GUADALAJARA, JAL. – Mexico’s leading role in the heavy vehicle industry, being the main exporter of tractor-trailers and the 4th largest producer of this type of unit, is the result of decades of investment, constant work and coordination with the government , as well as excellence in competitiveness, commented Rogelio Arzate, president of the National Association of Bus, Truck and Tractor-Trailer Producers (ANPACT) .

At the inauguration of Expo Transporte ANPACT 2025 , Arzate stated that this event demonstrates that the industry drives investment and that the companies participating in it are committed to “Made in Mexico”.

This 21st edition of Expo Transporte ANPACT will feature the presence of 35 countries, with more than 640 brands represented in a space of 70,000 square meters, making it the largest exhibition of all time.

Alejandro Malagón, president of the Confederation of Industrial Chambers (Concamin), acknowledged in his speech that this industry faces challenges such as the imposition of tariffs and the decrease in sales in the domestic market; however, he stated that they will continue working with ANPACT to find real solutions, in conjunction with the Ministry of Economy (SE), as well as with the negotiations of the United States-Mexico-Canada Agreement (USMCA).

During the inauguration of #ExpoTransporteANPACT 2025, Alejandro Malagón, president of CONCAMIN, acknowledged that the sector faces new challenges due to US tariff pressures.
“We are working hand in hand with the Ministry of Economy; our goal is to continue growing and competing in international markets,” he stated.

The leader of the industrialists emphasized the importance of the industry, which contributes about 6% of the Gross Domestic Product (GDP) and generates about two million jobs , having an impact on the economy and economic development.

In support of this industry, Rogelio Arzate celebrated the recent agreement reached with the Ministry of Economy (SE) and the Ministry of Environment and Natural Resources (Semarnat) , to limit the age of imported vehicles to 10 years, so that this industry can be boosted.

Altagracias Gómez, coordinator of the Advisory Council for Regional Economic Development and Relocation (CADERR), described how consolidating Mexico as the most important producer of tractor-trailer trucks has taken 30 years , and has an impact on sustainable economic development, and the generation of local suppliers with an impact on national and foreign SMEs.

“The future of transportation is built on investment and talent, with infrastructure, education, and by choosing the best drivers. More than 36 countries are coming to learn about this expo and the future we are proposing, a future that is not intimidated by tariffs,” stated the official, who has a family connection to Dina, the founding company of ANPACT.

The governor of Jalisco , Pablo Lemus, speaking at the inauguration of Expo Transporte ANPACT, described three actions that his government is implementing to promote the development of transportation.

The first is the rehabilitation of state highways , where there is a change in strategy and now a maintenance policy has been added to keep them in good condition.

The second action is linked to the works on the road to Chapala , aimed at improving mobility in the city, especially in anticipation of the World Cup in 2026.

And finally, Lemus outlined the development of the State Highway Police , which aims to improve the climate of insecurity experienced nationwide, and where the coordination with the National Guard will be leveraged.

Verónica Delgadillo, mayor of Guadalajara, emphasized that this industry supports municipalities in providing better services at the municipal, state, and even national levels, “they are allies of good governments.”

“Expo Transporte is a space to do great business, a space to reflect, to find the trucking industry as an ally in the climate emergency,” Delgadillo asserted.

Along these lines, the mayor announced that industry, government, and private individuals share a common challenge: to ensure that by 2030, 11% of vehicles in Guadalajara, both public and private, are electric, although she did not specify the ecosystem that would contribute to this goal.

Expo Transporte ANPACT takes place from November 12-14 at Expo Guadalajara.

The Mexican government called on the maquiladora industry to increase investment to over 25% of Gross Domestic Product (GDP) next year, as well as to defend the sector during the upcoming revision of the United States-Mexico-Canada Agreement (USMCA).

“We’re already two months away from 2026, and it’s time to invest in Mexico. It’s time to expand investments, grow workforces, and commit to job creation and value creation in the country,” said Altagracia Gómez, head of the Advisory Council on Regional Economic Development and Relocation (CADERR), the government’s liaison office with industry in Mexico.

During his participation in the 50th National Index Convention of the National Council of the Maquiladora and Export Manufacturing Industry (National Index) , he announced that they are working on a proposal to reduce investment times from 2.5 years to one year, cutting federal permits in half, through reform of bureaucratic procedures.

Meanwhile, at the financial level, Nafin and Bancomext are analyzing new plans to promote projects in industrial parks, as well as for sectors included in the Mexico Plan, with preferential conditions regarding terms, guarantees, and rates, to name a few. This is because the goal is for at least 30% of small and medium-sized enterprises (SMEs) to have access to credit.

“All of these efforts, from secondary laws on energy, infrastructure, and talent issues, and particularly aligning industrial policy, IMMEX Chapter 98, with the country’s trade policy, understood through WTO rules, free trade agreements, Mexican official standards, and tariff policy, are issues we need your help with. We want to continue working with you going forward,” he said.

Likewise, he requested that he be present during the USMCA review for technical opinions and to defend national interests.

“Not only the country’s sovereignty, but also the prosperity of the North American region. Mexico is part of the most prosperous region in the world, actively contributing not only to investment and the creation of well-paid jobs, but also to the supply and resilience of value chains, which are the most important in the world. We are already first in heavy vehicles, fourth in auto parts, fifth in light vehicles, ninth in aerospace, fourth in electrical devices, and first in 16 agri-food products, and this is a position we not only want to preserve but also grow,” he noted.

Therefore, he mentioned that despite the “waves” generated by the negotiations, “we also know that we are surfing champions , and in Mexico, companies do not give up, they do not back down, and they continue to invest in a country that will not let them down.”

He also noted that the shoe, textile, toy, and furniture sectors must reach 50% of national consumption, as it currently stands at approximately 37%, and that an import substitution strategy is being sought.

As well as achieving 15% of the added value of global supply chains for the automotive, chemical, pharmaceutical, and information technology industries, among others.

Alfonso Durazo, governor of Sonora, emphasized that the reconfiguration and readjustment of the global economy presents risks, but also opportunities , “because despite the uncertainty surrounding the rules of the international trade game, we can say there is a consensus: North America is stronger and more competitive with Mexico than without it.”

In this regard, he affirmed that the country is a reliable ally for the United States and Canada and maintained that the Mexican government maintains constant dialogue with the business sector to “bring to a successful conclusion” the revision of the USMCA.

This morning, President Claudia Sheinbaum presented the progress of the Advisory Council for Regional Economic Development and Business Relocation (CADERR) and its members.

This organization, made up of businesspeople, academics and government representatives , seeks to implement a comprehensive plan that combines private investment, sustainable development and public policies aimed at long-term growth.

Altagracia Gómez , CADERR Coordinator, highlighted that the purpose of this council is to promote the national relocation strategy , which is based on three pillars: public policy aligned with strategic sectors , prioritizing industries such as automotive, aerospace, agro-industrial and chemical; development of priority infrastructure , such as border crossings, ports, highways and hospitals; and strengthening of national talent , through technical education programs, certifications and promotion of STEM careers (science, technology, engineering and mathematics).

Gómez Sierra stressed the importance of long-term planning and of integrating all sectors of society in a coordinated effort.

“This plan not only seeks to attract investments, but also to generate productive chains that replace imports and increase the added value of products made in Mexico. It is a unique opportunity to break with historical cycles of inequality,” he said.

The role of the Advisory Board

The council, led by Altagracia Gómez Sierra, is made up of 15 businesspeople (including the coordinator), who represent a diversity of regions and key sectors of the economy.

Federal government departments, business organizations and universities such as the Autonomous University of Mexico (UNAM), the Monterrey Institute of Technology and the National Polytechnic Institute (IPN) are also participating.

Among its main functions, the council will be responsible for implementing the National Relocation Strategy , specifying private investments in priority sectors.

Likewise, promote the development of SMEs and promote strategic planning that links social and environmental needs with economic productivity.

“This council is not just about meeting, but about working on specific projects that will trigger regional development, based on productive vocations and natural resources,” explained Sheinbaum.

The Council also responds to the historic opportunity presented by the relocation of companies in the context of global economic regionalisation.

With quarterly meetings and sectoral roundtables, the council aims to become a model of effective coordination between government, business and academia, ensuring that investments reach the country with a clear vision of growth.

With these efforts, the government seeks to achieve economic growth of more than 2.5% annually, while promoting equity and environmental protection.
