<p data-start="529" data-end="969"><span dir="auto">In her first year in office, the federal administration headed by Claudia Sheinbaum announced that <strong data-start="1069" data-end="1095">133,769 verifications</strong> were carried out from </span><strong data-start="1025" data-end="1054"><span dir="auto">October 2024 to June 2025</span></strong><span dir="auto"> , which, according to her narrative, represented a 7.21% increase compared to the same period the previous year. However, a comparison with data from the Sixth Report of former President Andrés Manuel López Obrador (AMLO) revealed the opposite.</span></p>
<p data-start="529" data-end="969"><span data-start="725" data-end="778"><span dir="auto">AMLO&#8217;s report indicated that from </span></span><strong data-start="725" data-end="778"><span dir="auto">September 2023 to June 2024</span></strong><span dir="auto"> there were </span><strong data-start="787" data-end="813"><span dir="auto">141,587 verifications</span></strong><span dir="auto"> , while <strong>Sheinbaum&#8217;s </strong></span><strong><a href="https://www.informegobierno.gob.mx/"><em><span dir="auto">First </span></em><em><span dir="auto">Government Report</span></em></a></strong><span dir="auto"> (2025) indicated that there were </span><strong data-start="955" data-end="966"><span dir="auto">124,773</span></strong><span dir="auto"> for an almost identical period (from October 2023 to June 2024), that is, </span><strong><span dir="auto">seven thousand 800 fewer</span></strong><span dir="auto"> .</span></p>
<p data-start="1379" data-end="1865"><span dir="auto">To make a comparison between similar and non-conforming periods presented in the presidential document, a look at the figures from the </span><a href="https://www.gob.mx/sct"><span dir="auto">Secretariat of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> and those from the </span><a href="https://www.sct.gob.mx/transporte-y-medicina-preventiva/autotransporte-federal/informacion-sobre-la-direccion-general-de-autotransporte-federal/"><span dir="auto">Federal Directorate General of Transportation (DGAF)</span></a><span dir="auto"> reveals that the data is different, and the increase in inspections referred to is much higher.</span></p>

<p data-start="1867" data-end="2221"><span dir="auto">Comparing the figures for inspections carried out in the September cycle of the previous year with those of June of the current year, it is found that the </span><strong><span dir="auto">6th Government Report</span></strong><span dir="auto"> refers to </span><strong><span dir="auto">141,587 inspections</span></strong><span dir="auto"> , while the </span><strong><span dir="auto">First Government Report</span></strong><span dir="auto"> could have published the </span><strong><span dir="auto">real figures of 175,838,</span></strong><span dir="auto"> which is an </span><strong><span dir="auto">increase of 24 percent.</span></strong></p>

<p data-start="1867" data-end="2221"><span dir="auto">As you may recall, Claudia Sheinbaum </span><strong><span dir="auto">took office as president of Mexico on October 1, 2024</span></strong><span dir="auto"> , so the comparison in the report is from October 2024 to June 2025.</span></p>

<p data-start="1867" data-end="2221"><span dir="auto">Thus, taking this period as a reference, it is found that in the cycle from October 2023 to June 2024, 124,773 verifications were achieved, while for the same period but the following year, that is, already in the administration of Claudia Sheinbaum, 161,209 were achieved, this translates into a progress of 29%, data that is far from what was published in the report to the nation.</span></p>
</blockquote>
<p data-start="2223" data-end="2638"><span dir="auto">These contradictions are no small matter. </span><strong><span dir="auto">Weight and dimension checks are the primary tool for controlling the circulation of heavy vehicles,</span></strong><span dir="auto"> preventing accidents, and reducing damage to the road network. Inspections and medical examinations are key elements in road safety. When government reports provide inconsistent figures, what erodes is trust in inspections.</span></p>
<p data-start="2640" data-end="3039"><span dir="auto">The outlook for the industry is twofold: it faces </span><strong data-start="2689" data-end="2775"><span dir="auto">challenges in road safety, overweight control, and operator supervision</span></strong><span dir="auto"> , while official data offer three versions of the same reality. Neither adding up September nor comparing time cuts makes the numbers add up. The result is an </span><strong data-start="2955" data-end="2982"><span dir="auto">incomplete puzzle</span></strong><span dir="auto"> , where the official pieces never quite fit together.</span></p>

<p><span>The </span><a href="https://www.cmic.org/"><span>Mexican Chamber of the Construction Industry (CMIC)</span></a><span> predicted that this economic activity could have grown between 1.1% and 1.4% on average during the six-year term of former President Andrés Manuel López Obrador (AMLO).</span></p>
<blockquote><p><span>&#8220;We have data up to September, our projection is that we may reach 1.1%, this growth was because large projects such as the Mayan Train were stopped,&#8221; said Luis Méndez Jaled, president of the organization.</span></p></blockquote>
<p><span>He said that this slight progress is mainly due to the construction of large infrastructure projects such as the Mayan Train and the </span><a href="https://aifa.aero/"><span>Felipe Ángel International Airport (AIFA)</span></a><span> , to name a few.</span></p>
<p><span>He explained that </span><strong><span>an average of 1.6 billion pesos were invested</span></strong><span> annually during the last six-year period, with 60% being private capital and the rest being public investment.</span></p>
<p><span>At a press conference, he explained that during the six-year term of former President Vicente Fox, the average growth was 2.1%, the highest among the last four federal administrations.</span></p>
<p><span>He said that the construction sector could see increases of between 5% and 6%, although this will require </span><strong><span>public-private partnerships</span></strong><span> , as well as economic stability, the rule of law, among others.</span></p>
<p><span>However, he said that by the end of this year, the sector is expected to register a 15% decrease, due to the fact that resources for large-scale projects were no longer used.</span></p>
<blockquote><p><span>“It was mostly due to the Mayan Train and also, the change of sexennium always lowers the tenders a little. The last quarter of the administrative year dropped a lot and that is why there was this decrease,” he indicated.</span></p></blockquote>
<p><span>Luis Méndez commented that the arrival of Donald Trump to the presidency of the United States has them “ </span><strong><span>uneasy, there is uncertainty</span></strong><span> , there are many versions, but the important thing is to work as a team for what is coming, the free trade agreement and everything that will be given by our industry and the business part.”</span></p>
<p><span>He also said that they are considering creating a program to provide employment for migrants who are in the country, always in accordance with the law on migration and human rights, as well as respecting Mexicans.</span></p>

<p><span>On April 13, 2023, in his usual morning press conference, the then </span><strong><span>president of Mexico, Andrés Manuel López Obrador (AMLO),</span></strong><span> promised what would be one of the “jewels of his administration”: the inauguration and delivery, by September 2024, of the </span><strong><span>headquarters of the </span><a href="https://anam.gob.mx/"><span>National Customs Agency of Mexico (ANAM)</span></a> </strong><span>in Nuevo Laredo.</span></p>
<blockquote><p><span>“There has already been work started to build the customs office, the national customs office, in Nuevo Laredo,” AMLO said confidently, while the press present asked him when the inauguration would be and he responded: “Before my government ends. I finish in September of next year, before.”</span></p></blockquote>
<p><span>However, that statement remained a promise, as the work continues to be delayed.</span></p>

<p><strong><span>With the calendar marking October 2024</span></strong><span> , the new president, Claudia Sheinbaum, said that </span><strong><span>the long-awaited inauguration of the customs headquarters will not be this year, but will take place on March 31, 2025</span></strong><span> .</span></p>
<p><span>During her morning press conference, Sheinbaum hesitated to give an answer about the inauguration time and later confirmed it.</span></p>
<blockquote><p><span>“The headquarters of the National Customs Agency of Mexico will be completed on March 31, 2025,” said Sheinbaum.</span></p></blockquote>
<p><span>The president also mentioned that the Secretary of National Defense, General Ricardo Trevilla, recently visited the facilities to supervise the progress.</span></p>

<p><span>As for the Nuevo Laredo customs office, its inauguration will have to wait, leaving the ribbon cutting for next March.</span></p>
<p><span>Ninfa Cantú, head of the </span><a href="https://www.tamaulipas.gob.mx/economia/#"><span>Ministry of Economy</span></a><span> of the </span><a href="https://www.tamaulipas.gob.mx/"><span>Government of Tamaulipas,</span></a><span> stated in the framework of the celebration of the 50th anniversary of the </span><a href="https://www.censecar.com.mx/"><span>Central Cargo Services of Nuevo Laredo (CenSeCar)</span></a><span> , that the ANAM project </span><strong><span>in Nuevo Laredo presupposes an investment of four thousand 500 million pesos,</span></strong><span> and that from her point of view it is part of the strategic projects for foreign trade.</span></p>

<p><span>The </span><a href="https://www.amda.mx/"><span>Mexican Association of Automobile Distributors (AMDA)</span></a><span> described as “regrettable” the </span><strong><span>new extension of the decree for the regularization of imported used vehicles (colloquially known as chocolate cars)</span></strong><span> , until September 30, 2026, promoted by outgoing President </span><strong><span>Andrés Manuel López Obrador (AMLO),</span></strong><span> since it encourages automotive smuggling.</span></p>
<p><span>AMDA considered through a statement that AMLO is invading </span><strong><span>Claudia Sheinbaum</span></strong><span> &#8216;s mandate with this decision , a few days before she assumes </span><a href="https://www.gob.mx/presidencia/es"><span>the Presidency of the Republic</span></a><span> (October 1).</span></p>
<blockquote><p><span>“President Sheinbaum&#8217;s technical knowledge, professional career and commitment to the environment led us to believe that a government policy that is harmful to Mexico should be reversed,” the association said.</span></p></blockquote>
<p><span>He recalled that López Obrador ordered the publication in the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span>Official Gazette of the Federation (DOF)</span></a><span> of the modification of said decree, which </span><strong><span>was originally published on January 19, 2022</span></strong><span> , and that so far </span><strong><span>two million 559 thousand 256 vehicles</span></strong><span> had been regularized through that program.</span></p>
<p><span>AMDA stressed that the decree sets out various requirements for regularizing cars that were in a contraband situation, and one of the main ones was that it was proven that they had been introduced into the country without the formalities of the customs procedure until </span><strong><span>October 19, 2021</span></strong><span> .</span></p>
<p><span>It was also established that units that did not comply with the physical-mechanical or environmental protection conditions, and those that had </span><strong><span>a theft report or were related to the commission of a crime</span></strong><span> , would not be regularized .</span></p>
<blockquote><p><span>&#8220;All these requirements have been a dead letter, which puts public officials who have authorized the regularization of millions of vehicles on the spot, for which there is evidence of failing to meet one of the specifications that the decree established to regularize smuggling,&#8221; he said.</span></p></blockquote>
<p><span>AMDA warned that the authorized regularization without major control mechanisms would become an “incentive to smuggling,” beyond being a contribution to preventing smuggling.</span></p>
<p><span>The agency </span><strong><span>found that during the validity of the decree, the flow of vehicle smuggling has continued</span></strong><span> , and noted that &#8220;corruption of public officials has also become widespread by allowing the entry of the chocolate vehicles.&#8221;</span></p>
<p><span>He pointed out that one of the consequences is the economic impact on the country, and in that sense he specified that </span><strong><span>Chihuahua is ranked first in vehicle regularization,</span></strong><span> since while the new car market nationwide advanced </span><strong><span>12.2% in August compared to 2023</span></strong><span> , in this entity there is a decline of 5.6% in the same reference period.</span></p>
<p><span>This announcement comes just days before President López Obrador concludes his term and a new administration headed by Claudia Sheinbaum takes over, which has generated </span><strong><span>uncertainty in several sectors</span></strong><span> , especially in the economic sector and now in the automotive sector, which contributes to the concern that the reform of the Judicial Branch has also caused.</span></p>
<p><span>On the other hand, and according to information from the Mexican government, the regularization of used vehicles of foreign origin has managed to collect </span><strong><span>six thousand 398 million pesos</span></strong><span> , which have been invested in paving actions in several entities that are contemplated in the program, among them, Baja California, Baja California Sur, Chihuahua, Coahuila and Durango.</span></p>
<p><span>According to the </span><a href="https://www.inegi.org.mx/default.html"><span>National Institute of Statistics and Geography (INEGI)</span></a><span> , sales of light vehicles in Mexico reached </span><strong><span>127,684 units last August</span></strong><span> , which represents </span><strong><span>an increase of 11.9%</span></strong><span> compared to the same month of the previous year and, in turn, is placed as the best month of sales in the year and the best August since 2016.</span></p>

<p><span>In its latest monthly statistics on vehicle theft, the </span><a href="https://anerpv.mx/"><span>National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span> reported that </span><strong><span>at the end of the eighth month of the year, 142 stolen units were recorded, which represented an increase of 2.8% compared to August of last year</span></strong><span> , which meant an increase of four units. In turn, the figure reached in the cited month increased 14.3% compared to July of the same year.</span></p>
<blockquote><p><span>Puebla was the state with the highest incidence of crime with 46 stolen cargo vehicles, which represented 32.3% of the total nationwide. In second place was the State of Mexico with 27 robberies, equivalent to 19.0% of the total. Hidalgo was in third place with eight robberies, which represented 5.6% of the robberies in the eighth month of the year.</span></p></blockquote>
<p><span>In the accumulated total for the second quarter of the year, 1,135 heavy vehicles were stolen, of which </span><strong><span>26.4% were concentrated in Puebla</span></strong><span> , this means that the entity accumulated 300 crimes. It should be noted that since May 2024, the state leads the list as the most risky for cargo transportation.</span></p>
<p><span>In contrast, </span><strong><span>the State of Mexico has dropped a step on the list of entities with the highest incidence of crime, ranking second for the fourth consecutive month</span></strong><span> , with a total of 259 stolen vehicles. In turn, Hidalgo ranked third at the end of the second quarter of 2024 with 90 thefts of heavy vehicles.</span></p>

<p><span>López Obrador detailed in his report that 34,265 operations were carried out during the period mentioned, 17,546 more than during the previous year. </span><strong><span>Although the operations increased by 51.2% compared to those carried out in 2023,</span></strong><span> the impact to reverse the trend was not sufficient, since the theft of cargo vehicles continues to rise.</span></p>

<p><span>The analysis of </span><strong><span>passenger and cargo transportation during the six-year term of President Andrés Manuel López Obrador</span></strong><span> revealed results that contrast with some of the initial promises of his administration. The figures presented in the </span><a href="https://presidente.gob.mx/sexto-informe-de-gobierno/"><strong><span>Sixth Government Report</span></strong></a><span> show a </span><strong><span>decrease in six of the seven main categories</span></strong><span> , including passenger and cargo rail transportation, as well as the growth of federal motor transport.</span></p>
<p><span>In this sense, the evolution of </span><strong><span>cargo transported by air and land</span></strong><span> during the López Obrador administration reflects </span><strong><span>challenges and recoveries</span></strong><span> . In the report, the volume of cargo by these modes of transport experienced constant growth until 2018, but </span><strong><span>from 2019 it began to register declines</span></strong><span> , notably in 2020, with an annual decrease of -3.7%, largely affected by the COVID-19 pandemic.</span></p>
<p><span>Although a recovery was observed in the following years, with annual growth of 3.2% in 2021 and 3.3% in 2022, the increase moderated to 2.3% in 2023. This trend indicates that, although there was a post-covid recovery, </span><strong><span>freight transport still faces challenges to achieve sustained growth</span></strong><span> .</span></p>
<p><span>This behavior highlights the </span><strong><span>vulnerability of the cargo transportation sector</span></strong><span> to global crises and the importance of implementing more resilient policies that strengthen the country&#8217;s capacity to face future adversities, something that, according to the data, was left unfinished during the six-year term that is about to end.</span></p>

<p><span>Despite a </span><strong><span>28.2% rebound in 2021</span></strong><span> , </span><strong><span>this recovery was not sustained</span></strong><span> , as in 2022 the figure fell again to -1.2%. For 2024, the graph shows a modest growth of 8.5%, which, although positive, </span><strong><span>is still below the levels reached in the previous six-year period.</span></strong></p>

<p><span>In addition, </span><strong><span>freight in land rail transport</span></strong><span> shows a volatile performance, with several points of concern when compared to the previous six-year period. </span><strong><span>Between 2012 and 2018</span></strong><span> , although there were ups and downs, the general trend was one of moderate growth, reaching </span><strong><span>peaks such as 4.5% in 2014 and 4% in 2017.</span></strong><span> However, from 2019, the situation changed dramatically.</span></p>
<p><strong><span>The year 2019</span></strong><span> marked the beginning of a series of </span><strong><span>significant declines</span></strong><span> , starting with a decline of -2.2%, which worsened to -3.8% in 2020, coinciding with the impact of the pandemic and disruptions in the global supply chain.</span></p>
<p><span>Although </span><strong><span>2021 </span></strong><strong><span>saw a recovery with growth of 7.9%</span></strong><span> , this rebound was not sustained as in 2022 the figure fell back to -1.1 percent. For 2024, a modest growth of 4 percent is projected.</span></p>

<p><span>Finally, the </span><strong><span>federal auto transport load</span></strong><span> during AMLO&#8217;s six-year term shows significant fluctuations. After a significant drop in 2020, there was a recovery in 2021, but growth stabilized at 2.3% in 2023 and 2024, without reaching the consistency of previous years. However, this reflects the need for more stable policies to ensure sustained growth in the sector.</span></p>
<p><span>One of the most visible sectors during this six-year period is </span><strong><span>passenger air transport</span></strong><span> , since the average annual growth of 10.85% during 2019-2024 exceeds the 9.4% recorded in the previous six-year period. This growth is largely due to the post-pandemic recovery.</span></p>
<p><span>In the case of </span><strong><span>passenger rail transport</span></strong><span> , growth was low, with an annual average of only 1.57% compared to 4.8% in the previous six-year period. This shows that large railway projects, such as the </span><strong><span>Mayan Train and the Trans-Isthmus Train</span></strong><span> , were and are marked by delays and questionable execution for different sectors of the industry.</span></p>
<p><span>The growth in the number of </span><strong><span>passengers served in land transport by federal motor transport</span></strong><span> during AMLO&#8217;s six-year term shows that after a significant drop of -3.5% in 2020, impacted by the pandemic, the sector </span><strong><span>experienced a recovery with an increase of 4.4% in 2021</span></strong><span> . However, starting in 2022, growth began to slow down, </span><strong><span>stabilizing at 2.1% by 2024</span></strong><span> . These data reflect the recovery of the sector after the crisis, but also the difficulty of maintaining constant growth in a challenging environment.</span></p>
<p><span>López Obrador&#8217;s six-year term has been marked by an ambitious commitment to large infrastructure projects, such as the </span><strong><span>Maya Train and the AIFA</span></strong><span> . However, these projects are plagued by criticism from their planning phases to their execution, and so far, they have not met expectations in terms of significantly improving transportation in Mexico.</span></p>

<p><span>Although the government of Andrés Manuel López Obrador (AMLO) placed </span><strong><span>maritime cabotage in Mexico</span></strong><span> as one of its priority projects, this activity did not show considerable progress during the six-year term.</span></p>
<p><span>Wow, in AMLO&#8217;s </span><strong><span>Sixth Government Report</span></strong><span> , only a few lines are dedicated to explaining the &#8220;actions&#8221; undertaken.</span></p>
<blockquote><p><span>&#8220;(…) the planning and construction of port projects that stimulate the internal market by taking advantage of cabotage and short-distance maritime transport was promoted, always with a perspective of sustainable development,&#8221; the report states.</span></p></blockquote>
<p><span>Meanwhile, </span><strong><span>the volume of goods transported</span></strong><span> in cabotage activities in Mexico shows an inconsistent evolution.</span></p>

<p><span>The Executive then combines in the President&#8217;s latest report the various </span><strong><span>investments that both the public and private sectors</span></strong><span> have made in the last year around the port sector.</span></p>
<p><span>In general, it mentions that, from September 2023 to June 2024, port investment amounted to </span><strong><span>11 thousand 413 million pesos (mdp)</span></strong><span> , made up of 10 thousand 091.9 mdp of public resources (own and fiscal) and 1 thousand 321.1 mdp of private investment.</span></p>
<p><span>In addition, it lists the works carried out in the different </span><strong><span>Administrations of the National Port System (Asiponas)</span></strong></p>
<p><span>The following investment projects were carried out with public resources:</span></p>
<p><strong><span>− Ensenada.</span></strong><span> Progress was made in the construction of the Transport Regulatory Centre (29% complete).</span></p>
<ul>
<li><span>The Maritime Traffic Control Center is being built (50% complete).</span></li>
<li><span>Access to the tourist boardwalk and the fiscalized area of ​​Ensenada and El Sauzal were modernized (31.6% progress).</span></li>
<li><span>Progress was made in maintenance programs for the port infrastructure and electrical system of Ensenada (19.4% progress) and El Sauzal (46.4% progress).</span></li>
</ul>
<p><strong><span>− Topolobampo.</span></strong><span> Progress was made on the port infrastructure maintenance program for 2021-2024 (76.5% complete).</span></p>
<ul>
<li><span>As part of the Maritime Traffic Control Center, the construction of the 30-meter-high tower, which is the base structure for the port radar, was completed.</span></li>
<li><span>The construction of the platform and hydraulic concrete slab covering 2.3 hectares of the storage yard surface has been completed.</span></li>
</ul>
<p><strong><span>− Manzanillo.</span></strong><span> The Armería Manzanillo aqueduct was completed, modernizing 42 kilometers of hydraulic infrastructure to benefit 170,000 residents.</span></p>
<p><strong><span>− Lázaro Cárdenas.</span></strong><span> The marginal dock, 350 metres long, 29 metres wide and four metres high above sea level, was cemented and will accommodate vessels with a length of 285 metres, a width of 42 metres and a draft of 12 metres (96% complete).</span></p>
<ul>
<li><span>The 207.9-meter-long dock for smaller vessels and tugboats was completed. * Work continued on the expansion of the access and exit road to the port area for coastal cargo (95% complete).</span></li>
<li><span>The Isla de la Palma project is being developed on 608 hectares adjacent to the port area, where perimeter roads, communication bridges, perimeter walls and fencing, electricity, raw water and voice and data services are being built to incorporate it into the support area for port activities (10% progress).</span></li>
<li><span>The infrastructure of buildings that comprise the logistics services area for motor transport was completed.</span></li>
</ul>
<p><strong><span>− Salina Cruz.</span></strong><span> At the oil port, the breakwater was completed, which will reduce the delay in loading fuel onto vessels, which will generate savings in the operating costs of the Maritime Terminal.</span></p>
<ul>
<li><span>At the commercial port, the docks were reinforced and the Multipurpose Dock was completed.</span></li>
</ul>
<p><strong><span>− Altamira.</span></strong><span> The walls were reinforced on the overpass at kilometer 30+880. Construction of access ramps and foundations of piles, placement of beams and abutments and drainage works (98% complete).</span></p>
<p><strong><span>− Tampico.</span></strong><span> Progress was made on the port and services infrastructure maintenance program (75% complete).</span></p>
<p><strong><span>− Veracruz.</span></strong><span> Natural expansion works were carried out on the port and progress was made on the construction of the new port customs office.</span></p>
<p><strong><span>− Coatzacoalcos.</span></strong><span> The development of port infrastructure in Laguna de Pajaritos continued, stage 2 (99% complete).</span></p>
<p><strong><span>− Dos Bocas.</span></strong><span> Work is underway on the sanitary island for the treatment and disposal of wastewater and rainwater at the Multipurpose Terminal and on the construction of the administrative building.</span></p>
<p><strong><span>− Progress.</span></strong><span> The maintenance programme for the communication viaduct breakwaters was carried out.</span></p>
<p><span>The following projects were carried out <strong>with private investment :</strong></span></p>
<p><strong><span>− Ensenada.</span></strong><span> The container terminal is currently being expanded: 300 meters of dock and 4.37 hectares for maneuvering yards.</span></p>
<p><strong><span>− Topolobampo.</span></strong><span> Work is underway on the executive project for the construction of a multi-purpose facility for handling general cargo.</span></p>
<p><strong><span>− Manzanillo.</span></strong><span> The automation of the Specialized Container Terminal (TEC II) continued; two gantry cranes and five hybrid gantry cranes were acquired. The equipment of the Specialized Container Terminal (TEC I) continued; seven latest-generation electric E-RTG cranes were acquired.</span></p>
<p><strong><span>− Lázaro Cárdenas.</span></strong><span> Works were carried out to restore paving levels, improving the traffic and operation of forklifts and the stability of the arrangement of containers at height.</span></p>
<ul>
<li><span>At the Port Container Terminal, adjustments were made to the yard area with new traffic lanes for electric yard cranes and photovoltaic panels were installed.</span></li>
</ul>
<p><strong><span>− Altamira.</span></strong><span> Infrastructure works were carried out for the storage of hydrocarbons.</span></p>

<p><span>In his </span><a href="https://framework-gb.cdn.gob.mx/informe/fca41ae3c4cbdcaeef337442e3adbe0e.pdf"><span>Sixth Government Report</span></a><span> , the President of Mexico, Andrés Manuel López Obrador, indicated that from September 1, 2023 to the last day of June 2024, the </span><em><span>Strategy to combat robbery of motor transport and passengers on highways</span></em><span> was implemented , which is defined as the implementation of </span><strong><span>&#8220;joint intelligence, investigation and prosecution actions to combat the crime of robbery of motor transport</span></strong><span> with the aim of providing protection, security and road assistance to people who travel daily on the country&#8217;s road network,&#8221; the document reads.</span></p>
<p><span>There it was stated that in the cited period the number of anti-assault operational actions, as well as security and protection operations, increased by 78%, this in comparison with the period from September 2022 to June 2023. However, </span><strong><span>when comparing the data published in the </span><a href="https://framework-gb.cdn.gob.mx/informe/760e7dab2836853c63805033e514668301fa9c47.pdf"><span>Fifth Government Report,</span></a><span> the figures revealed that this increase was actually 51.2 percent</span></strong><span> .</span></p>
<p><span>Between September 2023 and June 2024, “12,310 anti-assault operations and 3,254 passenger vehicle inspections were carried out, as well as 21,701 security and protection operations,” meaning that 34,265 </span><strong><span>operations were carried out during the aforementioned period</span></strong><span> .</span></p>
<p><span>In turn, the figures that the executive published from September 1, 2022 to June 30, 2023 indicated: &#8220;2,484 anti-assault operations were carried out, 707 for the inspection of passenger vehicles and 13,528 security and protection operations for private vehicles and motor transport&#8221;, a total of 16,719 actions.</span></p>
<p><span>It should be noted that, compared to the data that the president reported in his Fifth Government Report, </span><strong><span>this year there was no specialized section dedicated to cargo transportation, so it is not known with certainty how many of the &#8220;21,701 security and protection operations&#8221; were focused on the protection of the sector</span></strong><span> .</span></p>
<blockquote><p><span>Although the increase in anti-assault operations, as well as security and protection operations, has doubled, it is important to note that the statistical reports of the </span><a href="https://anerpv.mx/"><span>National Association of Vehicle Tracking and Protection Companies (ANERPV)</span></a><span> detailed that from September 2022 to June 2023, 1,373 thefts of cargo vehicles were reported on the road network, mostly concentrated in the State of Mexico.</span></p></blockquote>
<p><span>In turn, the data provided by ANERPV during the period from September 2023 to June 2024 reported the theft of 1,415 cargo vehicles. It should be noted that from September 2023 to April 2024, the State of Mexico ranked first in crime, however, as of May this entity was overtaken by Puebla, where the highest crime rate is currently concentrated.</span></p>
<p><strong><span>The aforementioned data show that from September 2022 to June 2023 </span><em><span>vs.</span></em><span> September 2023 to June 2024, there has been a 2.9% increase in theft from cargo transport,</span></strong><span> which shows that the Strategy to combat theft from transport and passengers on roads has not been effective in reducing crime.</span></p>
<p><strong><span>Immediate Alert Centers</span></strong></p>
<p><span>López Obrador&#8217;s Sixth Government Report </span><strong><span>also referred to the actions undertaken through the Immediate Alert Centers (CAI)</span></strong><span> , an initiative promoted since 2019 by the </span><a href="https://canacar.com.mx/"><span>National Chamber of Cargo Transportation (Canacar)</span></a><span> that aims to prevent cargo theft. &#8220;Focused actions were established on the country&#8217;s road network to address the incidence of theft from cargo transportation,&#8221; the document reads.</span></p>
<p><span>The report detailed that, from September 2023 to June 2024, 430 alerts for cargo theft were attended to, which led to the recovery of 225 units, &#8220;which translates into 52.3% effectiveness,&#8221; the Executive stated in the document.</span></p>
<p><strong><span>However, in this area, the Fifth Government Report detailed that &#8220;562 alerts of cargo theft were received from different parts of the national territory</span></strong><span> , with a recovery of 343 units, which translates into 61% effectiveness.&#8221;</span></p>
<p><span>The above indicates that between the periods mentioned there was a 30.6% reduction in alerts through the country&#8217;s CAI, with a decrease in effectiveness, with 118 fewer units recovered.</span></p>

<p><span>AMDA stated in a statement its position on the initiative, which was approved on August 26 by the Constitutional Affairs Committee of the </span><a href="https://web.diputados.gob.mx/inicio"><span>Chamber of Deputies</span></a><span> .</span></p>
<blockquote><p><span>The appointment of judges, ministers and magistrates by popular election, the organization noted, &#8220;far from providing legal certainty to citizens, deepens the discretion of decisions, politicizes it and does not define objective criteria for an adequate selection of the required profiles,&#8221; since one of the consequences would be the </span><strong><span>weakening of the judicial career</span></strong><span> .</span></p></blockquote>
<p><span>He said that this will not solve the problems facing the judicial system, and although AMDA indicated that reform is necessary to improve it, he specified that “ </span><strong><span>institutional destruction</span></strong><span> is not the way to promote a higher state of social coexistence.”</span></p>
<p><span>Economically, he added, judicial reform </span><strong><span>puts the viability of investments at risk</span></strong><span> and leaves them highly vulnerable to the power of the Executive.</span></p>
