<p><span dir="auto">After more than a year since the first crossing of vehicles through the </span><a href="https://www.gob.mx/ciit"><strong><span dir="auto">Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT)</span></strong></a><strong><span dir="auto"> , the second shipment with three thousand vehicles from </span><a href="https://www.glovis.net/en/home"><span dir="auto">Hyundai Glovis Mexico</span></a></strong><span dir="auto"> was carried out .</span></p>
<p><span dir="auto">The units arrived from the ship Glovis Condor at the port of Salina Cruz, Oaxaca, coming from Masan, South Korea, to be transferred by the interoceanic railway to Coatzacoalcos, Veracruz, towards the ports of Brunswick and Philadelphia, in the United States.</span></p>
<blockquote><p><span dir="auto">“The arrival of this second interoceanic vehicle crossing demonstrates the private sector’s confidence in Oaxaca’s logistical capabilities. Each operation strengthens the state’s position as a key hub for international trade and contributes to generating investment, employment, and well-being for Oaxacan families,” highlighted Raúl Ruiz Robles, Secretary of Economic Development of Oaxaca.</span></p></blockquote>
<p><span dir="auto">He emphasized that the state government is working in coordination with the CIIT to take advantage of the strategic benefits of this infrastructure, </span><strong><span dir="auto">promote the attraction of investments</span></strong><span dir="auto"> , and generate greater development opportunities for the state.</span></p>
<p><span dir="auto">It is worth remembering that on March 27, 2025, the Glovis Cosmos ship arrived at the port of Salina Cruz from Asia, </span><strong><span dir="auto">with 900 units of said automotive company as part of a pilot program to use the CIIT</span></strong><span dir="auto"> , thus making the first interoceanic crossing.</span></p>
<p><span dir="auto">Ruiz Robles considered that the transfer of these units reaffirms the potential of the CIIT to </span><strong><span dir="auto">offer efficient logistics solutions</span></strong><span dir="auto"> , strengthen national and international supply chains and consolidate the Isthmus of Tehuantepec as one of the main centers of economic development in the country.</span></p>
<p><span dir="auto">This operation </span><strong><span dir="auto">represents a new step forward in the consolidation of the Corridor</span></strong><span dir="auto"> , a project promoted by the Mexican government to boost development in the south-southeast of the country, improve connectivity between the Pacific and Atlantic oceans, and consolidate a logistics platform that increases Mexico&#8217;s competitiveness in international trade, he stressed.</span></p>
<p><span dir="auto">This move confirms the continuity of the service and the confidence of international companies in this logistics platform.</span></p>
<p><span dir="auto">Furthermore, it strengthens the country&#8217;s strategy to </span><strong><span dir="auto">position the CIIT as a global logistics hub</span></strong><span dir="auto"> to serve supply chains linked to the automotive industry and other sectors.</span></p>

<p><span dir="auto">CANCÚN, Q. ROO – Strengthening trade between Mexico, the United States, and Canada will require a rail system capable of offering much more than just installed capacity. The resilience of supply chains in North America will increasingly depend on the integration of infrastructure, technology, digitalization, and coordination among operators, authorities, and users, agreed representatives of major rail companies during the panel “Resilient and Sustainable Rail Transport: Integrating Infrastructure, Technology, and Sustainability in the USMCA,” held at the </span><strong><span dir="auto">2026 National Freight Transportation Forum</span></strong><span dir="auto"> of the </span><a href="https://antp.org.mx/"><span dir="auto">National Association of Private Transportation (ANTP)</span></a><span dir="auto"> .</span></p>
<p><span dir="auto">The discussion made it clear that the growth of </span><em><span dir="auto">nearshoring</span></em><span dir="auto"> (relocation of production lines) and the consolidation of the </span><strong><span dir="auto">United States-Mexico-Canada Agreement (USMCA)</span></strong><span dir="auto"> are increasing pressure on regional logistics infrastructure, forcing the rail sector to evolve toward more agile, connected, and sustainable operating models. According to the panelists, North American competitiveness will no longer depend solely on having more tracks or locomotives, but rather on building logistics chains capable of responding quickly to an environment of greater demand, uncertainty, and environmental requirements.</span></p>
<p><span dir="auto">Linda Hernández, Business and Industrial Development Manager at </span><a href="https://www.cpkcr.com/es"><span dir="auto">Canadian Pacific Kansas City (CPKC)</span></a><span dir="auto"> , stated that rail integration between Canada, the United States, and Mexico represents an opportunity to simplify </span><strong><span dir="auto">cross-border operations</span></strong><span dir="auto"> and offer more competitive alternatives for users. “Railways are about connection, trust, but above all, they are a promise of continuity,” she affirmed, explaining that the merger between Kansas City Southern and Canadian Pacific (which ultimately resulted in CPKC) made it possible to build the first rail network directly connecting the three North American countries.</span></p>
<blockquote><p><span dir="auto">The executive emphasized that true growth in </span><strong><span dir="auto">rail capacity</span></strong><span dir="auto"> depends not only on expanding physical infrastructure. “True capacity lies in coordination. It lies in designing reliable services, investing in infrastructure, digitizing processes, and building alliances with authorities, customers, ports, terminals, and carriers,” she noted. Following this logic, she explained that a logistics chain “is not as strong as its largest link, but as its weakest.”</span></p></blockquote>
<p><span dir="auto">As an example of this strategy, Hernández presented the </span><strong><span dir="auto">Mexico Midwest Express (MMX)</span></strong><span dir="auto"> and </span><strong><span dir="auto">Southeast Mexico Express (SMX)</span></strong><span dir="auto"> services , developed after the integration of CPKC to directly connect Mexican industrial centers with the Midwest and Southeast United States in journeys of less than four days. He also highlighted the addition of refrigerated containers, the installation of new Senasica inspection points outside the border, and the opening of the second international rail bridge in Laredo, infrastructure that doubled the rail exchange capacity between the two countries. “When we connect the rail network, the region undoubtedly moves forward,” he summarized.</span></p>
<p><span dir="auto">From the perspective of </span><a href="https://gmxt.mx/es/inicio/"><span dir="auto">Grupo México Transportes (GMXT)</span></a><span dir="auto"> , resilience also involves incorporating artificial intelligence into the core of rail operations. Daniel Doria, Commercial Director, explained that the company is developing </span><strong><span dir="auto">“La Maquinista</span></strong><span dir="auto"> ,” an artificial intelligence system designed to optimize train formation, allocate capacity, and improve the network&#8217;s operational performance. The project, he said, does not seek to replace human expertise, but rather to enhance it through algorithms capable of learning, anticipating, and making operational decisions in real time.</span></p>
<p><span dir="auto">The initial results, he asserted, already show significant reductions in dwell times, a higher average network speed, and more efficient use of the rail fleet. For Doria, </span><strong><span dir="auto">artificial intelligence</span></strong><span dir="auto"> will be a productivity enabler, while modal integration will remain essential. “Road transport and rail definitely coexist, and coexist very well. It all depends on the customer&#8217;s needs,” he stated, emphasizing that both modes of transport must complement each other to offer tailored logistics solutions.</span></p>
<p><span dir="auto">The executive added that GMXT, part of </span><a href="https://www.gmexico.com/"><span dir="auto">Grupo México</span></a><span dir="auto"> , continues to strengthen its coverage through annual investments of between $450 and $500 million in infrastructure, yards, terminals, locomotives, and technology, as well as promoting alternatives such as </span><a href="https://www.cgrailway.co/es"><span dir="auto">CG Rail</span></a><span dir="auto"> , the </span><strong><span dir="auto">rail-sea service</span></strong><span dir="auto"> connecting Coatzacoalcos (Veracruz) with Mobile (Alabama), as a new option for trade between Mexico and the United States. “When infrastructure, technology, and logistics work as a single network, growth ceases to be a possibility and becomes a competitive advantage,” he concluded.</span></p>

He explained that the company operates the most important intermodal rail hub in North America, located in the nation&#8217;s capital, and that the challenge lies in managing more than one hundred trains daily in a highly congested area using digital tools and artificial intelligence.</span></p></blockquote>
<p><span dir="auto">To achieve this, Ferrovalle incorporated </span><strong><span dir="auto">rail arches with optical recognition</span></strong><span dir="auto"> , automated mechanical inspection systems, railcar classification algorithms, and control centers that allow for real-time monitoring of the entire operation. With these tools, processes that previously took several hours can now be carried out virtually instantly, while customers can track every movement of their trains, containers, and tractor-trailers from digital platforms. “Every movement, every train, every load, every container, and every truck is digitally visible in real time to the customer and in an automated way,” Fabila emphasized.</span></p>
<p><span dir="auto">In parallel, he explained that digitalization has also improved the efficiency of the </span><strong><span dir="auto">Pantaco intermodal terminal</span></strong><span dir="auto"> (also known by that name), where truck access times have been reduced from several minutes to just seconds thanks to OCR systems and artificial intelligence, strengthening connectivity between rail and trucking. He also emphasized that technology has become an essential component for reinforcing security and maintaining operational continuity at the main rail hub in the Valley of Mexico.</span></p>
<p><span dir="auto">For her part, Daniela Zarza, Business Director &#8211; Premium at </span><a href="https://www.up.com/"><span dir="auto">Union Pacific</span></a><span dir="auto"> , focused her remarks on the need to continue strengthening North American rail integration through investments, strategic mergers, and talent development. She explained that the company is undergoing a regulatory process to </span><strong><span dir="auto">finalize its integration with </span><a href="https://www.norfolksouthern.com/"><span dir="auto">Norfolk Southern</span></a></strong><span dir="auto"> , which would allow for the construction of a transcontinental rail network—from coast to coast in the United States—and eliminate interchange points that currently limit the smoothness of operations. In her view, greater competition among operators will ultimately benefit customers directly through improved services and shorter transit times.</span></p>
<p><span dir="auto">The executive also highlighted that Union Pacific, </span><strong><span dir="auto">which operates </span><em><span dir="auto">cross-border</span></em><span dir="auto"> services through six border crossings between Mexico and the United States</span></strong><span dir="auto"> , makes ongoing investments in infrastructure maintenance, technology, and cybersecurity, while also promoting diversity and inclusion strategies to increase female participation in the railroad&#8217;s operational areas by 2030. Simultaneously, the company is advancing the development of locomotives with hybrid technologies and initiatives to reduce the carbon footprint of rail transport. &#8220;Rail is the safest mode of transportation in Mexico and the United States,&#8221; she stated, noting that a Union Pacific train can travel a distance equivalent to 49 times around the world before derailing.</span></p>
<p><span dir="auto">Although each company presented different strategies, the message converged on a single point: </span><strong><span dir="auto">the future of rail transport in North America</span></strong><span dir="auto"> will depend on its ability to integrate infrastructure, artificial intelligence, automation, sustainability, and collaboration among all actors in the logistics chain. In an environment where regional trade continues to accelerate, rail operators agreed that resilience is no longer just about recovering from disruptions, but about anticipating them and turning them into a competitive advantage under the USMCA.</span></p>

<p><span dir="auto">A new logistical alternative for transporting food products between Mexico and the United States is beginning to take shape with </span><strong><span dir="auto">the launch of America&#8217;s Harvest</span></strong><span dir="auto"> , a service driven by </span><a href="https://www.gwrr.com/"><span dir="auto">Genesee &amp; Wyoming, </span></a><a href="https://www.cn.ca/en/"><span dir="auto">Canadian National (CN)</span></a><span dir="auto"> and </span><a href="https://gmxt.mx/es/inicio/"><span dir="auto">Grupo México Transportes (GMXT)</span></a><span dir="auto"> that seeks to connect smaller-scale producers and buyers through an integrated rail network.</span></p>
<p><strong><span dir="auto">This service focuses on products such as a wide variety of edible dried beans and other dried legumes</span></strong><span dir="auto"> that are not traditionally moved in large quantities, thus allowing small and medium-sized enterprises to access international markets with a more cost-efficient and time-efficient option.</span></p>
<p><span dir="auto">Rossana Cárcamo, CN&#8217;s Sales and Marketing Director for the United States and Mexico, points out that this project represents the beginning of a strategy focused on developing specialized solutions for specific industries.</span></p>
<blockquote><p><span dir="auto">“We’re going industry by industry. Legumes are a very important market in the United States and Canada, and we see a medium- and long-term growth opportunity in trade between Mexico, the United States, and Canada,” he says in an interview with T21.</span></p></blockquote>
<p><span dir="auto">It explains that the America&#8217;s Harvest service leverages the regional rail infrastructure operated by Genesee &amp; Wyoming, which serves highly specialized production areas. Through these connections and CG Railway&#8217;s maritime-rail link, the companies aim to create logistics corridors that bring producers and buyers from the three countries closer together.</span></p>

<p><span dir="auto">Ximena Juárez Gómez, director of Innovation Projects and Programs at the Quarantine Service of the </span><a href="https://www.gob.mx/senasica"><span dir="auto">National Service for Agrifood Health, Safety and Quality (Senasica)</span></a><span dir="auto"> , pointed out that the </span><strong><span dir="auto">“intention of the railway is that, that the containers return with merchandise that is going to export”</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">During a meeting organized by the </span><a href="https://www.amti.org.mx/"><span dir="auto">Mexican Intermodal Transport Association (AMTI)</span></a><span dir="auto"> , he added that the organization&#8217;s management is also working on the handling of certain products.</span></p>
<p><span dir="auto">He emphasized that </span><strong><span dir="auto">several companies are interested in importing other low-risk goods </span></strong><em><span dir="auto">—</span></em><span dir="auto"> such as pet food or milk substitute — under this scheme.</span></p>

<p><span dir="auto">He also stated that they are working on an inspection program through inland customs.</span></p>
<blockquote><p><span dir="auto">“Entering a transit train, arriving at an inland customs office, or clearing the product through customs—which must be low-risk and already undergo certain processes or guarantees that there are no risks associated with merchandise like fresh vegetables or live animals—we are working on this so that we can alleviate congestion at border crossings and carry out these inspections at inland customs offices. We are already working on it,” he emphasized.</span></p></blockquote>
<p><span dir="auto">Juárez Gómez recalled that the start of the aforementioned service was through the railway company </span><a href="https://www.cpkcr.com/es"><span dir="auto">Canadian Pacific Kansas City (CPKC) , with whom </span></a><strong><span dir="auto"> 84 import shipments have been made</span></strong><span dir="auto"> so far , although they are looking to increase the movement.</span></p>
<p><span dir="auto">Furthermore, they have already contacted other railway companies, as well as more exporters, and, with the United States health authority and Senasica personnel, they intend to resolve and implement more options to access this project.</span></p>
<p><span dir="auto">Last October, AMTI reported that Mexican and US authorities  </span><strong><span dir="auto">approved origin verification for the import of animal protein</span></strong><span dir="auto"> , which will contribute to building logistical solutions that strengthen the country&#8217;s competitiveness and the health security of the supply chain.</span></p>
<p><span dir="auto">Ximena Juárez recalled that this took three years of negotiation with US authorities to carry out the inspection on US territory for goods packaged as meat.</span></p>
<blockquote><p><span dir="auto">“Verification at origin is verifying, inspecting, and ensuring that goods meet all the requirements already negotiated and established with the country of origin before they leave their center of origin, before they pass through customs or a border crossing. We do this to ensure that they meet all the requirements and to minimize the risk of any disease or pest. In the case of rail, we ensure that it does not stop at the point of entry,” he explained.</span></p></blockquote>

Today, trucks transport 43% of all freight tonne miles. To capture that market share, we will need to compete not only against trucks, but also against other railroads. We expect to win,” emphasized Jennifer Hamann, UP’s executive vice president and chief financial officer.</span></p></blockquote>
<p><span dir="auto">He mentioned that, according to the </span><a href="https://www.aar.org/"><span dir="auto">Association of American Railroads (AAR)</span></a><span dir="auto"> , their </span><strong><span dir="auto">freight movement increased by 7% between 2020 and 2024.</span></strong><span dir="auto"> “We have grown in volume by delivering the service we sold to our customers and by operating with a resource margin that can adapt to demand.”</span></p>
<p><span dir="auto">He noted that if </span><strong><span dir="auto">the end-to-end merger is completed, it will offer a single-line service on 10,000 routes</span></strong><span dir="auto"> , connecting 88,000 new points; in addition, it will improve speed and increase service reliability by eliminating time-consuming interchanges.</span></p>
<p><span dir="auto">He explained that currently, when an exchange is involved, railroads require at least one transfer, send more than one invoice, and cannot offer a single system for pricing, shipment tracking, or customer service.</span></p>
<blockquote><p><span dir="auto">“With the merger, we are also expanding our service product, adding seven new daily intermodal routes and six new manifest trains that will allow our customers to enter new markets. These new services strengthen rail competition. For our rail colleagues to compete against us, they will have to improve their own service offerings, reduce their prices, or both,” Hamann explained.</span></p></blockquote>
<p><span dir="auto">In that regard, he said that the </span><a href="https://www.stb.gov/"><span dir="auto">Land Transportation Board (STB)</span></a><span dir="auto"> recognizes that end-to-end, single-line, open-door service enhances competition, as it stated when approving the Canadian Pacific-Kansas City Southern merger.</span></p>
<blockquote><p><span dir="auto">“Our merger is also end-to-end and inherently pro-competitive. The Gateway Committed Fare (GCF) extends those benefits to customers who would not otherwise benefit from enhanced competition, specifically at the origin or destination by CSX, BNSF, or a shortline partner. The GCF has been misrepresented as the sole competition-enhancing element in our record, but that misunderstands or misrepresents the key point: the GCF isn’t the ice cream, it’s the cherry on top,” he said.</span></p></blockquote>
<p><span dir="auto">It should be recalled that the STB </span><strong><span dir="auto">accepted for consideration the revised merger application between UP and NS earlier this month</span></strong><span dir="auto"> and ordered the applicants to submit supplementary information by July 27.</span></p>
<blockquote><p><span dir="auto">“The STB considers that the applicants have provided sufficient information to meet the integrity requirements for a major merger application. Given the rather limited procedural issue of integrity, the issues raised by the commentators do not justify rejecting the revised application,” the agency stated.</span></p></blockquote>
<p><span dir="auto">According to UP, </span><strong><span dir="auto">following this decision, more than two thousand letters have been sent to STB&#8217;s file</span></strong><span dir="auto"> , highlighting comments from a growing number of industry specialists, policymakers, and academics, who have expressed their opinions on the merger&#8217;s ability to strengthen the supply chain and boost the growth of the US economy.</span></p>

<blockquote><p><span dir="auto">“The STB considers that the applicants have provided sufficient information to meet the integrity requirements for a major merger application. Given the rather limited procedural issue of integrity, the issues raised by the commentators do not justify rejecting the revised application,” the agency stated.</span></p></blockquote>
<p><span dir="auto">This follows the unanimous decision of January 16, which determined that the applicants&#8217; original application was incomplete, as it did not contain certain information required by STB regulations, so the applicants submitted a revised application on April 30, 2026, taking into account public comments on the integrity of the revised application.</span></p>
<p><span dir="auto">However, </span><strong><span dir="auto">the agency indicated that there are several aspects of the revised application that are unclear</span></strong><span dir="auto"> or underdeveloped and require supplementation at this stage of the procedure so that it has the necessary information to thoroughly assess—and the public has an adequate opportunity to comment—whether the transaction is in the public interest.</span></p>
<p><span dir="auto">In this regard, applicants </span><strong><span dir="auto">must submit supplementary information</span></strong><span dir="auto"> on enhanced competition, public benefits, service guarantee plan, market share projections, subsequent impacts of mergers, among others.</span></p>
<blockquote><p><span dir="auto">“As a result, the decision suspends the proceedings, including the environmental review, pending the applicants’ submissions and supplementary information from the STB. The suspension of the procedural timetable does not affect the remainder of the process. In a future decision, the agency will establish an appropriate procedural timetable for the rest of the proceedings,” it stated.</span></p></blockquote>
<p><span dir="auto">The STB noted that the current main merger rules established a modernized framework and introduced new requirements aimed at improving competition, integrity in profit estimates, service assurance and potential downstream effects.</span></p>
<blockquote><p><span dir="auto">“The rules also expanded the STB’s public interest inquiry and underscored the importance of assessing the impacts of a merger on short-line railways, ports, employees, communities, and other stakeholders who rely on a safe, efficient, and competitive rail network. In this context, the decision explains that, in examining the substance of the revised application, it will not initiate a procedural timetable that would, in effect, place an undue burden on the commenting parties. Initiating the process before key information is fully developed and submitted would require the board and the commenting parties to assess and respond to complex aspects of the proposed merger without the clarity and detail necessary to evaluate how the proposed merger aligns with the current regulatory framework,” it emphasized.</span></p></blockquote>
<p><span dir="auto">He specified that </span><strong><span dir="auto">at least 12 in-person public meetings and several virtual meetings will be held</span></strong><span dir="auto"> , and a public project website, which will be updated throughout the EIS process, is available, as well as through the STB&#8217;s UP-NS Merger Resources page, to mention a few actions.</span></p>
<p><span dir="auto">UP and NS celebrated the decision as an important step toward a revitalized and more competitive U.S. rail industry. The companies acknowledged STB&#8217;s request for additional information regarding its amended merger application.</span></p>
<blockquote><p><span dir="auto">“We are confident that this merger will offer more reliable and lower-cost transportation options for American businesses. We are presenting a comprehensive, data-driven application, backed by a detailed plan for a seamless integration. We look forward to the opportunity to show the facts and demonstrate the benefits for our customers, employees, and the United States,” said Jim Vena, CEO of Union Pacific.</span></p></blockquote>
<p><span dir="auto">Mark George, president and CEO of Norfolk Southern, said, “The added detail strengthened our analysis and improved the integration planning in our amended application. We are more confident than ever in the value this proposal will bring to all stakeholders and look forward to a thorough and transparent review.”</span></p>

For Deacero, the U.S. market represents a strategic priority, not only because of its potential volume but also because of the need to maintain margins in a more restrictive business environment.</span></p>

The steel industry has been greatly affected by tariffs, and finding lower-cost transportation routes allows us to remain profitable in different markets,” says Arturo Rodríguez, Deputy Director of Global Transportation and Logistics at Deacero and Deacero Logistics, in an interview with T21.</span></p></blockquote>
<p><span dir="auto">In that growth map, </span><strong><span dir="auto">Chicago appears as one of the most attractive routes for the company</span></strong><span dir="auto"> , although Canada is emerging as an even more strategic market. The absence of tariffs and the possibility of moving larger volumes per container, compared to the restrictions on trucking, place cities like Toronto, Montreal, and Quebec City on the company&#8217;s intermodal roadmap.</span></p>
<blockquote><p><span dir="auto">“Canada is a very attractive market for us because there are no tariffs, we have greater market penetration, and we ship higher volumes; it’s an extremely important route. Toronto, Montreal, Quebec City, and Chicago are potential routes. We are registered as IMCs (consolidators) with Ferromex and Union Pacific, and we are in talks with BNSF and CPKC,” he says.</span></p></blockquote>

<p><span dir="auto">The </span><a href="https://www.gob.mx/sict?idiom=es"><span dir="auto">Ministry of Infrastructure, Communications and Transportation (SICT)</span></a><span dir="auto"> granted the assignment title of the Lechería-AIFA branch to the </span><a href="https://www.gob.mx/banobras"><span dir="auto">National Bank of Public Works and Services (Banobras) for the construction, operation and exploitation of the road, as well as for the provision of the Buenavista-Lechería </span></a><span dir="auto"><a href="https://aifa.aero/">-Felipe Ángeles International Airport (AIFA)</a> suburban passenger service .</span></p>
<p><span dir="auto">The SICT specified the above after prior verification by the </span><a href="https://www.gob.mx/attrapi"><span dir="auto">Agency for Trains and Integrated Public Transport (ATTRAPI),</span></a><span dir="auto"> who will deliver to Banobras the implemented railway infrastructure and equipment, functional and with all the necessary documentation.</span></p>
<p><span dir="auto">It will also </span><strong><span dir="auto">cede the right-of-way, terminals and intermediate stations, yards, garages and workshops, as well as the corresponding administrative buildings.</span></strong></p>
<p><span dir="auto">The allocation published in the </span><a href="https://dof.gob.mx/#gsc.tab=0"><span dir="auto">Official Gazette of the Federation (DOF)</span></a><span dir="auto"> establishes that the Mexican government&#8217;s fiduciary institution will operate the passenger service of the Buenavista-Lechería-AIFA route, through the Public Trust for Administration and Source of Payment number 1936 called </span><a href="https://www.fonadin.gob.mx/fni2/"><span dir="auto">the National Infrastructure Fund (Fonadin).</span></a></p>
<blockquote><p><span dir="auto">“Fonadin was asked to carry out the corresponding preparation work so that said public entity is in a position to receive the allocation in terms of railway regulations,” it specified through the DOF.</span></p></blockquote>
<p><span dir="auto">In addition, </span><strong><span dir="auto">you must submit the first annual service program</span></strong><span dir="auto"> for registration to ATTRAPI at least three months before the scheduled start date.</span></p>
<blockquote><p><span dir="auto"> “The service program that will govern for subsequent years must be submitted to ATTRAPI no later than the last business day of September of the year immediately preceding the year in which it is to take effect, which includes the Internal Transportation and Schedule Regulations, in accordance with the Regulations of the Law,” he indicated.</span></p></blockquote>
<p><span dir="auto">It also determined that the assignee will be the one entitled to receive the rights of passage and towing, and in case the parties do not reach an agreement, ATTRAPI will resolve the matter accordingly.</span></p>
<p><span dir="auto">Similarly, he pointed out that if Banobras determines that the Lechería-AIFA branch line is in a state of financial unviability, </span><strong><span dir="auto">&#8220;the allocation can be rebalanced to maintain public transportation service with a positive cash flow</span></strong><span dir="auto"> . The assignee, together with ATTRAPI, will evaluate the implementation of the actions required to rebalance it.&#8221;</span></p>
<p><span dir="auto">In this regard, and although he stated that </span><strong><span dir="auto">the validity of this concession will be indefinite,</span></strong><span dir="auto"> in case of early termination, partial or total, provided that there are outstanding credits applied to the financing of the railway equipment that must be covered, &#8220;the railway line that he builds and the assets that are part of it, will revert to the nation in good operating condition, equal to or better than that in which they were granted.&#8221;</span></p>

<p><span dir="auto">In a logistics environment marked by structural adjustments and expectations of reactivation, </span><a href="https://schneider.com/"><span dir="auto">Schneider</span></a><span dir="auto"> is positioning itself as one of the players seeking to capitalize on intermodal transport in North America, </span><strong><span dir="auto">especially in the cross-border corridor between Mexico and the United States</span></strong><span dir="auto"> .</span></p>
<p><span dir="auto">The industry is facing a process of structural rationalization of supply, particularly in the United States, </span><strong><span dir="auto">where the market is experiencing adjustments in available capacity</span></strong><span dir="auto"> , says Michael Baumgardt, senior vice president of Intermodal at Schneider.</span></p>
<blockquote><p><span dir="auto">“We are seeing a structural change in the supply. I don’t think we are at the end of this process yet, but it has clearly begun to gain momentum,” Baumgardt elaborates.</span></p></blockquote>
<p><span dir="auto">In this regard, he explains that while demand has remained relatively stable, the main focus for logistics operators is on available capacity, as after several years of adjustments, they are facing new market scenarios. Therefore, </span><strong><span dir="auto">companies&#8217; ability to react will be crucial in the event of a surge in demand</span></strong><span dir="auto"> , a scenario that could translate into greater operational demands and growth opportunities.</span></p>
<p><span dir="auto">It mentions that one of the main challenges for 2026 is responding to an environment where shippers will need greater flexibility and multimodal solutions that reduce operational risks. Furthermore, </span><strong><span dir="auto">customers are increasingly seeking reliable services</span></strong><span dir="auto"> with competitive transit times and high levels of security, without having to sacrifice efficiency compared to traditional trucking.</span></p>

<p><span dir="auto">In that context, he argues that intermodal transport is beginning to gain ground among companies that have historically relied solely on road transport.</span></p>
<blockquote><p><span dir="auto">“Today there are many opportunities for customers to integrate intermodal as a complement to existing transport networks, especially considering the structural capacity challenges we see in the market,” he adds.</span></p></blockquote>
<p><span dir="auto">Currently, Schneider combines intermodal operations with land freight capabilities and logistics services, allowing customers to integrate different modes of transport within the same network.</span></p>
<p><span dir="auto">One of the key projects in this evolution has been the development of the </span><strong><span dir="auto">Midwest Mexico Express (MMX)</span></strong><span dir="auto"> corridor , driven in conjunction with </span><a href="https://www.cpkcr.com/es/acerca-de-cpkc"><span dir="auto">Canadian Pacific Kansas City (CPKC)</span></a><span dir="auto"> . Almost two years after its implementation, Baumgardt notes that the service has generated interest among various shippers thanks to its speed and operational consistency.</span></p>

<p><span dir="auto">LOS CABOS, BCS.- The </span><a href="https://www.amti.org.mx/"><span dir="auto">Mexican Intermodal Transportation Association (AMTI)</span></a><span dir="auto"> took advantage of its </span><strong><span dir="auto">XXVII Intermodal Congress</span></strong><span dir="auto"> to recognize two of the pillars that drive the evolution of this industry: the talent that has contributed to building it for decades and the technological innovation that is beginning to redefine its future.</span></p>
<p><span dir="auto">Through the presentation of the Silver Container, the organization recognized </span><strong><span dir="auto">Luis Garulo for his Intermodal Career</span></strong><span dir="auto"> and </span><strong><a href="https://www.ferrovalle.com.mx/ferrovalle/"><span dir="auto">Ferrovalle Intermodal</span></a></strong><span dir="auto"> for the OCR Automated Gates project, a solution focused on the automation of access to the terminal, installed in the heart of Mexico City, using artificial vision.</span></p>
<blockquote><p><span dir="auto">The ceremony became a </span><strong><span dir="auto">recognition of the development that intermodal transport has experienced</span></strong><span dir="auto"> in Mexico in recent years, as well as the people and projects that have contributed to consolidating an increasingly efficient, technologically advanced and competitive ecosystem.</span></p></blockquote>
<p><span dir="auto">In presenting the Intermodal Career Achievement Award, Luis Hernández, president of AMTI, highlighted </span><strong><span dir="auto">Luis Garulo&#8217;s influence on the training of generations of professionals in the sector</span></strong><span dir="auto"> . Beyond his operational experience, he emphasized his role as a mentor and technical authority within an industry that has evolved from terminals with limited processes to complex, integrated logistics platforms.</span></p>
<p><span dir="auto">“Luis Garulo is a leading figure in intermodal transportation in North America. </span><strong><span dir="auto">Luis is one of the key figures in integrating intermodal transport</span></strong><span dir="auto"> ,” Hernández said, recalling a professional relationship that spans more than a decade and highlighting the honoree&#8217;s willingness to share his knowledge with those starting their careers in the sector.</span></p>
<p><span dir="auto">The association leader also emphasized that the recognition reflects a career dedicated to </span><strong><span dir="auto">strengthening operational standards and processes</span></strong><span dir="auto"> that are now part of the evolution of intermodal transport in the region. “Luis, please accept this well-deserved tribute for all your years invested in making this industry a world-class model,” he stated.</span></p>

<p><span dir="auto">The distinction is based on a professional career linked to the development of railway solutions and international customer service.</span></p>
<p><span dir="auto">Garulo is part of </span><a href="https://www.up.com/"><span dir="auto">Union Pacific Railroad&#8217;s</span></a><span dir="auto"> international customer service and support team. Throughout his career, he has established himself as </span><strong><span dir="auto">one of the most experienced specialists in integrating rail and logistics operations</span></strong><span dir="auto"> between Mexico and the United States, a characteristic that explains the recognition he has received from the industry.</span></p>
<blockquote><p><span dir="auto">Upon receiving the Silver Container, Garulo responded with a brief but meaningful message for an industry that continues to expand its reach in North America. “It is a privilege to be part of Intermodal&#8217;s history in Mexico and to keep moving forward. That is what we are here for, and to grow even further,” he stated.</span></p></blockquote>
<p><span dir="auto">The ceremony also served to highlight the role of technological innovation in transforming supply chains. Through an audiovisual message, AMTI emphasized that the </span><strong><span dir="auto">Silver Container for Innovation</span></strong><span dir="auto"> recognizes projects capable of generating tangible improvements in national logistics through operational efficiency, reduced environmental impact, strengthened infrastructure, economic viability, and the adoption of disruptive technologies.</span></p>
<p><span dir="auto">Among seven participating initiatives, the recognition was awarded to </span><strong><span dir="auto">Ferrovalle Intermodal for OCR Automated Gates</span></strong><span dir="auto"> , a project that automates the entry and exit processes of tractor-trailer trucks using optical character recognition and artificial vision technology.</span></p>
<p><span dir="auto">According to the project presentation, the solution allows for validations to be performed in a matter of seconds, optimizing first and last mile operations, strengthening real-time traceability, and </span><strong><span dir="auto">reducing polluting emissions</span></strong><span dir="auto"> by decreasing waiting times and vehicular congestion within the terminal.</span></p>
<p><span dir="auto">Upon receiving the award, Francisco Fabila, general director of </span><strong><span dir="auto">Ferrocarril y Terminal del Valle de México (Ferrovalle Intermodal)</span></strong><span dir="auto"> , emphasized that innovation is the result of a collective effort and not of a single person.</span></p>
<blockquote><p><span dir="auto">“This is an award that doesn’t belong to just one person. I believe that at Ferrovalle (the award) belongs to the entire extended family that works here,” he said in front of company representatives who participated in the development of the project.</span></p></blockquote>
<p><span dir="auto">Fabila highlighted that </span><strong><span dir="auto">technological transformation</span></strong><span dir="auto"> has become one of the organization&#8217;s main strategic pillars in recent years, driving initiatives aimed at digitizing processes and reducing dependence on paper in logistics operations.</span></p>
<p><span dir="auto">“I believe we have consolidated a vision where all solutions must have a technological component,” he stated. He even set an ambitious goal for the terminal: “We do want to be one of the <strong>most </strong><strong><em>paperless</em></strong> terminals and logistics </span><em><span dir="auto">hubs</span></em><span dir="auto"> in Mexico, completely paperless.”</span></p>
<p><span dir="auto">Beyond the recognition received, the executive considered the award a commitment to continue promoting solutions that raise the standards of the intermodal industry. “This makes us very proud, but it also commits us. </span><strong><span dir="auto">We are committed to continuing to improve</span></strong><span dir="auto"> industry standards,” he stated.</span></p>
<p><span dir="auto">Thus, </span><strong><span dir="auto">the delivery of the Silver Container</span></strong><span dir="auto"> once again reflected the two forces that currently shape the development of intermodal transport in Mexico: the experience accumulated by those who have contributed to building the sector for decades and the technological innovation that seeks to respond to the challenges of efficiency, sustainability and competitiveness that modern logistics faces.</span></p>
