<p><a href="https://www.dpworld.com/en"><span dir="auto">DP World</span></a><span dir="auto"> announced that it has obtained certification from the </span><a href="https://www.iata.org/"><span dir="auto">International Air Transport Association (IATA)</span></a><span dir="auto"> for its <strong><em>freight forwarding</em></strong></span><strong><span dir="auto"> operations in Mexico City</span></strong><span dir="auto"> , an accreditation that will allow it to directly operate air freight services in a context marked by the growth of </span><em><span dir="auto">nearshoring</span></em><span dir="auto"> (relocation of production lines) and the increasing integration of supply chains in North America.</span></p>
<p><span dir="auto">The certification enables the company to market air cargo transport without intermediaries, issue air waybills as an accredited agent, operate directly with airlines, and access the IATA </span><strong><span dir="auto">Cargo Account Settlement System (CASS)</span></strong><span dir="auto"> . This expands the company&#8217;s capabilities as part of a strategy aimed at strengthening logistical connectivity between Mexico, the United States, and other international markets.</span></p>
<p><span dir="auto">The accreditation comes at a time when regional supply chains are undergoing a transformation driven by the </span><strong><span dir="auto">relocation of manufacturing processes to Mexico</span></strong><span dir="auto"> . This phenomenon has increased cross-border trade flows and, at the same time, put pressure on the available logistics infrastructure, particularly at major border crossings.</span></p>
<blockquote><p><span dir="auto">According to data cited by the company from the </span><a href="https://www.bts.gov/"><span dir="auto">U.S. Bureau of Transportation Statistics (BTS)</span></a><span dir="auto"> , the </span><strong><span dir="auto">Laredo land port accounted for 38.8% of all truck crossings from Mexico</span></strong><span dir="auto"> during 2025, a figure that reflects the high level of concentration of commercial operations and the challenges associated with the mobility of goods between the two countries.</span></p></blockquote>
<p><span dir="auto">Given this scenario, diversifying logistics options and integrating different modes of transport have become increasingly important for companies participating in regional supply chains. In this regard, </span><strong><span dir="auto">air transport</span></strong><span dir="auto"> has become an alternative for certain cargo segments that require greater speed or operational flexibility.</span></p>
<p><span dir="auto">The certification also contributes to DP World&#8217;s expansion in Mexico. The company currently has a presence in </span><strong><span dir="auto">Mexico City, Monterrey, Guadalajara, Querétaro, and Ciudad Juárez</span></strong><span dir="auto"> , where it operates five </span><em><span dir="auto">freight forwarding</span></em><span dir="auto"> offices and four warehousing facilities with a combined area exceeding 55,000 square meters.</span></p>
<p><span dir="auto">Within this strategy, the recent launch of </span><strong><span dir="auto">a multi-client warehouse in Querétaro</span></strong><span dir="auto"> stands out , an entity that has consolidated itself as one of the main manufacturing and logistics hubs in the country due to its strategic location and the concentration of export-oriented industries.</span></p>
<p><strong><span dir="auto">Terry Donohoe, CEO of DP World in Mexico</span></strong><span dir="auto"> , noted that the certification strengthens the company&#8217;s operational capacity to meet the country&#8217;s air cargo needs. &#8220;Mexico is a key gateway for trade, and the IATA certification in Mexico City strengthens our ability to offer customers faster, better-connected, and compliant air cargo solutions,&#8221; he stated.</span></p>
<p><span dir="auto">The accreditation obtained in the Mexican capital is part of a regional network of </span><strong><span dir="auto">17 IATA-certified offices that DP World operates in 10 countries</span></strong><span dir="auto"> across the Americas, including the United States, Canada, Panama, Colombia, Brazil, Chile, the Dominican Republic, Ecuador, and Peru.</span></p>
<p><span dir="auto">The company also reported that it is working to </span><strong><span dir="auto">extend this certification</span></strong><span dir="auto"> to its operations in Monterrey and Guadalajara, in line with a strategy aimed at strengthening its air cargo transport capabilities and expanding the logistics alternatives available for the movement of goods within and outside the country.</span></p>

<p><span dir="auto">The </span><a href="https://amacarga.mx/"><span dir="auto">Mexican Association of Freight Forwarders (Amacarga)</span></a><span dir="auto"> warned that the conflict in the Middle East will not only generate increases in oil prices and transportation costs, but will also </span><strong><span dir="auto">have an impact on agro-industrial products</span></strong><span dir="auto"> .</span></p>
<blockquote><p><span dir="auto">“Many of the products, such as fertilizers and raw materials that we use for our industry, pass through there and are being suspended,” said Eva María Muñoz, president of Amacarga, at </span><a href="https://expo.thelogisticsworld.com/"><span dir="auto">The Logistics World Summit &amp; Expo</span></a><span dir="auto"> .</span></p></blockquote>
<p><span dir="auto">The US-Israeli conflict against Iran has disrupted international logistics and transportation markets, causing disruptions and suspensions in maritime and air routes. As a result, shipping and air freight rates have increased substantially.</span></p>
<p><span dir="auto">In an interview, Muñoz specified that </span><strong><span dir="auto">the cost of fuel for air transport has risen by up to 73%</span></strong><span dir="auto"> , while maritime transport has experienced increases of up to one thousand percent.</span></p>
<p><span dir="auto">He also noted that airlines such as </span><a href="https://www.lufthansa.com/mx/es/homepage?_gl=1*pqqgcc*_up*MQ..&amp;gclid=8bce381cc90a1c9433f551a76d5a780b&amp;gclsrc=3p.ds"><span dir="auto">Lufthansa</span></a><span dir="auto"> , </span><a href="https://www.klm.com.mx/"><span dir="auto">KLM</span></a><span dir="auto"> , and </span><a href="https://www.skycargo.com/"><span dir="auto">Emirates</span></a><span dir="auto"> have suspended flights in the Middle East, as has the shipping company </span><a href="https://www.maersk.com/"><span dir="auto">Maersk</span></a><span dir="auto"> , which has halted operations in the area.</span></p>
<blockquote><p><span dir="auto">“It’s a very sensitive area, and all of this is creating problems for us. Oil passes through there, and it won’t just be an increase in oil, gasoline, and transportation costs,” he emphasized.</span></p></blockquote>
<p><span dir="auto">Even though the conflict is focused on the Middle East region, </span><strong><span dir="auto">the entire global passenger and freight transport system has been disrupted</span></strong><span dir="auto"> , Muñoz said.</span></p>
<p><span dir="auto">In that regard, he considered that, although a rebound in cargo handling was expected, there is no good outlook for this segment due to the conflict, since a short-term solution is not foreseen.</span></p>

<p><span dir="auto">The  </span><a href="https://www.inegi.org.mx/"><span dir="auto">National Institute of Statistics and Geography (Inegi)</span></a><span dir="auto">  released this Friday the results of the  </span><strong><span dir="auto">Annual Transportation Survey (EAT)</span></strong><span dir="auto"> , in which the Mexican logistics sector showed dynamism during 2024.</span></p>
<p><span dir="auto">According to the report, in revenue from the supply of goods and services, the greatest growth was observed in </span><strong><span dir="auto">specialized freight transport</span></strong><span dir="auto"> , with an increase of 38.8% in 2024. </span><strong><span dir="auto">Services related to water transport and general freight transport</span></strong><span dir="auto"> also saw significant progress, registering increases of 23.7% and 25.2%, respectively, during the past year.</span></p>
<p><strong><span dir="auto">Scheduled air transport</span></strong><span dir="auto"> showed a moderate increase of 16.8% last year. Meanwhile, </span><strong><span dir="auto">freight forwarding and warehousing services</span></strong><span dir="auto"> saw their revenues fall by 2.2% and 4.5%, respectively, during 2024.</span></p>
<p><span dir="auto">According to INEGI, revenues from the supply of goods and services for </span><strong><span dir="auto">rail transport</span></strong><span dir="auto"> increased by 10.7 percent. Meanwhile, revenues from services related to </span><strong><span dir="auto">road transport</span></strong><span dir="auto"> grew by 22.8 percent last year.</span></p>
<p><span dir="auto">The Inegi reported that revenues from </span><strong><span dir="auto">foreign courier and parcel services</span></strong><span dir="auto"> increased by 8% compared to 2023.</span></p>

<p><span dir="auto">Regarding the </span><strong><span dir="auto">employed personnel</span></strong><span dir="auto"> , the greatest increase was recorded in storage services, with an annual variation of 34.1%; in services related to road transport the increase was 22.9% in 2024.</span></p>
<p><strong><span dir="auto">Regular air transport, rail transport, general freight transport, as well as specialized freight transport,</span></strong><span dir="auto"> saw increases in jobs of 3%, 15.2%, 14.7% and 19.4 percent.</span></p>
<p><span dir="auto">Services related to </span><strong><span dir="auto">water transport</span></strong><span dir="auto"> reported a 6.1% increase in their workforce, while services related to road transport grew by 22.9%. Freight forwarding services fell by 17.1%, and personnel in long-distance courier and parcel services increased by 10% during the past year.</span></p>

<blockquote><p><span dir="auto">“Airlines are expected to generate a net margin of 3.9% and a profit of $41 billion in 2026. This is very welcome news given the headwinds facing the industry: rising bottleneck costs, geopolitical conflicts, sluggish global trade, and regulatory burdens, among others. Airlines have managed to build resilience in absorbing shocks to their businesses, which is delivering stable profitability,” said Willie Walsh, IATA’s Director General.</span></p></blockquote>
<p><span dir="auto">According to its most recent analysis of the global outlook, it reiterated that </span><strong><span dir="auto">the expected net profit </span></strong><strong><span dir="auto">will be greater than the $39.5 billion of 2025, setting a new record</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">It also anticipates that load factors will continue to reach record highs, with airlines expected to fill 83.8% of all seats during 2026.</span></p>
<p><span dir="auto">He projected that </span><strong><span dir="auto">cargo volumes will reach 71.6 million tons next year</span></strong><span dir="auto"> , representing a 2.4% increase compared to 2025. In this regard, he explained that the performance of this segment is “especially interesting”.</span></p>

<p><strong><span dir="auto">High load factors and stable performance</span></strong><span dir="auto"> are partly attributed to supply chain issues. However, the limiting impact of these challenges on growth remains a drag on airline profitability, the executive noted.</span></p>
<p><span dir="auto">Although </span><strong><span dir="auto">new aircraft deliveries began to increase in late 2025</span></strong><span dir="auto"> and production is expected to ramp up in 2026, demand is projected to outpace aircraft and engine availability. Normalizing the structural mismatch between airline requirements and production capacity is unlikely before 2031–2034, due to irreversible losses in deliveries over the past five years and a record order backlog.</span></p>

The biggest challenges are high leasing costs, reduced schedule flexibility, delays in sustainability progress, and increased reliance on suboptimal aircraft types. <p><span>Although the influx of foreign investment received by logistics in 2024 was significant, it was not the highest amount.</span></p>
<p><span>In 2022, when some restrictions due to the </span><strong><span>COVID-19</span></strong><span> pandemic were ending , the sector registered an FDI of </span><strong><span>3,684.8 million dollars</span></strong><span> , which has been the largest disbursement so far since 2006. It was followed by 2017 with </span><strong><span>3,305.3 million dollars</span></strong><span> and 2021 with </span><strong><span>2,973.9 million dollars</span></strong><span> .</span></p>

<p><span>According to the Ministry of Economy, the subsector that received the most FDI from 2006 to 2024 was </span><strong><span>pipeline transportation</span></strong><span> , which accumulated to </span><strong><span>US$18,439.7 billion</span></strong><span> . In 2021 alone, it received </span><strong><span>US$2,258.9 billion</span></strong><span> in foreign investment , the highest in the period.</span></p>
<p><span>In 2024, which marked the end of </span><strong><span>Andrés Manuel López Obrador&#8217;s (AMLO)</span></strong><span>six-year term and the beginning of that of Mexico&#8217;s current president, </span><strong><span>Claudia Sheinbaum</span></strong><span> , Foreign Direct Investment in pipeline transportation was </span><strong><span>2,251.1 million dollars</span></strong><span> , which represented a </span><strong><span>6.1%</span></strong><span> share of total FDI last year.</span></p>
<p><span>Compared to 2023, when foreign companies invested </span><strong><span>1,924.8 million dollars</span></strong><span>, FDI in 2024 in the aforementioned subsector increased by </span><strong><span>16.9 percent</span></strong><span> .</span></p>
<p><span>This subsector showed declines in FDI capture from 2018 to 2020, when AMLO governed, who limited the participation of foreign investment in hydrocarbon exploration, as well as in storage and transportation, however, starting in 2021 it began to improve due to the start of some projects or the continuation of others, such as the Dos Bocas </span><strong><span>refinery </span></strong><strong><span>in Tabasco</span></strong><span> .</span></p>

In 2024, it received investments totaling </span><strong><span>US$277.1 million , a </span></strong><strong><span>15.5%</span></strong><span>drop compared to 2023, when it reached </span><strong><span>US$328.2 million</span></strong><span> .</span></figure>
<p><span>Last year&#8217;s figure represented </span><strong><span>0.8%</span></strong><span> of Mexico&#8217;s total foreign direct investment. 2014 was the best year for this subsector, attracting </span><strong><span>$368.9 million</span></strong><span> .</span></p>

<p><span>The 2024 figure represented a </span><strong><span>0.3%</span></strong><span> share of last year&#8217;s total FDI; while in 2019, this subsector recorded its best year of Foreign Direct Investment, totaling </span><strong><span>$318.1 million</span></strong><span> .</span></p>
<p><span>According to information from the </span><a href="https://www.economia.gob.mx/datamexico/"><span>DataMéxico</span></a><span> portal of the SE, from January 1999 to December 2024, the countries that have contributed the most to FDI in this subsector were the Netherlands and Germany with </span><strong><span>295 million dollars</span></strong><span>each, as well as the United States with </span><strong><span>292 million dollars</span></strong><span> .</span></p>

However, in 2023, there was no foreign capital investment.</span></figure>
<p><span>The best year for this subsector in terms of FDI was in 2022, reaching </span><strong><span>US$2,131.3 million</span></strong><span> , driven mainly by air cargo transport.</span></p>
<p><span>According to the </span><a href="https://www.gob.mx/afac"><span>Federal Civil Aviation Agency (AFAC)</span></a><span> , the volume of cargo transported increased </span><strong><span>4.8%</span></strong><span> during the first half of 2022 compared to the previous year, reaching </span><strong><span>374,470</span></strong><span> tons in international operations.</span></p>
<p><span>The states with the greatest opportunity for development in air transportation are Coahuila, Querétaro, and Colima, according to the DataMéxico portal.</span></p>

<p><span>According to DataMéxico, Canada was the leading country investing in this subsector in Mexico last year. Meanwhile, Nuevo León, Aguascalientes, and Mexico City were the states that received the most FDI during the period.</span></p>

<p><span>According to the federal agency, 2007 was the year in which this subsector captured the most FDI, totaling </span><strong><span>US$619.7 million</span></strong><span> .</span></p>

<p><span>The surge in FDI last year indicates that the logistics industry is one of the driving forces of the Mexican economy, boosting growth, creating jobs, and improving competitiveness and local and foreign trade.</span></p>
<p><span>This sector facilitates the movement of goods, both within and outside the country, and helps companies optimize processes, reduce costs, and increase efficiency.</span></p>
<p><span>The logistics market in Mexico is estimated to have reached a value of </span><strong><span>$1,270.27 billion</span></strong><span> in 2024, and is expected to grow at an annual rate of </span><strong><span>10.2%</span></strong><span> between 2025 and 2034, reaching </span><strong><span>$3,044.59 billion</span></strong><span> by the end of this period, according to the consulting firm </span><a href="https://www.expertmarketresearch.com/"><span>Expert Market Research</span></a><span> .</span></p>

<p><span>The cost of air transport was one of the services that showed the greatest increase during March 2025, which influenced, along with other goods, the rise of the </span><strong><span>National Consumer Price Index (INPC)</span></strong><span> , which stood at </span><strong><span>3.80% at an annual rate</span></strong><span> , reported the  </span><a href="https://www.inegi.org.mx/"><span>National Institute of Statistics and Geography (Inegi) </span></a><strong><span>.</span></strong></p>
<p><span>In the third month of the year, the INPC showed a variation of </span><strong><span>0.31%</span></strong><span>  compared to the previous month, while the  </span><strong><span>underlying price index</span></strong><span> , which excludes goods and services with more volatile prices or that do not respond to market conditions, increased  </span><strong><span>0.43%</span></strong><span>  on a monthly basis, with an increase in the price of merchandise of </span><strong><span> 0.45%</span></strong><span>  and of services of  </span><strong><span>0.41 percent</span></strong><span> .</span></p>
<p><span>On a monthly basis, the non-core price index decreased </span><strong><span>0.08 percent</span></strong><span> . Within this index, agricultural product prices rose </span><strong><span>0.41 percent</span></strong><span> , and energy and government-authorized tariff prices fell </span><strong><span>0.45 percent.</span></strong></p>
<p><strong><span>Products that went up and down in price</span></strong></p>
<p><span>Lemons , up <strong>20.75%</strong> ; <strong>green tomatoes</strong> , up <strong>17.56% </strong></span><strong><span>;</span></strong><span> and <strong>air transport</strong> , up <strong>10.90%</strong> , were the products that saw the greatest monthly price increases.</span></p>
<p><span>Meanwhile, </span><strong><span>low-octane gasoline</span></strong><span> saw a </span><strong><span>1.63%</span></strong><span> decrease , while </span><strong><span>eggs</span></strong><span> and </span><strong><span>onions</span></strong><span> also saw their prices fall, with monthly increases of </span><strong><span>0.86%</span></strong><span> and </span><strong><span>13.44% , respectively.</span></strong></p>

<p><span>In other regions of Mexico, inflationary pressures were more moderate, due to smaller increases in fuel prices.</span></p>
<p><span>In this regard, Sinaloa, Sonora and Colima registered monthly variations below the national average, with decreases of </span><strong><span>0.05%</span></strong><span> , </span><strong><span>0.10%</span></strong><span> and </span><strong><span>0.11%</span></strong><span> , respectively.</span></p>
<p><span>According to the INEGI report, headline inflation in March 2025 rose for the second consecutive month, reaching </span><strong><span>3.8% annually</span></strong><span> , after accelerating to </span><strong><span>3.77%</span></strong><span> annually last February.</span></p>
<p><span>It is worth remembering that on March 27, the </span><a href="https://www.banxico.org.mx/"><span>Bank of Mexico (Banxico)</span></a><span>  lowered the interest rate to </span><strong><span>9%</span></strong><span> , which was its sixth consecutive cut and the second of 50 basis points, in an environment of uncertainty caused by the United States tariff plan, which was paused for the entire world for 90 days, although China did not enter this grace period.</span></p>

<p><strong><span>Colombia was the leading exporter in 2003</span></strong><span> , with a market share of 50.2 percent, followed by Ecuador with 16.2 percent, and the Netherlands with 8.9 percent. “Since then, Colombia has fallen back to 42.3 percent. The Netherlands has been dropped from the list in favor of expanding market shares by Ecuador and Kenya, as well as newcomer Ethiopia,” the agency said.</span></p>
<blockquote><p><span>“Two key factors contributed to this shift. First, trade agreements reduced tariffs and barriers, increasing exports and opening markets for developing nations. <p><span>For its part, the </span><a href="https://alta.aero/"><span>Latin American and Caribbean Air Transport Association (ALTA)</span></a><span> said that more than 25 thousand tons of flowers took off from Latin America to the United States and only from Colombia and Ecuador there are nearly 1,500 cargo flights dedicated only to this “fresh gift.”</span></p>
<p><span>He said Miami is the main gateway, receiving an average of 22 million flowers a day since mid-January, four times more than in other months.</span></p>
<p><span>While Colombia exports 92% of its flowers through more than 10 airlines, the logistics cost of air transport for the export of flowers on Valentine&#8217;s Day is estimated at 500 million dollars.</span></p>

The remaining percentage was distributed between shipments to Amsterdam, in the Netherlands, and to countries in our region. In total, this season we transported nearly 25 thousand tons of flowers from Colombia and Ecuador. This is thanks to a fleet of 21 cargo planes, whose work we reinforced with the leasing of three more aircraft,” said Roberto Alvo, CEO of LATAM Airlines.</span></p></blockquote>
<p><span>To achieve these results, he mentioned that frequencies were increased from Bogotá and Medellín to 36 flights a week, which for these dates double to 70. The same with Quito, from 24 to 56 weekly flights.</span></p>

<p>The use of the Tariff Fraction field was modified from required to optional, eliminating its additional validation, and the description of the CveMaterialPeligroso and FolioImpoVUCEM fields was also updated.</p>
<p>The description of the GrossVehicularWeight field was updated, also incorporating the CCP Trailers node as a Container subnode, which contains two fields SubTipoRemCCP and PlacaCCP.</p>

<blockquote><p>&#8220;Everyone knows that China is the factory of the world, and that gives it tremendous power in its economy, which means it has to move products. The most serious issue happening today is that these platforms are moving 10,000 tons of products daily around the world,&#8221; he added.</p></blockquote>
<p>He emphasized that Mexico (and the world) is being flooded with these platforms, although there are sectors of the population that benefit from the lower prices of the products.</p>
<p>The expert indicated that, for example, the products most consumed by the Mexican population on these platforms are clothing and footwear at 39%, personal care at 17%, and consumer electronics at 16%.</p>
<p>He explained that one of the main problems generated by e-commerce companies is the increase in air transport costs.</p>
<blockquote><p>&#8220;These platforms use air transport because they are in a cutthroat competition and want to reach the consumer faster. This results in skyrocketing air freight prices. It&#8217;s ridiculous that to transport a sweater worth, say, 10 dollars, via air freight, you might be paying five dollars for shipping, almost the value of the garment,&#8221; he explained.</p></blockquote>
<p>Furthermore, González Achirica stated that these practices are harming small and <strong>medium-sized enterprises (SMEs).</strong></p>
<blockquote><p>&#8220;We are killing SMEs with e-commerce, not just in Mexico. In Korea and other countries, there are many complaints from SMEs that are nearly dying out, as the damage caused by this e-commerce of undervalued products is making it impossible for small family businesses to survive,&#8221; he said.</p></blockquote>
<p>The arrival of companies to the country has brought various challenges. One of them, according to Rogelio González, is the lack of customs training, especially in logistics and courier services.</p>
<p><strong>Increased Tax Oversight</strong></p>
<p>At the end of May, the <a href="https://www.sat.gob.mx/home">Tax Administration Service (SAT)</a> announced that it identified improper <strong>practices by courier and parcel companies in the importation of various goods such as clothin</strong>g, home decor, jewelry, kitchen utensils, toys, electronics, among others, aimed at avoiding the payment of the general import tax (IGI) and the value-added tax (IVA).</p>
<p>The oversight body detected an increase in imports involving foreign companies engaged in online sales, e-commerce platforms, consignees, and courier and parcel companies. By omitting tax payments and<strong> failing to comply with regulations and non-tariff restrictions, they could engage in the crimes</strong> of smuggling and tax evasion.</p>
<p>For this reason, it stated that it is taking enforcement actions to strengthen surveillance and combat such practices, urging companies in the sector to operate within the framework of legality and avoid causing harm to the federal treasury.</p>
