The LXXXIV edition of the National Congress of Customs Agents , entitled Customs transformation, challenges and opportunities 2023-2024 , organized by the Confederation of Associations of Customs Agents of the Mexican Republic (CAAAREM) , seeks to provide information and processes for the professionalization of the union and modernization of the customs system.
“We continue to promote the modernization and transformation of the customs system, especially in this historical context of the relocation of companies (nearshoring). The purpose of the congress is to aim towards the professionalization of the union and to raise concerns that allow innovation and strengthening performance in favor of the country, from customs,” explained Miguel Cos Nesbitt, president of CAAAREM, during the inauguration.
The leader of the customs agents said that the role of the confederation is to reinforce the modernization of the customs system, which is a permanent job that must keep pace with the growth of foreign trade.
Cos indicated that the collaboration with Nacional Financiera (NAFIN) and the National Foreign Trade Bank (Bancomext) has laid the foundations for the growth and competitiveness of the logistics platform of customs agents through access to credits to trigger projects that translate in better opportunities for exporters and importers.
Furthermore, he indicated that one of the fundamental tasks of the CAAAREM and of the customs agents themselves is to unite the participants of the global value chains in a strategic link, promoting continuous modernization and customs efficiency that are essential for global economic competitiveness. .
For his part, during his participation in the work of Congress, André Foullon Van Lissum, head of the National Customs Agency of Mexico (ANAM) , recognized the work of customs agents as fundamental actors for the movement of goods and merchandise that they generate. well-being of the country.
“Our economic model within the framework of the country’s customs and logistics system allows us to generate certainty and security in supply chains, which gives clarity to the direction that customs should follow in the near future and take advantage of the relocation of companies such as the of economic models to guarantee national development,” he said.
Likewise, he reported that ANAM is in a process of updating the legislation so that it adjusts to modern times and is capable of responding to the challenges of the customs environment.
They are also betting on computer and procedural improvements, as well as the maintenance and improvement of existing facilities and the construction of new infrastructure “ so that logistics can operate better and allow greater handling of larger volumes of merchandise ,” said Foullon. Van Lissum.
He indicated that there must be a balance between the regulation, collection and distribution of wealth.
“We are working with the Secretary of Economy (SE) and the Tax Administration Service (SAT) to strengthen customs services,” he reported.
In addition, he explained that ANAM is promoting an initiative to reform the Customs Law in the Congress of the Union that proposes returning the right to the customs agent to designate the candidate to replace him.
Within the framework of the inauguration, the presentation of the National Customs, Logistics and Foreign Trade Survey (ENLACE) was carried out , which aims to propose actions to improve the country’s customs and logistics system.
The survey will collect the opinion of customs users , involving, among others, authorities, importers, exporters, customs agents, private organizations, maquiladoras, transporters and marketers.
“Through LINK, CAAAREM aims to know the current situation of the environment and the different links that make up the foreign trade supply chains, in aspects related to records, documentation, procedures, services, processes, compliance with standards, issuance of statistics, costs, times and the operational and legal results that are generated in the activities of Mexican customs,” added Cos.
