The Chamber of Deputies approved, by a unanimous vote of 472 in favor , the ruling by which the Mexican State resumes the right to use railway lines for the transportation of passengers, and it was sent to the Senate for its constitutional effects.
Deputy Sergio Gutiérrez Luna, president of the Board of Directors, said that it establishes the resumption of the right of the Mexican State to use the railways through allocations to public companies or concessions to private individuals.
The document, which reforms the fourth paragraph and adds a fifth paragraph to Article 28 of the Political Constitution, establishes that the federal Executive may grant allocations to public companies or concessions to private individuals . Therefore, both passenger and cargo transportation are priority areas for national development.
The transitional regime specifies that individuals who have cargo concessions will be able to obtain passenger rail transport services, although preference will be given to the latter.
He believes that it is appropriate for railway lines to be used more efficiently, not focusing on the relevant transport of freight, but rather extending them to passenger transport.
While the end user will be able to choose between the various services available , and stresses that this will be competitive if it improves in terms of tracks, locomotives, cars, transport times-price, safety and quality of service, especially compared to road transport.
The ruling stems from an initiative that former President Andrés Manuel López Obrador presented to the Chamber of Deputies on February 5.
The Congress of the Union will have a period of 180 calendar days from the entry into force of this decree to make the necessary adjustments to the corresponding secondary laws , in accordance with the terms of this decree.
