The General Coordination of Ports and Merchant Marine (CGPMM) reported on May 1st that Captain Manuel Fernando Gutiérrez Gallardo will assume the leadership of this office belonging to the Secretariat of the Navy, replacing Ana Laura López Bautista, who requested her resignation in mid-April.
Prior to his appointment, Gutiérrez Gallardo held the position of General Director of the National Port System Administration (Asipona) Ensenada since August 2020.
The current head of the CGPMM is originally from Papantla, Veracruz. His background as a captain and geographer engineer has led him to various roles within the maritime and port sector, through different responsibilities.
He graduated from the Merchant Nautical School of Veracruz, holds a master’s degree in Business Administration for Shipping and Ports, and has also received an Honorary Doctorate from the Mexican Institute of Excellence Leaders in 2023.
Before Ensenada, he served as a regional port captain in Chiapas, as well as Superintendent of Regulation and Lead Coordinator of Towing and Off-Shore Projects at Pemex Logistics.
He has also held leadership positions in the private sector within companies such as Mexican Maritime Transportation Group (TMM), where he served as Director of Ports, Terminals, and Agencies. Likewise, during the period 2009-2015, he was Director of Maritime and Port Protection at the CGPMM.
His experience also includes serving as Port Facility Security Officer (PFSO) at the Veracruz Port Administration, Head of Navigation Department and Port Supervision at the Tuxpan Port Captaincy, and Commissioner at the Coatzacoalcos Port Captaincy.
He has also served as captain and 1st officer of dynamic positioning vessels; captain of supply vessels for oil platforms; captain of offshore passenger boats; 3rd officer of gas tanker ships; 1st officer, 2nd officer, and 3rd officer of passenger ships and ferries. Additionally, his role as a Marine Surveyor and International Inspector of IICL containers and isotanks has provided him with experience in maritime inspections and safety.
