The federal government awarded ADHOC Consultores Asociados and the consortium headed by Scala Supervisión Consultoría Asesoría y Laboratorio the contracts to carry out environmental studies for the Saltillo-Nuevo Laredo and Querétaro-Irapuato passenger trains.
According to the results of the tenders for both competitions, these companies met the legal, administrative, technical and economic requirements.
For the environmental studies of the Saltillo-Nuevo Laredo passenger train, ADHOC Consultores Asociados presented a proposal for four million 703 thousand 863 thousand pesos plus Value Added Tax (VAT).

The Secretariat of Infrastructure, Communications and Transport (SICT) specified in the document sent to Compranet that ADHOC Consultores Asociados will carry out the work in 165 calendar days, starting on February 14.
The project involves the construction of a 341.27 kilometer (km) railway line, whose trains would run at a speed of 160-200 km/h.
While for the environmental studies of the Querétaro-Irapuato train of the Mexico-Nogales railway line, the contract was awarded to the consortium formed by Scala Supervisión Consulto Ria Aseso Ria y Laboratorio, in joint participation with the companies Grupo Ambiental Constructivo, Servicios Técnicos para el Medio Ambiente and Soluciones en Ingeniería Y Tecnologías del Agua, despite the fact that smaller proposals were presented and which did not comply with the requests; the contract was awarded for five million 987 thousand 114 pesos, plus VAT.

The federal government has specified that the work will be carried out within a period of 165 calendar days, with the start date set for February 14.
This project involves the construction of a 110 km railway line that will cross the municipalities of Marqués (station), Querétaro, Santiago de Querétaro, Apaseo el Grande, Celaya (station), Villagrán, Salamanca, and Irapuato (station). It will have a section of unelectrified track or double track, whose trains will run at a speed of 160 – 200 km/h.
