In an agreement published in the Official Gazette of the State of Nuevo León on March 22, the Nuevo León government established restrictions on the movement of cargo vehicles not bound for the Monterrey Metropolitan Area (ZMM) . This measure will take effect on April 4.
Despite opposition from the transportation sector and users of this mode of transport, the Nuevo León government maintains the measure in place.
In a circular dated Friday, March 28, the National Chamber of Cargo Transportation (Canacar) informed its members that several agreements had been reached in various meetings with representatives of the Executive Branch of Nuevo León.
Among the agreements reached is the promotion of the use of the ring road for freight transport not destined for the interior of the Monterrey Metropolitan Area.
To this end, it was determined “to create sufficient incentives to avoid additional penalties, meaning there will be no fines and freight transportation will continue as it is now, hoping that carriers will use the Periférico by their own choice,” states the Canacar communication.
The discounts that will be granted for each booth are as follows:
To qualify for this subsidy, companies must register with the State Highway Network . The discount will be effective starting April 1 for all transport vehicles.
The registration referred to will be mandatory starting May 1, “although the registration process for companies or individuals who will be eligible for this subsidy has not yet been defined,” the document stated.
This registration and subsidy applies to both individuals and legal entities that transport.
A key aspect of this series of agreements is that “municipal traffic officers will not be empowered to detain vehicles for failure to comply with the Agreement.”
