Nuevo León, Aguascalientes, and Tamaulipas are carrying out various logistics infrastructure projects to boost economic development and increase investment

Betsabé Rocha, head of the Nuevo León Ministry of Economy , said that during the current administration, mobility has become important for the development of the state; in addition, the state has invested more than 100 billion pesos (mdp) in infrastructure , such as the new inter-mountain highway, which will improve logistics.

“We will bring about a huge change to our state because of everything coming from the center of the country; this will solve a major problem. We must value these types of investments and consider them the guiding principle of sustainable economic development,” he mentioned in the panel “ North-Greater Bajío Integration and the New Industrial Geopolitics of North America ,” held within the framework of Latam Mobility North America 2026 , which took place in Monterrey.

In his participation, Esaú Garza de Vega, head of the Secretariat of Economic Development, Science and Technology of Aguascalientes , commented that they are working on improving the security of goods that move through different states to reach the United States, as well as on personnel and the development of suppliers in the automotive industry.

“New industrial parks are coming, along with housing nearby, expansion of the electrical grid in these areas, and improved connectivity. A strong focus is on the automotive industry, specifically on electromobility, as well as semiconductors with the installation of two new laboratories,” he explained.

He explained that they recently created the Mobility Agency to address issues related to the interior of the state, and even mentioned that they are working on modifying the law so that houses that are built have energy in their garages to migrate to electromobility.

Meanwhile, Anabell Flores, Undersecretary of Investment at the Tamaulipas Ministry of Economy , mentioned that they have focused on improving the state’s current logistics infrastructure , as well as investing in new projects, including the inland port of Ciudad Victoria , where they are working on the master plan and have 1,300 hectares.

“It’s right on the backbone of trade; all the trade between Nuevo Laredo, which is the main customs office, and our ports passes through there, so it promises to be a point where they can stop and have customs operations and a smoother export process upon arrival at the ports,” he emphasized.

He also commented that the installation of a cluster, such as the automotive and electrical-electronic clusters, is taking place in Reynosa

Likewise, the Tam-Bajío highway , located in the southern part of Tamaulipas, which would begin operations this month and will contribute to the movement of cargo between the northeast of the country and the Bajío region.

“All these projects are focused on the more efficient movement of cargo, but we also have to consider the impact it will have on the population and how to improve their daily lives with all this cargo transit,” he said.

Nissan Mexico announced the start of production of the new 2026 Nissan Versa at its A1 plant in Aguascalientes . With the launch of this third generation, the plant has surpassed eight million vehicles manufactured, demonstrating the importance of this facility to the Japanese automaker globally.

“We are not only celebrating a new chapter in the history of one of our most iconic models, but we are also reaffirming the strength, relevance, and solidity of our manufacturing operation in Mexico. Reaching the milestone of eight million units, and especially through the Nissan Versa, fills us with pride and motivates us to continue building this success story,” said Rodrigo Centeno, President and CEO of Nissan Mexico and INFINITI .

Since its launch in Mexico in 2011, the Nissan Versa has surpassed one million units sold in the country , becoming the best-selling vehicle nationwide in recent years. The production of the 2026 Nissan Versa involves more than 4,800 employees and 104 Mexican suppliers.

The Aguascalientes A1 plant, with 33 years of operation, maintains a production rate that reaches one finished vehicle every 46 seconds, joining efforts with A2, and an annual average of 272,000 units .

The complex is complemented by the Powertrain plant, dedicated to engine production, with the capacity to produce 160 units per hour, one engine every 23.5 seconds, totaling 14,000 units daily . Together, this infrastructure has enabled the manufacture of over 17 million engines in 43 years of operation.

According to the Administrative Registry of the Automotive Industry of Light Vehicles (RAIAVL) of the National Institute of Statistics and Geography (Inegi) , the Nissan Versa reached a production of 168,764 units in 2025. October was the month with the highest volume, registering 18,688 vehicles manufactured. As for sales, the Japanese firm sold 90,223 units of this model during 2025.

The National Chamber of Freight Transportation (Canacar) delivered an electronic truck simulator and a Freightliner Cascadia 2026 tractor-trailer to the Industrial Work Training Center No. 28 (CECAti No. 28) in Aguascalientes, with the purpose of strengthening the technical training of future operators.

“Thank you for all the support we’ve always received. Here, people are trained to ensure safety prevails on the country’s streets and highways. Driving a vehicle of this size involves great responsibility, and here you have the necessary equipment to do so,” he said.

Students from the institution expressed their gratitude for the support received from authorities and the private sector, and emphasized that the driving simulator and the transportation unit will strengthen their practical and safe training .

This effort is part of a strategic alliance between the Mexican government, state and municipal authorities, the education sector, and the private sector, which seeks to build a certified national training model that promotes safer, more efficient, and more competitive transportation .

The event was attended by officials such as Gerardo Martínez, director of Cecati No. 28; Leonardo Montañez, mayor of Aguascalientes; Jaime García, vice president of Canacar, Bajío region; among others.

Mexico faces a shortage of more than 90,000 operators , according to data from the World Road Transport Organization (IRU) . With actions like this, Canacar seeks to close this gap by dignifying the trade and strengthening job skills.

The decision to move all vehicle production from Mexico to the Aguascalientes complex , following the announcement of the closure of the CIVAC manufacturing plant in Cuernavaca, Morelos, opens a new era for the state and redefines its role in the automotive industry, according to Esaú Garza de Vega, head of the Secretariat of Economic Development, Science and Technology (Sedecyt) of Aguascalientes .

From the state government, the announcement was received as a clear sign of confidence.

“It is a direct recognition of the efficiency, quality, and reliability of Aguascalientes’ talent and the world-class infrastructure we have built,” Garza de Vega told T21.

Nissan’s restructuring is part of the global Re:Nissan plan and includes the centralization of models such as the NP300 , Frontier and Versa in the Bajío region, as the Japanese company reported in a press release .

This transition will take place during fiscal year 2025 , between April 2025 and March 2026, when operations at the CIVAC plant in Cuernavaca, Morelos, will cease.

For Aguascalientes, the announcement not only represents industrial growth, but also implies more exports, opportunities for local suppliers , and direct and indirect jobs.

“Many suppliers will have the opportunity to scale their production and technology, aligning themselves with the new models that will be manufactured here,” the official said.

The state government, he added, will facilitate the necessary conditions for this restructuring to be a success, not only for the company, but also as a lever for growth for the regional economy.

“We reaffirm our commitment to working as a team with Nissan and its network of partners so that Aguascalientes remains a global industrial benchmark,” he emphasized.

The CIVAC plant , where Nissan established its first operation outside Japan in 1966, will cease vehicle production after nearly six decades of operation.

According to the automaker’s own data, more than 6.5 million units have been assembled there , making it a symbol of modernity and employment for the region. Throughout its history, it has operated three production lines and exported to key markets.

“Its history represents a fundamental pillar of Mexico’s industrial development and the brand’s international positioning,” acknowledged Garza de Vega, who highlighted the new role the Aguascalientes complex will assume within the Japanese firm’s global manufacturing network.

A state that does not stop

Beyond industrial restructuring, Aguascalientes is moving forward with a clear vision toward the end of 2025.

“Our main goal is to surpass the 27 investment announcements we made last year and continue to strengthen investor confidence in the state,” he shared.

The goal is twofold: preserving quality jobs and diversifying the economy through sectors such as electromobility, advanced manufacturing, semiconductors, biotechnology, and information technology.

At the same time, more local companies are expected to integrate into global value chains.

“Economic development must be inclusive and sustainable, which is why we continue to focus on developing specialized talent, promoting exports, and fostering collaboration between government, academia, and businesses,” concluded Garza de Vega.

The closure of Nissan ‘s CIVAC manufacturing plant in Cuernavaca, Morelos, marks the end of an era for the Mexican automotive industry and reflects a global restructuring strategy seeking greater operational efficiency.

Nissan chose CIVAC as the location for its first plant outside of Japan in 1966. At that time, Mexico was just beginning to write its automotive history, and the complex became a symbol of modernity, employment, and progress for the region.

Nearly six decades later, the Japanese company announced that its production lines at the facility would soon be shut down, marking the end of an era.

In an interview with T21, Alberto Bustamante, general director of the National Agency of Suppliers of the Automotive Sector (Anapsa) , commented that this closure is due to two main reasons:  the age of the facilities and a global restructuring that the Japanese brand has undertaken in several countries, which has also involved adjustments in Japan, India, England and Argentina.

“The Cuernavaca plant was the first outside of Japan and where the first Nissan vehicle in Mexico was manufactured. However, we’re talking about a facility that’s been in operation for almost 60 years. The maintenance costs were no longer viable compared to the profit margin,” he explained.

According to Nissan, production in Mexico at CIVAC will be moved to Aguascalientes , where the assembly lines will be expanded to more modern and efficient facilities.

“This type of decision does not mean a weakening of the country’s automotive industry. On the contrary, it consolidates the Bajío and northern Mexico as key regions for automotive manufacturing,” he noted.

According to industry data, more than 80% of the vehicles produced in Mexico are exported to the United States , and concentrating operations closer to the border reduces export logistics costs.

In this regard, Bustamante ruled out significant impacts on the supply chain.

“No supplier is closing. There will only be logistical adjustments in some cases, especially for those located in the state of Morelos, who will now have to send their auto parts to Aguascalientes,” he explained.

For the rest of the suppliers, especially those located outside of Morelos, there will be no significant operational changes.

This dynamic is similar to what happened with the Michelin tire manufacturer when it announced it would move its production lines to Guanajuato, which “was misinterpreted as an exit from the country, when in reality it was an internal reconfiguration,” Bustamante emphasized.

Local impact

At the state level, the plant’s closure will have an economic impact. Nissan is one of the largest industrial employers in central Mexico.

In this regard, impacts are anticipated for direct and indirect employees , as well as for local services and businesses that depended on the operation, despite the company’s assurances that the change would be gradual to avoid any impact.

However, the automaker is expected to explore alternatives for relocating some of the affected employees, although details have not yet been released.

“We’ll have to wait for Nissan’s decisions, but we know they’re evaluating options,” Bustamante said.

Nissan’s announcement comes amid a complex context for the Mexican automotive sector, as logistical tensions and the technological transformation of the industry are compounded by tariff pressures from the United States.

“We’re just days away from the deadline for Mexico and the United States to reach an agreement on automotive rules of origin. It’s a tense environment,” Bustamante warned.

Although the closure of the CIVAC plant represents a loss for the state of Morelos, the Anapsa executive emphasized that this is not a divestment, but rather a commitment to process modernization and operational efficiency within Mexico.

According to a statement, the property currently operates as a distribution center for the Oxxo retail chain , reinforcing FINSA’s commitment to properties occupied by high-profile tenants.

With this transaction, the company has 320,000 square meters (m2) of built industrial space in the state, generating more than nine thousand jobs and consolidating its presence in one of the most dynamic regions of the Bajío region.

The developer emphasized that Aguascalientes stands out for its skilled workforce, strategic location, and logistical connectivity.

“This transaction reaffirms our confidence in the industrial dynamism of Aguascalientes and Mexico, and adds to the more than 70 locations that make up our national portfolio. We will continue investing in strategic locations that generate value for both our clients and our investors,” said Sergio Argüelles, President and CEO of FINSA.

At the 30th Mexican Foreign Trade Congress of the Mexican Business Council for Foreign Trade (COMCE) , Sergio Contreras , executive president of the organization, highlighted the transformation that Mexico has experienced in recent decades in the commercial field. He pointed out that since the signing of the North American Free Trade Agreement (NAFTA) in 1994, Mexico has managed to position itself as the twelfth largest economy in the world and the ninth largest exporter.

He added that in 2023, Mexican foreign trade reached 593 billion dollars (mdd), representing 74% of the national GDP, with 80% of exports coming from manufacturing.

Contreras Pérez also highlighted the importance of quality in Mexican products and the key role of technological innovation , mentioning the use of artificial intelligence and robotics in logistics processes.

In this context, María Teresa Jiménez , governor of Aguascalientes, highlighted her state’s leadership in sectors such as clean energy and advanced manufacturing.

“We are a strategic state for international trade and investment. The two largest railway networks on the continent pass through here, and we have connections to the main ports on the Atlantic and Pacific,” he explained.

Esaú Garza de Vega , Secretary of Economic Development, Science and Technology of Aguascalientes, indicated that the economic dynamism of the region is not only based on attracting investments, but also on strengthening exports through productive projects.

For his part, Francisco Cervantes, president of the Business Coordinating Council (CCE) , highlighted the role of sectors such as the automotive and microprocessor technology sectors , where Mexico is positioned among the world leaders.

MATA Automotive inaugurated and commenced operations at its first manufacturing plant in Mexico, located in the FINSA Aguascalientes industrial park.

The Turkish company specializes in producing authentic wood and carbon fiber decorative components certified for electric vehicles (EVs).

In addition to component production, the Turkish company offers research and design services for components and tools; prototyping and testing; dedicated program management and local support, as well as mass production.

MATA Automotive operates five plants in Turkey, one in Slovakia, one in the UK, one in China, two offices in the United States, and a Research and Development Center in Italy.

Now, with 20 years in the sector, it has expanded its presence in the country to produce approximately two million pieces per year at full capacity, generating up to 800 jobs.
