesos (MXN) would allow for a deduction of up to two million five hundred and eighty thousand pesos (MXN) in the same fiscal year.</span></p>
<p><span dir="auto">This scheme is </span><strong><span dir="auto">complemented by the reactivation of the guarantee program</span></strong><span dir="auto"> , focused mainly on micro and small transport companies, as well as the so-called &#8220;man truck driver&#8221;, with the aim of facilitating access to financing, Ebrard explained.</span></p>
<p><span dir="auto">For this sector, there is an initial fund of </span><strong><span dir="auto">250 million pesos</span></strong><span dir="auto"> , which will allow the acquisition of new units to be triggered through the support of development banks, said the federal official.</span></p>
<p><span dir="auto">In parallel, the program includes the </span><strong><span dir="auto">development of a new Official Mexican Standard</span></strong><span dir="auto"> on safety devices, which will apply to both new and used vehicles, national or imported, with the aim of raising standards on the road network.</span></p>
<p><span dir="auto">The emphasis is in response to a context where around 30,000 accidents involving heavy vehicles are recorded annually, according to Ebrard, in addition to estimated emissions of between six and eight million tons of carbon dioxide (CO₂) per year.</span></p>
<p><span dir="auto">The fourth focus is on updating estimated prices for the import of used heavy vehicles, with the aim of avoiding market distortions, particularly due to practices such as the </span><strong><span dir="auto">undervaluation of units and non-compliance with regulations</span></strong><span dir="auto"> , which seeks to establish equitable competitive conditions for the national industry.</span></p>
<h4><strong><span dir="auto">Industry: urgent renewal and a signal to the market</span></strong></h4>
<p><span dir="auto">The strategy is designed as a cross-cutting measure. <p><span dir="auto">The executive stressed that this transition has direct impacts on road safety, by incorporating more advanced technologies that protect operators, passengers and pedestrians, as well as reducing polluting emissions.</span></p>
<p><span dir="auto">He also highlighted that </span><strong><span dir="auto">the program will strengthen the productivity of the trucking industry</span></strong><span dir="auto"> and support micro and small businesses, particularly those facing greater barriers to accessing financing.</span></p>
<p><span dir="auto">From an </span><strong><span dir="auto">industrial perspective, the package also sends a signal about strengthening domestic content</span></strong><span dir="auto"> . Currently, the sector has 64% regional content, with 14% of that originating in Mexico, and there is a goal to increase this share by 2027.</span></p>

<p><span dir="auto">The upcoming review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> will be a key process for the heavy vehicle industry, which sees this exercise as an opportunity to strengthen North American production integration, according to Alejandro Osorio, Director of Public Affairs and Communication at the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">From the sector&#8217;s perspective, the review of the trade agreement could clear up uncertainties and strengthen regional competitiveness, especially in an industry highly linked to </span><strong><span dir="auto">supply chains and foreign trade</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“We anticipate that the review may be complex, but we also see opportunities to strengthen regional integration and consolidate competitiveness in North America,” Osorio said.</span></p></blockquote>
<p><span dir="auto">The organization indicated that the industry is preparing to participate in talks related to the trilateral trade agreement, which could begin in March, at a time marked by changes in </span><strong><span dir="auto">trade policy</span></strong><span dir="auto"> and tensions in international trade.</span></p>
<p><span dir="auto">According to Marcelo Ebrard, head of the </span><a href="https://www.gob.mx/se"><span dir="auto">Ministry of Economy (SE)</span></a><span dir="auto"> , Mexico and the United States will begin a first round of bilateral talks on March 16th to review the USMCA, with the purpose of discussing the necessary measures to ensure that the benefits of the agreement accrue to both countries.</span></p>
<p><span dir="auto">In that context, the sector considers it essential to preserve the </span><strong><span dir="auto">trilateral nature of the agreement</span></strong><span dir="auto"> , noting that the USMCA has proven to be a key instrument for the region&#8217;s competitiveness.</span></p>
<blockquote><p><span dir="auto">“The treaty provides legal certainty and a framework for commercial operations to develop with free transit of goods, making the region more competitive,” Osorio explained.</span></p></blockquote>
<p><span dir="auto">The importance of the trade agreement is also reflected in the significance of the United States as an export destination for the Mexican heavy vehicle industry. In February 2026 alone, </span><strong><span dir="auto">7,849 units</span></strong><span dir="auto"> were exported , of which </span><strong><span dir="auto">7,015 went to the U.S. market</span></strong><span dir="auto"> , according to figures from ANPACT.</span></p>
<p><span dir="auto">Furthermore, the industry sees opportunities to </span><strong><span dir="auto">strengthen regional supply chains</span></strong><span dir="auto"> , attract investment, and develop suppliers at various levels within Mexico, from industrial components to technologies related to telematics.</span></p>

<p><span dir="auto">The heavy vehicle industry </span><strong><span dir="auto">in Mexico</span></strong><span dir="auto"> reported a start to 2026 with declines in key indicators such as production and exports, according to the balance presented on Tuesday by the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor Producers (ANPACT)</span></a><span dir="auto"> with figures up to February.</span></p>
<p><span dir="auto">During the sector&#8217;s monthly conference, Alejandro Osorio, director of Public Affairs and Communication of the association, detailed that in </span><strong><span dir="auto">February 6,974 heavy vehicles were produced</span></strong><span dir="auto"> , of which </span><strong><span dir="auto">6,739 corresponded to the cargo segment and 235 to the passenger segment</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">This level of production represented a </span><strong><span dir="auto">decrease of 49.1% compared to the same month in 2025</span></strong><span dir="auto"> , reflecting a start to the year below the levels observed in recent years.</span></p>
<p><span dir="auto">Regarding the technology used in manufacturing, the industry maintains a strong predominance of diesel-powered units.</span></p>
<p><span dir="auto">Of the total produced in February, </span><strong><span dir="auto">6,972 vehicles used this technology</span></strong><span dir="auto"> , while </span><strong><span dir="auto">one electric unit and one natural gas vehicle unit were manufactured</span></strong><span dir="auto"> , which shows the current reality of the market in terms of energy demand.</span></p>
<p><span dir="auto">The industry&#8217;s performance was also reflected in foreign trade. During February, </span><strong><span dir="auto">Mexico exported 7,849 heavy vehicles</span></strong><span dir="auto"> , representing a </span><strong><span dir="auto">32% drop compared to February 2015</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">However, the monthly report showed a recovery compared to the previous month, since </span><strong><span dir="auto">in January five thousand 076 units were exported</span></strong><span dir="auto"> , so the result for February represented a rebound in the pace of shipments abroad.</span></p>
<p><strong><span dir="auto">The United States</span></strong><span dir="auto"> remained the top export destination for the Mexican heavy vehicle industry, with </span><strong><span dir="auto">7,015 units shipped in February</span></strong><span dir="auto"> , followed by </span><strong><span dir="auto">Canada with 498 units</span></strong><span dir="auto"> .</span></p>
<p><strong><span dir="auto">Colombia</span></strong><span dir="auto"> ranked third , consolidating its position as one of the relevant markets for this type of product.</span></p>

<p><span dir="auto">In terms of exported technology, the structure is also dominated by diesel units. In February, </span><strong><span dir="auto">7,847</span></strong><span dir="auto"> exported vehicles used this fuel, while one electric unit and one natural gas vehicle were shipped.</span></p>
<h4><strong><span dir="auto">Imports of used trucks put pressure on the market</span></strong></h4>
<p><span dir="auto">In addition to the industry&#8217;s performance, ANPACT warned about a factor that is impacting the domestic market: </span><strong><span dir="auto">the importation of used heavy vehicles from the United States</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">Osorio explained that this phenomenon creates distortions in the secondary market and affects both the industry and the supply chain.</span></p>
<blockquote><p><span dir="auto">“For every 100 new vehicles sold in the country, an additional 64 used vehicles are entering the market,” he noted.</span></p></blockquote>

<p><span dir="auto">Given this scenario, ANPACT called on federal authorities (including the </span><a href="https://www.gob.mx/shcp"><span dir="auto">Ministry of Finance</span></a><span dir="auto"> , the </span><a href="https://www.anam.gob.mx/"><span dir="auto">National Customs Agency of Mexico</span></a><span dir="auto"> , the </span><a href="https://www.gob.mx/semarnat"><span dir="auto">Ministry of Economy and the Ministry of Environment and Natural Resources</span></a><span dir="auto"> ) to review the entry of used heavy vehicles and strengthen control mechanisms.</span></p>
<p><span dir="auto">According to the association, addressing this phenomenon is key not only for the performance of the industry, but also to avoid impacts on employment, the renewal of the vehicle fleet and the safety conditions on the country&#8217;s roads.</span></p>

<p><span dir="auto">The heavy vehicle market </span><strong><span dir="auto">in Mexico</span></strong><span dir="auto"> continued its slowdown in February 2026, following the trend observed in January. </span><strong><span dir="auto">During the second month of this year , </span></strong><span dir="auto"><strong>1,786 units of cargo and passenger vehicles were </strong></span><strong><span dir="auto">sold wholesale</span></strong> <span dir="auto">, representing a <strong>28.0% decrease</strong> compared to the 2,482 units sold in the same month of 2025, according to figures from the <a href="https://www.anpact.com.mx/">National Association of Bus, Truck, and Tractor-Trailer Manufacturers (ANPACT)</a> .</span></p>
<p><span dir="auto">The majority of sales were in the </span><strong><span dir="auto">cargo segment</span></strong><span dir="auto"> , which accounted for 1,490 units during the second month of this year. However, this sector also showed a significant adjustment compared to 2025, with a year-on-year decrease of 26.0%.</span></p>
<p><span dir="auto">Within this segment, </span><strong><span dir="auto">fifth-wheel</span></strong><span dir="auto"> tractors remained the main driver of volume, with 624 vehicles sold last February. However, this subsegment registered a </span><strong><span dir="auto">51.7% contraction compared to 2025</span></strong><span dir="auto"> , reflecting less dynamism in the demand for long-haul transport units.</span></p>
<p><span dir="auto">Other segments showed different performance. Class 6 reported 168 units sold, representing a 250.0% increase over February of last year. Class 5 added 80 units, with a 66.7% increase. In contrast, Class 8 reached 496 units sold, which meant a 14.2% year-over-year decrease.</span></p>
<p><span dir="auto">In the </span><strong><span dir="auto">passenger segment</span></strong><span dir="auto"> , </span><strong><span dir="auto">wholesale sales</span></strong><span dir="auto"> totaled 296 units in February 2026, a figure that implied a drop of 36.9% compared to the same month of 2025. Within this category, intercity buses totaled 91 units, with a decrease of 63.9% compared to the same period last year.</span></p>
<p><span dir="auto">In the first two months of the year, </span><strong><span dir="auto">wholesale sales of heavy vehicles </span></strong><strong><span dir="auto">reached 3,463 units</span></strong><span dir="auto"> , representing a decrease of 30.7% compared to the 4,997 vehicles sold in the same period of 2025.</span></p>
<p><span dir="auto">Of that total, the cargo segment accounted for 2,948 units in the January-February 2026 period, representing a 31.0% decrease compared to the same period last year. Fifth-wheel tractors again led sales, with 1,417 units sold during the period, although this represents a 52.1% contraction compared to January-February 2025.</span></p>
<p><span dir="auto">Meanwhile, the passenger segment accumulated 515 units placed in the first two months of 2026, representing a reduction of 29.1% compared to the 726 sales in the same period last year.</span></p>

<p data-start="352" data-end="810"><span dir="auto">Regarding </span><strong><span dir="auto">retail sales</span></strong><span dir="auto"> , 2,253 heavy vehicles were sold in the national market during February 2026, a decrease of 39.6% compared to the 3,728 units registered in the same month of 2025. In the accumulated January-February, retail sales totaled 4,302 units, a </span><strong><span dir="auto">drop of 42.6%</span></strong><span dir="auto"> compared to the 7,493 vehicles sold in the same period of 2025.</span></p>

<p data-start="812" data-end="1129"><span dir="auto">Within the cargo segment, retail sales reached 1,910 units last February, representing a 38.4% contraction compared to the same month in 2025. Fifth-wheel tractors accounted for the largest volume, with 884 units in February 2026, a 50.6% decrease compared to the second month of 2025, when 1,788 vehicles of this type were sold.</span></p>

<p><span dir="auto">In anticipation of the upcoming review of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> , scheduled for July of this year, the heavy vehicle industry outlined its priorities: </span><strong><span dir="auto">strengthening the domestic market, curbing imports of used vehicles from the United States,</span></strong><span dir="auto"> and taking advantage of regional integration opportunities.</span></p>
<p><span dir="auto">Rogelio Arzate, executive president of the </span><a href="https://www.anpact.com.mx/"><span dir="auto">National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , stated that the sector will work in coordination with the federal government to address the challenges that remain after a challenging 2025 and in light of the review process of the trilateral trade agreement.</span></p>
<blockquote><p><span dir="auto">One of the most important fronts will be curbing the influx of imported used vehicles. “We have a ratio of 65 used vehicles for every 100 new vehicles we sell, 65 of which come from the United States,” he stated.</span></p></blockquote>
<p><span dir="auto">To address this situation, he explained that they will seek </span><strong><span dir="auto">to establish reference prices</span></strong><span dir="auto"> , require certificates of origin, and raise tariffs on these types of units.</span></p>
<p><span dir="auto">The goal, he said, is to reduce the impacts associated with </span><strong><span dir="auto">pollution and insecurity</span></strong><span dir="auto"> linked to these units.</span></p>
<p><span dir="auto">In parallel, the association will promote a </span><strong><span dir="auto">fleet renewal</span></strong><span dir="auto"> program —going beyond the traditional concept of scrapping older vehicles—that incorporates </span><strong><span dir="auto">tax incentives</span></strong><span dir="auto"> , improved financing options, and guarantees. It will also include vehicle repair and closer support from the industry for carriers, especially owner-operators, through better service conditions, training, and competitive pricing.</span></p>
<p data-start="176" data-end="657"><span dir="auto">The context is significant. The Mexican </span><strong><span dir="auto">heavy vehicle</span></strong><span dir="auto"> industry closed 2025 with a marked contraction. Between January and December, wholesale sales totaled 30,673 units, representing a 54.7% drop compared to the same period in 2024, according to figures from ANPACT.</span></p>
<p data-start="176" data-end="657"><span dir="auto">The </span><strong><span dir="auto">cargo segment</span></strong><span dir="auto"> declined by 55% and the passenger segment by 53%, reflecting a generalized adjustment in demand for new units in a less dynamic environment that persisted throughout the year.</span></p>
<p data-start="176" data-end="657"><span dir="auto">In terms of </span><strong><span dir="auto">foreign trade</span></strong><span dir="auto"> , exports also failed to reverse the negative trend in 2025. From </span><strong><span dir="auto">January to December,</span></strong><span dir="auto"> 113,931 heavy vehicles were shipped abroad, a reduction of 28.6% compared to 2024.</span></p>
<p data-start="176" data-end="657"><span dir="auto">The cargo segment accounted for virtually all shipments, with 113,915 units, while the passenger segment was marginal, with only 16 units exported throughout the year. </span><strong><span dir="auto">The United States remained the primary destination</span></strong><span dir="auto"> for heavy vehicles manufactured in Mexico, followed by Canada and Colombia; in total, shipments reached 14 countries during 2025.</span></p>

<p data-start="659" data-end="1074"><span dir="auto">The start of 2026 also showed no clear signs of recovery on the external front. In January, </span><strong><span dir="auto">4,783 heavy vehicles were exported to the United States</span></strong><span dir="auto"> , a decrease of 54.9% compared to the same month in 2025.</span></p>
<p data-start="659" data-end="1074"><span dir="auto">This destination accounted for the vast majority of exports, followed by Canada with 233 units, confirming the structural importance of the US market for the Mexican industry.</span></p>

<p data-start="1076" data-end="1352"><span dir="auto">Overall, </span><strong><span dir="auto">the high dependence on the United States market</span></strong><span dir="auto"> explains the relevance that the USMCA review will have for the sector, not only in terms of rules of origin, but also in terms of trade certainty, production integration and export flows.</span></p>
<p><span dir="auto">Under the USMCA, the heavy vehicle industry will have to increase the regional content of its units from 64% to 70% by 2027, which means that more parts will have to be manufactured in Mexico, the United States or Canada.</span></p>
<blockquote><p><span dir="auto">For the sector, this adjustment implies a challenge in terms of productive adaptation, but it also opens opportunities to strengthen the supply chain established in Mexico and attract new investments that allow the manufacture in the region of components that are currently imported from other markets.</span></p></blockquote>
<p><span dir="auto">Arzate explained that the work will focus on strengthening local capabilities, attracting foreign direct investment, and developing Mexican suppliers.</span></p>
<p><span dir="auto">Additionally, the review agenda will include </span><strong><span dir="auto">issues of infrastructure, border crossings and labor aspects</span></strong><span dir="auto"> , with the expectation of maintaining a technical and coordinated dialogue with the federal government during the process.</span></p>
