“With the merger, we see opportunities to enhance that growth profile by moving a significant portion of the business from trucking to rail. Today, trucks transport 43% of all freight tonne miles. To capture that market share, we will need to compete not only against trucks, but also against other railroads. We expect to win,” emphasized Jennifer Hamann, UP’s executive vice president and chief financial officer.

He mentioned that, according to the Association of American Railroads (AAR) , their freight movement increased by 7% between 2020 and 2024. “We have grown in volume by delivering the service we sold to our customers and by operating with a resource margin that can adapt to demand.”

He noted that if the end-to-end merger is completed, it will offer a single-line service on 10,000 routes , connecting 88,000 new points; in addition, it will improve speed and increase service reliability by eliminating time-consuming interchanges.

He explained that currently, when an exchange is involved, railroads require at least one transfer, send more than one invoice, and cannot offer a single system for pricing, shipment tracking, or customer service.

“With the merger, we are also expanding our service product, adding seven new daily intermodal routes and six new manifest trains that will allow our customers to enter new markets. These new services strengthen rail competition. For our rail colleagues to compete against us, they will have to improve their own service offerings, reduce their prices, or both,” Hamann explained.

In that regard, he said that the Land Transportation Board (STB) recognizes that end-to-end, single-line, open-door service enhances competition, as it stated when approving the Canadian Pacific-Kansas City Southern merger.

“Our merger is also end-to-end and inherently pro-competitive. The Gateway Committed Fare (GCF) extends those benefits to customers who would not otherwise benefit from enhanced competition, specifically at the origin or destination by CSX, BNSF, or a shortline partner. The GCF has been misrepresented as the sole competition-enhancing element in our record, but that misunderstands or misrepresents the key point: the GCF isn’t the ice cream, it’s the cherry on top,” he said.

It should be recalled that the STB accepted for consideration the revised merger application between UP and NS earlier this month and ordered the applicants to submit supplementary information by July 27.

“The STB considers that the applicants have provided sufficient information to meet the integrity requirements for a major merger application. Given the rather limited procedural issue of integrity, the issues raised by the commentators do not justify rejecting the revised application,” the agency stated.

According to UP, following this decision, more than two thousand letters have been sent to STB’s file , highlighting comments from a growing number of industry specialists, policymakers, and academics, who have expressed their opinions on the merger’s ability to strengthen the supply chain and boost the growth of the US economy.

The Land Transportation Board (STB) accepted for consideration the revised merger application between Union Pacific (UP) and Norfolk Southern (NS) and ordered the applicants to submit supplemental information by July 27.

“The STB considers that the applicants have provided sufficient information to meet the integrity requirements for a major merger application. Given the rather limited procedural issue of integrity, the issues raised by the commentators do not justify rejecting the revised application,” the agency stated.

This follows the unanimous decision of January 16, which determined that the applicants’ original application was incomplete, as it did not contain certain information required by STB regulations, so the applicants submitted a revised application on April 30, 2026, taking into account public comments on the integrity of the revised application.

However, the agency indicated that there are several aspects of the revised application that are unclear or underdeveloped and require supplementation at this stage of the procedure so that it has the necessary information to thoroughly assess—and the public has an adequate opportunity to comment—whether the transaction is in the public interest.

In this regard, applicants must submit supplementary information on enhanced competition, public benefits, service guarantee plan, market share projections, subsequent impacts of mergers, among others.

“As a result, the decision suspends the proceedings, including the environmental review, pending the applicants’ submissions and supplementary information from the STB. The suspension of the procedural timetable does not affect the remainder of the process. In a future decision, the agency will establish an appropriate procedural timetable for the rest of the proceedings,” it stated.

The STB noted that the current main merger rules established a modernized framework and introduced new requirements aimed at improving competition, integrity in profit estimates, service assurance and potential downstream effects.

“The rules also expanded the STB’s public interest inquiry and underscored the importance of assessing the impacts of a merger on short-line railways, ports, employees, communities, and other stakeholders who rely on a safe, efficient, and competitive rail network. In this context, the decision explains that, in examining the substance of the revised application, it will not initiate a procedural timetable that would, in effect, place an undue burden on the commenting parties. Initiating the process before key information is fully developed and submitted would require the board and the commenting parties to assess and respond to complex aspects of the proposed merger without the clarity and detail necessary to evaluate how the proposed merger aligns with the current regulatory framework,” it emphasized.

He specified that at least 12 in-person public meetings and several virtual meetings will be held , and a public project website, which will be updated throughout the EIS process, is available, as well as through the STB’s UP-NS Merger Resources page, to mention a few actions.

UP and NS celebrated the decision as an important step toward a revitalized and more competitive U.S. rail industry. The companies acknowledged STB’s request for additional information regarding its amended merger application.

“We are confident that this merger will offer more reliable and lower-cost transportation options for American businesses. We are presenting a comprehensive, data-driven application, backed by a detailed plan for a seamless integration. We look forward to the opportunity to show the facts and demonstrate the benefits for our customers, employees, and the United States,” said Jim Vena, CEO of Union Pacific.

Mark George, president and CEO of Norfolk Southern, said, “The added detail strengthened our analysis and improved the integration planning in our amended application. We are more confident than ever in the value this proposal will bring to all stakeholders and look forward to a thorough and transparent review.”

Deacero Logistics began to redraw its transportation strategy in North America with a more aggressive bet on intermodal , a segment in which it seeks to migrate part of the cargo it currently moves by truck to rail, with the aim of gaining operational efficiency, reducing costs and cushioning the impact that steel tariffs have had on the profitability of the industry.

The company plans to expand its intermodal routes in Mexico, the United States, and Canada during 2026 , following a strategy that combines logistical optimization with commercial expansion. For Deacero, the U.S. market represents a strategic priority, not only because of its potential volume but also because of the need to maintain margins in a more restrictive business environment.

“We need to capitalize on the United States; it’s a very important market for us. The steel industry has been greatly affected by tariffs, and finding lower-cost transportation routes allows us to remain profitable in different markets,” says Arturo Rodríguez, Deputy Director of Global Transportation and Logistics at Deacero and Deacero Logistics, in an interview with T21.

In that growth map, Chicago appears as one of the most attractive routes for the company , although Canada is emerging as an even more strategic market. The absence of tariffs and the possibility of moving larger volumes per container, compared to the restrictions on trucking, place cities like Toronto, Montreal, and Quebec City on the company’s intermodal roadmap.

“Canada is a very attractive market for us because there are no tariffs, we have greater market penetration, and we ship higher volumes; it’s an extremely important route. Toronto, Montreal, Quebec City, and Chicago are potential routes. We are registered as IMCs (consolidators) with Ferromex and Union Pacific, and we are in talks with BNSF and CPKC,” he says.

In a logistics environment marked by structural adjustments and expectations of reactivation, Schneider is positioning itself as one of the players seeking to capitalize on intermodal transport in North America, especially in the cross-border corridor between Mexico and the United States .

The industry is facing a process of structural rationalization of supply, particularly in the United States, where the market is experiencing adjustments in available capacity , says Michael Baumgardt, senior vice president of Intermodal at Schneider.

“We are seeing a structural change in the supply. I don’t think we are at the end of this process yet, but it has clearly begun to gain momentum,” Baumgardt elaborates.

In this regard, he explains that while demand has remained relatively stable, the main focus for logistics operators is on available capacity, as after several years of adjustments, they are facing new market scenarios. Therefore, companies’ ability to react will be crucial in the event of a surge in demand , a scenario that could translate into greater operational demands and growth opportunities.

It mentions that one of the main challenges for 2026 is responding to an environment where shippers will need greater flexibility and multimodal solutions that reduce operational risks. Furthermore, customers are increasingly seeking reliable services with competitive transit times and high levels of security, without having to sacrifice efficiency compared to traditional trucking.

In that context, he argues that intermodal transport is beginning to gain ground among companies that have historically relied solely on road transport.

“Today there are many opportunities for customers to integrate intermodal as a complement to existing transport networks, especially considering the structural capacity challenges we see in the market,” he adds.

Currently, Schneider combines intermodal operations with land freight capabilities and logistics services, allowing customers to integrate different modes of transport within the same network.

One of the key projects in this evolution has been the development of the Midwest Mexico Express (MMX) corridor , driven in conjunction with Canadian Pacific Kansas City (CPKC) . Almost two years after its implementation, Baumgardt notes that the service has generated interest among various shippers thanks to its speed and operational consistency.

“We were looking for a direct service that would allow us to reduce transit times, and CPKC offers expedited service combined with Schneider’s capacity, which has enabled us to offer a differentiated service focused on improving reliability and operational efficiency.
LOS CABOS, BCS.- The Mexican Intermodal Transportation Association (AMTI) took advantage of its XXVII Intermodal Congress to recognize two of the pillars that drive the evolution of this industry: the talent that has contributed to building it for decades and the technological innovation that is beginning to redefine its future.

Through the presentation of the Silver Container, the organization recognized Luis Garulo for his Intermodal Career and Ferrovalle Intermodal for the OCR Automated Gates project, a solution focused on the automation of access to the terminal, installed in the heart of Mexico City, using artificial vision.

The ceremony became a recognition of the development that intermodal transport has experienced in Mexico in recent years, as well as the people and projects that have contributed to consolidating an increasingly efficient, technologically advanced and competitive ecosystem.

In presenting the Intermodal Career Achievement Award, Luis Hernández, president of AMTI, highlighted Luis Garulo’s influence on the training of generations of professionals in the sector . Beyond his operational experience, he emphasized his role as a mentor and technical authority within an industry that has evolved from terminals with limited processes to complex, integrated logistics platforms.

“Luis Garulo is a leading figure in intermodal transportation in North America. Luis is one of the key figures in integrating intermodal transport ,” Hernández said, recalling a professional relationship that spans more than a decade and highlighting the honoree’s willingness to share his knowledge with those starting their careers in the sector.

The association leader also emphasized that the recognition reflects a career dedicated to strengthening operational standards and processes that are now part of the evolution of intermodal transport in the region. “Luis, please accept this well-deserved tribute for all your years invested in making this industry a world-class model,” he stated.

The distinction is based on a professional career linked to the development of railway solutions and international customer service.

Garulo is part of Union Pacific Railroad’s international customer service and support team. Throughout his career, he has established himself as one of the most experienced specialists in integrating rail and logistics operations between Mexico and the United States, a characteristic that explains the recognition he has received from the industry.

Upon receiving the Silver Container, Garulo responded with a brief but meaningful message for an industry that continues to expand its reach in North America. “It is a privilege to be part of Intermodal’s history in Mexico and to keep moving forward. That is what we are here for, and to grow even further,” he stated.

The ceremony also served to highlight the role of technological innovation in transforming supply chains. Through an audiovisual message, AMTI emphasized that the Silver Container for Innovation recognizes projects capable of generating tangible improvements in national logistics through operational efficiency, reduced environmental impact, strengthened infrastructure, economic viability, and the adoption of disruptive technologies.

Among seven participating initiatives, the recognition was awarded to Ferrovalle Intermodal for OCR Automated Gates , a project that automates the entry and exit processes of tractor-trailer trucks using optical character recognition and artificial vision technology.

According to the project presentation, the solution allows for validations to be performed in a matter of seconds, optimizing first and last mile operations, strengthening real-time traceability, and reducing polluting emissions by decreasing waiting times and vehicular congestion within the terminal.

Upon receiving the award, Francisco Fabila, general director of Ferrocarril y Terminal del Valle de México (Ferrovalle Intermodal) , emphasized that innovation is the result of a collective effort and not of a single person.

“This is an award that doesn’t belong to just one person. I believe that at Ferrovalle (the award) belongs to the entire extended family that works here,” he said in front of company representatives who participated in the development of the project.

Fabila highlighted that technological transformation has become one of the organization’s main strategic pillars in recent years, driving initiatives aimed at digitizing processes and reducing dependence on paper in logistics operations.

“I believe we have consolidated a vision where all solutions must have a technological component,” he stated. He even set an ambitious goal for the terminal: “We do want to be one of the most paperless terminals and logistics hubs in Mexico, completely paperless.”

Beyond the recognition received, the executive considered the award a commitment to continue promoting solutions that raise the standards of the intermodal industry. “This makes us very proud, but it also commits us. We are committed to continuing to improve industry standards,” he stated.

Thus, the delivery of the Silver Container once again reflected the two forces that currently shape the development of intermodal transport in Mexico: the experience accumulated by those who have contributed to building the sector for decades and the technological innovation that seeks to respond to the challenges of efficiency, sustainability and competitiveness that modern logistics faces.

LOS CABOS, BCS – Intermodal transportation in Mexico is experiencing “the best moment in its history.” This was the assertion of Luis Hernández, president of the Mexican Intermodal Transportation Association (AMTI) , at the inauguration of the XXVII Intermodal Congress , where he outlined a landscape of expansion for the industry, marked by record figures , new cargo dynamics, and a growing participation of the sector in the country’s economic and logistical agenda.

Far from presenting a discourse focused solely on statistics, Hernández opted for a narrative that sought to define the current state of Mexican intermodal transport as a result of years of investment, coordination, and integration among operators, terminals, railways, and freight users.

“Today, intermodal transport in Mexico is not only growing, it is experiencing the best moment in its history, and this is not just a figure of speech. The real data tells us this ,” he stated to industry representatives.

The leader explained that during the first quarter of 2026, the intermodal system moved more than 333,000 loaded containers , a figure that represented a 10% annual growth and the best start for the sector in at least seven years. However, he emphasized that the main change lies not only in the volume, but also in the diversification of growth.

“For the first time, success is not in a single sector. Growth was widespread . The cross-border, domestic, and maritime markets all grew together simultaneously, as a single sector,” he stated.

Within that performance, Hernández particularly highlighted the dynamism of the cross-border segment , which registered a growth of 15% and reached a historic record driven by the increase in rail imports from the United States, especially non-automotive cargo.

“We are finally moving away from our dependence on automotive freight as an intermodal industry. We are transforming into a general freight industry,” he said.

According to the president of AMTI, this transition represents one of the most relevant structural changes for the industry in recent decades, because it strengthens the integration of intermodal transport with the consumer, manufacturing and food sectors , expanding the range of goods that use rail and containers as a logistics axis.

This transformation is also reflected in the domestic market, historically considered one of the most complex segments for Mexican intermodal transport . Hernández acknowledged that for years the operating balance of domestic services was negative, although he asserted that signs of maturity are now beginning to appear in key corridors.

“April reflected a 99% balance. In the 17 years I’ve been monitoring this, we’ve never seen a 99% balance. That is, for every load we add, we lose one load,” he commented.

He added that the growth of the domestic market is also being driven by greater confidence among Mexican companies in rail and intermodal services for the movement of consumer goods.

“We went from moving eight thousand containers in 2019 to more than 21 thousand in the first quarter. That’s a growth of more than 150 percent . It’s proof that rail and intermodal transport are now part of the daily life of Mexican companies,” he said.

At the same time, maritime corridors maintained a positive trend, exceeding 210,000 units moved between the country’s four main seaports, with a growth of 7%, in a context where port-rail connectivity is beginning to consolidate as a strategic component for national logistics competitiveness.

However, Hernández insisted that behind the figures there is a network of investments, infrastructure and human capital that has allowed the sector’s growth to be sustained.

“More has been invested in terminals and intermodal corridors in the last 24 months than in the last 10 years,” he said.

In that regard, he acknowledged the work of railway operators, terminal staff and workers in the sector who, he said, keep “the country awake and connected” , while stressing that intermodal transport has ceased to be merely a logistical alternative and has become “the economic engine of the country”.

The president of AMTI also highlighted the strengthening of institutional dialogue between industry and the federal government, particularly on issues related to competitiveness, foreign trade, infrastructure and railway safety .

“We have brought this pride and this technical strength to the most important dialogue tables with the government, with the Ministry of Economy and with Customs ,” he commented.

Within those conversations, he highlighted the participation of the National Service for Agrifood Health, Safety and Quality (Senasica) in promoting corridors for refrigerated cargo, especially from projects led by Canadian Pacific Kansas City (CPKC) to move refrigerated imports by rail.

Hernández also revived the debate surrounding nearshoring – which he preferred to call “nearsource” – and asserted that Mexico is going through a historic juncture resulting from the global reconfiguration of supply chains.

“Now we are truly living the Mexican moment ,” he affirmed. “Geography is on our side, the free trade agreement (USMCA) is here to stay, and we need to understand how we will operate within this new free trade agreement.”

The National Energy Commission (CNE) granted a 15-year permit to the Maya Train for the transport of petroleum products by tanker truck or semi-trailer by various means, although to do so it must comply with a series of regulations applicable to this activity .

According to the permit title, this activity will be subject to the Law of the National Energy Commission (LCNE), the Law of the National Agency for Industrial Safety and Environmental Protection of the Hydrocarbons Sector and its Regulations, among others.

Carlos Barreda Westphal, director of Ferroviaria.mx , emphasized that the Tren Maya’s obtaining the permit to transport fuels is in accordance with the original project, which included a mixed rail operation for tourism and cargo, even with a connection to the Interoceanic Corridor.

“However, this does not mean that the state-owned company will begin operating these transfers in the short term, as it will first be necessary to comply with a large catalog of official regulations that apply to this very specific activity. These range from the most recent regulations on the use of geolocation devices and QR codes on tank trucks, to operational safety, the handling, operation, and functionality of all cargo-hauling equipment, as well as those related to the handling of hazardous materials, emergency response protocols, and more,” he explained.

The document specifies that, among other things, it must designate operators who meet the characteristics and technical requirements necessary to operate the vehicles, contract and maintain valid insurance against damages, transport the authorized products, to mention a few.

Barreda Westphal considered that the incorporation of this mode of transport will bring important economic benefits not only for the railway “which truly needs them, but also for the southeast of the country.”

“Specialized jobs will once again be created in the region due to the very nature of its operation. It will surely attract national and foreign investment specializing in logistics, and will also reduce tanker truck traffic on the main routes longer than 200 kilometers (km). However, the biggest challenge will be consolidating a safe operation combined with passenger transport service along the 1,500 km of the Mayan circuit,” he said.

It is worth remembering that in 2025, the federal government started the works for the construction of the freight infrastructure of the Maya Train through the Felipe Ángeles Engineering Group of the Ministry of National Defense .

This project includes 10 cargo complexes with five intermodal terminals: Poxilá, Progreso, Cancún, Palenque and Chetumal, four operations yards and a fuel spur interconnected through the 1,553 km of railway already built.

The first phase of the works includes the construction of the intermodal terminals of Poxilá and Progreso, Cancún and Palenque, as well as the construction and rehabilitation of a railway bypass and two branches between Mérida and Progreso, of 70 km of railway tracks, of which 40 km will be new construction and 30 km of rehabilitated tracks.

Keith Creel, president and chief executive of CPKC, said the railroads’ new application does not change the underlying reality and falls far short of meeting the standards set out in the Land Transportation Board’s (STB) updated 2001 rules on large mergers .

“A combined UP-NS could place nearly 50% of U.S. freight rail traffic in the hands of a single company that already has a troubled history—some very recent—of abusing market power to the detriment of American businesses and workers. None of this serves the public interest. None of this serves the interests of shippers. All of this puts our supply chains and our economy at unnecessary risk,” Creel said.

The executive recalled that on May 8, CPKC submitted comments on the integrity of the revised application, noting that UP and NS did not meet the STB’s specific requirements to submit a detailed analysis of the market impact based on their future projections of participation in rail traffic flows for major freight and corridors.

“This has led us to ask, did UP overlook this specific instruction from the STB? If not, does UP have something to hide? One thing is certain: this is emblematic of UP continuing to have its own interpretation of STB rules and orders, and how they apply to UP,” he commented.

In this regard, he opined that if the STB accepts the resubmitted request, it will carry out a rigorous regulatory evaluation and review.
