To mitigate the risks in the operation of passenger trains, the Railway Transport Regulatory Agency (ARTF) will implement the Mexican Official Standard 010-ARTF-2024, operating modes of passenger train traffic control systems, which will allow savings of 948 million 883 thousand 92 pesos.
According to the draft sent to the National Commission for Regulatory Improvement (Conamer) , the cost of accidents attributable to defects in the railway infrastructure is estimated at nine thousand 488 million 830 thousand 920 pesos , while with the implementation of the regulation it would be eight thousand 539 million 947 thousand 828 pesos.
“The total cost of the regulation has been calculated considering a cost per ISA Certification (Security) and per ISO Certification (Quality) of five million 717 thousand 872 pesos, both necessary to comply with the provisions established in the regulatory proposal; this corresponds to the total cost of the regulation,” the document stated.
He indicated that implementing mechanisms for the review and verification of the operating modes of the passenger train traffic control system that has the ERTMS system will avoid failures during the driving of trains, with the aim of promoting safety in the operation of the Mexican Railway System for passenger service.
In this sense, the mechanisms through which the regulation will be implemented will be based on the specifications, characteristics and technical provisions of the regulatory proposal and will not involve the expenditure of additional public resources.
They will also not have an impact that has a negative impact on the Train Traffic Control System , Train Traffic Control Subsystems associated with their modes of operation, Cantons of the Train Traffic Control Subsystems, Modes of ensuring circulation in the Train Traffic Control Subsystems, Intervention modes in the Train Traffic Control System, Conditions for operating with ERTMS/ETCS, Operation of the ERTMS system, Speed Curves, Driving modes and states, Driving in SR Mode, Driving in FS Mode, Driving in SH Mode.
“The regulatory mechanisms offered by this proposal have a positive impact on society because their objective is to mitigate the risk of failures in the operation of the passenger train traffic control system and, consequently, of the accidents that may be associated with it,” he insisted.
He specified that railway projects require the existence of parameters and technical specifications in railway matters to be applied urgently for the Maya Train, the Interoceanic Corridor of the Isthmus of Tehuantepec, the Mexico-Toluca Interurban Train and the Mexico-Querétaro Train projects , just to mention a few.
The Train Traffic Control System is essential to achieve the correct operation of trains and it is composed of multiple systems and subsystems that work together in different modes of operation, so it is pertinent that they comply with technical parameters, which guarantee the quality of service for users as well as the safe operation of concessionaires and assignees, maintaining the safety standards expected by the ARTF, in order to preserve the integrity of all railway personnel.
