<p><span dir="auto">The </span><a href="https://autoridadesdemovilidad.org/"><span dir="auto">Mexican Association of Mobility Authorities (AMAM)</span></a><span dir="auto"> , together with the </span><a href="https://www.anpact.com.mx/"><span dir="auto"> National Association of Bus, Truck and Tractor-Trailer Manufacturers (ANPACT)</span></a><span dir="auto"> , the </span><a href="https://www.wri.org/"><span dir="auto">World Resources Institute (WRI)</span></a><span dir="auto"> and the </span><a href="https://qroo.gob.mx/"><span dir="auto">government of Quintana Roo</span></a><span dir="auto">  convened the </span><strong><span dir="auto">Latin American Forum of Mobility Authorities</span></strong><span dir="auto"> , a regional meeting aimed at strengthening public decision-making in matters of transport and mobility.</span></p>
<p><span dir="auto">The forum, which will take place on </span><strong><span dir="auto">February 12 and 13 in Quintana Roo</span></strong><span dir="auto"> , will bring together more than 300 specialists and federal, state and municipal authorities from Mexico and 10 other Latin American countries.</span></p>
<p><span dir="auto">Its focus is primarily on officials responsible for designing, regulating and operating <strong>mobility </strong></span><strong><span dir="auto">systems</span></strong> <span dir="auto">, as well as strategic actors involved in their implementation.</span></p>
<p><span dir="auto">The Latin American Forum of Mobility Authorities seeks to delve deeper into real-world planning, regulation, and implementation processes, going beyond general assessments. The agenda includes approximately 30 keynote addresses, technical panels, and case study sessions, with the aim of reviewing comprehensive experiences, from institutional design to the daily operation of transportation systems.</span></p>
<blockquote><p><span dir="auto">The program places authorities from all </span><strong><span dir="auto">three levels of government</span></strong><span dir="auto"> at the center of the discussion, integrating the participation of specialists, the heavy vehicle automotive industry, transport operators, technology solution providers, development banks, multilateral organizations, academia, and civil society.</span></p></blockquote>

<p><span dir="auto">Diego Monraz, president of AMAM, noted that the forum emerged as a space driven by the authorities themselves to strengthen the quality of public decisions through the </span><strong><span dir="auto">exchange of real-world experiences</span></strong><span dir="auto"> and peer learning. Meanwhile, Albania González, executive secretary of AMAM, emphasized that the value of the meeting lies in its technical focus and the possibility of adapting solutions to different state and municipal contexts.</span></p>
<p><span dir="auto">Rafael Hernández Kotasek, director of the </span><a href="https://imoveqroo.qroo.gob.mx/"><span dir="auto">Quintana Roo Mobility Institute</span></a><span dir="auto"> , emphasized that the forum will allow for the sharing of challenges faced by entities undergoing transformation processes in their mobility models. From WRI Mexico, Angélica Vesga highlighted that the organization&#8217;s participation focuses on providing technical evidence to strengthen the institutional capacities of the authorities.</span></p>
<p><span dir="auto">From the industrial sector, Rogelio Arzate, executive president of ANPACT, emphasized that </span><strong><span dir="auto">the transformation of transportation systems requires informed and viable public decisions</span></strong><span dir="auto"> , accompanied by the technical participation of the industry. He added that the forum allows authorities to learn from operational experiences that can facilitate better policy implementation.</span></p>
<p><span dir="auto">Access to the forum will be free for previously registered public officials, and will include spaces for technical collaboration and specialized analysis.</span></p>

<p><span dir="auto">GUADALAJARA, JAL.- The </span><a href="https://autoridadesdemovilidad.org/"><span dir="auto">Mexican Association of Mobility Authorities (AMAM)</span></a><span dir="auto"> presented its 2024-2025 report of achievements and progress within the framework of </span><strong><span dir="auto">Expo Transporte ANPACT 2025</span></strong><span dir="auto"> , highlighting activities to improve road safety, as well as the promotion of electromobility.</span></p>
<p><span dir="auto">At the event, the 2024-2025 board of directors emphasized that part of the positive results achieved were directed towards the transformation of transportation and new alternatives in the field.</span></p>
<p><span dir="auto">Among the most outstanding advances on AMAM&#8217;s agenda are the </span><strong><span dir="auto">building of bridges with the federal government</span></strong><span dir="auto"> and the development of the first Specialization Program in the Transformation of Public Transportation, noted Ricardo Serrano Rangel, general coordinator of Mobility of Aguascalientes and president of the organization.</span></p>
<p><span dir="auto">In her participation, she added that, among other actions, experiences were exchanged with the support of </span><a href="https://www.giz.de/en"><span dir="auto">GIZ</span></a><span dir="auto"> and the </span><a href="https://es.wri.org/"><span dir="auto">World Resources Institute (WRI)</span></a><span dir="auto"> in favor of better mobility in Mexico.</span></p>
<p><strong><span dir="auto">Institutional strengthening</span></strong><span dir="auto"> was also promoted , as well as initiatives to enhance communication and visibility of the work done by this organization.</span></p>
<p><span dir="auto">In addition, good practices were implemented with AMAM resources, with the purpose of strengthening </span><strong><span dir="auto">financial sustainability</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">In that sense, the historical income of the private sector to AMAM at WRI Mexico reached more than 3.6 million pesos (mdp) as of September 2025, a considerable increase compared to 2024, when it was 2.5 mdp.</span></p>
<blockquote><p><span dir="auto">“Today, we proudly say that AMAM has established itself as a collaborative space, and although the path has been challenging, we have remained steadfast in promoting sustainable mobility at the national level from the local level,” said Ricardo Serrano.</span></p></blockquote>
<p><span dir="auto">The presentation also announced the integration into the AMAM advisory council of Julieta Leo Lozano, from the Mario Molina Center; Isabel Von G, from GIZ; Bernardo Baranda, from the Institute for Transport and Development Policy; Amado Crotte, from the </span><a href="https://www.iadb.org/es"><span dir="auto">Inter-American Development Bank (IDB)</span></a><span dir="auto"> ; Vicente Torres, from the International Association of Public Transport; and Fernando Páez, from WRI Colombia.</span></p>
<p><span dir="auto">With these integrations, the organization seeks to continue on the path towards better mobility in the country, stressed Angélica Vesga, technical secretary of AMAM.</span></p>

<p><span>Currently, various freight transport companies, as well as courier and parcel companies, have plans to accelerate the decarbonization of their operations to contribute to caring for the environment. However, it is a reality that </span><strong><span>the conditions for incorporating electric cargo vehicles are not yet entirely favorable</span></strong><span> .</span></p>
<p><span>The </span><a href="https://www.diputados.gob.mx/LeyesBiblio/pdf/LGMSV.pdf"><span>General Law on Mobility and Road Safety (LGMSV)</span></a><span> determines in its Article 55 that the management of mobility demand seeks to reduce the use of less efficient modes of freight and passenger transport and promote the most sustainable and safe ones. It also states that federal, state and municipal authorities and the territorial demarcations of Mexico City must implement measures focused on reducing emissions and other negative externalities provided for in the LGMSV and the General Law on Climate Change.</span></p>
<p><span>More than two years after the publication of the LGMSV, there are no concrete plans to promote the adoption of cleaner energies, leveraged </span><strong><span>with robust financing programs or with fiscal and non-fiscal incentive projects</span></strong><span> .</span></p>
<p><span>Despite this, several companies have already decided to acquire electric fleets, and some companies have not only incorporated electric vehicles, but have also developed their own delivery units.</span></p>
<blockquote><p><span>“Little by little, the last mile has decided to migrate to lighter vehicles, which facilitates distribution and has greater fuel efficiency, thereby optimizing costs. Also, over the years, there has been a trend towards the adoption of electric vehicles, which is also driving a rethinking of the renovation of city infrastructure,” explained Sonia Aguilar, regional coordinator for Latin America of the </span><a href="https://www.roadsafetyngos.org/"><span>Global Alliance of NGOs for Road Safety</span></a><span> .</span></p></blockquote>
<p><span>According to Aguilar, </span><strong><span>the infrastructure for recharging vehicles is an area of ​​opportunity to contribute to the reorganization of roads.</span></strong><span> He explained that this consists of the best use of public space so that a better distribution of goods can be generated in the most congested cities. Added to this is a strategy so that the loading and unloading of goods is done in a safe and efficient manner.</span></p>
<blockquote><p><span>Aguilar stressed that in some large cities, loading and unloading is done at night, in this way the attributes of electric vehicles are better utilized and traffic congestion is not contributed to. “We have the opportunity to rethink together the most efficient operation of cities,” he said.</span></p></blockquote>
<p><span>In turn, Ricardo Serrano, president of the </span><a href="https://autoridadesdemovilidad.org/"><span>Mexican Association of Mobility Authorities (AMAM)</span></a><span> , pointed out during his participation in the 30th National Meeting of Mobility Authorities (ENAM) that within the five strategic axes of the National Mobility Agenda, the reduction of emissions in motor transport was placed in a primordial place.</span></p>
<p><span>The agenda proposes decarbonisation through the </span><strong><span>orderly and realistic coexistence of sustainable energy sources and technologies</span></strong><span> , which allows for the systematic and tangible reduction of emissions.</span></p>
<blockquote><p><span>“We are committed to reducing emissions from road transport by integrating cleaner vehicles into our cities, with the support of the government and the private sector,” said Serrano.</span></p></blockquote>
