
The consortium led by ICA Constructora won the construction and design of 100.05 kilometers (km) of the Saltillo–Nuevo Laredo train, segments 16 and 17, which runs from Unión San Javier to Arroyo El Sauz.
Although it was not the smallest proposal submitted to the Railway Transport Regulatory Agency (ARTF) , the agency awarded the contract for the project for 14 billion 676 million 424 thousand 791.50 pesos, including the Value Added Tax (VAT).

“Based on the results of the proposal evaluation method, points and percentages, the proposal submitted by Group III was determined to be the winner, as it meets the legal, technical, and economic requirements,” the organization stated.
The contract signing will take place on August 22, while construction work will begin on August 26 , with a completion period of 906 calendar days, concluding on April 11, 2028.
According to the ruling document, the consortium led by Comsa Infraestructuras failed to meet the requested requirements.
The Saltillo–Nuevo Laredo railway consists of a 395.77 km long railway line. It will have a non-electrified double track, as well as proposed stations and stops in Derramadero, Saltillo Centro, Ramos Arizpe, García, and Santa Catarina, Monterrey Centro, Las Torres, Bustamante, Anáhuac, and Nuevo Laredo Centro. The trains will operate at a maximum speed of 200 kilometers per hour (km/h).

The construction of this train will have a total cost of 138 billion 060 million 144 thousand 361 pesos and will benefit more than 44 thousand people, according to the cost-benefit analysis prepared by Transconsult and released by the Ministry of Finance and Public Credit (SHCP) .
