
Hutchison Ports ICAVE formalized an agreement with the Veracruz National Port System Administration (Asipona) for the expansion of its Specialized Container Terminal (TEC). This agreement marks the beginning of Phase II of its growth and modernization project at the port .
The agreement, signed on December 19, 2025, includes a new 350-meter-long berth and an additional 31 hectares of land. With these expansions, the terminal will reach a total of 1,050 meters of dock space and an operational area of 72.4 hectares .
“This expansion is a direct response to the dynamism of foreign trade. By increasing our infrastructure and technology, we are not only enhancing the competitiveness of the Port of Veracruz, but also guaranteeing our clients a world-class logistics platform that is agile and prepared for global challenges,” said Javier Rodríguez Miranda, General Manager of Hutchison Ports ICAVE.
The announced investment amounts to more than four billion five hundred million pesos (mdp) and will be allocated to the acquisition of technological equipment to strengthen the operational capacity and sustainability of operations at the port.
The plan includes three dockside container cranes (STS), 11 electric rail-to-ground cranes (RTG), video surveillance systems, automated access control , a new CFS warehouse and areas for authority inspection; aligned with the company’s decarbonization strategy.
The expansion will increase the projected capacity to 2.4 million twenty-foot equivalent units (TEUs) annually . The infrastructure will be able to handle up to three large vessels simultaneously, reducing waiting times and optimizing import and export logistics processes.
The signing of the agreement was led by the general director of Asipona Veracruz, Abraham Eloy Caballero, and the general director of Hutchison Ports Mexico, Jorge Magno Lecona, who stressed that the agreement reaffirms the commitment to the port and consolidates a key logistics hub for Mexico’s connectivity in the region.
Phase II also includes the transition to electric equipment to reduce carbon emissions . Hutchison Ports maintains its goal of reducing Scope 1 and 2 emissions by 54.6% by 2033 compared to the 2021 baseline, and achieving net-zero emissions by 2050. The terminal will maintain its ISO 9001, ISO 14001, and Clean Industry certifications, ensuring that growth remains aligned with environmental commitments.
